iv Highlights of INIS Activities 2000

The continuing objective of INIS is to collect and distribute bibliographic information on nuclear literature published in Member States, as well as the full text of non-conventional literature—reports, dissertations, etc.—which is not readily available through commercial channels. The current number of participating Members is 122 and includes 103 countries and 19 international organisations. INIS Input A total of 65 715 bibliographic records were added during the year. This number includes 3374 bibliographic records created by the INIS Subject Control Unit, who is responsible for the input of all Agency and UN Organisations documents. Agreements were completed with the Institute of Physics Publishing, Nuclear Technology Publishing and British Nuclear Energy Society for the acquisition of their bibliographic records in electronic format. These records are upgraded to INIS standards and added as input of the backlog of articles from core scientific journals. The INIS Secretariat has secured an agreement with a number of INIS Members to participate on a voluntary basis in the input of this backlog. The project is a considerable success. Thirty-two countries are currently participating in this programme. Some of these have never contributed to the database in the past. More than 2202 records were thus added to the database. Output Products and Services

INIS Database on the Internet An important enhancement undertaken during 2000 was the introduction of IP (Internet) addresses which resulted in over 50 000 users in INIS Member States having authorized access to the INIS Database on the Web. Usage of the Database on the Internet has increased by 40%.

INIS Database on CD-ROM There were a total of 448 paid and free subscriptions distributed in 2000. (as of 12/12/2000). A new contract was successfully negotiated and completed at the end of 2000 with the CD- ROM producer SilverPlatter with a 29% reduction in the annual fee.

Imaging of NCL During the year, 2 683 NCL documents were imaged by the INIS Clearinghouse, for a total of 239 038 pages scanned. Scans from a further 2 400 documents were also sent by Member States for a total of 112 781 pages.

An overall total of 5 083 documents were added to the NCL Collection in 2000. This represents 29 CD-ROMs, for a total of 160 CD-ROMs since imaging began (over 2 000 000 pages).

NCL on CD-ROM Duplication of all NCL on CD-ROM is done in-house, resulting in significant savings. At the end of 2000, 44 National INIS Centres were receiving a free subscription to the INIS NCL CD-ROM in return for fulfilling all requests for NCL for users within their jurisdiction. In addition, 8 INIS Member States have paid subscriptions for a total of 29 copies of the INIS NCL CD-ROMs distributed. Promotion, Information and other Services The INIS Secretariat continued the production of different promotional materials for use at training events, exhibitions, seminars, and conferences and for the use by the INIS Liaison Officers for their own promotional activities. OECD/NEA Data Bank’s Computer Program Service to Non-OECD Members The successful co-operation continued with the NEA Computer Program Service with the provison of 366 (out of 3 594) programs to IAEA Member States that are not members of OECD. Eight (out of 149) programs were contributed by those non-OECD Member States. Training, Fellowship and TC Project Support • The INIS Section organised and hosted the INIS Training Seminar for 2000. Thirty-two participants from thirty-two Member States participated in the Seminar. It was designed for the intermediate level with a comprehensive programme covering all aspects of input preparation, output utilisation and other aspects of INIS operations. • As a pioneer within the Agency in this field, the INIS Secretariat developed and launched the INIS Distance Learning Program (INIS DLP) on the Web on 12 December 2000. The program contains two courses and includes comprehensive instructions about all aspects of input preparation. It is addressed to the staff of the national INIS Centres. Technical Co-operation Projects Continued the implementation during the year and completed three national projects. One regional project continued to be implemented in 2000. One regional training seminar took place in Cuba in 2000 with 16 participants from 14 countries of the Latin American region. INIS Computer Support During the last year, two developers left the Section, including the Head. The new Head joined the Section at the beginning of 2001. At present, the Group consists of five developers, including one temporary assistant. Recruitment is proceeding to replace the second developer. For the period under review, even with difficulties due to shortage of resources, the Group has successfully supported all production systems and ensured the smooth operation of INIS. In addition, the deployment of the INIS Data Processing System (IDPS) was completed and the Computer Support Group completed its adaptation and tuning to the INIS operational system.

CSG assisted in the reconciliation of the INIS-ETDE Thesauri and prepared the electronic files for the joint Thesaurus printout. CSG loaded the new Thesaurus as well as the Journal Authority links on the INIS Web Database. The Database access control was also improved. Meetings in 2000 To provide guidance on the continued operation of INIS, the 28th Annual Consultative Meeting of INIS Liaison Officers was held on 5-8 June 2000 in Karlsruhe, Germany. 71 participants and 3 observers representing 64 Member States and 3 International Organisations (including the IAEA) attended the meeting. The meeting concluded with 34 decisions and recommendations. At the Meeting, the INIS Members agreed on the new Definition of Membership Arrangements for INIS and on a pilot program to determine the minimum level of input records for each Member, to be approved at the next Liaison Officers’ meeting. The 6th INIS/ETDE Joint Technical Committee Meeting met on 31 October - 1 November 2000 at the Vienna International Centre. There were a total of 37 participants and 1 observer representing 23 countries and 3 international organisations (including the IAEA and the ETDE Operating Agent). The meeting concluded with 13 decisions and recommendations. A significant outcome of this meeting was the completion of the joint INIS/ETDE Thesaurus, planned for publication in 2001. This Thesaurus will be part of a new Joint Reference Series published in collaboration with the Energy Technology Data Exchange (ETDE). Another outcome was the definition of a minimum record format, to ensure compatibility between INIS, the US Dublin Core format and the electronic formats of various publishers whose records are being acquired by INIS to complement current input.

