Teddy Bears' Parachute Jump from Kate Janman Sunday 10th June at 3.00 pm Bring your Teddy - or other friend (sorry, inanimate friends only) with his/her parachute along to the church, and they will be winched slowly and carefully to the top of the tower and launched, to plummet glide gently back to earth. There will be prizes for the best-looking parachute and for the slowest (least fast?) descent.. After the jumps there will be tea and cake - for minders, not teddies. Oberammergau 2020 from Revd Alison Shaw In 1663 the people of Oberammergau in Bavaria vowed that if God spared them from the bubonic plague ravaging the region, they would produce a play depicting the life, death and resurrection of Jesus. They were spared and the play was first performed in 1634. Ever since, the play has been performed over the course of 5 months daily, every year ending in zero! 2020 is the next opportunity. The production involves over 2,000 performers, musicians and stage technicians. It takes place in one day, from 2.30 - 5 pm and 8 - 10.30 pm with a three hour break for dinner. I am planning to take a group in May, June or July 2020 and would welcome expressions of interest. Through McCabe Pilgrimages I am offering a one week holiday, beginning with 5 nights in Austria, followed by 2 nights in Oberammergau. The George Inn from Ruth Coe As summer approaches our standard menu will be amended to offer lighter options more relevant to the season, and our “specials board” will continue to showcase great local, seasonal produce. A quick reminder that most of our menu options are available as take-aways. We will offer our “Sunday lunch” deal of a whole roast chicken with all the trimmings for £25 throughout the summer, served at your table for you and friends and family, to carve as you wish; if you prefer this may be served with salads rather than roast vegetables. The full menu will also be available on Sundays. If you would like to treat Dad on Father’s Day 17th June, we will be pleased offer a free pint (of ale, lager or cider) or a 175ml glass of wine to Dad dining here that day. If you choose to visit us and would like a roast please do call to reserve a table no later than the day before you want to eat, so that we can definitely have your preferences available. This applies to all roast meals at any time of year, on any day except Monday or Tuesday. We cannot conjure a roast dinner at short notice, but equally cannot roast joints of meat speculatively. Roast is not an available option on Monday or Tuesday, as Chef Chris has Monday and Tuesday off, so the kitchen is staffed on those evenings by a very well qualified, local cook that we are lucky to have on board. At lunchtime on Monday and Tuesday we offer a very limited menu that can be served by bar staff alone. The George Inn has a policy of stocking West Country ales and ciders, but we have been asked several times lately for Kopparberg fruit ciders– so in response to these requests we now have this Swedish “Strawberry & Lime” cider in 500ml bottles – as well as our usual three West Country draught ciders. We are also offering a “wine of the month” @ £10 per bottle alongside our usual wine list – a chance to try something different maybe? The George Inn is available as a venue for celebrations – if your home is too small and the village hall is too big you may find that TGInn is “just right”. We have hosted birthday parties, christenings, weddings and wakes in the past, so if we can help please do contact us by e-mail, telephone or in person ([email protected], 712342, TQ9 7BG). As I write we are planning the ales for our beer festival over the Bank Holiday weekend – and gearing up for a busy “Worm Charming Festival” on Sunday 27th May – hoping that the sun shines, that visitors and local folk enjoy the day and everyone takes good memories of Blackawton away with them, and that they all enjoy our welcoming, hospitable community.

