Kinerja Kementerian/Lembaga, Peluang Reshuffle Kabinet Dan RILIS SURVEI & DISKUSI MEDIA; JAKARTA, 28 OKTOBER 2020 Kinerja Kementerian/lembaga, INDONESIA POLITICAL OPINION Peluang Reshuffle Kabinet dan Potensi Capres 2024 INDONESIA POLITICAL OPINION Latar Urgensi Sejauh mana penilaian publik atas kinerja mengemuka Pemerintah selama kurun waktu satu tahun pertama? Pertanyaan dasar ini memiliki uraian sekurangnya tiga hal; 1. Mengukur persepsi pubik atas kinerja pemerintah terkait isu-isu krusial dan berdampak pada publik., 2. Mengukur loyalitas publik terhadap kebijakan pemerintah beserta implementasinya, 3. Mengukur tingkat kepercayaan publik terhadap komitmen pemerintah dalam melayani publik diberbagai sektor berdampak pada publik. INDONESIA POLITICAL OPINION Metoda Survei NASIONAL PROP 1 PROP K Purposive dan Multistage Random Metode purposive sampling dilakukan terhadap DS 1 … DS N DS 1 … DS M 170 orang pemuka pendapat (opinion leader) yang berasal dari peneliti Universitas, lembaga RT1 RT2 RT3 RT4 RT5 penelitian mandiri, dan asosiasi ilmuwan sosial/perguruan tinggi. PLATE Persepsi pada kepuasan INDONESIA Sektor Ekonomi POLITICAL OPINION Penilaian publik terhadap kondisi ekonomi Nasional. 6% 4% Penilaian publik atas kinerja pemerintah di sektor ekonomi cukup menegaskan ketidakpuasan, hal ini terlihat dari akumulasi respon buruk (51%) dan sangat 39% buruk (6%) mencapai 57 persen. Sementara respon positif hanya mampu menyerap 43 persen. 51% Data empiris ini dipengaruhi beberapa hal; di antaranya persepsi mahalnya harga bahan pokok (58%), sulitnya mencari pekerjaan (44%), sulitnya melakukan transaksi perdagangan/jual beli (38%) dan PERSEPSI hal lain-lain (34%). SANGAT BAIK BAIK BURUK SANGAT BURUK Persepsi pada kepuasan INDONESIA Sektor Penegakan Hukum POLITICAL OPINION Penilaian publik terhadap kepuasan atas penegakan hukum di Indonesia. Ketidakpuasan publik atas kinerja pemerintah 8% 7% di sektor hukum menjadi yang tertinggi dibanding dengan sektor lainnya, angka ketidakpuasan mencapai 64 persen, 29% sementara persepsi positif hanya di 36 persen. 56% Beberapa faktor yang mempengaruhi penilaian publik, adalah; Pemberantasan Korupsi (62%), independensi penegak hukum PERSEPSI (56%), kebebasan berpendapat (52%), kualitas kebijakan (48%), dan hal lain-lain (36%). SANGAT BAIK BAIK BURUK SANGAT BURUK Persepsi pada kepuasan Sektor INDONESIA Politik dan keamanan POLITICAL OPINION Penilaian publik terhadap kepuasan atas kondisi politik dan keamanan. Persepsi publik pada bidang Politik dan 6% 8% keamanan cenderung berimbang, meskipun angka tertinggi berada di ketidakpuasan publik, sebesar 51 persen. Sementara persepsi positif berada di angka 49 persen. 45% 41% Beberapa faktor yang mempengaruhi persepsi publik terkait kondisi Politik dan keamanan, adalah: kebebasan berbeda pendapat (49%), kriminalitas (45%), perasaan PERSEPSI aman (41%), ketertiban umum (36%), dan hal lainnya (31%). SANGAT BAIK BAIK BURUK SANGAT BURUK Persepsi pada kepuasan Sektor INDONESIA Sosial dan Humaniora POLITICAL OPINION Penilaian publik terhadap kepuasan atas kondisi sosial dan humaniora. Penilaian ini mencakup iklim demokrasi. 7% 5% Persepsi publik pada bidang Sosial dan Humaniora berbagi angka sebagaimana bidang politik dan keamanan, ketidakpuasan publik tercatat sebesar 50 persen. 43% 45% Beberapa faktor yang mempengaruhi persepsi publik terkait kondisi Sosial, Politik dan Humaniora, adalah: Pengelolaan toleransi (51%), konflik sosial (46%), kesejahteraan (45), PERSEPSI keadilan (38%), dan hal lainnya (27%). Setting pengambilan sample menggunakan teknik multistage random sampling (MRS), atau pengambilan sample bertingkat. Survei ini mengambil representasi sample sejumlah 1200 responden yang tersebar proporsional secara nasional. Not only the economic sector, the government sector also experienced the impact. One of the sectors in the government category is the pilkada or regional head elections (Pilkada). Pilkada in accordance with the plan will be held simultaneously in 2020. However, the national situation which is being hit by the Covid-19 outbreak has forced the phases of the Pilkada to be delayed. This year's Pilkada cannot be implemented or postponed due to the impact of Covid-19 that is hitting Indonesia. However, the health protocol requirements must be implemented, such as wearing a mask, washing hands with soap, keeping your distance, using a hand sanitizer and personal protective equipment or APD. The Pilkada this year cannot be held simultaneously. The Method use in this research is normative legal research. The result showed that the total number of regions that will carry out the Pilkada simultaneously in 2020 is 270 regions, with details of 9 provinces, 224 regencies and 37 cities. However, this year's Pilkada cannot be implemented or postponed due to the impact of Covid-19 that is hitting Indonesia. This was done as an effort to anticipate the spread of the corona virus.. The result of the research concludes that Presidential Decree on Appointment of Senior National Police Officer as Acting Official Governor based on Praesumptio iustae causa principle is valid as long as there is no cancellation; the legal consequences of the Presidential Decree shall be in accordance with the expiration of the term of office as stated in the Presidential Decree. Legal consequences related to the right of officers appointed as Acting Official Governor in accordance with applicable laws and regulations.     