    02_EHQ 31/4 articles 15/10/01 12:54 pm Page 519 Peter Thaler Fluid Identities in Central European Borderlands The debate about the nature of national identity has been passionate and complex, and it has not led to convincing, gener- ally applicable models. In this article, the manner in which this identity expresses itself at its margins provides a new perspective on the broader theoretical issue. The sense-of-self of historical Central European border populations highlights the subjective component of group identities. In the countries of Central Europe, the conceptual dichotomy of Staatsnation and Kulturnation, introduced into the scholarly debate by Friedrich Meinecke, continues to dominate academic discourse — notwithstanding its theoretical expansion and criti- cal revision.1 The Staatsnation, which signifies the political or civic nation, is constructed around the citizenry of a politically organized territory, in other words, a state, regardless of the ethnic and cultural composition of this citizenry and of possible ethnocultural continuities beyond the existing political borders. It is sometimes defined as a constitutional nation when it de- marcates the nation by the reach of a liberal constitution; this reach will normally correspond to the political frontiers of a state. Its dependence on a specific constitutional content gives this conceptual variation a normative rather than an empirical character, since even internal revisions of the political structure would terminate the existing constitutional nation. The con- cept resembles the comparably ideology-based, if politically diametrically opposed, class nation, which periodically provided the theoretical foundation of the German Democratic Republic and was envisioned to create a structure of coherence for Soviet Man.

    Die Nationalitätenverhältnisse in der Provinz Posen im Spiegel der letzten Reichstagswahl vor dem Ersten Weltkrieg (1912) von Helmut Neubach Um die Stärke der Nationalitäten in den ehemaligen preußischen Ost- provinzen festzustellen, werden meistens die Volkszählungen herange- zogen.1 Verhältnismäßig selten wertet man dagegen die Ergebnisse der Reichstagswahlen aus 2, obwohl sie einen nicht zu übertreffenden politi- schen Gradmesser darstellen. Eine besonders große Bedeutung hat die Wahl zum 13. Deutschen Reichstag am 12.     NOTE HARRY KENNETH ROSENTHAL Poles, Prussians, and Elementary Education in Nineteenth-Century Posen The phenomenon of nationalism produces in its wake the politicization of various social institutions. Economic co-operatives, banks, athletic associations, language societies, scholarly organizations all may find themselves placed within the ranks of struggling national forces. Even elementary education, which involves a youngster's mastering accepted precepts, may become a battleground: as in the former Prussian province of Posen, it may become merely another aspect of the national struggle. In the specific case of Posen, Polish students had studied the basics of learning in their own language from the Congress of Vienna throught the 1860's. Then, in 1870, Otto von Bismarck transformed Prussia into Germany and attempted to mold all facets of this new, national Germany in accordance with his will. His will would determine even the content and form of Posen education. Bismarck, whose talent lay chiefly in foreign policy, reasoned from the perspective of his specialty.1 He began with the assumption that two major relationships in European politics dictated Prussian policy towards the Poles. The first was the Polish-French relationship which, he believed, threatened his newly-united Germany with a two front war. The second was the German-Russian relationship which, he was convinced, obliged Germany to co-operate with the tsar and, since the tsar suppressed his Poles, Bismarck concluded that he must suppress his own. His logic therefore placed Bismarck in the strongest possible opposition to a policy of acknowledging a unique position within Prussia for the Poles of Posen or, in the sphere of elementary education, educating Polish students in Polish: the German-Polish struggle in elementary education had begun.

It is another portion of the summary of research undertaken by a team of Polish historians in conjunction with their participation in the programme of the European Science Foundation entitled Cuius regio. An analysis of the cohesive and disruptive forces determining the attachment and commitment of (groups of) persons to and the cohesion within regions. The project’s assumptions were for original analyses to be conducted on five factors significant in the functioning of the region: administration (Paweł Jaworski), economy (Teresa Kulak), social groups (Wanda Musialik and Dorota Schreiber-Kurpiers), ethnic issues (Dorota Schreiber-Kurpiers) and the national and cultural identity of the region’s inhabitants (Teresa Kulak). In each of the spheres analysed in this book, what has been demonstrated is the prevalence of disintegrating factors in the region from the period of its seizure by the armies of Frederick II until the conclusion of World War I. Top-down efforts undertaken by the authorities aimed at integrating the region with the Prussian state, and then with the Reich, did not fully achieve their objectives. The split into the two sub-regions of Upper and Lower Silesia would seem to be inevitable, in spite of particular unifying elements, particularly in the economic sphere during the second half of the 19ʰ and beginning of the 20ʰ century.

    Helga Schultz Die Bürger von Birnbaum Fragen Nachbarschaft zwischen Völkern zielt nicht auf die Beziehungen der Staaten und die kulturel- le Rezeption der Eliten, sondern auf die Netzwerke des Alltags. Hier ist noch weitgehend un- bearbeitetes Terrain. Nachbarschaft enthält das Moment der Nähe; sie findet an den Grenzen statt, an den staatlichen, konfessionellen, ethnischen, und sie enthält ebenso die Möglichkeit der Kooperation wie die des Konflikts. In der Nachbarschaft durchdringen sich kollektive Mentalitäten und individuelles Handeln. Vielleicht sind hier die inneren Mechanismen von Entfremdung und Feindschaft zu ergründen und zugleich die Gegengifte zu entdecken? Dies hat uns bewogen, die deutsch-polnische Nachbarschaft am konkreten Ort - in Birn- baum/Międzychód und Guben/Gubin - zum gemeinsamen deutsch-polnischen Forschungspro- jekt zu machen. Die Wahl von Stadt und Kreis Birnbaum am westlichen Rande des alten Königreichs Polen ist hinreichend gerechtfertigt durch die ausgezeichnete Überlieferung von Bürgerbuch, Stadtar- chiv und Landratsakten im Staatsarchiv Poznań.1 Darauf gründet sich die folgende erste Skiz- ze über die Stadt Birnbaum bis zum Ersten Weltkrieg, die für die weitere Projektarbeit Wege zeigen und Fragen stellen will. Gegen dieses Vorgehen kann man einwenden: Birnbaum ist durch seine über zwei Jahrhunderte ethnisch deutsche Stadtherrschaft mehr und länger als die anderen großpolnischen Städte deutsch geprägt gewesen und für die Untersuchung der älteren Epochen polnisch-deutscher Nachbarschaft nicht repräsentativ. Künftige Untersuchungen werden die Dörfer des Kreises und die Kleinstädte Zirke und Kähme mit ihren stets zahlrei- chen polnischen Bewohnern einbeziehen und also Einseitigkeiten meines Vortrags korrigie- ren. After First World War Posen became part of the new formed Poland. Germany occupied the province Posen in the Second World War (1939-1945) and called it Warthegau.
