Candlelit Dartmouth Lantern Making Workshop from Carole Bretherton Blackawton Parish Hall Saturday 18th November The workshop is free this year so just come along, but leave at least 2-3 hours to complete your lantern. It runs from 10.00 am to 4.00 pm. All Children under 9 must be accommpanied by an adult at all times. Candlelit Dartmouth will be held over the weekend of 24th and 25th November starting on Friday with the Craft Market in The Old Market and at 4.00 pm the opening of the Christmas Market in Royal Avenue Gardens followed by Carol Singing, switching on of the Christmas Tree lights and the arrival of Father Christmas at the Boat Float. On Saturday the Christmas Markets will be in full flow and Santa will be in his grotto at The Flavel where there will be craft workshops. Reader's Corner from Peter Barker Stuff! Most of us have too much stuff, don’t we? It doesn’t really require a visit to the 3rd world (to Ethiopia in my case) to highlight the contrast with the millions who have next to nothing. When my aunt, a lovely, equable and contented lady in her 90s, had to move into a care home she kept asking to be taken back to her cluttered house to gather yet more stuff to cram into her new room. Lest we allow our stuff to hold us in thrall, perhaps we should heed the experience, and words, of the shocked victims of Grenfell or California who have lost everything in a sudden conflagration; not to mention the Rohingya and countless other refugees. What really matters most? In a telling modern parable by David Rhodes, ‘Goldman’ discovers to his surprise and initial delight that he is allowed to bring all his stuff with him to the afterlife – provided that he fetches and carries it all himself! With the help of a long-suffering stranger he sets to work. It takes him a long time and many distressing experiences to learn what really matters, but eventually he crosses to the afterlife with nothing but himself, there discovering unexpected joys and a new sense of purpose. ‘Stuff’ can so easily absorb our time and energy: even chucking it out takes time and energy! Don’t get me wrong – I’m profoundly grateful for many lovely possessions especially when they encapsulate and foster so many treasured memories. Among the objects I cherish (and I know my daughters will too) are Pip, Squeak and Wilfred, the World War I medals awarded to my Great Aunt, who volunteered for France and Belgium in the Territorial Nursing Service from the very outset of the war, and to my grandfather who by 1917 had been wounded in the trenches and was then seconded as a radiographer to Red Cross Hospital number 1 (the Duchess of Westminster’s!) on the French coast. This month we rightly remember the sacrifices in war which so many have made (and are still making) on our behalf. Let us also spare a moment to reflect on and give thanks for some of the things which really matter: family, and friends ... clean water, nutritious food, accessible health care, safe housing, educational opportunity ... liberty, life itself ... the extraordinary love of God for each one of us shown in Jesus Christ. Blackawton and History Group (BaSH) From Bob Harvey Blackawton (and Strete) Church through 800 years Over 40 residents of Strete and Blackawton gathered in the church on 29 September 2017 to a peal of church bells, provided free of charge, for an illustrated presentation and tour given by Chris Janman. This was followed by tea, coffee and home-made cakes from Kate Gill of Bash. Chris Janman’s tour, drawing attention to the tangible clues to eight centuries of history, was eye-opening to most of the audience. Although many of them had visited the church on many occasions, few of them Blackawton Beacon November 2017 page 3 of 15 had noticed the sigs of its fascinating changes of fortune prompted by events in the country as a whole, such as Henry VIII’s destruction of the Pope’s power in to suit his personal purposes. Chris, while having a thorough knowledge of the current information, admits that this raises more questions than answers, and exploring its history is too big a job for one person. Roger Sinnott for BaSH has already produced a history of Strete church which was established only in 1881 so that residents did not need to walk to Blackawton each Sunday. We are very fortunate in having some very good records of the church in Blackawton and its relationship with the people and the day-to-day life of the villages before this date, including all births, deaths and marriages since 1538, but the task of researching all of these over eight centuries is massive. David McLean, who has settled in Blackawton following a Naval career, explained that to get a complete or at least fairly comprehensive history of our villages, hamlets, farms and church needs a well co- ordinated team of people, each concentrating on one small aspect which they find particularly interesting so that the workload is not a problem. Louisa Hill, now at Barnsdale in Woodford, is ready to work with David with each of them concentrating on a specific aspect of the church, but it will need a team of residents, each taking a very small section of the births, deaths and marriages, to build up the whole picture of our community over nearly 500 years. This is what BaSH did for the 1840 Tithe Map which specified the value of the parish, and many residents and non-members were very helpful