D.4 IAEA Input In the year 2000, the INIS Secretariat prepared 3374 items of input from publications of the IAEA and other UN organizations, representing five percent of the total annual input. D.5 Input with FIBRE During 2000, 85 INIS Members used FIBRE, 3 more than in the previous year. The majority uses FIBRE to create records, although a few use this software only to check data. D.6 Submission of NCL (in Electronic Form and in Hard Copy) The total number of NCL documents submitted during the year 2000 was 5,199. While 2,653 documents have been submitted in the traditional format, i.e. in print, 2,546 have been submitted in electronic format (as scanned images in TIFF format using CCITT group IV compression as required in INIS Technical Note No133). The majority of scanned images have been submitted by the US input centre (1,280 documents), followed by Mexico (326), France (237), Japan (202), Argentina (127), China (93), Bulgaria (82), Canada (75), Russian Federation (30), Sweden (27), Italy (19), Peru (13), Pakistan (8), Nicaragua (6), Costa Rica (5), Belarus (2), Brazil (2), Colombia (2), Ecuador (2), Uruguay (2), Venezuela (2), Bolivia (1), Estonia (1), Malaysia (1) and International Atomic Energy Agency: (1). The INIS Clearinghouse and the Bibliographic Control Unit have continued providing assistance to the Centres submitting electronic image.

E. INPUT PROCESSING SUPPORT E.1 Authorities E.1.1 Maintenance of the Journal Authority The INIS Journal Authority Maintenance Subsystem on the client/server platform will be upgraded to a 32-bit environment during 2001. E.1.2 Journal Titles Publication Three cumulative supplements of the IAEA-INIS-11: INIS Authority List for Journal Titles were produced in 2000. They were sent to the INIS Centres in March, June and October 2000. Supplement No. 1 covered journal titles added and/or changed in the period January – March, Supplement No. 2 covered titles for January – June and Supplement No. 3 covered titles for January – October 2000. The 27th Revision of IAEA-INIS-11: INIS: Authority List for Journal Titles was published at the end of 2000 containing 12,512 titles. Journals Regularly Scanned & Key Journals The INIS Journal Authority records have been updated according to the information received from Liaison Officers. ‘INIS List of Journals Regularly Scanned and Key Journals for 2001’ was produced and sent to all INIS Centres as an attachment to INIS Information Letter No 176 in February 2001. E.1.3 INIS Thesaurus and the Joint International Reference Series The Joint International Reference Series, comprising the new Joint Subject Category Guide, the Joint Manual for Subject Analysis, and the Joint Thesaurus have been approved for publication by the Secretariat and will be published this year. The INIS Thesaurus and the ETDE Thesaurus now contain identical sets of descriptors. The merger of the two books was completed in April 2000, and the word block corrections that were recommended by the Joint INIS/ETDE Technical Committee were finalized during the year 2000. The final form of the Joint International Reference Series Thesaurus was accepted by the Joint Technical Committee at its meeting in October 2000. Maintenance of the new Thesaurus will be co- ordinated in the future with the ETDE Operating Agent. E.1.4 Subject Categories and Scope Descriptions The new subject categories have been in use for the year 2000, and the new categories have been used to generate the Input by Subject Area statistics that appear elsewhere in this report. The INIS Quality Assurance program for monitoring of input has been modified for use with the new categories and is working successfully. The Secretariat reviewed 12,971 records that were indicated by the quality assurance program. E.2 Database Quality Assurance In order to assure the high quality of the common database, the INIS Secretariat, acting on behalf of its Members, carefully considers the major quality aspects of input with regard to: • Completeness of coverage • Timeliness • Consistency

E.2.1 Completeness of Coverage As a result of checks performed by the INIS Secretariat to identify items relevant to the INIS subject scope but not included in the INIS database, 18 letters were sent to INIS Liaison Officers asking for the submission of the 31 missing publications. In addition to this, as part of the startup process for the voluntary contributions, the Secretariat processed a number of electronic records from Institute of Physics, British Nuclear Energy Society, Nuclear Technology Publishing, and Elsevier Science B.V., amounting to a total of 6205 records. Based upon an agreement between the INIS Secretariat and the British Library whereby receive on a monthly basis a file of bibliographic records (together with the hard copies of abstracts) of British non-conventional literature included in the SIGLE database, the Secretariat processed (including subject analysis and indexing) a total of 1931 items of input. In return, the Secretariat sent back the original files received from the British Library according to their requested format.

Time lag = date of inclusion in the database - publication date (in months). It should be noted that the inclusion of electronic records of backlog journal articles causes a temporary increase in the lag time, which should decrease again when the backlog is current.

E.2.3 Consistency Because of the high degree of decentralisation, special efforts are devoted to ensure the consistency of INIS and its database. The INIS Secretariat therefore publishes and updates the Reference Series with twenty-three manuals on INIS rules, standards, guidelines, etc. Some manuals from the INIS Reference Series have been revised, supplemented or updated during the reporting period (see Section A of this report).

