1. INTRODUCTION

What is quality and quality criteria in cultural tourism? It should never be a label, once and for all stated, but rather an always ongoing work of improvement, involving your clients and your staff.

That is a very brief conclusion on the thematic workshop, E, on quality criteria held in Göteborg, Västra Götaland, Sweden on 28-30 April 2013, followed by study visit on 1st of May. The aim was to develop useful tools for quality improvement in cultural tourism. The workshop was led by Mr Bo Bergman, Professor of Quality Sciences at Chalmers University of Technology in Göteborg. The workshop and the study visits were arranged by Region Västra Götaland. All partners, except for one, were present, altogether 35 persons. The seminar was also lucky to host Krisztina Boros, Policy Officer in the European Commission, who presented the work on EU Tourism Policy Actions.

The conference was opened by Lars Nordström at a welcoming dinner on April 28 at Hotel Eggers. Vice president of the Cultural Committee of Region Västra Götaland and professor of human geography, Lars Nordström stressed the importance of international relations within the cultural area. He also underlined the danger of being too sure about what quality is – we cannot always know what the future will consider as high quality. Subsequently, it is crucial to be open to new impulses and always keep an open attitude, concluded Lars Nordström.

In Västra Götaland, we have for a long time developed tools for improving security systems in the automotive industry. Now, when the sector of tourism is growing, it is crucial to contribute to the important work of developing tools for improving the quality of cultural tourism in Europe. What is quality? It is impossible to answer this question once and for all. Quality improvement is a process that always needs to be developed, and we are happy to contribute to this important work within the CHART’s project.

The welcoming dinner was held at Hotel Eggers in the city center of Gothenburg. An old, well reputed hotel close to the Gothenburg Railway Station, where many famous people and artists have resided throughout the years. One of the most well known is the Swedish poet and artist Evert Taube, who actually wrote one of his most loved refrains in Hotel Eggers – at the back of his menu! Thus, as an honor to the CHARTS guests, Evert Taube himself resurrected occasionally (played by the troubadour ) to sing his beloved refrain in “Waltz of Sjösala”:

In the afternoon, prior to the welcoming dinner, the ECTN General Assembly had a meeting with the agenda to update the action plan of 2013, the communication plan and the web site. Some pretended new members were discussed, i a Civilscape and Culturepolis. Another discussion was about the participation in Europa Nostra and European Heritage Alliance.

The meeting had a large discussion on how to take forward the opportunities arising from the 2014- 2020 EU programmes.

2. WORKSHOP ON QUALITY CRITERIA on April 29, 2013

2.1. Session 1: Opening at the Dicksonska Palace, Göteborg

• Welcome address by Mr Lars Nordström, Vice President of the Cultural Committee, Region Västra Götaland, Sweden

– Most welcome to Västra Götaland and to this workshop on quality criteria! What is quality? It is not always easy to say or to predict. In fact, the Swedish automotive sector, based in Västra Götaland, has been extremely good at quality improvement. Security and quality have been the key words for Volvo and Saab. But when it comes to cultural tourism? I am not sure myself. But as the president of the Cultural Committee of Region Västra Götaland, I have been working hard for the internationalization of the cultural sector in Västra Götaland. We often tend to believe that we have all the solutions within our country. That’s not true. We need to Lars Nordström collaborate, globally, both with those countries or regions who are similar to us and with those who are very different. I am very happy that we are a part of CHARTS, and I want to welcome all of you to our region. I hope you will have fruitful discussions about quality and continue to improve the sector of cultural tourism in Europe.

Manos Vougioukas introduced the CHARTS project; its objectives, approach, actions and achievements until now and the forthcoming program up to 2014. Manos Vougioukas reminded about the Göteborg declaration of environment in 2001 – if we will be as successful this time, he said, quality criteria will, through ECTN, hopefully be on the EU agenda from next year!

The task of CHARTS is thus to use culture and heritage as an added value when it comes to strategies of cultural tourism and policymaking in the member regions. CHIRON are collaborating in this same area. The method is to build on good examples and use dissemination and “receivers” to implement best practice. In the end, CHARTS is aiming for contributing to the Lisbon and Gothenburg agendas.

