1. Background, Socio-economic conditions, Disaster Vulnerabilities

1.1 Background

Khajra is a Union of Assasuni of . It is 46 kilometres away from Assasuni Upazila head quarter. The UP complex is located at khajra village which is ward no. one. The UP has been established in 1960 by the Pakistan Government. The first Chairman of the union was Md. Mobarak Ali who was nominated by the elected ward members. The present UP chairman is Alhaaz Shanaoaj Dalim. Total area of the union is 37.25 sq. km with 26046 populations in 22 villages. Population density is 592 per Sq km (Census 2011). Union Parishad consist (9) nine ward members and (3) three women members who were elected by direct peoples vote and took charge in May 2011. Communication within the union is also good except few villages those are heard to reach.

1.2 Socio-economic condition: Satkhira district is under operation of LGSP (Local Government Support Programme) supported by World Bank. All unions of Satkhira are under this support. From this project each union parishad allocated approximately Tk. 14-15 Lac per year to implement development work like earthen road, culverts, water sanitation, repair of schools etc. Like other rural areas of this district about 75% percent (approx.) people are living below poverty line. Main occupations of the population are agriculture, fishing, day labor, rickshaw/auto bike puller and small trades. The main agriculture crop is paddy. There are lots of forests cultivated by the government and private farmers. Fishing is considered as major livelihood, children are engaged in fishing boats resulted deprivation of their rights which is main concern of education. Total literacy rate in the union is 46.4%, of which male 53.2% and female 39.8% (Census 2011). There is no government and private Bank in this union but it has 2 medium size village markets. However, there are NGO,Najarin Mission ,SUS who are involved in micro–credit/financing programme. World Vision, Rupantor are works on good governance.

1.3 Geography: The union is surrounded by Barodal union and paikgacha upazila of in the North, Anulia union and Koya upazila of khulna is south, Borodal union and in the west and Koyra and Paikgach upazila of Khulna as well as Kobadak river in the east.

1.4 Disaster and Vulnerabilities: The union is situated on the bank of kobattaq River and embankment is not so good. Maximum area of the union is coastal belt so Cyclone, heavy rainfall, and tidal wave hits almost every year and affects the people, damages their houses and crops, increase their sufferings which make them poor/ultra-poor. Poverty is persistent due to natural disaster and low income growth in the union. In the rainy season paddy, vegetable and other crops usually suffered by water logging. Fish farmer’s loss their fishes due to overflow of water. During last two devastating cyclone; SIDR and AILA the union has tremendously affected. Cyclone Preparedness Programme (CPP) is working at the union since AILA hits in 2009 on cyclone preparedness and early warning system. They have 9 units and each unit have 15 trained volunteers including 5 are female. There is 2 cyclone shelter at Khajra & Kapsanda which is

about 4 km away from UP office. The condition of the shelter is poor and not child friendly. The UP Chairman is trying to collect fund from LGED to repair the cyclone shelter.

The Union Disaster Management Committee (UDMC) has assessed the disaster vulnerabilities and developed disaster preparedness and response plan in this year with the support of LCBCE - UNICEF.

1.5. Hard-to-Reach Areas:

There are very few hard to reach areas in this union as internal communication is improving. Motor cycle and Engine van are usually used within the union for communication. People do not face much difficulty to have access to social service facilities. Distance and communication mood are given below:

2. Population Profile:

2.1 Population in general

According to population Census 2011 The Union has a total population 26046 in 5743 house hold and population density is 1121 per Sq Km. But there is a significant variation on the size of population of the Union as “the holding assessment 2013-2014” which was conducted by union parishad, itself, and enumerated the total population are 31820 and the number of households 6538. The Union Parishad claimed that the holding assessment is updated and correct. Total population in this union are 26046 out of which 66.47% are Muslim, 32.90% are Hindu and 0.63% are Christian.

The details are shown in the Table 1.1 in the Annex I.

2.2 Child Population:

According to the Census 2011, total child population in the union from 0 to 19 years are 10583 which is 40.63% of total population (0-4 is 2404, 5-9 is 3152, 10-14 is 2969 and 15-19 is 2058). Community data provides more age specific information than census data and the total child population from 0 to 18 years are 12820, 0-5 year is 2569, 5 to 6 years 780, 6 to 10years 3917 and 10 to 18years 5554. This gives an increased population number than Census as usual.

