FISCAL POLICIES

n FOSSIL FUEL SUBSIDIES (FOR PRODUCTION AND CONSUMPTION) 14 With limited conventional reserves, France has few subsidies for fossil fuel exploration and production. France banned fracking in G20 total: 230 billion US$2014 2011 despite its reserves and, since 2010, has phased out tax deductions for exploration and VAT exemptions for offshore oil and gas drilling equipment. Consumers rather than producers predominantly receive support, through tax breaks including reduced diesel excise for taxis, road freight, agriculture and (incl. domestic aviation and maritime), as well as for fuels used in refining and electricity production..

n EFFECTIVE CARBON RATE 16 Effective carbon rates consist primarily of specific taxes on energy use and, to a lesser extent, of permit prices from the EU EFFECTIVE CARBON 17 ETS. In 2012, 75% of France’s energy-related CO2 emissions were RATE IN 2012 priced at 34% above € 30/tCO2 (~US$ 37) – the majority from for non-road energy, 14.6 US$/tCO2 road transport.
