    The German Military Mission to Romania, 1940–1941 By RICHARD L. Di NARDO hen one thinks of security assistance and the train- ing of foreign troops, W Adolf Hitler’s Germany is not a country that typically comes to mind. Yet there were two instances in World War II when Germany did indeed deploy troops to other countries that were in noncombat cir- cumstances. The countries in question were Finland and Romania, and the German mili- tary mission to Romania is the subject of this article. The activities of the German mission to Romania are discussed and analyzed, and some conclusions and hopefully a few take- aways are offered that could be relevant for military professionals today. Creation of the Mission The matter of how the German military mission to Romania came into being can be covered relatively quickly. In late June 1940, the Soviet Union demanded from Romania the cession of both Bessarabia and Northern Bukovina. The only advice Germany could give to the Romanian government was to agree to surrender the territory.1 Fearful of further Soviet encroachments, the Roma- nian government made a series of pleas to Germany including a personal appeal from Wikimedia Commons King Carol II to Hitler for German military assistance in the summer of 1940. Hitler, Finnish Volunteer Battalion of German Waffen-SS return home from front in 1943 however, was not yet willing to undertake such a step. Tudose1, Daniel Nică1 Abstract: Introduction: Starting September 2010 in Romania was created the Military Emergency Medical Service (SMMU) by the Ministry of National Defense, which has as main mission to provide first aid and save the lives of military personnel during military operations using special equipped MEDEAVC aircraft. Nationwide exist the national emergency system which operates thru 112- SMURD acting in support of the civilian population. In case of accidents with multiple victims the experience has shown the need for collaboration between the two systems, in order to save lives. In the last 5 years there has been an increasing Airlift missions (MEDEVAC) with multiple victims executed by joint civil-military medical teams using military aircraft. Material and methods. This paper provides a review of the most important aspects of particularities, advantages and disadvantages of this type of medical transport using the MEDEVAC missions based study carried out by the Air Force in recent years. Results and conclusions. Performing these tasks presents challenges to mission planning, use of medical equipment and procedures, command-control system, exercise programs jointly joint medical teams and, of course, managing a large number of patients in flight. The large number of patients transported safely and in the shortest time, regardless of weather conditions recommends this type of medical intervention. Given the Romanian military presence in various theaters and that NATO strategic medical evacuation is a national responsibility, the capacity of air transport in case multiple casualties is a priority.

The prototype flew as SKh-1 on 31 August 1947. An-2s were built at Kiev- Svyetoshino and Dolgoprudny until mid-1960s. After that the production was transferred in Poland, to PZL Mielec, from where more than 12,000 were delivered since 1960. Antonov estimates that over 15,500 built in former USSR, Poland and China, of which over 6,000 remain in service with civil operators and with 21 air forces. Also China produced the An-2 using the designation Y-5. An-2 was very commonly used as crop dusting plane spraying chemicals and fertilizer on agricultural lands. A number of An-2 airplanes also served as airliners in remote parts of the USSR. Some Antonov An-2 are also known to feature a VIP interior of 6 to 8 seats. Under the designation An-3, Antonov is currently proposing a program to upgrade existing An-2 with a turboprop engine. Today, An- 2 is still in use in Romanian Air Force as a duty aircraft or for paratroops training. An-24 The Antonov An-24 is a short to medium range passenger aircraft, which led to the development of an entire aircraft family, namely the An-24 base model, the An-26 transport version with loading ramp, the An-30 geological survey version with a modified fuselage and the An-32 "hot-and-high" version with more powerful engines.

    I&S ADVANCING AIR AND AIR DEFENCE CAPABILITIES: WHAT AND HOW? New security challenges and advances in technology—sensors, communications and information technologies in particular—impact the development of advanced air and air defence capabilities and the way air forces are organized and equipped for effec- tive performance of their roles. Advances of transport technologies, sensor systems, and unmanned air vehicles of increasing variety all create opportunities hardly envi- sioned only a decade ago. Air forces around the world utilize some of these new technological opportunities to enhance existing and develop new transport, reconnais- sance, C2 and strike capabilities and deal effectively with opponents on the modern ‗battlefield‘ and prove their worth vis a vis sister services. And yet, the major interest of aviators, other military, defence civilians, observers and many contractors is on the development of the fighter aviation, often seen as a symbol of the air force as a distinct service and a capability of crucial importance for and a sign of national sovereignty. That is particularly visible when the existing fighter air- craft is coming to the end of their useful life cycle and countries, such as the new NATO members, face significant interoperability challenges. Decisions what type of fighter aircraft to acquire, how to acquire it, and even whether to maintain a fighter capability in the national forces always enjoy the attention of both the expert commu- nity and the public. These decisions are becoming particularly challenging for smaller countries in times of economic downturn and shrinking defence budgets. To reflect on this problem, discuss requirements and share experience, on 30 April 2010 the AFCEA-Varna Chapter held an international conference in Plovdiv, Bul- garia under the title ―Role and Importance of the Future Air Force Fighter for the National and Collective Security.‖ Major General Constantin Popov, Chief of the Bulgarian Air Force, and fighter pilot himself, was among the keynote speakers.

The relations between Romanian militaries and civilians in the operational areas were based on the formers’ responsible commitment, as well as on the ability to inspire confidence, good will, respect, appreciation and consideration. With Romania joining NATO structures, the experience of the Alliance in the field of relations between soldiers and civilians made possible the embrace of the CIMIC concept and the establishment of the first specialized structures in this field. I do consider that the process is still in the beginnings. The perception by various categories of army forces of the role and importance of CIMIC in fulfilling their missions, especially in terms of their participation in missions outside the national territory, is not yet at the expected level within this research. The answers given by interviewees to the research questions were often conventional, with little depth of observation. Practically, all respondents agreed, at the maximum acceptance level, to my views, which was why a statistical processing of the answers was not necessary. However, I have used the observations of those who have been involved, with detailed responses with maximum receptivity. I do believe that this perception will improve, as challenges arise and awareness of the existence of specialists responding to these challenges.
