ORDER WHEREAS, the Government of Odisha, in exercise of powers conferred u/s 2,3, and 4 of the Epidemic Disease Act,1897 have enunciated the Odisha COVID- 1 9 Regulation 2020 for prevention and containment of COVID-1 9.; AND WHEREAS, the Collector & District Magistrate, Nabarangpur has been designated as the Empowered Officer and authorized to enforce and implement various measures for containment of the spread of COVID-19 diseases under Regulation 2 of the Odisha Covid-19 Regulations,2020; AND WHEREAS, the Collector & District Magistrate, Nabarangpur has been designated as the Empowered Officer and authorized to enforce and implement various measures for containment of the spread of COVID-19 diseases; AND WHEREAS, 102(ONE HUNDRED AND TWO) more positive cases of COVID-19 have been detected in the following areas of Nabarangpur District, it is felt necessary to make the affected area as containment zone and to restrict the public for entering into and going out from the containment zone; NOW THEREFORE, in exercise of powers conferred under Regulation 8 the Odisha Covid-19 Regulations,2020 read with instructions contained in Para No.'1 of Order No.5039/R&DM(DM) dated 31.08.2020 of Chief Secretary, Odisha, I, Dr. Ajit Kumar Mishra, OAS(SAG), Collector & District Magistrate, Nabarangpur and the Empowered Officer do hereby direct to implement the following directions:- A. CONTAINMENTZONE & BUFFERZONE: l) The period of CONTAINMENT ZONE and BUFFER ZONE in respect of the following areas of Nabarangpur District, declared vide Office Order No. 2939 dated 10.09.2020, Order No. 2970 dated 15.09.2020, Order No. 2982 dated 17.09.2020, Order No.2985 dated 18.09.2020 is herebv extended till the midniqhtot 29.09.2020. It plays a key role in the agrarian economy of the state. Though richly endowed with various natural resources, the state of Orissa has a long way to go before it can call itself developed. Being heavily dependent on rain fed agriculture; the state is very often exposed to vagaries of monsoon like flood and drought. The importance of groundwater in mitigating the intermittent drought condition of a rain-fed economy cannot be overemphasized. To monitor the effect caused by indiscriminate use of this precious resource on groundwater regime, Central Ground Water Board, South Eastern Region, Bhubaneswar has established about 1606 National Hydrograph Network Stations (NHNS) (open / dug wells) and 89 purpose built piezometres under Hydrology Project in the state of Orissa. The water levels are being monitored four times a year. Besides, to study the change in chemical quality of groundwater in time and space, the water samples from these NHNS are being collected once a year (Pre-monsoon) and analysed in the Water Quality Laboratory of the Region. The data of both water level and chemical analysis are being stored in computers using industry standard Relational Database Management System (RDBMS) like Oracle and MS SQL Server. This is very essential for easy retrieval and long-term sustainability of data.
