According to media and informant reports, untold thousands of Uyghurs and other Muslims have been and are being detained in clandestine political re-education facilities, with major implications for society, local economies and ethnic relations. Considering that the Chinese state is currently denying the very existence of these facilities, this paper investigates publicly available evidence from official sources, including government websites, media reports and other Chinese internet sources. First, it briefly charts the history and present context of political re-education. Second, it looks at the recent evolution of re-education in Xinjiang in the context of ‘de-extremification’ work. Finally, it evaluates detailed empirical evidence pertaining to the present re-education drive. With Xinjiang as the ‘core hub’ of the Belt and Road Initiative, Beijing appears determined to pursue a definitive solution to the Uyghur question. Since summer 2017, troubling reports emerged about large-scale internments of Muslims (Uyghurs, Kazakhs and Kyrgyz) in China's northwest Xinjiang Uyghur Autonomous Region (XUAR). By the end of the year, reports emerged that some ethnic minority townships had detained up to 10 percent of the entire population, and that in the Uyghur-dominated Kashgar Prefecture alone, numbers of interned persons had reached 120,000 (The Guardian, January 25, 2018). -

Any errors in this thesis are the author’s own. i Abstract This thesis identified seven major actors involved in the renewable energy policy process in China, and evaluated their relative levels of influence over the entire process, from drafting to implementation. The research aimed to tease out important actors and their means of influencing policy. The thesis employed a policy analysis framework adapted from Yaffee (2011) that observes each actor’s motivations, resources and strategies. The research revealed that the Chinese Communist Party still possesses the greatest amount of influence over policy-making, followed by government sponsored think tanks. Market-based enterprises—central state-owned enterprises (SOEs) and private firms—as well as the local government are a significant force. Ministries brought up the rear. The results are in contrast to a theoretical understanding of flows of power and influence in Chinese politics. -

November 2006 China Human Rights and Subscribe Rule of Law Update View PDF Version United States Congressional-Executive Commission on China Senator Chuck Hagel, Chairman | Representative Jim Leach, Co-Chairman Message From the Chairmen Reform of the Death Penalty Review Process The Commission commends the recent positive steps that China's leaders have taken to help minimize wrongful executions and provide greater procedural due process to criminal defendants. In September, the Supreme People's Court and Supreme People's Procuratorate issued reform measures that establish concrete guidelines for death penalty appeals. On October 31, the Chinese government passed an amendment that requires all death sentences to be reviewed by the Supreme People’s Court. The new amendment brings the primary law governing China's judiciary into conformity with other laws governing the criminal process and incorporates into law policy goals that the Supreme People's Court established in October 2005, when it issued a new five-year reform program for the Chinese judiciary. As a next positive step, the Commission urges the Supreme People’s Court to give full effect to its October 2005 commitments, by issuing a judicial interpretation to settle unresolved issues in the death penalty review process and to clarify its own procedures for review. As a result I have this opportunity to briefly submit to the Committee what activities the Chinese Communist Party (CCP) is currently engaged in through my personal experience. 1. The “610 Office” Truly Exists In 1994 I graduated from the Law Department in Nankai University in Tianjin. After graduation, I was assigned to work at Tianjin City Public Security Bureau. In October 2000, I was transferred to the “610 Office” under Tianjin Public Security Bureau. Since the Staffing Committee of the Tianjin City Party Committee had not granted the establishment of such a “610” organization at the time, the “610 Office” did not have any legal status. As a result, our personnel files were kept at the original work units. 1) Naming of the “610 Office” From 1999 to 2003, the “610 Office” was called the “Office to Deal with the Falun Gong Problem.” From 2003 to present, it is known as “The Office of Preventing and Handling Evil Cult Crimes (Bureau or Department)”. 2) Structure of the “610 Office” Nationwide Up until now, the CCP has never acknowledged the existence of the “610 Office” – an organization similar in nature to Nazi Germany’s Gestapo, which specializes in persecuting Falun Gong and other religious dissidents. Recently at an international press conference, the assistant to the CCP’s Minister of Foreign Affairs, Sheng Guofang, again publicly denied the existence of the “610 Office.” Many who do not know the true nature of the CCP may well believe the lie that is repeated a thousand times by the CCP. -

To understand the complex nature of these changes is of utmost importance to the international community in seeking China’s engagement and cooperation. Although much about China’s foreign policy decision making remains obscure, this Policy Paper make clear that it is possible to identify the interest groups vying for a voice in policy formulation and to explore their policy preferences. Uniquely informed by the authors’ access to individuals across the full range of Chinese foreign policy actors, this Policy Paper reveals a number of emergent trends, chief among them the changing face of China’s official decision-making apparatus and the direction that actors on the margins would like to see Chinese foreign policy take. linda Jakobson (Finland) is Director of the SIPRI China and Global Security Programme. She has lived and worked in China for over 15 years and is fluent in Chinese. She has written six books about China and has published extensively on China’s foreign policy, the Taiwan Strait, China’s energy security, and China’s policies on climate change and science and technology. Prior to joining SIPRI in 2009, Jakobson worked for 10 years for the Finnish Institute of International Affairs (FIIA), most recently as director of its China Programme.