– It is very important to capitalize on the results of the initiatives taken at the EU level and support the application of these approaches to the general EU programs.

Manos also reminded about what each member has to do: transfer good practice, deliver an implementation plan, involve all key stakeholders in culture and tourism and disseminate the outputs to the EU institutions. He also put forward the definition of good practice:

Good practice is an initiative undertaken in one of the program’s thematic priorities that has already proved successful (tangible and measurable results) and has a potential to be transferred to a different geographic area.

Each region should also promote the CHARTS activities by arranging press and media events.

- An issue that has to be discussed throughout the year is about launching an award competition on achiemevemen of Good Practice in cultural tourism in regional development policies for non partners, Manos Vougioukas stated. The plan is to award the prize in May 2014 together with the CHARTS closing conference. In June, all the implementation plans should be ready to go. Later during the year the work of establishing links with UNESCO, the Committee of Regions and the European Parliament will be urgent.

Now, for the workshop D on Quality Criteria, the recipients – Wales, VTA Latvia, NiRDT Romania and GNTO – need to think of what they would like to take further within their organizations.

To conclude, Manos reminded about the communication (nr 352) from the European Commission to the Parliament about a new political framework for tourism in Europe: to promote the development of sustainable, responsible and high-quality tourism. Basically, the action is to develop a European Quality System for tourism based on existing national experience, i e a European Tourism Label for Quality Schemes that Ms Krisztina Boros will tell us more about later today.

2.2. Workshop on Quality Criteria in Cultural Tourism

Mr. Bo Bergman, Professor of Quality Sciences, introduced the workshop on quality improvement and the method of emotional mapping by underlining the fact that improvement is the most important aspect of quality. Without continuous improvement, all labels and quality assessments are of no use. The health care sector is undergoing this change for some time with many impressing results, where today, the patient’s point of view is the most Bo Bergman important input for quality improvement.

Quality is “the ability of a product or service to satisfy or exceed customer wants and expectations”.

Our own experience – as visitors, customers or patients – is the most important starting point for quality improvement. To make his point clear, Bo Bergman asked the audience, forming five different groups, to make an emotional mapping about their travelling to Göteborg – what were their feelings when they prepared for the visit to Gothenburg, when they travelled, and when they arrived.

The emotions of the customer are extremely important to trace. By doing this, he stressed the importance of using a customer perspective in developing quality criteria: reflections on the customer perspective and the customer’s emotions are as essential as a current perspective of improvement.

The Kano model for quality attributes is another way of stressing the importance of what we expect as customers. This model is putting forward the importance of the unexpected. We expect clean toilets and good art at an art museum, but what took us with surprise and made the experience outstanding and unforgettable? We need to apply a dynamic perspective to make continuous improvement – that is to say, to involve the customers and the providers in this process, stated Bo Bergman.

He then left the floor for the five groups to make an emotional mapping of their travel to Gothenburg: What did they feel during the travel? What did they expect, and did the experience meet (or even exceed) their expectations?

3. Donor’s point of view

3.1. Counting beans, ticking boxes or herding cats – approaches to measuring the quality of cultural destinations

As one of the donors, Peter Cole, Strategy Director from Wales and representing ECTN, gave his opinion about how to measure the quality of cultural destinations. A quality indicator, Peter Cole reminded, is only worth using if it has a conceptual link, is cost effective to measure and if there is a clear link between the actions of stakeholders and indicator improvement. Like Bo Bergman, he put forward the need of looking beyond “hygiene factors” vs “differentiating factors”.

He also stressed the resident’s perspective: in all cultural tourism it is important to know the resident’s point of view: what do they think of tourists and how do they behave? Are they proud of their home town or region, do they want it to be promoted as a Peter Cole tourist destiny or do they treat all tourist as bad as possible?

Peter Cole was very happy when discovering the web page “Visit a Swede”, hosted by Visit Sweden – this means the Swedish residents are willing to receive tourists in their homes. “I would rather visit a Swede, than visit Sweden.”

In the EU Sustainable Tourism Indicator System (released in February 2013), only one indicator related to the visitor experience and not a single one is focusing on the residents – but the residents and the visitors must be regarded as to sides of this coin! Developing quality criteria is far more important than destination management and marketing, concluded Peter Cole.