The union has 365 pregnant women as of November 2014 and out of them 361 have visited the health center for checkup and take the IFA tablet. However 357 Pregnant Women have completed 4 ANC visits and only 8 not receive the full package of service. None of the health centers in the union have any facility for deliver so no administrative data is available on this indicator. The table above shows that 751 under 2 years’ age children received full coverage of vaccination out of 785. Community data also shows that 9 children not received full package of vaccine. Data are not available on nutritional status of children in any form. Community do not have much idea on this however, they identify healthy (fatty) and unhealthy (thin) children and think that most of the children are healthy. Health centers do not record the height or weight of the children. 79 children of 1 year have birth certificate out of 742 (Community data). Birth registration within 45 days of birth are only 12 but overall birth registration status of Khajra union is good. As upazila primary education office there are 475 children and out of them 460 are enrolled in PPE at GPS as GoB report. but National 6 | P a g e

renowned NGO BRAC run 3 PPE Centre and covered 86 children in this union those are out of GoB report DPEO Survey also mentioned this union has primary aged children 2781 and all are enrolled in primary school. On the other hand NGO JCF run 12 ABL school and covered 301 primary level drop out children those also not included in GoB status. There are 1582 children enrolled in secondary school and 262 enrolled in secondary level Madrasa but no data in GoB or community about drop out number from secondary level. As community assumption significant number of children are out of secondary education in the union. Child marriage is occurred but it is not recorded as the age is recorded above 18 years in the register during marriage.

3. Health and Nutrition:

3.1 Situation of Children and Women in the Union

According to the community 733 children have received full package of vaccines out of 742. This figure varies with the data provided by health sector which is 785 and received full doze of vaccine are 751 that means 34 are out of vaccine received. Community think that every child is vaccinated may not be full doze however, there might be a few left out children which are not counted or recorded.

Table 2.1 shows the Number of children fully immunized or left out in Annex II.

Community data says that the Union has 200 pregnant women as of October 2014 but only 138 have completed 4 ANC visits and 121 have consumed @ 100 IFA tablets during last six months (Source: WDC as of September 2014). This data varies with the administrative data i.e. Family Planning Office enlisted 365 pregnant women out of which 357 have completed 4 ANC visits and 316 have consumed @ 100 IFA as of November 2014.

Table 2.2 shows the Number of Pregnant women with status of IFA intake in Annex II.

Few institutional deliveries take place in the upazila level. Institutional delivery is very low and it is assumed by the community that 20 to 25 deliveries take place in upazila/ district health center. These deliveries mostly occur in case of complicacy or in the case of women from well off families or who are very aware.

3.2 Facilities and services available in the Union: The Union has a Family Welfare Center (FWC), 3 functional Community Clinics (CC), 8 Satellite Clinics and 24 EPI sites. There are health services in the Union provided by NGOs which are mainly community awareness.

Table 3.3 in annex II shows the available facilities in the Union.

3.3 Status of Human Resource:

3.3.1 Department of Health: The Union is served by 1 MO/AS, 1 Assistant Health Inspector (AHI), 4 CHCP, 4 out of 6 HA. Shortage 1 SACMO, 2 HA of health staffs hampers the regular health service in the community so community people are not getting adequate health service.

Table 2.4 in annex II shows the HR status of Health services in the Union.

3.3.2 Department of Family Planning: The Union is served by 1 SACMO, 1 Family Planning Inspector (FPI), 4 out of 6 Family Welfare Assistants (FWA) but there are vacant position 1 FWV and 2 FWA .As community people information they are not getting satisfactory service from the Family planning department.

Table 2.5 in annex II shows the HR status of Family Welfare services in the Union.

4. Situation of Birth Registration, Disability, Child Marriage and Child Labour:

4.1 Birth Registration: A significant number of children of one year old do not have birth certificate even they are not registered in BRIS. Community data shows that only 79 children out of 742 have birth certificates till December 2014 and only 10 child were registered within 45 days of birth (BRIS data). The Union Parishad is well equipped for providing services for ensuring birth registration of children. It is served by a Secretary, and two UISC Entrepreneurs. This progress happened with the support of the District, Upazila administration, UNICEF and NGOs joint efforts. The UP is providing free services to the children of below two years.

4.2 Children with Disability: There are 96 children with disability in the union. Few of them are attending school and many of them do not have opportunity to attend school as the school does not have physical structure or friendly environment that encourages them to stay. Data are not available neither with the community or the government department on how many children are attending schools and how many do not attend.

4.3 Child Marriage: Though child marriage occurs, no data available on child marriage.

4.4 Children detached from families: Some children are detached from their family. However, the community do not have information on whether these children are all orphan or where they are engaged. The UP is trying to collect the real information and accordingly make a plan for their survival.

4.5 Status of HR: The Union has one Secretary who is responsible for all the activities in the UP including birth registration. According to the UP Act 2009, the UP should have at least another staff who will look after the accounts and other administrative issues. However, the UISC Entrepreneurs are providing support in birth registration. The Union is also served by a government social worker.

