Everyone is invited to join together to celebrate the completion of the project and to see the landing site illuminated by our new lighting column. The “official” switch-on will take place at 6.30 pm on Thursday 15th March in the Community Field Toby Russell (Community Landing Sites Development Officer for the Air Ambulance Trust) will be on hand to say a few words about the facility and Steve Thomas, who has coordinated the project, will proffer a few well deserved “thank you”s to those who made it happen. Shortly after sunset, the landing lights will be “officially” switched on. We hope you can join us for this brief though significant event and to continue the celebration afterwards by raising a glass in the George Inn. Hope to see you all then. Steve Thomas

Blackawton Primary School from Tanya Stilwell Make a Difference Day ~ Wednesday 20th June 2018 This year, Blackawton Primary School has decided to get all of the children at the school involved in a ‘Make a Difference Day’. Children across the school will be involved in activities which directly help local people or improve facilities around the village. This might mean the children will be planting hanging baskets, weeding, picking up litter around the play areas, spending time with the elderly, cleaning and clearing areas such as the bus stop, community shop, tennis courts, war memorial, or indeed that the children can clean and polish inside the church. We are looking for ideas from organisations such as the Parish Council, Park Committee, Church Committee, Ambulance and Fire Service, Community Shop and Dartmouth Caring. Vicar's Letter from Revd Alison Shaw As I write this it is Ash Wednesday, the beginning of Lent, when traditionally Christians prepare solemnly for Holy Week when Jesus was arrested and killed, then look forward to the glorious Resurrection celebrated on Easter Day. At church services on Ash Wednesday the congregation is invited “In the name of the Church, to the observance of a holy Lent, by self-examination and repentance; by prayer, fasting and self-denial; and by reading and meditating on God's holy word”. In that same service we are invited to receive the sign of the cross, marked in black ash, on our foreheads. This reminds us that God created us from the dust of the earth and that the ashes are a sign of our penitence and a symbol of our mortality. All this might sound rather grim! It certainly is serious stuff, but also uplifting as it reminds us of God's grace and eternal love for us. It's a beautiful way to begin Lent. Over the years it has become quite usual to hear people talking about “giving something up” for Lent and, while that can be positive, it can all too easily turn into self-recrimination when, like those New Year Resolutions, you soon slip and slide! Far better, then, to take something on, to do something for someone else, to sacrifice something of yourself in time and effort. With every blessing for a Holy and productive Lent.

Blackawton Beacon March 2018 page 2 of 13 A visit to the Holy Land Last year some of you may remember me writing about my most recent trip to the Holy Land when I was a delegate to an international conference. We stayed in Bethlehem and Nazareth, visiting sacred sites and more unusual spots too. I was privileged to see for the first time the mosque at Al-Aqsa, seldom open to non-Muslims these days, and likewise the Dome of the Rock from which it is said the Prophet Mohammed ascended to Heaven, talked with the Prophet Jesus and returned to Earth to continue his work. We visited the Church of the Holy Sepulchre in Jerusalem, the Church of the Nativity in Bethlehem and a beautiful modern church by the Sea of Galilee where the altar is designed as a stunning wooden boat. We enjoyed feasts of cheese and olives, pitta bread, hummus, pickles and salads, St Peter fish, sweet cakes and 'Star of Bethlehem' wine from the vineyards near Bethlehem. We walked through the deserted parts of Hebron and stood above the Golan Heights, looking into Syria. A chance to see and experience so many places we read about, or hear mentioned on the news. This September I will be leading a pilgrimage to the land we call Holy. If you are intrigued by what I have written and would like to come with me please contact me to find out more. Oil Barons from Adrian Kyte I need orders for the March delivery by midnight on March 4th. I co-ordinate an oil buying group for addresses in and around the village and order oil on the first Monday of March, June, September and the last Monday of November (to avoid the 1st December price rise). We generally achieve a discount of between 2p and 4p per litre on the spot price. I call various suppliers in the area then approach Watsons in who so far have met or bettered the best quote achieved but this can’t be guaranteed. I place the order at the best price achieved and delivery is usually within 10 days of the order and you pay the supplier directly. I send an email about two weeks before the order dates to remind you to check your oil tank level and if you want oil reply with the quantity of oil required (most people supply an estimate and ask for the tank to be filled). If you are not already a member of the group but want to join please send a message to [email protected]. I’ll need your name, address, phone number and any special details about the location of your oil tank and whether you are tied to a particular supplier e.g. Watsons offer a budget account where you can spread the cost of oil across the year. I don’t monitor this email address often outside of the order month so don’t be surprised if I don’t reply to your message promptly.