E.2.4 Quality Check of Subject Analysis and Bibliographic Description In 2000, the Bibliographic Control Unit continued to provide assistance to those Centres who encountered difficulties in preparation and submission of input records.

In 2000, 8002 items of input were checked for quality of subject analysis and, if necessary, corrected by the Subject Specialists. As a result of manual checks of these items by the Subject Specialists, 28 were withdrawn (out of INIS scope) and Quality Check letters were sent to the respective inputting centres.

E.2.5 Voluntary Contributions of Input by Member States Technical Note No.152 was sent to all Member States inviting them to participate in the voluntary input of the backlog of articles from the core scientific journals. Forty-four positive replies and four negative replies were received. Because the voluntary offers were “profiled” to include only records from specific subject areas, it was not possible in every case to provide records matching the requested profile. As a result, records were sent officially to 32 Member States, and the total voluntary contribution received from 27 of these Member States was 2202 records. The Member States that volunteered (either in response to Technical Note no. 152, or verbally during the last INIS Liaison Officers’ Meeting or by e-mail) to contribute were: Algeria, Argentina, Australia, Austria, Bangladesh, Belarus, Belgium, Bulgaria, Cuba, Cyprus, Ecuador, Egypt, Hungary, India, Japan, Kazakhstan, Malaysia, Mexico, Moldova, Pakistan, Paraguay, Peru, Poland, Portugal, Romania, South Africa, Syria, Turkey, Uganda, Ukraine, Uzbekistan, Venezuela.

F. OUTPUT PRODUCTS AND SERVICES F.1 INIS Web Site The INIS Secretariat launched its first Web site in 1996. A new version of the INIS Web site is currently under preparation. The objective of this new version is to further enhance the promotion of INIS by offering a more friendly and easy to navigate site, which will include concise information about the system, while insuring higher and proper visibility on the Web. The INIS Members’ Area continued to be maintained and updated with the relevant information, mass correspondence, current Manuals, and meetings documents. In addition, the presentations, lectures and photos of the INIS Liaison Officers’ meeting, and the INIS Training Seminar have all been posted on the site. The INIS Secretariat has received several comments from the INIS Liaison Officers on their satisfaction and appreciation of this service. F.2 INIS Database on the IAEA Internet Site The full INIS Database was launched on the Internet officially in October 1998 under a modern Web-based user-friendly retrieval software. The Database under this platform continued to be accepted world-wide and many more users have been registered. The pricing policy as recommended by the 26th Consultative Meeting of the INIS Liaison Officers continued to be the policy that the INIS Secretariat is implementing to accommodate the various types of users and access defined in the policy. Based on: • the recommendation of the 10th Advisory Committee for INIS, December 1998, concerning the free access to the Database; and • on the replies received from the INIS Liaison Officers to INIS Technical Note No. 141, 1999-03-17, and • on the approval received during the 27th Consultative Meeting of the INIS Liaison Officers, May 1999, on the need to expand free access within the INIS Liaison Officers’ organizational confines beyond the staff working strictly on INIS-related activities, which was basically valid within the INS Centres only, free access was expanded to cover the INIS Liaison Officer’s organisational confines. The INIS Liaison Officers were informed of this expansion through INIS Technical Note 142, 1999-06-28, and the INIS Secretariat modified the License Agreements for INIS Members reflecting this new approach and sent it to all INIS Liaison Officers. At the time of writing, 62 INIS Liaison Officers (out of 98 registered INIS Liaison Officers) submitted the modified License Agreement duly completed and signed. There were 18 paid site subscriptions and 9 paid single user subscriptions. In October 2000, the INIS Secretariat announced the provision of access by IP address to the INIS Database on the Internet to the INIS Liaison Officers through INIS Technical Note No. 154, 2000-10-12. All paid subscribers were also informed. Access was provided for 26 sites under Free Site License and for 5 sites under Paid Site Subscriptions. At the time of writing, the total number of authorised users of the INIS DB on the Internet was 56,981 (see Table 1 below).

In addition to the regular maintenance and weekly updates, the INIS Secretariat continued the enhancements of the Database to fulfil the user needs and requirements. The following are the major ones: 1 - Introducing the access by IP address; 2 - Link to additional NCL full texts documents; 3 - Special feature allowing users with IP access to have access to their “Saved Queries”;