INDONESIAN POLITICAL LANGUAGE Arif Suryo Priyatmojo Faculty of Languages and Arts Semarang State University [email protected] Abstract This study is aimed at analysing Indonesian political language from cooperative principle perspective. The object of the study is Indonesian political language in the forms of utterances taken from Indonesian online newspapers: The Jakarta Post. The data was analysed using Grice‘s cooperative principle (1975). The study shows that politicians violated the maxims of cooperative principles regularly. They also violated the maxim of quantity in order to express strong commitment or to hide information. Moreover, giving incorrect information violated the maxim of quality to obey quantity maxim. Finally, the politicans also violated the maxim of relevance by saying things, which are not germane to the topic under discussion. Key words: cooperative principles, maxims of conversation, and violation. 1. Introduction Indonesian people conducted a legislative election on 9th April 2009. This election was followed by many parties. Millions of people participated in this election to vote their representatives. There were three big parties having high percentages: Democratic Party (PD: 20.8%), Golkar Party (14.7%) and the Indonesian Democratic Party of Struggle (PDI Perjuangan: 14.3%) (source: The Jakarta Post, 2009). These parties had tried to persuade their constituents to vote their candidates to be the president and vice president of Indonesia for the year of 2009 – 2014. To hold their constituents, politicians tried to convince them. The politicians would often give speech or statement using political language. Political language plays an important role in convincing constituents. It is hoped that by giving the right amount of information, they will be their loyal voters.

The three women in focus are the leader of the ruling PDI-P (Indonesian Democratic Party of Struggle), Megawati Soekarnoputri; Minister of Maritime Affairs and Fisheries, Susi Pudjiastuti; and Mayor of Surabaya, Tri Rismaharini. Situated in the broader historical context of post-authoritarianism, the specific time period of enquiry spans the two-year transition from 1 July 2013 to 30 June 2015, centred upon the fiercely contested 2014 presidential election. By focusing on the mediated representation of three prominent women in the language of the online news media, this thesis aims to interrogate shifting representations of relations of power in a context of social and political change in Indonesia. It aims more broadly to evaluate the implications for Indonesia’s democratisation, the associated role of the Indonesian news media, and identify obstacles and opportunities for women to participate in democratic political life.

On this day they will also elect 136 members of the national Regions House, a kind of weak Senate, together with 575 members of the powerful House of Representatives. In addition they will elect 2,207 provincial level MPs from the 34 Provinces and also elect 17,610 local councillors across more than 500 local authorities. GUIDE TO THE 2019 INDONESIA ELECTIONS THE PATH TO THE PRESIDENCY To win the election, a Presidential/Vice-presidential team must secure over 50% of the popular vote. If no candidate secures 50% of the vote in the first round then the top two candidate pairs face off in a second round. The path to winning the election, however, consists of several stages. The process begins with nomination. While Indonesia today, like the USA, operates a presidential system of government, the DNA from the country’s various old parliamentary systems is often close to the surface. For example, candidacy is determined by demonstrating support from parties in the House of Representatives (DPR). A candidate team needs to show they have the support of parties commanding at least 20% of seats in the current DPR or 25% of the votes their parties secured in the last election. Given that there are no large parties in the current Parliament (the largest party commands less than 20% of the seats and votes), candidate teams invariably form coalitions of support.