Thieves from Bob Harvey Some power tools have been stolen from a workshop belonging to John and Sue Potter. There have been indications that a car and some padlocks have been tampered with in the Cliston area. We have for many years been free of thefts and burglaries and have come to expect that we can live in a state of trust. This is apparently not so, and I would ask all of you to be alert to any strange people, events or vehicles which you notice - and report it immediately. Call 101 to record the problem or 999 if the situation is active. Speed is vital and if a vehicle is involved get the registration number. Please get the Police Incident Log Number of the incident, and let me know so that I can inform other residents of Cliston, Woodford and Hutcherleigh. I shall report this to the Police but their resources have been cut so severely they find it difficult to respond to such problems as this.

Blackawton Beacon March 2018 page 3 of 13 The George Inn from Ruth Coe Having welcomed Maria as our housekeeping manager last month we now have to bid her “farewell” as she is moving out of the area to be nearer to her family. We have found a replacement for her housekeeping duties but we do still need cover for our chef’s days off on Monday and Tuesday. If anyone out there would like a part-time role here as chef, please contact us 712342. We do still need bar staff, and we will consider part-time or full-time hours for this position. Please talk to us if this might be of interest to you, this is a small, friendly team and we try to be flexible as to hours, so that it suits you. Chris introduced his new menu in February, and it has been well received. The Thursday menu deal (£15 for a meal for two) continues through March. A quick reminder that all our menu options are available as take-aways. 6 Nations Rugby continues. We will stay open to show matches televised on terrestrial channels – a sociable way to follow the games. Mothering Sunday on 11th March is an opportunity to treat Mum, Gran or whoever is the “glue” that holds your family together. We have a really good family Sunday lunch offer of a whole roast chicken with all the trimmings for £25, served at your table for you to carve as you wish. On Mothering Sunday any family dining here will be entitled to a free dessert for Mother(s), this applies whether you choose roast or some other delicious option on our menu. Easter weekend this year is at the very end of March, so roast lamb will be on the menu as is traditional. It has also become a tradition for us to host an Easter Egg hunt on Easter Sunday morning from 11.00 am (we will be open for hot drinks to warm up, or cold drinks to quench your thirst if the weather and the exertions prove too hot!). If you choose to visit us and would like a roast please do call to reserve a table no later than the day before you want to eat, so that we can definitely have your preferences available. This applies to all roast meals at any time of year and on any day. We cannot conjure a roast dinner at short notice, but equally cannot roast joints of meat speculatively. Roast is not an available option on Monday or Tuesday. Our guest bedrooms continue to help this small business stay viable. If family or friends plan to visit and you are short of space call us for availability and prices, we’d love to help. Poppy Cottage has also proved popular with the guests who have stayed there. This two-bedroomed cottage has lovely views and all the facilities likely to be needed. The George Inn is available at no charge for meetings. As the village “club-house” this is an inclusive place –visitors are “honorary club members” as soon as they arrive. Our coffee is excellent, as is our food, we serve specialty teas and a good range of soft drinks as well as real ales, ciders, lagers and well-sourced wines – so alcohol is not all we are about!