4 - Links within the Journal Titles; 5 - On-line availability of the “Manual for Online Retrieval from the INIS Database on the Internet” As a result of those improvements and the different enhancements introduced during the course of the year, much increased usage was reported on our Log system. In addition the INIS Secretariat started the preparation of a user survey through the preparation of relevant questionnaire. The plan is to distribute the questionnaire in early April 2001 to reach the maximum number of users. The INIS Secretariat continued to send the Liaison Officers of those INIS Members States where paid subscriptions to the Database exist, reports on the subscriptions that have been taken out in their countries. These reports are sent to the respective Liaison Officers every six months, provided that changes have occurred in the number of registrations since the last report. Such reports can be sent more frequently, if needed. The announcement on the INIS Home Page offering the possibility of applying for free access to INIS Database for nuclear energy-related conferences and training events, continued to be available. Such an offer benefits the participants, who may perform on-the-spot retrieval from INIS, and it also promotes INIS to a targeted world-wide audience. Registration is naturally dependent upon the option chosen by the Liaison Officers that indicates their authorization, or otherwise, for access within their boundaries. During the course of 2000 and until the time of writing there have been 37 such registrations issued and provided for different conferences and training events. With INIS Technical Note 132, the Liaison Officers were asked to indicate their decision concerning access authorisation for prospective subscribers within their national boundaries, or organisational confines in the case of an international organisation. Ninety-eight (98) responses received are summarised below: Option 1: Liaison Officer gives blanket authorisation: chosen by 45 Member States and 8 international organisations. Option 2: Liaison Officer to authorise each individual subscriber: chosen by 38 Member States and 1 international organisation. Option 3: Access requests to be referred to the Liaison Officer: chosen by 6 Member States and 1 international organisation. As implied by the polling of Liaison Officers by means of Technical Note 132, the exclusive right of Liaison Officers to offer services based on INIS products to users within their national boundaries or organisational confines will, of course, continue to be respected. Depending on which of the above options was chosen by individual Liaison Officers, subscribers will be provided with registration(s) only with the prior approval of the relevant Liaison Officer. Staff members of the VIC organisations have free access to the Database and without the requirement of registration. Retrieval service for non-registered end-users: the INIS Secretariat continued to offer free ad-hoc retrieval service for staff of the VIC organisations and the Permanent Missions, for Fellows and Scientific Visitors at the IAEA, for organisers and participants of IAEA meetings, for UN organisations, and for requesters in developing countries. In 2000, a total of 18 such searches were made. In addition, participants in several in-house and outside international conferences were provided with sample searches.

F.3 INIS Database on CD-ROM The INIS Secretariat has successfully reviewed the contract with SilverPlatter for the production of the INIS Database on CD-ROM, under very favourable conditions.

F.3.1 Free Copies At the time of writing, eighty eight (88) Member States and eight (8) International Organisations are receiving each two free subscriptions to the INIS Database on CD-ROM. Seventy two (72) IAEA staff members are also receiving a free copy of the INIS Database on CD-ROM. The INIS Secretariat would appreciate it to receive from the INIS Liaison Officers their statistics for inclusion in this report in February of each year. We will also continue to remind the Liaison Officers of this task at the beginning of the year.

At the time of writing the current paid subscriptions amount to 175 from 35 INIS Member States. The procedure for the production and sale of the INIS Database on CD-ROM was introduced as of January 1997, when the INIS Section started distributing the product from Vienna. INIS Section has received 100 responses to the INIS Technical Note No. 122 Distribution and sale of the INIS Database on CD-ROM from the INIS Liaison Officers indicating their options for the sale of the product.

F.4 Distribution of INIS Atomindex Files via FTP Server and the INIS Output on In-house produced CD-ROM During 2000, 100 INIS Liaison Officers who have provided us with their e-mail addresses were informed weekly of the availability on the IAEA FTP Server of the new INIS Atomindex ASCII files in the standard ISO-2709 format. To reduce transfer time, all the files are compressed with PKZIP/UNZIP Utilities 2.04g, which are also available on the server. The INIS Secretariat continued the production of the INIS Output on In-house produced CD- ROM every two weeks during 2000. During 2000 up to October 20 INIS Liaison Officers were receiving this product. Table 4, in four parts, contains the statistics received from INIS Members on services provided from the FTP Server or INIS Output on In-house produced CD-ROM in 2000 RESGEN software continues to be available on the IAEA FTP Server, and is included on each CD-ROM. RESGEN, a PC software tool, was kindly provided by the ILO of the Czech Republic at the end of 1997, and is designed to perform SDI search and retrieval from INIS Atomindex ASCII files. RESGEN is provided with a Manual. Although the commands are in Czech language, they are explained in English in page 4 of the Manual.

F.6 Clearinghouse Imaging The INIS Clearinghouse has processed 352,721 pages in 2000, over half of which were received directly in electronic format. The INIS Clearinghouse supplies NCL documents requested on an ad hoc basis either on microfiche or in electronic format. Most of the requests are now for documents in electronic format, usually Adobe Acrobat (PDF). Documents that are currently available on microfiche only are scanned if less than 40 pages. Longer documents are sent as microfiche if they are not already available in electronic format. F.7 Evaluation of National Document Delivery Services Technical Note No 134 of 30 March 1998 offered the possibility for national INIS centres to act as national document delivery centres for INIS full text non-conventional literature in exchange for free copies of the INIS Non-Conventional Literature CD-ROMs. To date, 44 countries have accepted this responsibility. A list of these centres can be found on the INIS Home Page at http://www.iaea.org/inis/dd_srv.htm. The INIS Clearinghouse has recently sent a revised survey form to evaluate the effectiveness of this program for the year 2000. In 1999 a total of 10,186 documents were disseminated in 40 countries that are document delivery centres.

