May it be flood, cyclone or any kind of disaster, it is disssimanation of information and preparedness which are the instrument to curb the catastrophic effect of such disaster. Nabarangpur district has experienced drought in past and prone to flood due to cyclonic induced heavy rain. In this persepective, sharing of information as well as available of resources with the stakeholders will surely strengthen the capacity of the Administration to stand against the disaster with managersal skill. The District Disaster Management Plan (DDMP) is a documentation of various resources available, plans charted out and reainess of all Line Departments coupled with the Stakeholders. Since, preparation of a plan, for its success needs meticulous cooperation of the feeder officials, there sincereity to implement the plan is the key for successful management at the ground zero level of the disaster. No doubt the DDMP-2018 is a lively document, but I sincerely feel that further suggestion, feedbacks and any innovative ideas will act as a inflow to enrich this paln. In the District Disaster Management Plan (DDMP) for 2018 prepared in Two Volumes greater importance has been attached for compilation of information and resources available with the stakeholders of Nabarangpur District. The First Volume delegently includes narration of Hazards, Vulnerabilities and Risk Assessment; the institutional arrangement for preventation and mitigation mecaniszm keeping in view the provision contain in the Odisha Relief Code as well as various guidelines provided by the State and Central Authorities. However, the DDMP takes special care to reflect the vulnerablility of disaster and its smooth management provided in the Disaater Management Act, 2005 in order to minimise the risk pre and post disaster aspects. Two special features like “Climate Change Adaptation & Mitigation” and Safety of School & Child Care Institutions” find place in the First Volume, for whose implementation, involvement of various stakeholders is emphasised. The Plan in Volume Two is an elobration of the various plans, measures and documentation of various data. While formulating DDMP for the year 2018, the instruction of the Special Relief Commissioner cum Managing Director, OSDMA, and also the valuable suggestions of Members of the Committee on Natural Calamities and District Disaster Management Authority, have been taken into account as the riding force. The DDMP-2018is not only sharing of resources, plan built on past experiences, but it is a dynamic document to combat disasters caused in a changing scenario resulting in to developmental growth.
