PRESENTATION General overlook Electoral democracy requires constant improvement and update in order to satisfy those demands presented by a modern society, citizens’ rights-demanding and strong political parties fighting over access to political power. Through this given outlook, elections´ management has gradually become an object of knowledge, as well as a specialized practice. Nowadays, those of us involved in elections´ management not only encounter a widely extended and diversified practice, but also a very complex one, related to ways of conducting it to satisfy universally recognized international standards, oriented towards free, clean, fair, equal, periodically and reliable elections. The classic standards on electoral democracy have not changed, but the parameters established to meet them have. Current developing conditions on electoral abilities demand a broader electoral quality for the authority to comply with such standards. An effort in accordance with the political exigency to train electoral officers is required. Registered changes in the electoral agenda´s evolution ask for new aptitudes, (knowledge, abilities, skills) and new attitudes (values and behaviors) of those responsible of organizing elections in the world. -

Joseph L. Klesner Kenyon College Perhaps the trite answer to the question in the title is “no—and yes.” Many party systems in the ex-communist states of the former Soviet Union and the Eastern European countries dominated by the USSR have fragmented in ways that should not repeat themselves in Mexico—but some have consolidated into two-party, government-versus- opposition arrangements. Other successors to the once-ruling communists have failed to adapt successfully to competition, but several have reformed and transmuted themselves well enough to share in the governance of their nations. Some successor parties and new party systems have failed to develop effectively a democratic political culture, but others have advanced the consolidation of democracy in the former Soviet bloc. Comparative analysis of the Mexican transition with the new regimes of Central and Eastern Europe can tell us much about the peculiarities of Mexican democratization and offer insights into the future of its former ruling party. Novelist Mario Vargas Llosa (1991) once called the Mexican regime the “perfect dictatorship.” Perfect though it may have seemed to Vargas Llosa, the 71-year control by the Institutional Revolutionary Party (PRI) of Mexico’s executive branch ended unexpectedly in July 2000. -

The last several years have seen an unprecedented increase in violence related to the war against the drug cartels declared by President Felipe Calderón in late 2006. As of early 2010, this war has not only not been won, but has become even more brutal, even though the Mexican army has been called in to support local and federal police forces. The related insecurity also extracts a toll on a Mexican economy already hit hard by the economic crisis in the United States and the government’s inability to enact a reform of PEMEX, the state- owned oil company. In a way, all of these difficulties reinforce one underlying weakness: The Mexican state lacks sufficient resources, and there is as yet no consolidated elite settlement among all relevant societal actors with regard to the (spending) capacity of the Mexican state. Taxation is insufficient to cover a reasonable level of public spending, and the oil revenues that disguised this problem for much of the past decade are now in decline. The need to deal with organized crime represents a significant new charge on the budget, as spending in this area has had to be substantially increased. -

However, youth public policies continue to address the problems of the youth without their participation and in a de- ficient manner. The main objective of the article is to draw up a conceptual framework that allows us to think about public policies of youth from and for the young Mexicans themselves. The methodology is the documentary analysis and the hermeneutic of the social processes that star young Mexicans in the areas of political participation in recent years, intersecting it with the analysis of the response of administrations in the form of youth policies. The results show the emergence of a more participatory youth that, however, shows more continuities than changes in terms of political culture and that coexists with the persistence of youth public policies typical of previous periods. The conclusion is that moving towards participatory youth public policies is an important objective for the democratization and greater efficiency of the attention and service for young people.