3.2. Culture Destination Quality Net – Case Turkku Castle

In Turkku, Finland, a culture destination quality net – Chain of Culture – has been put up by the Finland Tourism Board to develop the tourism of Turku Castle. Kaisa Kutilainen, Project Producer of Turkku Museum Centre, presented the method of Q1000, being used as a quality test for cultural destinations and as a model for product development in cultural tourism.

Education, research and development were the key factors in the programme, and a tool box was created for small companies and tourism providers.

3.3. Quality Assurance System – West Sweden Tourist Board

The West Sweden Tourist Board has developed a quality assurance system, Swedish Welcome, presented by Robert Cullen. Swedish Welcome is a fully integrated advisory system that offers quality assurance from a guest and sustainability perspective. Robert Cullen pointed out a very important lesson learnt from the project: that the customers tend to be more critic than the providers expect… The assurance system made the providers aware of this fact. The Nordic Robert Cullen Watercolour Museum, the study visit for Wednesday, has been a partner in the system.

4. WALKING WORKSHOP IN THE CITY OF GÖTEBORG

4.1. Walking workshop

After lunch, there was a walking workshop through the city of Gothenburg – Johan Öberg from the Faculty of Art at the guided us through the main boulevard “Avenyn” to Götaplatsen where some of the traditional major cultural institutions are located.

Before the walk, Bo Bergman encouraged us to apply the visitor’s perspective in order to use our experience in the following workshop. In the Gothenburg Museum of Art, we were guided through the centuries by director Isabella Nilsson, with special focus on the 20th century’s collection of modernism. In the Gothenburg Art Gallery, the director Mikael Nanfeldt – in between two exhibitions – talked about the important role of contemporary art and the lack of an open discussion in the city of Göteborg.

A few steps from Avenyn is the area of the new, more commercial culture: , the amusement park, the fair area Svenska mässan, the science centre Universeum and the Museum of World Culture. At the museum, we were free to discover Secret love, an exhibition about love and taboos in China.

The day was closed by a dinner at the Dicksonska Palace hosted by the Director of Culture of Västra Götaland, Sture Carlsson.

5. Workshop on Quality Criteria, day 2

5.1. Emotional mapping of yesterday’s walking workshop + Who is the customer?

The following day, April 30, opened up with the emotional mapping of yesterday’s walking workshop. Every group had to write down their emotions during the walk and the study visits – how they felt and why. Then every group discussed the sheets, as if they were the providers. Finally, the workshop ended up with a discussion concerning the need for developing a creative and dynamic destination development, where the customer’s and resident’s points of view are important.

6. EU Tourism Policy Actions and GNTO

6.1. The EU Commission’s approach to ensure Service Quality and Sustainability

Krisztina Boros, Policy officer in the European Commission, presented the work with creating tools for EU Tourism Policy Actions. Earlier this year, the EU Sustainable Tourism Indicator System was released for the first time in order to improve service quality and sustainability. Since the tourism sector is growing and expected to be one of the most lucrative sectors in the EU, the call for quality criteria has increased.

The challenges are social and demographical changes, economic crisis, climate change and a too weak R&D. The main goal for the new tourism policy is to increase tourism during low season, improve the social and environmental sustainability, attract new tourists from third country markets and create a competitive tourism sector and tourist enterprises. The promotion of transnational areas is one of the most important tasks as well as to promote the diversification of the European tourism products.

A European Label for Tourism Quality Schemes is now being produced. The objective is to set up common principles and to create a label with added value. The participation is voluntary. The quality principles are information to consumers, involvement of employees in the process, consumer satisfaction and cleanliness/maintenance. A tool kit is being produced and presented on the Commission’s website.

6.2. GNTO’s contribution to cultural tourism of Greece: initiatives and projects

The Greek National Tourism Organization, GNTO, made a presentation of its contribution to cultural tourism of Greece. They are responsible for the national and international promotion of Greek tourism. Two examples were the festivals of Epidaurus and Athens, based on the heritage of the ancient tragedies. A challenge for Greece is of course to preserve and vitalize the ruins of the amazing Greek empire and to show it to new generations, based on contracts between GNTO and the owners.

