Influential accounts suggest that the rise of majoritarianism should give rise to corresponding extremist outbidding in minority parties. Through a detailed case study of an Indian Muslim party in an era of Hindu majoritarianism, this article elaborates a new notion of non-extremist outbidding. It argues that outbidding need not imply appeals that are extremist in the sense that they are exclusionary, or religious, or intransigent. The agency of leaders, relatively neglected, plays a key role in determining the behavior of ethnic parties.

SHRI N.K. PREMACHANDRAN opposing the motion for introduction of the Bill, said: I fully accept the ruling of Madam Speaker. But I have other two objections. The first objection is that the recommendations of the Standing Committee on Labour and Employment are under examination. This amendment Bill is having far-reaching consequences but it has been brought to the House without due consideration of the Standing Committee recommendations. The rule making provision is totally vested with State Governments. Now the Central Government is taking away the rule making power of the State Government. It is totally against the federal character of our Constitution. SHRI SANKAR PRASAD DATTA: Introduction of the Bill is against the Rules 66 and 67 of the Rules and Procedure and Conduct of Business in Lok Sabha. This Bill is identical to the 2014 Bill. So, on these two grounds I raise the objection that this Bill should not be allowed to be introduced in the House. SHRI BANDARU DATTATREYA: First of all, I would like to make it clear to the hon. Members of the House that the Government is coming out with a comprehensive amendment of this proposed Act. Meanwhile, this is only limited to Section 64 and Section 65 which deals with the enhancing of working hours.

SHRI A.P. JITHENDER REDDY (MAHABUBNAGAR): As per the State Re-organization Bill, it had been assured that separate High Courts will be formed for Andhra Pradesh and Telangana. Now, we have taken up this matter during 'Zero Hour'. We have raised this matter under Rule 377. We have requested the Minister of Law. Earlier Ravi Shankar Prasadji was the Minister of Law. Now he has been changed and Shri Sadanand Gowdaji has come. He has also given us assurance. Andhra Pradesh Bar Association have come here and have requested the Minister in this regard. The Minister has said that within one week's time, it will be bifurcated. But nothing has happened. For 45 days, all the lawyers were on strike. The Minister has assured us saying that if the Telangana Government gives a place for Andhra Pradesh High Court, it will be bifurcated immediately. Our Chief Minister has written saying that the High Court which exists today in a very traditional building built by the Nizams will be left to you. He has said: "You take this building, we will go to Gachibowli and have our court there". Then the Minister said: "Within one week, we will bifurcate it". But till date nothing has been done. Out of 29 judges in the High Court, only six judges are from Telangana. The Telangana cases are being neglected.

TELANGANA INTRODUCTION The social classes in the Muslim community, elitist character of the Indian politics and the domination, cultural or otherwise, of the upper strata in the political arena have given birth to a number of Muslim political parties and groups. These organizations are partly religious and partly political. For them religion is the source of their ideology and political programme. It is the biggest integral element of the so-called identity of the community. It would be wrong to say that entire Muslim leadership belongs to these organizations. But, it exploits and uses their strength in order to consolidate its position within the community as well as outside the community1. With the exception of the Muslims attached to the communist Parties, no section of the Muslim leadership has been critical of the ideology and the programme of Muslim parties and groups.Now a revolution is possible with the change of outlook and change of opinion. it means that Islamic movement has a bright future here2. POLITICAL PARTIES AND MUSLIMS In Telangana State, so many political parties working for befits of the people. The parties fight for the rights and facilities for the below poverty and downtrodden in different parts of the State. Most of the Muslims in the State were under poverty. EPW ENGAGE While West Bengal’s “exceptionalism” is often touted to explain the claimed lack of communal and caste-based politics in the state, the rise of populist forces has somehow managed to take advantage of identitarian fault lines without creating space for democratic political mobilisation of marginalised sections. Elections for 294 seats of the West Bengal Legislative Assembly are scheduled to be held between 27 March and 29 April 2021 in eight phases. The key political players in the upcoming elections include: (i) The All India Trinamool Congress (TMC) and its allies, including the Gorkha Janmukti Morcha; (ii) The Sanyukta Morcha, including the Communist Party of India (Marxist) (CPI[M]), other parties comprising the Left Front, the Indian National Congress (Congress) and the Indian Secular Front (ISF); (iii) The Bharatiya Janata Party (BJP) and its allies; (iv) Unallied other parties including the All India Majlis-e-Ittehad-ul-Muslimeen (AIMIM) and the Lok Janshakti Party. Like in the previous assembly elections in the state in 2016, the ruling TMC, led by current Chief Minister Mamata Banerjee, faces challenges of anti-incumbency as well as dual ideological opposition from the left and the Congress on one side and the BJP’s Hindutva right on the other.