G. PROMOTION, INFORMATION AND OTHER SERVICES

G.1 Promotion and Information The INIS Secretariat was invited to the EUSIDIC (the European Association of Information Services) Annual Conference 2000 to give a presentation about INIS. Ms. Taghrid Atieh gave a presentation, which covered the following subjects: overview of INIS operation, INIS mission and philosophy, and demonstrated the development of INIS over 30 years of successful operation, i.e. moving from paper to electronic form for the submission of input to the system; launching the INIS DB on the Internet; the provision of the INIS Database on CD- ROM; the INIS Distance Learning project, etc., all of which to accommodate the need of our users community. The presentation included also a demonstration of the expansion of INIS services, the significant increase in usage and in the number of subscribers. At the end of presentation T. Atieh demonstrated the INIS Database and the INIS Distance Learning Program on the Internet. The INIS Secretariat continued the production of different promotional materials for use at training events, exhibitions, seminars, and conferences and for the use by the INIS Liaison Officers for their own promotional activities and for ad-hoc distributions: 1. INIS Annual Report 1999; 2. Presenting INIS – new versions in Arabic, Chinese and French languages, released and distributed to the INIS Liaison Officers in June 2000; 3. Presenting INIS – English edition – -run in December 2000. 4. New panels for INIS stand and Power Point presentation at the IAEA General Conference, 18-22 September 2000. 5. Updated version of “Introduction to INIS” – is being finalised to be part of the Distance Learning Program and may be used for promotional activities by INIS Centres as well. INIS promotional materials in all available languages continued to be made available at the INIS display stand in the VIC. INIS-related information updates were sent to the publishers of the various database directories. The INIS Home Page continued to be updated regularly. A new version is under preparation. INIS Output Products and Services The Centre Services Unit of the INIS Section receives and responds to a steady flow of e-mail, faxes and other communications from Member (and non-Member) States requesting information on INIS and on output products and services.

G.2 INIS Secretariat’s Common Email Addresses The INIS Secretariat maintains a number of common email addresses for the convenience of the INIS community. G.3 INIS Electronic Information Exchange The INIS Secretariat continues its efforts to make available from the IAEA FTP Server the latest updates of INIS Atomindex, the latest revisions of INIS manuals, and software related to INIS activities. Starting with Update 1 of Volume 29 (January 1998), the latest INIS Atomindex file is loaded on the server at a weekly frequency; the double (merged) files are loaded every two weeks. Those Liaison Officers who have given the Secretariat their e-mail addresses are informed by e-mail on the availability of each new file. The Liaison Officers may also transfer their input files directly to the sub-directory for INIS input on the server (in which case, an e-mail informing of the new file and providing information about it should be sent to the Secretariat at the same time). The server’s address is ftp.iaea.org. To access this server, it is necessary to have FTP software installed on the PC. Access to the INIS directory is password protected – the passwords for both the input and output directories are supplied, on request, to Liaison Officers. An example of an FTP transfer session can also be supplied.

As a reminder, the INIS FTP site has one main directory and a number of sub-directories: /ftp/inis Main directory. /ftp/inis/input Subdirectory for receiving INIS input (bibliographic records and NCL images). Users may go directly to this subdirectory using User-ID inisinp. /ftp/inis/out_products Subdirectory for INIS output: Atomindex and Authority files, current INIS Reference Series manuals, FIBRE software, RESGEN software, UNIX and DOS tools. Users may go directly to this subdirectory using User-ID inisout.

H. OECD/NEA DATA BANK’S COMPUTER PROGRAM SERVICE TO NON-OECD MEMBERS THROUGH IAEA: REPORT FOR 2000

H.1 Introduction As part of the co-operative arrangement between IAEA and OECD/NEA, the NEA provides its computer programs to IAEA Member States that are not Members of OECD. The liaison function between OECD/NEA, IAEA and Member States is vested in the INIS Secretariat. The agreement takes the following forms: assisting new organisations to participate in the Computer Program Service; publicising OECD/NEA benchmarks, conferences and seminars to these and other organisations; nominating their scientists to attend and channelling the participation forms to OECD/NEA. Based at Issy-les-Moulineaux (France), the Computer Program Service serves scientific users authorised by Member States and belonging to over 500 organisations: national laboratories, universities, and safety authorities. NEA Data Bank services are financed by contributions from the Data Bank’s Member States, and no direct service charge is made to users. H.2 Acquisition of New Programs In 2000 the number of computer programs received from non-OECD Members was superior to that for 1999. In 1999 6 programs had been received out of 61; in 2000 28 programs out of 134. The contributing countries are shown in Table 1. I. TRAINING, TC FELLOWSHIP AND TC PROJECT SUPPORT