4.6 Child Labour: According to the community the Union has 121 children who are engaged with informal labour force. Children are mainly engaged in daily labour worker in brick field, fishing and non-formal sector like in the tea stall and small

hotels and restaurants. And these children are out of schools. Though some of the children are getting conditional cash transfer from the government supported by UNICEF, it is not able to cover all of the children out of school.

5. Education: Pre Primary, Primary and Secondary Education

5.1 Coverage of Education: According the survey conducted by the DPE, the Union has a total of 475 pre-school aged children and 460 are enrolled in pre-primary class run by government primary school. National NGO BRAC run 3 PPE Centre in this union and covered 86 children those were out of GoB status (upazila primary education department survey). Actually they (DPE) shows total number of PPE aged children those were enrolled in PPE class run by government schools. The total number of children of aged 5 to 6 differs with the data provided by community which is 780. NGOs do not conduct any survey on how many eligible children are in the Union rather they use the departmental data and enrol children within the surrounding area of the school. According to the community people, there are many children who do not attend in pre-primary class because lack of knowledge on early learning age, shortage of centres or school within their reach (within a kilo meter) and for poor road communications.

At primary level there are 2781 children of 6-10 years old and all are enrolled in the primary schools run by Government that means 100% children are enrolled and there are no out of school children. But one NGO named JCF run 12 ABL school and covered 301 primary level drop out children those are not included in GoB status. According to community information till some children are not enrolled in the primary schools. Many children are attending Madrassa for their education both at primary and secondary level and data are not available. Community data of this age group differs with the administrative data.

At secondary level, there are 1582 children are enrolled in different schools (Girls: 582 & boys: 660) and 262 children enrolled in two Madrasa. Students are enrolled in four secondary level registered schools and 2 secondary level Madrasa within and adjacent to the union. According to the Table 4.3 there are no data for out of school children.

Table 4.1, 4.2, and 4.3: shows the data on Children enrolment in education in Annex IV.

5.2 Available Facilities: The Union has 15 Government Primary Schools (GPS), JCF run 12 ABL school & BRAC run 3 PPE to cover, primary education and drop out children. There are 4 secondary school and 2 secondary level madrasa to cover the secondary level education. All the villages of this union have at least one GPS.

Table 4.5 shows the data on facilities in Annex IV.

5.3 HR status in the Education Sector: There are 15 posts for Head Teachers and 60 posts for Assistant Teacher sanctioned in 15 GPS. According to the Government policy standard, the teacher student ratio for PPE is 1:30 and for primary class the ratio is 1:45. The data in table 4.2 shows that there are 2781 children enrolled in 15 GPS.

6. Water and Sanitation

6.1 Safe Water Facility: DPHE does not have record on total number of safe water points like number of tube wells, Rain water harvesting, PSF and pipe line supply water points in the union. They have recorded only GoB supplied water option. This figure widely varies with the community data. Community data shows that the Union has 175 tube wells, 2 RWHS and 58 PSF and out of this 30 points are not functioning. A total of 5623 households (86%) have access to safe water out of 4014.

Sanitation coverage: Sanitation coverage in the Union is good. The union has 5733 (Census 2011) households where 275 households have hygienic latrines, 550 HH have unhygienic non water seal, 4707 HH have unhygienic non sanitary latrine and 201 households do not have any latrines. Community data widely varies with this data. Table 5.2 in Annex V shows that 1065 households have hygiene latrines, 4841 households use unhygienic latrines and only 632 households do not have any latrines out of 6538 households.

Status of HR: The Union is served by 0.50 (one for two union) tube well mechanic who is responsible only for the DPHE provided water points. There is a Sub-Assistant Engineer in upazila.

7. Services by NGOs:

There are more than 11 NGOs including BRAC, Care-, JCF, Rupantar, World vision. Caritas working in the Union on health, Nutrition, education, child protection, water and sanitation etc. Rupantar, Care-Bangladesh, BRAC and JCF are implementing C4D, Nutrition and education Project respectively with support from UNICEF C4D, Nutrition and education Section.

8. Functional Status of Union Parishad

The Union Parishad is functioning with the Chairman, 12 members and a Secretary. The UP holds coordination meeting in every months regularly. All the standing committees have been formed and most of the committees are functioning and hold meeting to discuss the relevant issues.

Ward Shova:

Ward Shovas were held in all the Wards in March and April 2014 and children issues were discussed in many of the Ward Shovas. Members proposed specific needs of children related to education, child rights, safe water and sanitation to incorporate in the UP plan. Last year UP budgeted Taka 1, 33,64,799/- to implement its annual plan for 2013-2014 fiscal year. This budget largely was distributed in road constructions, infrastructures etc. Tk. 140,000/- was allocated for children to address the children issues. In this year the UP allocated Tk.150,000/- for children and total budget for fiscal year 2014-15 is 1,50,10,500/- taka.