so that we achieved a comprehensive record of the farms, farmers and their families in 1840. Gareth James co-ordinated this exercise, and cross-referencing this with the activities of the church at this time would be fascinating. In conclusion, Chris explained what is probably the least understood aspect of the church history. Throughout history every landholder paid a “tithe” of their income to the church which ensured the salary of the vicar and the maintenance of the building, but this was ended during the farming depression of the 1920s as many farmers were quite unable to pay it. The church thus lost all its income and started in steady decline, made worse by declining congregations and their weekly contributions. The future of the church building, and its stabilising focus for the village community, is now completely in the hands of the residents of the parish; it doesn’t get a penny from the Church of England. Our church, like all village churches, has to rely entirely on its parish income for all maintenance - and it’s a Grade 1 Listed Building so it’s got to be good. Do you have any ideas ? “Never have so many owed so much to so few” is relevant to the continuation of our church today. It’s not begging for money directly, but if you feel you can give a little time to help preserve the barely ticking heart of our parish, please offer when the church asks. It would be a sad reflection on all of us if the church dies on our watch.

The George Inn from Ruth Coe Hallowe’en falls on a Tuesday this year: the George Inn hosts an informal party for little ghosts, witches, wizards and the like, so do pop in and say hello (or Boo.o.o.o.o ), there may be treats available. We would still love to hear from anyone looking for evening bar work. Throughout the winter (October to February) we will be continue to be open on Monday and Sunday LUNCH times ONLY (12- 3pm on Monday, 12 – 4pm on Sunday). During October our chef, Chris, has introduced a new “winter warmer” menu. Our “Specials Board” continues to offer seasonal, locally sourced dishes, and there will be a special “Christmas Pizza” on the menu during November and December.

Blackawton Beacon November 2017 page 4 of 15 Bonfire Night in Blackawton is a splendid event, especially now that so many other local celebrations of Guy Fawkes (failed?) effort to eradicate the government have ceased. Our own Fireworks Committee work throughout the year to organise this event and to raise funds to pay for a wonderful display of fireworks, and the necessary insurance and safeguards. Anyone who has bought a small box of fireworks in recent years will know that these are very expensive. If you do enjoy this event please contribute as you think fit to the donations buckets that will be in evidence on Saturday 4th November. Team TGI is happy to support the Fireworks team and wish them every success this year (and for the future). Christmas is not a long way off, and our Christmas menu will be available here, at the Community Shop and online, to pre-order throughout November and December. If your group, family, or business colleagues intend to celebrate with a party during December, please consider giving us a call. We would love to help with your plans. The George Inn will host a Christmas Party for local folk on Friday 22nd December this year. There will be music, nibbles and the usual array of drinks, starting early evening for little folk, continuing later for those lucky people with stamina. Our opening hours over the Christmas and New Year period will be: Christmas Eve – breakfast has become a tradition here, served from 8.30 to 10.30 am; this is for prior bookings only. Lunch served from 12.00 – 2.00 pm, bar closes at 3.00 pm, opens 5.00 - 11.00 pm. Christmas Day – NO FOOD, bar opens from 11.00 am – 1.30 pm, CLOSED evening. Boxing Day – NO FOOD, bar opens from 11.30 am – 3.00 pm, CLOSED evening. Blackawton WI from Frances Wood Another busy month. Early in the month a group visited the Valiant Soldier in , a fascinating museum, followed by a visit to the derelict church you see from the A38. The next week we walked around Hall gardens, a favourite of ours, but this time it was different as we were taking note of the history and highlights we had been told about by last month’s speaker, John Risdon. We enjoyed our fundraising bingo evening in Moreleigh Village Hall; a big thank you to Melvyn Treeby for organising it. We ended the month with a walk around Avon Dam on the one dry day of that week, with tea at Taylors Tearoom in Ashburton. Six members joined a Federation overnight visit to Bristol and Bath, which they said was superb. Federation's next trip in June 2018 is a three day visit to Liverpool to see the sights, the highlight being the Chinese Terracotta Army exhibition at the World Museum. This month’s meeting began a little earlier when a group made fabric Christmas wreaths, taught by Jackie Bennett – great fun. The speaker was again John Risdon who filled in at short notice. His talk this month was “Smuggling on the South Devon Coast”; he explained the history and reasons for smuggling in the 1700s. It was very informative and may suggest a future walk. Next month’s speaker is Alan Pewsey “Dartmoor search and rescue”. New members are always welcome; you can come to a meeting without having to join, to see what we do. It’s a good way to meet and make friends.