I.1 Introduction Sixty two (62) persons from 56 countries were trained in INIS-related functions and activities or provided with information about the INIS System during this reporting period. The training was either in the form of a scientific visit, fellowship or classroom training. The PC-Based Training Package (in English, French and Spanish) was provided to requesting INIS Members for self-paced and individualised training as well as to participants prior to attending classroom training. In co-operation with TC, the INIS Section provided several national INIS Centres with the IAEA surplus computer equipment. The recipients were: Poland, China, Ukraine, Romania, Yugoslavia, Uganda. I.2 INIS Training Seminar 2000 The INIS Secretariat organised the INIS Training Seminar 2000, in Vienna on 4-8 December. Thirty two (32) participants attended this Seminar from the following 32 Member States: Belarus; Belgium; China; Egypt; Estonia; Finland; France; Germany; India; Iran; Japan; Jordan; Kazakhstan; Kenya; Korea, Rep. of; Lithuania; Malaysia; Norway; Pakistan; Poland; Slovenia; Sweden; Syria; TFYR of Macedonia; Tunisia; Uganda; Ukraine; United Arab Emirates; Uzbekistan; Vietnam; Yugoslavia; Zambia. The Seminar was addressed to intermediaries who have practical experience in INIS input preparation and INIS product utilisation. A comprehensive program was prepared to ensure the proper coverage of all the necessary subjects, and to provide the participants with the relevant knowledge and experience by covering all aspect of INIS operation. Lecturers came from all Units of the INIS Secretariat. Based on the comments received from the participants, the Seminar was of great benefit to enhance and support their active participation in the system. I.3 Training Sponsored by the IAEA Technical Co-operation Department and INIS The INIS Secretariat, in co-operation with the IAEA Department of Technical Co-operation (TC), sponsored one regional training event in 2000. Through these training courses, 16 individuals from 14 INIS Member States received classroom training and practical application in INIS Database input and use of INIS products and services, as well as specialised training.

I.3.1 2nd Regional Training Seminar on the Upgrading of Information Unit Staff Centro de Informacion de la Energia Nuclear (CIEN) of the Cuban Nuclear Energy Agency hosted a two-week 2nd Regional Training Seminar on the Upgrading of Information Unit Staff, Havana, Cuba, 19-30 June 2000. The Training Seminar was funded by the TC Project RLA/0/017 entitled Information Network in the Nuclear Field (ARCAL XLII), in co-operation with the INIS Section. The topics covered in the programme workshop were the new INIS products and developments (Web Services, Members’ Area, Distance Learning Programme, INIS Record Format and the new FIBRE, creation and exchange of electronic documents) as well as new trends and developments in the information world, i.e. W3C (World Wide Web Consortium), Dublin Core, Metadata, HTML, quality of Web sites, XML (eXtensible Markup Language), and Web-based training. Seventeen (17) participants attended the workshop representing 14 (of the 15) Latin

American countries joining in the ARCAL XLII project and were from Argentina (2), Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba (3), Ecuador, Mexico, Nicaragua, Paraguay, Peru, Uruguay and Venezuela. From the INIS Secretariat staff Ms. Seyda Rieder served as instructor for the course and was assisted by Mr. Oscar Baltuano Elias from the Peruvian INIS Centre. Additional instructors were Ms. Nuria Balague Mola from the University of Barcelona, Spain, and 5 lecturers from Infomed, Cuba. I.7 Distance Learning Earlier than planned, the INIS Distance Learning Program (INIS DLP) was officially launched to the Member States on 12th of December 2000. The Program includes comprehensive instructions about input preparation, and contains two courses: Bibliographic Description and Subject Analysis. The Program is available from the INISDLP Web site http://www.iaea.org/inis/marea/inisdlp/default.htm, after registration with the Secretariat. The two courses can also be downloaded from the site and used in an off-line mode for centres with limited Internet access. Additionally, the Secretariat plans to provide the two courses on CD-ROM for off-line use, on request, in the near future. A first version of the site was demonstrated at the 28th Consultative Meeting of INIS Liaison Officers. Since then, the developments for Phase 2 and 3 of this Program continued throughout the year 2000 and included, mainly: • Continuation of the enhancements, additions and updates to the two courses; • Conversion of the INIS Reference Series 1,2,3,4 and 12 to HTML and their placement on the site. Additionally, links from the courses to the relevant pages of the Reference Series were set, wherever needed; • Incorporation of more case studies and enhancements in the existing case studies, exercises and quizzes; • Re-organisation of the navigational structure of the Bibliographic Description course; • Improvements in the graphical design of the site; • Addition of new pages such as “Help” and “Frequently Asked Questions” pages; • Addition of welcome pages for the Program and their integration with the INIS Home Page; • Incorporation of system bookmarks; • Incorporation of on-line search for the site; • Enhancements in the INIS DLP Distribution Platform, which is the central database application to organise the Web based training activities of the INIS DLP; • Integration of all course pages as a downloadable resource from the site; • Migration of the INIS DLP Web site to outside the Agency Firewall; • Development of a Quiz Generator, which will allow students to take online test(s). The Quiz Generator as well as the database of questions is ready and need to be migrated to a Server outside the Agency’s Firewall. This will possibly be done during the second quarter of 2001; • Performance Tuning. Field Tests, involving centre staff from Member States, were conducted in July and August 2000. The feedback received was carefully evaluated at the INIS Secretariat and, where feasible, implemented into the Program. Additional developments will be incorporated into the Program. A short module “Introduction to INIS” is currently under preparation and will be added to the Program. It will be in the form of a presentation with sound and could well be used for promotional purpose. In addition, work is being undertaken to incorporate the off-line search facility for the off-line/CD-ROM version of the courses. These developments are expected to be ready by the first quarter of 2001. At the time of writing 16 users from 11 countries have registered for the Program.

I.8 IAEA Staff Training The INIS Secretariat launched a new series of training sessions in 2001 on the INIS Database for IAEA staff members. The sessions include information on the INIS Database on CD-ROM and the Internet as well as INIS full text non-conventional literature on CD-ROM. Training to individuals continues to be offered.

