On one hand the RSS combine has been very active to prove that RSS ideology is close to Ambedkar’s ideology. In this direction RSS mouth pieces Organizer (English) and Panchjanya (Hindi) brought out special supplements on the occasion of anniversary of Ambedkar, praising him. This is very surprising as RSS is for Hindu nation while Ambedkar has pointed out that Hindu Raj will be the biggest calamity for dalits. The second debate is about Ambedkar-Gandhi. This came to forefront with Arundhati Roy’s introduction to Ambedkar’s ‘Annihilation of Caste’ published by Navayana. In her introduction ‘Doctor and the Saint’ Roy is critical of Gandhi’s various ideas. This digest brings together some of the essays and articles by various scholars-activists on the theme. It discusses the spectrum of laws, includ- ing the specific legal standards developed by the courts, applicable to hate speech in India. It also analyses the relationship between these laws and the constitutional right to freedom of speech and expression. The laws discussed in this report range from the primary criminal laws to specific statutes that regu- late speech in the context of elections, or advertisements. Medium specific laws directed at speech on print media, television, radio and the internet are also discussed here. The mapping of these laws and the specific standards under each of them was necessary for many reasons. -

Born in Hyderabad in 1969, in the last twelve years, he has gained national prominence as Member of Parliament who espouses Muslim causes more forcefully than any other Indian Muslim. To his devotees, he is the Naqib-e-Millat-The Captain of the community. To his detractors he is “communalist” and an “opportunist.” He is an astute political force that is changing the face and tone of Indian politics. This report examines Owaisi’s rhetoric and postures to further study Muslim-Indian identity in the Indian Republic. Influential accounts suggest that the rise of majoritarianism should give rise to corresponding extremist outbidding in minority parties. Through a detailed case study of an Indian Muslim party in an era of Hindu majoritarianism, this article elaborates a new notion of non-extremist outbidding. It argues that outbidding need not imply appeals that are extremist in the sense that they are exclusionary, or religious, or intransigent. The agency of leaders, relatively neglected, plays a key role in determining the behavior of ethnic parties. -

SHRI N.K. PREMACHANDRAN opposing the motion for introduction of the Bill, said: I fully accept the ruling of Madam Speaker. But I have other two objections. The first objection is that the recommendations of the Standing Committee on Labour and Employment are under examination. This amendment Bill is having far-reaching consequences but it has been brought to the House without due consideration of the Standing Committee recommendations. The rule making provision is totally vested with State Governments. Now the Central Government is taking away the rule making power of the State Government. It is totally against the federal character of our Constitution. SHRI SANKAR PRASAD DATTA: Introduction of the Bill is against the Rules 66 and 67 of the Rules and Procedure and Conduct of Business in Lok Sabha. This Bill is identical to the 2014 Bill. So, on these two grounds I raise the objection that this Bill should not be allowed to be introduced in the House. SHRI BANDARU DATTATREYA: First of all, I would like to make it clear to the hon. Members of the House that the Government is coming out with a comprehensive amendment of this proposed Act. Meanwhile, this is only limited to Section 64 and Section 65 which deals with the enhancing of working hours. -
