GODINU . 238 ZahvaLNOST . 239 IN MEMORIAM akademik dževad saraČ . 247 akademik Zdenko lešić . 249 AKADEMIK VLADIMIR PREMEC . 251 AKADEMIK Ivan štraus . 254 INDEX IMENA I preZIMENA RADNOG sastava ANUBIH . 257 7 PREDGOVOR Ljetopis Akademije nauka i umjetnosti Bosne i Hercegovine (daljem tekstu ANUBiH) sakuplja, sistematizira i u pisanoj formi čuva građu o radu Akademije, organizacionih jedinica (odjeljenja, centara, odbora, komisija i Sekretarijata), or- gana upravljanja (Skupštine i Predsjedništva) i Izvršnog obora. Osnovu za uno- šenje podataka u Ljetopis čine usvojeni zapisnici organizacionih jedinica i organa i evidencija o urađenim poslovima koje vodi Kabinet predsjednika. Budući da je aktivnost članova radnog sastava Akademije također mjerilo djelovanja ANUBiH u društvu, Ljetopis sadrži i njihove individualne izvještaje o radu, koji bi trebali da budu sačinjeni prema unaprijed određenoj strukturi. Sadržaj Ljetopisa zahtijeva da se Izvršni odbor pojavi i u ulozi uredništva, s tim da dio teksta o radu orga- nizacionih jedinica i organa definitivno usvaja na redovnoj Skupštini ANUBiH. Aktivnosti ANUBiH i njenih članova u 2018. godini primarno su određene zadacima Strategije djelovanja Akademije nauka i umjetnosti Bosne i Hercegovine u periodu 2015 – 2020. godine. Budući da je ostvarivanje Strategije u 2018. godini detaljno analizirano u posebnom izvještaju, ovdje ćemo iznijeti samo najvažnije rezultate rada u izvještajnom periodu (3. 1. do 31. 12. 2018. godine). Godina 2018. je u punoj mjeri pokazala rezultate dosljednog provođenja Strategije djelovanja Akademije nauka i umjetnosti Bosne i Hercegovine u periodu 2015 – 2020. godine. Akademija je kontinuirano djelovala u svojstvu najviše naučne i umjetničke institucija države Bosne i Hercegovine. O tome najbolje svjedoče 18 objavljenih naslova, 12 naučnoistraživačkih projekata u različitim fazama izvr- šenja, uspješna saradnja sa nadležnim ministarstvima, aktivno članstvo i redov- no prisustvo sjednicama Rektorske konferencije BiH/Rektorskog zbora BiH, povezivanje sa pojedinim univerzitetima i drugim institucijama nauke i kulture, te izuzetno aktivna međunarodna saradnja. Time je uspješno ostvaren prvi cilj Strategije. U ostvarivanju drugog strategijskog cilja – postizanje pravnog priznanja Države BiH, u 2018. godini nastavljen je sudski spor radi upisa ANUBiH u registar državnih institucija. Presudom Suda Bosne i Hercegovine broj: Sl 3 U 018400 15 U od 24. 2. 2017. godine odbijen je zahtjev ANUBiH za upis u re- gistar državnih institucija Ministarstva pravde Bosne i Hercegovine. ANUBiH je na presudu Suda BiH 28. 4. 2017. godine podnijela apelaciju Ustavnom sudu Bosne i Hercegovine. U 2018. godini, nažalost, nije bilo značajnijih promjena u vezi s predmetnom tužbom ANUBiH. 9 Redovna godišnja tranša koju Vlada Kantona Sarajevo isplaćuje Akademiji nauka i umjetnosti Bosne i Hercegovine je u periodu 2012–2017. godine bila obračunavana na osnovu 45 umjesto 55 članova radnog sastava. Od 2018. go- dine obračun tranše se ponovo vrši na bazi 55 članova radog sastava ANUBiH, čime su uslovi finansiranja ANUBiH u 2018. godini značajno poboljšani. Zahvaljujući tome ANUBiH je mogla započeti proceduru izbora novih člano- va. Normalizacija finansiranja i popunjavanje članstva, radnog sastava naročito, predstavljaju najznačajnije rezultate u 2018. godini. Realizujući četvrti strategijski cilj, 20. decembra 2018. godine održana je Skupština za izbor novih članova ANUBiH.Izabrana su 33 člana od čega 10 redovnih članova, 11 dopisnih članova, 7 domaćih i 5 inostranih