Too early, then, for a report on proceedings but what I can do is provide a prompt “thank you” to everyone that made the event happen and (I’m relying on my crystal ball a bit here) a tremendous success. So “thank you” to everyone who answered my call to join the Wormcharming team this year and made stuff happen, and to everyone else who provided time, energy, skill, manpower, equipment and other paraphernalia, land, money, music, medals, trophies, beer, food, auction lots and everything else needed to make Wormcharming 2018 a wonderful, quirky Blackawton festival. Thank you all. Finally, by way of a thank you to the humble earthworm – without whom this annual event would not be possible – here’s a poem (reproduced with her kind permission) by local author Celia Warren entitled ... Village Hall from Adrian Kyte Horticultural Show This year’s show will be on Saturday August 18th so now is the time to start planning or even planting your entries. Village Hall parking Sometimes users of the Village Hall (VH) find that there are vehicles already parked in the VH car park which can cause congestion. Officially only vehicles belonging to hall users, allotment users or tennis court users should be parked in the car park but the VH is a community resource and parking in the village is a Blackawton Beacon June 2018 page 3 of 13 problem for many people. To try to avoid problems a notice will be displayed in the display cabinet by the VH main entrance with a list of events identifying those that need the car park. If you are one of the people who habitually or occasionally park in the car park please check the notice and park elsewhere on the occasions when the car park is needed for hall users. Blackawton Beacon June 2018 page 4 of 13 Parish Council from Annette Thom, Parish Clerk Notes of the Annual Parish Meeting Held on Tuesday 24th April 2018 at 6.30 pm in Blackawton Village Hall Present: Cllrs Rake, Joyce, Coe, Thomas, Mallyon, Lewis-Davis and Perry, 27 members of the general public, four representatives of Linden Homes, and A Thom (Clerk). 1. Welcome and Chairman's Annual Report Cllr Rake commended the great effort all round in dealing with the problems caused by the snow. He thanked the many people who helped out in both large and small ways. The snow raised questions about planning to deal with future events. Suggestions are welcome. The last year saw the resignation of Cllr Chris Wills from the Parish Council after 38 years of service to the community. The vacancy has been filled by Cllr Steve Thomas. The December 2017 Parish Council meeting was held at Blackawton Primary School. The meeting heard about the School becoming a UN Rights Respecting School. Cllr Rake commented that the relocation was very worthwhile and he hopes it will be repeated. The Town Farm development has commenced construction using the approved plans. An air ambulance night landing site has been established and is operational. This is an example of how the PC works best - letting other do it and helping where it can be useful. In this example the PC submitted the planning application. The defibrillator is another example. The PC has accumulated sufficient reserves to manage calls on funds and to be prepared in case of a government cap on precept increases without a referendum. The churchyard wall repairs were the key risk. We now have a proactive maintenance program in place to prevent damage and make early repairs. The PC was able to decide it has appropriate reserves and the precept demand was reduced by £1,500 this year. 2. Eight Commercial Units Cllr Rake explained that the Parish Council has started to work with Linden Homes to plan the construction of eight new commercial units in late 2018. The parish will be given five and can build a further three. Whether to build the last three and how to pay for them needs to be decided, as does the units’ long-term management. 3. Linden Homes A representative described the build process. The build will take approximately 18 months – with an end date of June/July 2019. Some questions were asked: The underground LPG tanks have been moved for safety reasons. No building traffic comes in via Main Street. The residences are well insulated but there are no longer solar panels (which were expected). There is a Site Manager who is the first contact to sort out any issues with the build. He can escalate the enquiry in need. There is a monitored enforceable Policy to manage noise from radios on site. Linden Homes has weekly contractors meetings and monthly project meetings. Removal of the yellow sign at Halwell was suggested, as were air source heat pumps. There is water attenuation tanking to help with control of rainwater run off. 4. Blackawton Primary School Mrs Rodwell-Lynn said that budget cuts are a concern, however the School is just in the black and no staff have been lost. Student numbers are booming. The development is expected to increase demand. The School received a £7,000 grant to promote UNCRC. Students will be participating in ‘make a difference week’ in July as part of an ethos to ‘think globally act locally’. There is no exchange for assistance received - the reward is in the doing. 5. Blackawton Community Website The Clerk described the new website under construction. Community groups, businesses and others are invited to advertise what you do. 6. Health There is a public meeting in Dartmouth on 14th May 2018 to discuss local health services – particularly the failure to provide six inpatient beds in Dartmouth.