Blackawton Beacon November 2017 page 5 of 15 Snap up a unique Christmas gift at Blackawton School Christmas Craft Fair Friday 1st December 2.00 – 7.00 pm Saturday 2nd December 10.00 am – 3.00 pm Blackawton Village Hall With Christmas fast approaching just the thought of what presents to buy can get some people into a spin, but this year we are holding a Christmas Craft Fair where craftspeople and artisans from across the area will be coming together to sell a huge range of beautiful, hand crafted Christmas gifts. All profits will help fund projects at Blackawton Primary School. Shoppers will be able to get into the Christmas spirit browsing the stalls selling Christmas wreaths, Christmas decorations, unique and beautiful pottery, jewellery, stocking fillers, pots of bulbs, gift tins of wildflower seeds, wooden crafts, and lots of other lovely gifts. There will be a café serving hot drinks, home-made cakes and seasonal nibbles. On the Friday Mary Cuchee from Crazy about Clay at Dartington will be there with her potter’s wheel, for children to create their own unique gift for someone and take it home; and the children of Blackawton Primary School will sing carols to add to the festive atmosphere. Village Hall from Adrian Kyte Village Hall Parking Sometimes users of the Village Hall (VH) find that there are vehicles already parked in the VH car park which can cause congestion. Officially only vehicles belonging to hall users, allotment users or tennis court users should be parked in the car park but the VH is a community resource and parking in the village is a problem for many people. To try to avoid problems a notice will be displayed in the display cabinet by the VH main entrance with a list of events identifying those that need the car park. If you are one of the people who habitually or occasionally park in the car park please check the notice and park elsewhere on the occasions when the car park is needed for hall users. The current members of the Village Hall Committee have all served for a long time so it’s not surprising that they don’t have ideas for exciting new directions and opportunities for events in your hall. If you have any ideas or just want to help out this is your opportunity to put them forward or even join the committee which only meets 6 times a year so it’s not a huge commitment. We need someone to act as secretary which mostly means taking minutes at the meetings and distributing them as soon as possible, and reminding members about meetings a few days in advance. Parish Council from Annette Thom, Parish Clerk Notes of the Parish Council Meeting on Tuesday 3rd October 2017 Notes only – minutes are posted on the noticeboard and at www.blackawtoncommunity.com. Cllrs Rake, Joyce, Perry, Wills, Mallyon, and Coe were present, as were Cllr Brazil (), A Thom (Clerk), and three members of the public. Open Forum a) Yellow and black poles opposite Normandy Arms. BPC supports the view that these post are unnecessary and out of keeping with the character of the village. The owner appears to be sympathetic to these concerns. Unfortunately, the original unsympathetic metal posts have been replaced with yellow and black metal posts. BPC will write to the owner. b) East Hartley Lane. The clerk will report the very badly potholed road surface to DCC. c) Litter pickers. A member of the public has three litter pickers which have been supplied by SHDC and are available for general use. d) Enforcement of new double yellow lines. BPC considered enforcement when deciding whether to request the lines. DCC’s report is available and will be forwarded to the parishioner raising this issue. e) Progress on public access cardiac defibrillator project. Cllrs Rake and Lewis-Davis will meet with the parishioner raising this question and progress the project to install a public access cardiac defibrillator in the Main Street phonebox. Report from District Councillor The written report from Cllr Hicks was read. SHDC has been busy with the proposed merger of SHDC with West Devon Borough Council and with the search for new ways to improve its income in the context of continued reduction in Government funding. Annual budget discussions have started and will continue to early in the New Year. They will attempt to close the budget deficit without a reduction in frontline services – which gets increasingly difficult. SHDC is continuing to receive high volumes of new planning applications and enforcement issues continue to cause concern especially with rising volumes of new alleged breaches. Report from County