Ipak, nije riječ o instituciji nego o službenicima, često strancima, koji su ondje radili. Činovnici višega i nižega reda bili su odgovorni za provođenje svih odluka koje su donijeli političari u Beču ili Sarajevu. Oni su bili mostovi koji su spajali stanovnike Bosne i Hercegovine sa Zemaljskom vladom. U članku će se razmatrati njihov položaj u zemlji te njihov rad, ali i svakodnevni život jer su oni bili nova elita koja je modernizirala Bosnu i Her- cegovinu na prijelazu iz XIX. u XX. stoljeće. Ključne riječi: Bosna i Hercegovina; austrougarska okupacija; činovnici; zajed- ničko Ministarstvo financija; Zemaljska vlada u Sarajevu Učinkovita javna uprava bila je preduvjet normalnoga funkcioniranja moderne države. Stoga su u drugoj polovini XIX. stoljeća politička moć i gos- podarsko blagostanje europskih država bili nezamislivi bez javne uprave sa- činjene od brojnih, dobro školovanih i iskusnih činovnika. Nije bilo drugačije ni u Bosni i Hercegovini, gdje bez modernih službenika nije bila moguća inte- gracija toga nekadašnjega osmanskog vilajeta u zapadnoeuropski civilizacijski krug. Veškeré literární prameny a informace, které jsem v práci využil, jsou uvedeny v seznamu použité literatury. Byl jsem seznámen s tím, že se na moji práci vztahují práva a povinnosti vyplývající ze zákona č. 121/2000 Sb., autorský zákon, zejména se skutečností, že Univerzita Pardubice má právo na uzavření licenční smlouvy o užití této práce jako školního díla podle § 60 odst. 1 autorského zákona, a s tím, že pokud dojde k užití této práce mnou nebo bude poskytnuta licence o užití jinému subjektu, je Univerzita Pardubice oprávněna ode mne požadovat přiměřený příspěvek na úhradu nákladů, které na vytvoření díla vynaložila, a to podle okolností až do jejich skutečné výše. As a consequence, Bosnians were seen as part of the Croatian nation. In particular, this concerned the Catholic and Muslim population. However, the main problem in the perception of Bosnia and Herzegovina was an en- counter with its oriental shaped culture. The biggest challenge was contact with Bosnian Muslims, whose identity was shaped by Islam, the religion which was connoted in Croatia with the loss of control over many Croatian lands including Bosnia as well as backward- ness. The testimonies of these problems are present in the travelogues from journeys to Bosnia and Herzegovina by Croatian intellectuals in the 19th century. On the one hand, they concerned Muslims as Croatians who converted to Islam, as representatives of exotic culture, burdened with many stereotypes. In the Croatian nationalists’ attempts to recruit Bosnian Muslims, local intermediaries, members of the Muslim elite, were needed.

Gregorczyk POLSCY URZĘDNICY W ADMINISTRACJI BOŚNI I HERCEGOWINY W LATACH 1879$1914 W drugiej połowie XIX wieku Bośnia i Hercegowina już od kilku stuleci wchodziły w skład państwa tureckiego. Na tym niewielkim skrawku Półwyspu Bałkańskiego mieszkało w tym okresie ponad 1 500 000 osób. Największy pro- cent ludności zamieszkującej wymienione terytorium stanowili Słowianie 1. Pod względem gospodarczym ziemie te należały do jednych z najbardziej roz- winiętych regionów Imperium Osmańskiego. Pozycja ekonomiczna obu prowin- cji miała ścisły związek z przeprowadzonymi reformami politycznymi i gospo- darczymi w państwie tureckim. Podjęte przez władze działania w połowie XIX w. były próbą ratowania gospodarki państwa i pozycji sułtana, a ponadto zakładały ustabilizowanie sytuacji wewnętrznej kraju. W założeniach stambulskich refor- matorów powyższe kroki miały również wpłynąć na poprawę politycznej pozycji Turcji na arenie międzynarodowej. Jednym z ważniejszych aspektów wprowadzanych zmian było ograniczenie autonomii poszczególnych prowincji państwa. Proces przekształceń został prze- prowadzony w całym kraju, a jednym z jego podstawowych celów było stworze- nie scentralizowanego systemu administracyjnego ściśle podlegającego władzy sułtana. Na obszarze Bośni i Hercegowiny działania Porty spotkały się ze zde- cydowanym sprzeciwem miejscowych feudałów – poturczonych Słowian, którzy obawiali się utraty dominującej pozycji w prowincji. Antysułtański bunt został krwawo stłumiony na przełomie 1850 i 1851 r. przez wojska tureckie pod do- wództwem serbskiego poturczeńca – Omera Paszy Latasa. Należy wspomnieć, że w trakcie prowadzonych walk w szeregach wojsk tureckich znajdowali się o/- cerowie i żołnierze pochodzenia polskiego. Planowane reformy na obszarze obu prowincji były wprowadzane stopniowo, lecz konsekwentnie. Najważniejsze stanowiska w strukturach władz państwo- wych i lokalnych zajęli zawodowi urzędnicy tureccy, wywodzący się z pozosta- łych obszarów państwa osmańskiego.
