Guide to Bibliographic Description INIS Reference Series No. 1 INIS: Guide to Bibliographic Description Revision 8, Amendment 3 (available in electronic form only) INTERNATIONAL ATOMIC ENERGY AGENCY VIENNA, JUNE 2009 PREFACE This is the 3rd amendment of the INIS: Guide to Bibliographic Description (IAEA-INIS-1, Revision 8). It includes further updates and modifications to the bibliographic data entry rules as well as additional examples for some data elements. The INIS: Guide To Bibliographic Description presents the rules, standards and procedures to be applied by centers submitting input to INIS. It replaces INIS: Descriptive Cataloguing Rules (IAEA-INIS-1 (Rev.7)). Revision 8 of this document was published in January 1995 and was the result of co-operative work between the INIS Unit, IAEA and the Energy Technology Data Exchange Operating Agent, IEA. The publication of the Guide To Bibliographic Description was a milestone in the efforts of compatibility and close cooperation between INIS and ETDE: the cataloguing rules for inputting data for both systems became fully compatible. The first draft of these rules was discussed at the INIS/ETDE Ad-Hoc Group Meeting on Bibliographic Control, held in Oak Ridge, Tennessee, United States in April 1991, with participants from Brazil, Denmark, Germany, Russia, United States, INIS and ETDE. The aim was to produce more consistent cataloguing rules which would be simpler to follow. This would lead to a higher quality of input. As a result of that meeting, several changes in the cataloguing rules were proposed. These proposals were presented and approved at the 19th INIS Liaison Officers Meeting in May 1991. At the 20th INIS Liaison Officers Meeting, in May 1992 other proposals of changes in the cataloguing rules were presented and also approved by the Liaison Officers. All these changes and updates are included in this 3rd amendment of Revision 8. Please note that, the ‘INIS Character Set’ and the ‘List of Country and International Organization Names and Codes’ are included in this version as appendices. They are no longer published as separate publications in the INIS Reference Series. For the accomplishment of INIS: Guide to Bibliographic Description (IAEA-INIS-1, Revision 8), some persons were very important. Procedures for Submission of Input, New/Changed Journal Related Information and Proposed Descriptors 179 INDEX .................................................................................................................................. 186 INTRODUCTION The Guide to Bibliographic Description provides guidance on the rules, standards, and practices for the bibliographic analysis of publications being abstracted and indexed for the International Nuclear Information System (INIS) and Energy Technology Data Exchange (ETDE) databases. It also includes procedures for entering bibliographic and subject information into those databases. It is intended for use by INIS and ETDE members' staff who analyze the publications selected for input and who enter the bibliographic records which will be sent to the ETDE Operating Agent (ETDE/OA) and/or the INIS Unit of the International Atomic Energy Agency (IAEA) for input to their respective databases. It may be useful as well for searchers of the INIS and ETDE databases. The Energy Technology Data Exchange (ETDE) is a multilateral information program of the International Energy Agency (IEA) established to allow participating countries to pool summaries of unclassified energy research information for common, decentralized use. ETDE also fosters international collaboration in research and development of energy technology information systems. ETDE presently has fourteen member countries as well as several IEA components participating. The Operating Agent for ETDE is the United States Department of Energy, acting through its Office of Scientific and Technical Information, Oak Ridge, Tennessee, USA. The International Nuclear Information System (INIS) is a cooperative decentralized information system established by the International Atomic Energy Agency (IAEA). At the end of May 2009, INIS had 144 members: 121 countries and 23 international organizations. The aim of INIS is to provide comprehensive and reliable information and knowledge on the peaceful uses of nuclear science and technology. The INIS Unit, IAEA, Vienna, Austria, is the focal point of the system and is responsible for compiling and maintaining a database of nuclear information and knowledge, disseminating information related to nuclear science and technology, providing direct access to full text of nuclear information both within and beyond INIS, developing tailored products and services to meet its Members’ needs, and promoting international cooperation to broaden information resources. Member States and cooperating international organizations for both systems scan the scientific and technical literature published within their boundaries or confines, select from such literature those items which fall within the subject scope of the systems, and process the data according to the agreed upon standards, rules, and procedures. Publication descriptions, abstracts and, in certain cases, full texts of literature are then submitted to INIS and/or ETDE where data are merged, reviewed and the output products created. To assist Member States in submitting input, a software package named FIBRE (Friendly Inputting of Bibliographic Records) was developed by INIS and two Member States, namely, the Russian Federation (former USSR) and Brazil. FIBRE is available to all INIS and ETDE members upon request. This Guide is based on IAEA-INIS-1(Rev.7), INIS: Descriptive Cataloguing Rules, March 1988, and ETDE/OA-11, Energy Technology Data Exchange Procedures Manual, Section 2, 'ETDE Guide to Descriptive Cataloging', February 1990, (which, in turn, was derived from IAEA-INIS-1(Rev.7).) Major changes include: use of codes or text for country and language information use of either alpha or numeric characters in the first two positions of the sequential number segment of the TRN (Tag 001).     INTERNATIONAL REGISTER OF CODED CHARACTER SETS TO BE USED WITH ESCAPE SEQUENCES 1 Introduction 1.1 General This document is the ISO International Register of Coded Character Sets To Be Used With Escape Sequences for information interchange in data processing. It is compiled in accordance with the provisions of ISO/IEC 2022, "Code Extension Technique" and of ISO 2375 "Procedure for Registration of Escape Sequences". This International Register contains coded character sets which have been registered in accordance with procedures given in ISO 2375. Its purpose is to identify widely used coded character sets and associate with each a unique escape sequence by means of which it can be designated according to ISO/IEC 2022 and ISO/IEC 4873. The publication of this International Register should promote compatibility in international information interchange and avoid duplication of effort in developing application-oriented coded character sets. Registration provides an identification for a coded character set but implies nothing about its status; it may or may not be part of a standard of an international, national or a corporate body. However, if such a standard is published subsequently to the registration, it would be appropriate for the escape sequence identifying the character set to be specified in the standard. If it is desired to register a set, application should be made to the Registration Authority through an appropriate Sponsoring Authority as specified in ISO 2375. Any character set can be a candidate for registration if it meets the requirements of ISO 2375. The Registration Authority ascertains that the proposals received are formally in accordance with this International Standard, technically in accordance with ISO/IEC 2022, and, where applicable, with ISO/IEC 646 and ISO/IEC 4873, and meet the presentation practice of the Registration Authority.