Charity walk from Tony Everett You may or may not have heard that I undertook a very strenuous walk in February across the very high mountain range of Costa Rica starting from the Pacific and ending up in the Caribbean. I am raising money for Landworks in which does fantastic work with prisoners helping them to readjust to normal life. To date they have had great success and it is a well-established charity. Blackawton Beacon March 2018 page 4 of 13 Community Shop from Tony Everett The progress at the new shop is going well and it is thanks to certain members on the committee that grants have been applied for. We wish them luck on a successful outcome. Various layout designs for the new shop have been suggested and if anyone in the village has any requests for new stock to be held or any ideas on the layout it would be good to hear them asap. The post office is now almost back to a full service and there are some fantastic bargains to be had in the shop. On a recent analysis some products were even cheaper than the supermarkets so it is well worth taking a longer look at anything you can buy. We are still very short on volunteers for the shop and the rota is becoming harder and harder to fill. Ben Rothwell the manager has been very good in covering where necessary. The 100 club has got off to a good start but there are still tickets available and please contribute where you can. Blackawton Beacon March 2018 page 5 of 13 Winter Ceilidh Those of you who came know that it was a roaring success with over 100 tickets sold in the end. It was a bit nerve-racking a week before as we had to decide how many to cater for and ticket sales at that stage were disappointing but lots of people said that they would be coming so we gambled on a full house and luckily our gamble paid off. Everyone said that they had had a good time so we plan to hold at least two ceilidhs every year in future with one in the autumn and another in late winter/early spring. Village Hall parking Sometimes users of the Village Hall (VH) find that there are vehicles already parked in the VH car park which can cause congestion. Officially only vehicles belonging to hall users, allotment users or tennis court users should be parked in the car park but the VH is a community resource and parking in the village is a problem for many people. To try to avoid problems a notice will be displayed in the display cabinet by the VH main entrance with a list of events identifying those that need the car park. If you are one of the people who habitually or occasionally park in the car park please check the notice and park elsewhere on the occasions when the car park is needed for hall users. Booking the Village Hall The easiest way to check availability and make a provisional booking of the Village Hall is to use the internet. There are two easy ways to check availability or make a provisional booking: 1. Blackawton Beacon March 2018 page 6 of 13 Employment Units The construction of employment units is scheduled for October/November 2018. Five units will be built by Linden Homes, with the Parish Council able to build a further three units. Linden Homes will provide a price for it to construct the units for BPC. It is not likely that a BPC contractor could go on-site while Linden Homes is responsible for the site because of the insurance implications. Linden Homes' Site Manager will be on site from when it takes formal possession at the end of February. The number and size of vehicles on the road will reduce as earthworks to move stone in and earth out are nearing completion. Linden Homes will look into whether there is any road maintenance required related to its heavy vehicles. The build may be completed by March 2019. The duration of the build will depend to some extent on sales. A show house shell is expected around May 2018. The garage will be the sales office. Air Ambulance Night Landing Site Steve Thomas reported that some trees have been planted and the aerial has been repositioned to protect it from damage. The aerial still has a good signal. The Clerk has not received the invoice for the works and will chase it now that the works are complete. Arrangements were agreed for an event to celebrate the completion of the project and thank people who have supported it. There will be a short event and an official switching on on-site 15 March 2018 at 6.30 pm. All welcome! Blackawton Community Website Please get in contact to advertise your business or community group. We are also seeking more photos of Blackawton and Blackawton news. Cllr Rake and the Clerk have met with Websites to plan the new site. Data will be moved from the existing site in February, with a 'clone site' going live. Completion of these steps will trigger a deposit payment of £300. There will be sections of the site for visitor information, and the Parish Council, and to advertise community groups and community businesses. BPC welcomes community involvement. Page authors, for example a community group page, will have access to update the content on their page. Double yellow lines It was noted that most people are respecting the double yellow lines and that obstruction due to vehicles parked in the Village has reduced. Thank-you for your support. DCC has been asked to enforce compliance with the new lines and has responded to BPC confirming that enforcement visits will be made. Finance The Report which showed a 2017/18 balance of £12,904.27, a total balance of £51.551.25, and an unearmarked balance of £11,805.87, was approved. It was agreed that Glanville would be contracted to carry out TAP grant funded works to clear drains on the highway. Cllr Rake offered to process the Cllr Allowances in preference to paying SHDC payroll £10 per payslip annually to process the allowances. The Clerk's overtime claim BPC04 was approved. DCC's Government grant will reduce to zero next year. SHDC is part of a Business Rates pilot scheme. 100% of new Rates are retained. There is a financial penalty if rates don't increase. Financial Regulations It was unanimously resolved to approve new Financial Regulations for BPC as circulated. They include electronic transactions. The Clerk will work on implementation, with a new banking mandate to be presented in March 2018. Cllr Mallyon will check the March 2018 banking reconciliation. Torbay Hospital from Anne Harvey I was a Governor for nine years at Torbay and South Devon NHS Foundation Trust. Bob and I always encourage the many people we know who have good experiences of Torbay Hospital to write in with their thanks as it is encouraging to staff to hear that they, and the care they offer, are appreciated. Unfortunately, many good intentions to write are postponed indefinitely and their gratitude is never recorded. Recently we wrote in with thanks following Bob’s cataract treatment and had a letter back showing us a way to contact the Trust by computer in future.
