Peace. 2 Abstract The aim of this research is to bridge the correlation of peace and foreign investments through the lens of North et al.’s (2013) Limited Access Orders (LAOs). The research seeks to engage in the discussion of LAOs by providing a perspective from analyzing Chinese investments under the context of New Silk Road policy with the case of Tasang Dam. Current discussion of LAOs does not involve how foreign investments affect institutional transition in LAOs. Therefore this research is a humble attempt to engage in the existing literature from a different perspective. Tasang Dam is designed to be built in southern Shan State, Myanmar, an area that has encountered continuous armed conflicts. The conflicts between the local armed group SSA-S/RCSS and the Tatmadaw continue even after a ceasefire agreement was signed in 2011. Chinese investors acting under the context of New Silk Road project have tried to involve in creating stability in the area to reduce costs. According to the LAOs logic, if the access to rents is open to armed organizations, there will be motivations for rival parties to avoid violence. In order to redistribute the resources, there should be an institutional transition. In Tasang Dam’s case, the rents created by Chinese investments are not available to SSA-S/RCSS, but with the Chinese investments as the democratization of Myanmar goes on, there are opportunities to alter the story of repeated violence.   • Inle Lake Long Term Restoration & Conservation Plan
    Foreword Inle Lake is one of the priority conservation areas in Myanmar due to its unique ecology, historical, religious, cultural, traditional background and natural beauty. It is one of the most popular tourist destinations in Myanmar and tourism is expected to rise significantly with the opening up of the country. Realization that widespread soil erosion on the mountain ranges flanking Inle Lake could eventually cause problems that would threaten the future existence of the Lake prevailed since late 19th century. Measures were introduced, but were ineffective as they were not developed progressively enough. Several droughts occurred since 1989, but the severe drought that occurred in 2010 was the wakeup call, which brought about serious concerns and recognition that urgent planning and mitigation measures in a comprehensive and integrated manner was imperative, if the Lake was to be saved. Ministry of Environmental Conservation and Forestry (MOECAF) organized a National Workshop in 2011 at Nay Pyi Taw; basic elements required to draw up a Long Term Action Plan were identified and a resolution to formulate a Long Term Restoration and Conservation Plan for Inle Lake was adopted. MOECAF requested UN-Habitat to assist in formulation of the Long Term Restoration and Conservation Plan for Inle Lake and the Royal Norwegian Government kindly provided necessary financial assistance. The Team of experts engaged by UN-Habitat identified the main causes, both natural and human induced, that have impacted adversely on the Lake and its environment. Fall out of climatic variations, irresponsible clearing of soil cover, various forms of change in land use patterns in the Watershed areas caused widespread soil erosion, resulting in heavy loads of sediment entering the main feeder streams and ultimately into the Lake, causing it to become very much smaller in size and shallower in depth.

Millions of people depend on it for agriculture and fishing, and accordingly it holds a special cultural significance. For 234 kilometers, the Mekong forms the border between Burma’s Shan State and Luang Nam Tha and Bokeo provinces of Laos. This stretch includes the infamous “Golden Triangle”, or where Burma, Laos and Thailand meet, which has been known for illicit drug production. Over 22,000 primarily indigenous peoples live in the mountainous region of this isolated stretch of the river in Burma. The main ethnic groups are Akha, Shan, Lahu, Sam Tao (Loi La), Chinese, and En. The Mekong River has a special significance for the Lahu people. Like the Chinese, we call it the Lancang, and according to legends, the first Lahu people came from the river’s source. Traditional songs and sayings are filled with references to the river. True love is described as stretching form the source of the Mekong to the sea. The beauty of a woman is likened to the glittering scales of a fish in the Mekong.

The Snowy Mountains Engineering Corp (SMEC), the engineering firm tasked with completing the Environmental and Cultural Assessments for the Warragamba Dam wall raising in Australia, has an established history of abusing Indigenous rights across the globe. These abuses have taken place as part of environmental and cultural assessments for other dam projects, notably in Southeast Asia, Mongolia and Africa. We detail these instances below. These instances of misconduct call into question how the firm has been chosen as the lead consultant for the Warragamba Dam Raising project by the NSW Government. In 2013 SMEC faced criticism from the scientific community and regional civil society for its involvement in the Don Sahong Dam project in Laos. SMEC did not respond to requests regarding the Cambodian, Vietnamese and Thai governments’ calls to the Lao government for the Don Sahong dam to be submitted to the Mekong River Commission’s intergovernmental prior consultation procedure.1 The construction of the Don Sahong Dam project threatens Mekong fisheries, the main source of livelihoods and food security for communities in Laos and populations living downstream of the dam in Cambodia. The construction of the dam has further driven poverty and environmental degradation in an area that is highly sensitive to such impacts2.