Councillor Issues with roads at East Hartley and from Cotterbury to Bow were discussed. Cllr Brazil reported that the Acting Head of Highways has been give the permanent position. The Devon school funding settlement is £268/pupil less than the average for England. Planning Review of New Applications 3054/17/FUL Field at SX 793 508 Woodford. Construction of an agricultural/equestrian building (resubmission of 0767/17/FUL). BPC's comment on the previous application stands: Support. However, BPC does note that the proposal does not comply with requirement 2(b) of DP15 Development in the Countryside that the development should ‘be well-related to an existing farmstead or group of buildings, or be located close to an established settlement’. 3116/17/FUL Yeomans, Paddlelake, TQ6 0NA. Demolition of dwelling and garaging (with retention of some stone walls) and erection of replacement dwelling with associated landscaping. Support. 2951/17/ARC Land at SX 805 510 Town Farm Blackawton. Application for approval of details reserved by conditions 3, 6, 10-12, 14-18 and 20 of planning consent 06/0992/14/F. A good result has been obtained with Linden Homes’ decision to remove street lighting from this application. The remainder of the application is very technical, eg, flood management, and it was agreed that no further comment would be made by BPC.

Blackawton Beacon November 2017 page 8 of 15 Consultations West Devon Borough Council and South Hams District Council’s proposal to form one council: BPC opposes the proposed merger for the following reasons:  The merger does not address the chronic underfunding of local government which is given as the main motivation of this proposal.  The proposal would result in a major change to local democratic representation. Parishes and parishioners would become smaller relative to the District Council. A reduced access to democratic representatives is anticipated.  West Devon and South Hams Councils serve quite different populations with different needs, and a merger of the two would make it harder to reflect these differences.  BPC is concerned that by creating a larger council covering a bigger and more diverse area this merger risks making SHDC less flexible and thus less able to respond to future changes in central government policy. SHDC: Proposal for two Public Spaces Protection Orders for public spaces. No comment. DCC: Draft mineral safeguarding guidance. No comment. Finance The Report which showed a total balance of £54,416.53 and unearmarked reserves of £14,808.95 was approved. The following payments were approved: Clerk: September 2017 salary and pension £446.49 HMRC: PAYE £17.40 Grant Thornton: External Audit £100.00+VAT Office Expenses reimbursement CE4 £98.38 Receipt of the following payments was noted: Allwood for interment of non-Parishioner £500 Parishioner for exclusive right of burial £125 BPC decided to commit to a three year agreement with the current internal auditor (Alison Marshall, Local Council Administration Services). Expenditure was also approved to purchase a memorial tree plaque in memory of Steve Gale, and to replace the two discoloured noticeboard panels with acrylic sheet at a cost £64.47 (excl VAT) plus installation by BPC’s maintenance contractor. Grant applications Community Re-investment Projects Fund (closes 8/01/18) Applications can be made for sums from £5,000 to £153,900. Decisions to grant are based on quality of the project not of the size of the settlement. It is not feasible to apply for funding for the Town Farm employment units in this round. Grant information will be forwarded to the Community Shop and the Village Hall Management Committee. 2017/18 Town and Parish Fund (closes 15/12/17) It is expected applications will be made to fund defibrillator, website, and lengthsman service. Blackawton community website SHDC has given notice that the current microsite for the Blackawton Community Website will be withdrawn. A project is underway to establish a new website. Quotes have been sought for a new website and Cllrs are considering its preferred appearance. Cemetery BPC agreed the seven foot hydraulic shoring which Allwood of Totnes offered to purchase for use in the Cemetery is the best length for the purpose. Reports from Parish Councillors and Wardens Cllr Rake has reported and chased repainting of the postbox near the bus stop on Main Street. Cllrs Rake and Joyce will do BPC’s next Whist and Eucre rota on 6 November 2017. And finally … The next Parish Council meeting will be on Tuesday 7th November 2017 at 7.30 pm.
