Greetings and welcome to Southwest Missouri State University! We are delighted to be hosting the 56th National Debate Tournament and trust that your experiences here will be good ones.

I' I" Southwest Missouri State boasts a long and venerable debate tradition. Founded in the I',I earliest days ofthe institution, our debate program has been a cornerstone ofthe SMSU educational enterprise, and we take great pride in its history, its successes, and its alumni who have made us proud through their many contributions in communities all over the country.

We, like all institutions ofhigher education who are committed to debate, recognize the intrinsic value ofthis discipline to the fulfillment ofour fundamental goal of producing educated citizens, defined first and foremost, in my opinion, as people who can think critically. Debate fosters critical thinking as well as any discipline I know. When one adds such skills as argumentation and persuasion to the composite profile of the debater. it can come as no surprise that many ofcontemporary society's leaders have debate ~- backgrounds.

Southwest Missouri State University was founded in Springfield in 1905 as the Fourth District Normal School. During its early years, the institution's primary purpose was the preparation of teachers for the public school systems in the southwest region of Missouri. The first name change came in 1919 when the school became Southwest Missouri State Teachers College, reflecting its regional mission.

By the mid-1940s, the University had expanded its instructional program be­ yond teacher education to include the liberal arts and sciences; and as a consequence, the Missouri legislature, in 1945, authorized an official change in the institution's name to Southwest Missouri State College. By 1972, as additional programs were implemented at the undergraduate level, and with the development of graduate edu­ cation, the University had become an educationally diverse institution. Recognition of this further growth and development again resulted in an official change in name to Southwest Missouri State University. Today, the institution is a multipurpose, metro­ politan university providing diverse instructional, research, and service programs.

In 1963, a residence center offering freshman and sophomore level courses was established at West Plains. Now, as a second campus of the university with its own mission, the West Plains campus offers a two-year general education program, which is fully integrated with programs on the main campus, as well as other specialty and skills courses.

The State Fruit Experiment Station, established by a legislative act in 1899, is the oldest identifiable segment of Southwest Missouri State University. Until 1974, it operated as a state agency under a board of trustees appointed by the Governor. A5 a result of the Omnibus State Reorganization Act of 1974, administrative responsibility for the Station was given to the Board of Regents of the University. In 1984, the Station was assigned departmental status in the College of Health and Applied Sci­ ences as part of a reorganization of the University. 11 The National Debate Tournament began at the United States Military Academy in 1947. It was organized and conducted by the academy at West Point for its first 20 years. Intital tournament rules were determined by the West Point administration in consultation with debate coaches such as A. Craig Baird ofthe University ofIowa, G.M. Musgrave ofDes Moines, Alan Nichols ofUSC, E.R. Nichols ofthe University ofRedlands, andJoeseph O'Brien ofPennsylvania State University.

At the first tournament in 1947, 20 colleges participated in five "seeding" rounds and four elimination rounds over a three-day period. Some ofthe features ofthe tournamentwere that no school would meet a school withing five hundred miles ofitselfduring the seeding rounds and that no coach would judge a school from his or her own district. Many traditions were started at West Point that year: the "big board", oral announcment ofround pairing, cadet escorts for each team, teams for each debate meeting under banner ofthe affirmative team, and team signs in the rooms.

In 1967, the National Debate Tournament entered a new era as the American Foren­ sicAssociation, the national professional organization offorensics educators, assumed respon­ sibility for the tournament. The NDT was moved from West Point and has been hosted by a different school every year since, although three schools (West Georgia, Miami University of Ohio, and the University ofUtah) have hosted it twice. Procedures for the tournament are determined by the NDT Committee, which is composed ofone member elected from each ofthe nine districts and four members appointed by the AFA President. The NDT Board of Trustees is also appointed by the AFA President, and it has the responsibility ofoverseeing all NDT financial matters. As debate has developed in the recent years other refinements have ben added to the tournament: cross examination, the 10-minute preparation time rule, elaborate procedures for assigning judges, judge qualification, and computer-assisted research stations for participating schools. Over the years, the tournament has expanded in size to a maximum of78 teams. \

In the early days, district-nominating committees chose teams. This method was replaced by some form ofqualifying tournament, the tournament host and previous year's winner received automatic invitations. Post-district at-large bids were initiated in 1968, and pre-district bids in 1971. Since 1970, it has been possible for a school to qualify as many as two teams for NDT. Beginning in 1992, up to six schools can quality a third team.

Larmon (1891-1987) for donating the rotating LarmonTrophy, emblematic ofthe national debate championship; to Mr. and Mrs. George Walker for donating the rotating second-placer Walker Memorial Trophy in memory of their son; to Mr. Robert Feldhake, top speaker at the 1976 NDT and now an attorney in Los Angelos, for donating the Wayne Brockriede Top Speaker Award; to an anonymous individual for donating the Tiffany Bowl rotatingTop Speaker Trophy; the Copeland Family for donating the Rex Copeland First Team At-Large Trophy; and to Ovid R. Davis/West Georgia College for donating the Championship Coach Award.
