Na osnovu člana 53. stav 5. Abstract Detailed distribution pattern of colubrid snakes in Serbia is still inadequately described, despite the long historical study. In this paper, we provide accurate distribution of seven species, with previously published and newly accumulated faunistic records compiled. Comparative analysis of faunas among all Balkan countries showed that Serbian colubrid fauna is among the most distinct (together with faunas of Slovenia and Romania), due to small number of species. Zoogeographic analysis showed high chorotype diversity of Serbian colubrids: seven species belong to six chorotypes. South-eastern Serbia (Pčinja River valley) is characterized by the presence of all colubrid species inhabiting our country, and deserves the highest conservation status at the national level. -

Potential for trace elements accumulation of the species Goniolimon tataricum (L.) Boiss.was estimated. Plant tissues of Goniolimon tataricum and associated soils were sampled from four sites in Serbia and Republic of Macedonia located on two different geological substrates (ultramafics and dolomites). The aims of the present study were to investigate the levels of P2O5, K2O, Ca, Mg, Fe, Mn, Ni, Zn, Co, Cr, Cu, Cd and Pb in the soils and plant tissues of G. tataricum from these four localities. Soil samples collected from ultramafics contained elevated levels of almost all analysed trace elements and Ca/Mg quotients for the available fraction are close to 1. As for the dolomitic samples, they were characterized by elevated levels of Cd, Mn, Pb, Zn, Ca, and remarkably high Ca/Mg ratio. -

PREDGOVOR IVad mi je odbor „Matice Hrvatske" u srpnju ove godine povjerio, da napišem zemljopis i poviest Bosne za hrvatsko obćinstvo, najvećom se voljom prihvatili posla, i to tim radje, što je već punih sedam godina upravo Bosna bila najmilijim predmetom mojih privatnih studija. Naumili napisati djelo, gdje bi najveći trud uložio u samu poviest te liepe hrvatske zemlje, i to na temelju mnogobrojnih novijih izvora, što jih izdadoše Miklošić, Pucić, Šafafik, Theiner, Rački, Ljubić, Makušev i neki magjarski historici. Nadao sam se, da ću u ovom djelu koješta dopuniti, što bijaše nepoznato starijim piscem o Bosni, kanoti Schimeku, Engelu i Jukiću, a možda štogod i izpraviti, što su jedno strano shvatili neki noviji povjestnici, a napose Rus MajkoAL Ciela knjiga imala je iznositi 15 štampanih tabaka. Pišuć medjutim knjigu započeli geografijom, a ta se preko moje volje tako raztegnu, da mi napokon neostade ni vremena ni prostora za samu historiju. U toj me ne volji pomogne odbor „Matice Hrvatske" odredivši, da se za ovu godinu kano prvi svezak izdade samo zemljopis Bosne; a poviest Bosne da napišem nešto obsežnije za buduću godinu, te će se ovaj dio mojega rukopisa izdati kano drugi svezak djela o Bosni. Pri sastavljanju zemljopisa Bosne uzeli si za temelj slično djelce neumornoga franjevca I. Fr. Jukića, koje je doduše već pred četvrt stoljeća svj tlo ugledalo, ali ipak i danas još mnogo vriedi. -
Statut Grada Vranja
STATUT GRADA VRANJA ("Sl. glasnik P činjskog okruga", br. 17/2008 i 30/2008 - ispr.) I OSNOVNE ODREDBE Član 1 Ovim statutom, u skladu sa zakonom, ure đuje se prava i dužnosti grada Vranja (u daljem tekstu: Grad), na čin i uslovi njihovog ostvarivanja, broj odbornika Skupštine grada, organizacija i rad organa i službi, na čin upravljanja gra đana poslovima iz nadležnosti Grada, osnivanje i rad mesnih zajednica i drugih oblika mesne samouprave, kao i druga pitanja od zna čaja za Grad. Član 2 Grad je teritorijalna jedinica u kojoj gra đani ostvaruju pravo na lokalnu samoupravu. Gra đani koji imaju bira čko pravo i prebivalište na teritoriji Grada, upravljaju poslovima Grada, u skladu sa Ustavom, zakonom i ovim statutom. Gra đani u čestvuju u ostvarivanju lokalne samouprave putem građanske inicijative, zbora gra đana, referenduma i drugih oblika neposrednog u češ ća gra đana u upravljanju poslovima Grada, kao i preko slobodno izabranih predstavnika u organima Grada, u skladu sa Ustavom, zakonom i ovim statutom. Lokalna samouprava uživa pravnu zaštitu, u skladu sa Ustavom i zakonom. ZAKON O ŠUMAMA ("Sl. glasnik RS", br. 30/2010, 93/2012 i 89/2015) I OSNOVNE ODREDBE Predmet zakona Član 1 Ovim zakonom ure đuje se o čuvanje, zaštita, planiranje, gajenje i koriš ćenje šuma, raspolaganje šumama i šumskim zemljištem, nadzor nad sprovo đenjem ovog zakona, kao i druga pitanja zna čajna za šume i šumsko zemljište. Primena zakona Član 2 Odredbe ovog zakona odnose se na šume i šumsko zemljište u svim oblicima svojine. Cilj zakona Član 3 Ovim zakonom obezbe đuju se uslovi za održivo gazdovanje šumama i šumskim zemljištem kao dobrom od opšteg interesa, na na čin i u obimu kojim se trajno održava i unapre đuje njihova proizvodna sposobnost, biološka raznovrsnost, sposobnost obnavljanja i vitalnost i unapre đuje njihov potencijal za ublažavanje klimatskih promena, kao i njihova ekonomska, ekološka i socijalna funkcija, a da se pri tome ne pri činjava šteta okolnim ekosistemima. Opšti interes Član 4 Očuvanje, zaštita i unapre đenje stanja šuma, koriš ćenje svih potencijala šuma i njihovih funkcija i podizanje novih šuma u cilju postizanja optimalne šumovitosti, prostornog rasporeda i strukture šumskog fonda u Republici Srbiji, jesu delatnosti od opšteg interesa. Zaštita opšteg interesa iz stava 1. ovog člana obezbe đuje se: 1) zabranom trajnog smanjivanja površina pod šumama; 2) pove ćanjem ukupnog šumskog fonda, kao i udela državnog vlasništva u šumama u Republici Srbiji, a naro čito u šumama s posebnom namenom; 3) finansiranjem o čuvanja, zaštite i unapre đivanja stanja postoje ćih i podizanja novih šuma, izrade planova i programa -
Roma Rights Journal Examines the Impact of Conflict on Romani Populations in Modern Europe
This issue of Roma Rights Journal examines the impact of conflict on Romani populations in modern Europe. As marginalised populations subjected to both random and very specific cruelties, Roma were viewed by warring parties with a mixture of ambivalence and contempt, and deemed to be communities of little consequence. As a consequence, ROMA RIGHTS Roma were also excluded from the peace-building processes that followed the conclusion of hostilities. JOURNAL OF THE EUROPEAN ROMA RIGHTS CENTRE In addition to situations where Roma were the direct targets of murderous aggression, or written off as collateral damage “caught between two fires”, articles in this issue also examine incidents where Roma actively took a side, and refute notions of Roma and Travellers as being “a people without politics.” The contributions in this issue address long-standing lacunae, for as long as Europe’s largest ethnic minority is rendered invisible and written out of the histories of Europe’s wars and conflicts; and excluded from the politics of reconstruction and peace-making, the continent’s self-understanding will remain fatally flawed.
