In case of State PSUs, Statutory Corporations, Autonomous Bodies and Local Bodies etc. for Cost of Tender Paper, the e-procurement portal shall generate a MIS for the State Procurement Cell (SPC) to Bid Identification Number. The cost of Tender Papers will be credited to the registered Bank i.e. State Bank of India (SBI), UIDP, Khatiguda Account No. 11411200117, IFSC Code No.SBIN0006910 of OHPC Ltd. UIHEP, Khatiguda. 6.0nly those Bidders who successfully remit their cost of Tender paper and earnest money deposit on submission of Bids would be eligible to participate in the tender/ bid process. The Bidders with pending or failure payment status shall not be able to submit their Bid. Tender Inviting Authority (TIA), State Procurement Cell (SPC) National Informatics Centre (NIC), Director (Operation) & Nodal Officer e-procurement, OHPC Ltd. Bhubaneswar and designated Banks shall not beheld responsible for such Pendency and failure. 7. (A)Engineering contractor will be eligible to participate in the Tender directly by uploading documentary evidence towards his eligibility for exemption from payment of EMD. The successful engineering contractor shall have to submit the original registration certificate before drawl of agreement for making necessary entry in it towards exemption of EMD, failing which the tender will be cancelled and the registration authority will be moved for taking penal action against him. (B) SC/ST contractors will be able to participate in the Tender by uploading Caste certificate as well as affidavit for availing facilities/price preference as per present norms of Govt. of Odisha. 8. No Engineer of Gazetted rank or other Gazetted officer employed in Engineering or Administrative duties in an Engineering department of the State Government is allowed to work as a contractor for a period of two years after his retirement from Government service, without Government permission. s.On-llne Submission of Oocuments:- The bidders are required to upload the documents such as (1) Original contractor Registration Certificate,(2)copy of Electronic Receipt of Bid cost (3) copy of Electronic Receipt of EMD (4)GST Registration Certificate, (5) PAN (6) Original Affidavit regarding authentication of documents (7) No Relation Certificate (8) Affidavit towards exemption of EMD in case of Engineering Contractor and price preference in case of SC 1 ST Contractor (9)List of T&P, (10) Labour license and EPF Registration Cirtificate/ Undertaking&(11) all other required documents along with Tender documents. 1O.No Relation Certificate: The Bidders shall have to furnish a certificate along with the Tender to the effect that he / she is not related to any officer of OHPC Ltd. / Water Resources Department in the rank of Asst. Bidders who participate in the bid can witness the opening of bids after logging on to the site through their DSC. If the bidder found to have mislead the evaluation through wrong information, actionwill be taken up as per Codal procedure. 21. Lottery: A] If more than one bid found in a same quoted rate, then the tender will be finalized through a transparent lottery. B] If the tender of SCI ST Contractors is within 10 % of the rate quoted by the lowest tender for the work, the work may be considered for award him/her at the lowest tenderer rate in the relaxation Rule-18, OPWD Code Vol.-1.

    Government of India CENTRAL GROUND WATER BOARD Ministry of Water Resources & Ganga Rejuvenation GROUND WATER YEAR BOOK 2016-2017 South Eastern Region Bhubaneswar September 2017 F O R E W O R D Groundwater is a major natural replenishable resource to meet the water requirement for irrigation, domestic and industrial needs. It plays a key role in the agrarian economy of the state. Though richly endowed with various natural resources, the state of Orissa has a long way to go before it can call itself developed. Being heavily dependent on rain fed agriculture; the state is very often exposed to vagaries of monsoon like flood and drought. The importance of groundwater in mitigating the intermittent drought condition of a rain-fed economy cannot be overemphasized. To monitor the effect caused by indiscriminate use of this precious resource on groundwater regime, Central Ground Water Board, South Eastern Region, Bhubaneswar has established about 1606 National Hydrograph Network Stations (NHNS) (open / dug wells) and 89 purpose built piezometres under Hydrology Project in the state of Orissa. The water levels are being monitored four times a year. Besides, to study the change in chemical quality of groundwater in time and space, the water samples from these NHNS are being collected once a year (Pre-monsoon) and analysed in the Water Quality Laboratory of the Region. The data of both water level and chemical analysis are being stored in computers using industry standard Relational Database Management System (RDBMS) like Oracle and MS SQL Server. This is very essential for easy retrieval and long-term sustainability of data.
