I declare that my thesis consists of 73,214 words. 2 Abstract In 1994, four days after taking office, Ernesto Zedillo, the last president to govern Mexico emerging from the once hegemonic National Revolutionary Party, promoted a major redesign of the Supreme Court of Justice that substantially expanded its constitutional review powers and reduced its size from 26 to 11 members. The operation of this more compact and powerful body was left in charge of 11 justices nominated by Zedillo. During the period 1917-1994, the Supreme Court adjudicated only 63 constitutional cases of its exclusive jurisdiction. -

INTRODUCTION 1. INTRODUCTION 2. POLITICS, ECONOMY AND On 1 December 2012 Enrique Peña Nieto was sworn in as Constitutional SOCIETY: CABINET’S CENTRAL President of the United Mexican States. FORMATION 3. THE PACT FOR MEXICO Furthermore, in 2012, the elections of 128 Senators and 500 Federal 4. EXPENDITURE BUDGET Deputies were held; at the local level were elected 6 Governors of 5. CONCLUSIONS the states of Chiapas, Guanajuato, Jalisco, Morelos, Tabasco and AUTHORS Yucatan; Head of Government of the Federal District; 579 local LLORENTE & CUENCA deputies in 15 states; 876 city councils; 20 municipal boards; and 16 Heads of Delegation of Mexico City. In total, 2127 positions at national level. In this report, we intend to describe in general the key points in the government’s formation headed by the Institutional Revolutionary Party (PRI in Spanish), the party which ruled in Mexico for 71 years, lost power to the National Action Party (PAN in Spanish) during two presidential terms and is back now. Peña Nieto has affirmed on different occasions that the PRI is no longer the same one which governed Mexico; in view of this statement, it is necessary to point out that Mexico is neither the same, that society and business people are aware of and up-to-date with what is happening, since formal and informal media and the social networks help to have a better understanding of the actions of our rulers and of national and international events. -

Crisis is such a dynamic way to engage with Model UN, and we wanted to give you an experience which touches on the constructive side of crisis. In this time period, Mexico underwent a critical period of growth, and we hope you all are able to understand the economic, political, and cultural sides of this developmental era. Any-a-do, a bit about myself. I am a rising second year here at UChicago and I major in Creative Writing and Economics. In addition, I am a Crisis Director for MUNUC (as you Know) and ChoMUN (the college conference which you all will be going to in one to four years). Post-Revolutionary Mexico: The Salinas Opening * Robert Pastor The Carter Center 1990 Robert A. Pastor is Professor of Political Science at Emory University and Director of the Latin American and Caribbean Program at Emery's Carter Center. He is the co-author (with Jorge G. Castañeda) of LIMITS TO FRIENDSHIP: THE UNITED STATES AND MEXICO (Vintage Press, 1989) and the editor of DEMOCRACY IN THE AMERICAS: STOPPING THE PENDULUM (Holmes and Meier, 1989). He served as Director of Latin American Affairs on the National Security Council from 1977-81. AMERICANS HAVE BEEN so transfixed by the fall of the Berlin Wall - and subsequently riveted to the Persian Gulf crisis - that they have failed to notice the crumbling of the walls that have segmented Mexico and separated it from the United States. Yet Mexico's opening may be more significant for the United States because of its potential for infusing both economies and reshaping the two societies. Challenging a long tradition of state control and anti-Americanism, Carlos Salinas de Gortari is leading this change, transforming Mexico and US- Mexican relations more profoundly and positively than any president in this century. Not yet one-third into his term, he has already moved decisively to wrestle control from union bosses and drug traffickers; he has sold off state corporations, de- regulated large sectors of the economy, lowered trade and investment barriers, and began, grudgingly, to democratize. Yet his most daring gamble is his proposal for a free trade agreement (FTA) with the United States, and he is ready to sell the idea in both countries. -

In the 1880s, President Porfirio Diaz created the basis of a system of civil-military relations based on Presidential control (as opposed to civilian control). Since then, the Mexican armed forces have developed a unique bond with the President, remaining accountable and exclusively subordinated to this branch of power and no one else. -

Those who think of Mexico as Tunremittingly poor, rural, traditional and authoritarian have not kept up with the vast changes reshaping the country. Yet those who conceive of Mexico as already transformed into a modern, open, prosperous, stable and democratic nation overlook the immense problems the country is still very far from having resolved.