Blackawton Beacon June 2018 page 5 of 13 7. Sewage The PC is looking into the adequacy of the Blackawton sewage treatment plant. The Environment Agency monitors more often than normal. We are waiting on a reply from South West Water. 8. Celebration of Blackawton’s Volunteers The speakers were followed by a gathering to celebrate Blackawton's many fabulous hard-working volunteers. Notes of the meetings of Blackawton Parish Council Held at 7.30 pm. on Tuesday 1st May 2018 in Blackawton Village Hall Present: Cllrs Rake (Chairman), Mallyon, Coe, Thomas, and Perry, District Councillor Hicks, and A Thom (Clerk). Open Forum Solar Farm next to The Sportsmans Arms: a representative of the company managing the solar farm reported that it is functioning well and screening hedges are well established. He answered questions from the meeting. Annual Meeting of the Parish Council Election of Chairman Cllr Rake was re-elected unanimously and unopposed to hold the office of Chairman. Election of Vice-Chairman Cllr Joyce was re-elected unanimously and unopposed to hold the office of Vice-Chairman. Appointments to special areas of responsibility The existing role holders for Snow Warden, Health Representative, Tree Warden, and Footpath Warden will all continue in the role. Asset Register The current asset register was noted. 2018/19 Insurance Cover The insurance agreement with Hiscox (4/5/18-3/5/19, year two of three year agreement) was noted. Current contracts and agreements The following were noted: Blackawton churchyard and cemetery maintenance agreement – three year agreement ends 31 June 2018. Churchyard wall maintenance second year of three year agreement. Microsite agreement with SHDC & WDBC. Community Website – annual support fee, no long-term agreement. Clerk. Internal Auditor – first year of three year agreement. Annual Subscriptions The following were noted: DALC: £170.29 paid April 2018. Information Commissioner's Office: £35.00 paid April 2018, compulsory. ICCM: £90 paid April 2018. Communities Together: £50 paid April 2018. Review of Risk Assessment The review of internal control and the risk register were discussed and approved. Cllr Perry will schedule a meeting of a Working Group to consider Emergency Planning. Its members are: Cllrs Rake, Coe, Mallyon, and Perry. Current procedures and schedule of review/preparation The current documents were noted: Financial Regulations - adopted 6/2/18. Code of Conduct – adopted 5/2/13. Standing Orders - adopted 1 November 2011, for consideration later in the meeting. Information Security Policy - adopted 12/5/15.

Blackawton Beacon June 2018 page 6 of 13 It was agreed that the Clerk will prepare a Publication Scheme and Data Policy for consideration by the June meeting of BPC. Ordinary Meetings of the Parish Council The time and place of ordinary meetings of the full council will remain the first Tuesday of each month and a week later if the first Tuesday follows a public holiday. There is no ordinary meeting in August. Ordinary Meeting of the Parish Council Report from District Councillor Cllr Hicks reported that in the last year SHDC has collected household waste from 2.5 million households, made £502,000 in disabled facility grants, removed 80 abandoned vehicles, carried 350,000 passengers and vehicles on the Dartmouth Ferry, and missed only 179 bin collections. Planning Review of New Applications 1040/18/FUL Millcombe Farm, Blackawton, TQ9 7AE. Application for general purpose agricultural building. Supported. SHDC Training Session: 'Permission in Principle’ Cllr Rake summarised the training session. The new permission in principle process commences 1 June 2018. There are two sections. Part 1 places a responsibility on the planning authority to maintain a brownfield register. Under Part 2 the planning authority can elect to give permission in principle to those sites. The Council is responsible for related studies. It is housing led. The applicant led process is for any sites. There is an accelerated process for applications of up to nine houses. Applications must be determined in five to nine weeks. The obligation for some of the studies is placed with the Council. The applications can only be rejected for reasons of principle. The applicant does not need to own the land or to tell the owner. Consultations Proposed changes to law and guidance about who can operate public service vehicles (PSVs) without a PSV licence. BPC will respond to the consultation describing the impact on the local community (questions 6) and supporting DCC’s written response. Commercial Units Cllr Rake will form a Working Group with a brief to explore widely all options for ownership and management of the commercial units. The Group will report to 5 June PC meeting. It is expected that once more information is available a public meeting will be held. The choice of the planned electric radiators was questioned. It was asked whether electric on demand water heating will be installed. Linden Homes The School has spoken to Linden Homes and SHDC about receiving funds towards a new classroom instead of the agreed multi use games area. Cllr Hicks said that there is a demonstrated need for public space for the residents of Blackawton and he would not want to pursue this proposal. The Playing Fields Committee was asked to lead on this question. Cllr Rake will write to Linden Homes raising BPC’s concern that BPC has not been notified of changes to the approved plans. Blackawton Community Website The Clerk was delegated authority to agree actions to progress the project and for it to go live, in consultation with Cllr Thomas. Cllrs Rake and Thomas, and the Clerk will be site administrators. Churchyard and Cemetery Maintenance Agreement It was agreed that the new contract will be for a period of one year with an optional two year extension. The tender will be advertised on Facebook, the Blackawton community website, and by invitation to 2015 tenderers. Tenders will be presented to the June PC meeting. Standing Orders The proposed updated Blackawton Parish Council Standing Orders were adopted. New Councillors Course It was agreed that Cllrs could be funded to attend the new councillors course.

The report which showed a total balance of £53,166.72, and 2018/19 balance of £6,573.14 and unearmarked reserves of £9,743.46 was approved. Payments.