J. INIS COMPUTER SUPPORT- JUNE 1999 TO MARCH 2000

The INIS Computer Support Group is working in accordance with the recommendations made by the Liaison Officers and in line with the objectives of the Agency’s Programs and Medium Term Strategy. During the last year, two developers left the Section, including the Head. The new Head joined the Section at the beginning of 2001. At present, the Group consists of five developers, including one temporary assistant. Recruitment is proceeding to replace the second developer.

J.1 Major highlights/results For the period under review, even with difficulties due to shortage of resources, the Group has successfully supported all production systems and ensured the smooth operation of INIS. In 2000, the deployment of the INIS Data Processing System (IDPS) was completed and the Computer Support Group completed its adaptation and tuning to the INIS operational system. CSG assisted in the reconciliation of the INIS-ETDE Thesauri and prepared the electronic files for the joint Thesaurus printout. CSG loaded the new Thesaurus as well as the Journal Authority links on the INIS Web Database. The Database access control was also improved.

K. ACTIONS AND RECOMMENDATIONS OF THE TWENTY EIGHTH CONSULTATIVE MEETING OF INIS LIAISON OFFICERS, VIENNA

The Liaison Officers: Agenda Item 1 Opening of the Meeting and Keynote Addresses to Celebrate 30 Years of INIS 1. thanked Dr. Werner Rittberger for his address and recognised his key role in the development of INIS.

Agenda Item 3 INIS STATUS REPORT (631-L2-TC-441.28/1) 2. congratulated the INIS Secretariat on the work reported in the status report. 3. noted the large number of positions currently vacant in the INIS Section and the negative impact of this situation on the continuing success of INIS. 4. urged the IAEA management to ensure their prompt replacement. Action: Mr Yanko Yanev assumed the position of Acting Section Head, INIS in December 2000 while the position is being re-advertised. Mr Anatoli Tolstenkov started on 20 March 2001 in the position of Unit Head, Clearinghouse. Since last year, a further two key staff have left INIS: the Head, Computer Support Group and the Unit Head, Subject Control Unit. Mr Sergio Magliulo filled in the first position in January 2001. The Unit Head position, Subject Control Unit is in process of being filled. In addition, one subject specialist left SCU, which leaves the physics position vacant. The Secretariat is taking no action at this time to fill that post.

INFORMATION ITEMS

Agenda Item 5.1 INIS/ETDE thesaurus reconciliation 5. recognised the large amount of work accomplished by the Subgroup on Reconciliation of the Hierarchical Levels between the INIS and ETDE Thesauri and the thesaurus specialists of both the INIS Secretariat and the ETDE Operating Agent. 6. congratulated the INIS Secretariat on the successful creation of the joint electronic version of the INIS/ETDE Thesaurus. 7. recommended that the project continue toward a joint printed INIS/ETDE Thesaurus within a new joint INIS and ETDE common reference series. Action: The Joint International. Reference Series has been approved for publication and is being published. The Joint International Thesaurus is in its final form and appears now in PDF version. Publication of the printed version will take place in 2001. Agenda Item 5.2 New INIS record format, Revised WinFIBRE input software 8. recognised the work accomplished at the INIS Secretariat on the new record format. 9. agreed to the creation of a Joint INIS/ETDE Group to review both the INIS Record Format proposal and the US/Dublin Core Format in order to define a common minimum format to ensure compatibility between the two systems. Action: The Joint INIS/ETDE Group reviewed both the INIS Record Format proposal and the US/Dublin Core Format. A common basis for a minimum INIS/ETDE record was defined at the 6th Joint INIS/ETDE Technical Committee meeting held in October 2000, subject to further elaboration.

The Joint Committee dissolved the Joint Subgroup and established a new Subgroup on INIS/ETDE Input and Output Formats Redefinition, with the mandate to elaborate detailed requirements (including standards and input rules), ensuring that compatibility is maintained for current products. A preliminary report will be presented at the Meeting by the Sub-group Champion, Ms Eike Hellmann from Germany. 10. requested the INIS Secretariat to start preparatory work for the inclusion of e-mail addresses in the author’s affiliation field. Action: A standard format for inclusion of e-mail has been suggested, i.e. ‘mailto://[email protected]’. It is already used in the availability note and could be added after the name. 11. recognised the high importance of the updated version of FIBRE input software to ensure the continued successful operation of INIS with the new record format. 12. strongly urged the IAEA Management to retain the well-qualified and knowledgeable staff and to provide the necessary resources to ensure continuity in the FIBRE project and its timely completion. Action: The Unit Head, Computer Support Group and a key developer in the Group left in August 2000. All development of FIBRE had to stop from September 2000. The FIBRE project is being reviewed by the new Head, Computer Support Group. Agenda Item 5.3 Acquisition of electronic records from publishers 13. complimented the INIS Secretariat on the work done to acquire electronic records. Action: Over 10 000 items of electronic input were processed in 2000 to reduce the backlog. 14. encouraged the INIS Secretariat to continue with this work in co-operation with Member Countries to ensure comprehensiveness of the database. Action: The contract for the acquisition of Elsevier Science bibliographic records will be signed shortly and further contacts are being pursued with other key publishers. Information Item 5.2 of the Meeting will elaborate on the status of these initiatives. Agenda Item 5.4 INIS Web Services 15. noted with interest the recent additions to the INIS Web Services site and encouraged its continuing maintenance. Action: The INIS Secretariat continued the work on its updating and maintenance. Agenda Item 5.5 INIS Distance Learning Project 16. supported the use of distance learning to train new staff and to refresh the knowledge of experienced staff. 17. encouraged the INIS Secretariat to continue with field testing and implementation of the distance learning product. Action: During July and August 2000, the INIS Secretariat conducted the Field Tests, involving centre staff from Member States. Comments and feedback received was carefully evaluated at the INIS Secretariat and, where feasible, implemented into the Program. The official Launch was on 12 December 2000, earlier than originally planned. Details are available in the Status Report.