7. Concluding session

7.1. Next step for transfer of good practice on Quality Criteria

To conclude, Manos Vougioukas outlined the next step for the transfer of good practice of quality criteria and stressed the importance of adopting the quality criteria in order to reach a concrete and measurable impact. Wales, Romania and Latvia are the recipients of the methods of quality criteria and expressed their ideas about how they will use the tools: Wales claimed that they will undertake some emotional mapping together with tourism partners and CADW, Latvia will do a pilot during the year and Romania will try to apply the mapping on the Sibiu region and Mozna. Bulgaria also expressed their interest in applying the tools for quality improvement.

7.2. Closing remarks from the President of ECTN

Mr. Kostas Chalevas, President of ECTN, closed the workshop by thanking the speakers, the CHARTS members and the organizers for three inspiring days. The ECTN will go on promoting this important work in Brussels during the years to come. I believe that your participation in this network will benefit all our organizations and strengthen the relationships. Today’s topic on quality has been very interesting, important and necessary to enhance tourism supply in terms of culture. I wish you luck in your ongoing work.

8. Steering group meeting + The Barber of Seville

After lunch, the majority attended the second steering group meeting at Hotel Eggers.

In the evening of “Walpurgis night”, a Swedish tradition to celebrate spring, the Region Västra Götaland gave a dinner at The Göteborg Opera before enjoying Rossini’s The Barber of Seville. The Göteborg Opera opened in 1994 and is the major cultural institution run by Region Västra Götaland showing opera, musical and ballet.

9. Study tours to the West Coast

9.1. Nordic Watercolour Museum, Tjörn

On the 1st of May, most delegates made a study trip to the island of Tjörn along the Swedish West Coast, recently listed by CNN as one of the “most attractive wilderness areas of the world”. First stop was at The Nordic Watercolour Museum in Skärhamn, a traditional fishing society. Benita Nilsson, former director and “brain” behind this museum, told the story about how to convince local and regional politicians to put money into a museum beyond the major cities.

The museum is a national example of best practice and of how a cultural institution can change the life in a local community. It was awarded the “Museum of the Year” in 2010, and is now participating in the programme of Swedish Welcome that Robert Cullen presented yesterday and where it was highly rated. The museum has about 200 000 visitors every year. We made a tour to see the workshop areas and the exhibition showing paintings of young artist Gunnel Wåhlstrand.

9.2. Herring museum, Klädesholmen

Pelle Stavfält, the Herring Museum, Klädesholmen

On the island of Klädesholmen, there is a museum of the local speciality – herring! In fact, almost 50 percent of all Swedish herring production is being exported from Klädesholmen. Pelle Stavfält, former teacher and now director of the museum, told us the thrilling local and global story about herring.

After visiting the herring museum, we had a culinary lunch experience at the local restaurant Salt o Sill – Salt and Herring! In the planned EU project Cultural Routes, the island of Tjörn is an interested, engaged and presumptive partner.

Dear CHARTS-colleagues and friends,

Most welcome to Västra Götaland and the workshop on Quality Criteria! We are really looking forward to this opportunity to develop useful tools for quality improvement together. Since this is a workshop rather than a seminar, we will focus on our common discussions and best practice.

Walking workshop in the city, Monday afternoon: Monday afternoon, we will take you on a walking workshop through Gothenburg and some of our cultural institutions. We will walk through the city centre, the area of the boulevard “Avenyn” and to some cultural institutions: the Gothenburg Museum of Art, Göteborgs konsthall (Gothenburg Art Gallery), the university area and the Museum of World Culture. Your experience will be a part of the workshop, day 2. Late nights, long streets in underground Gothenburg, Tuesday afternoon: In October, two journalists from NY Times visited Gothenburg for 36 hours. What did they highlight? Not the “Avenyn” and the big cultural institutions, but the former worker´s quarters of Järntorget – today a vibrant area for literary reviews, artists and cultural producers. “What the still-gritty area lacks in polish it makes up for with vibrancy”, as NY Times put it. We will have a walk and study visit in this area around the “long streets” of this harbour area.