18. agreed with the INIS Secretariat that classroom-based training should continue to be held. Action: The INIS Secretariat organised the INIS Training Seminar 2000, in Vienna, 4-8 December 2000. Thirty two participants attended this Seminar from the 32 Member States. The Seminar was addressed to intermediaries who have practical and hands on experience in INIS input preparation and INIS products utilisation. Details are available in the Status Report.

Agenda Item 6.1 Implementation of the New Membership Arrangements 19. recognised the critical importance of comprehensiveness and timeliness to the INIS Database. 20. agreed on the principle of sharing the input preparation among all INIS Members as described in the new Definition of Membership Arrangements for INIS. Action: Technical Note 152 was sent to all INIS Members to give the opportunity to volunteer to process electronic records. Each INIS Member was able to determine the amount of input they can accept as a minimum. It is anticipated that each INIS Member State will be able to state at this Liaison Officers’ Meeting the acceptable minimum number of records they will process. 21. recognised the different capacities and resources of Members to provide input. 22. recommended a pilot program to determine the minimum number of records to be input by each Member, which will be approved at the next Liaison Officers’ meeting. Action: Statistics have been maintained on Member States’ input levels during the trial period. Technical Note No. 152 was sent to all Member States. Agenda Item 6.2 Processing the Backlog with Records Acquired from Publishers 23. recognised the existence of a backlog of articles from core scientific journals. 24. agreed to participate in the input of the backlog on a voluntary basis using electronic records acquired from publishers. Action: Technical Note 152 received 44 positive replies to participate in the voluntary processing of electronic records. Subject area preferences were a part of the responses, and records were distributed accordingly, resulting in 2, 202 records processed as voluntary input. 25. recommended that the INIS Secretariat send a letter to the Permanent Missions and to the INIS Liaison Officers explaining the urgent situation with the backlog and urging them for specific participation in contributing input. Action: A Note Verbale was sent to the Permanent Missions on 12 October 2000 explaining the urgent situation with the backlog. A copy of INIS Technical Note No 152 dated 14 September urging INIS Members to volunteer to assist the INIS Secretariat in the input of the backlog of articles from core scientific journals was included with the Note Verbale

26. requested that the INIS Secretariat contact each Member State to determine their level of voluntary contribution and their preferred subject area(s). Action: Technical Note No.152 was sent to all Member States requesting their voluntary participation in the processing of electronic records. Forty-Four Member States volunteered to receive and process input records. Statistics have been maintained on Member States’ input.

Agenda Item 6.3 INIS character set and formulas 27. recommended that INIS retain a system to record scientific notation. 28. further recommended that no intermediate character set be introduced, but rather that the (or any other character set) be adopted if and when it becomes a fully supported international standard. In the meantime, the INIS Secretariat should address the issue of characters required for e-mail addresses and URLs. 29. asked that an analysis of the character set change, including the impact of change for input, processing and retrieval, be discussed at the next meeting of the Joint INIS/ETDE Technical Committee. 30. recommended that the INIS Secretariat ensure that all INIS Members can input and or process the new character set. Action: The issue was discussed at the 6th Joint INIS/ETDE Technical Committee meeting in October 2000. The Committee created a Subgroup on Character Set and Scientific Formulas with a mandate to define the tests to be performed to ensure that the Unicode character set and the MathML formulas system can be used and results are satisfactory and identify those countries where these tests should be performed.

Agenda Item 6.4 Mirroring the INIS Database 31. expressed their appreciation for the improvements that have been made in the past year to the INIS Database on the Web. 32. agreed with the plans for technical enhancements proposed for the next year to further improve the INIS Database on the Web. Action for 31 and 32: Despite the shortage in computer programmers and recognising the need for the continuation of enhancement of this service, the INIS Secretariat continued the development of this service and several enhancements have been implemented. The introduction of access by IP address is of very high importance. All are listed in the Status Report and in the Information and Discussion Papers and will be presented during the meeting. In addition, the INIS Secretariat started the preparation of a user survey through the preparation of a relevant questionnaire. The plan is to distribute the questionnaire at the beginning of April 2001 to reach the maximum number of users. 33. encouraged the INIS Secretariat to look into the establishment of mirror sites in different regions of the world. 34. welcomed the proposals by several Member States to install a mirror of the INIS Database on the Web in their territory. Action for 33 and 34: Initial discussion started with potential hosts, i.e. Korea and UNESCO, of a Mirror site of the Database where the INIS Secretariat has provided with technical and administrative information on the requirements.
