Huwa xhieda ta’ dak li jiddistingwina minn ħaddieħor. Il-ġid li jinħoloq irriduh aħna nemmnu fih. Evoluzzjoni naturali ta’ ħsibijietna kif jasal għand kulħadd. Biex ħadd ma jibqa’ lura. Mhux imfissra fil-proġett Malta Tagħna Lkoll, li bdejna erba’ b’empatija biss, iżda fuq kollox bi dritt. Hekk nemmnu snin ilu flimkien. Huwa ġabra ta’ miżuri konkreti li kull aħna. Li nwieżnu lil min għandu bżonn l-aktar. waħda minnhom issib l-għerq tagħha f’dawn il-valuri Għalhekk nemmnu li s-servizz tas-saħħa u prinċipji li jgħamluna min aħna. tal-aqwa kwalità għandu jibqa’ b’xejn. Għalhekk inkomplu nsaħħu l-pensjonijiet għall-anzjani. Nemmnu fil-prinċipju tal-mobbiltà soċjali. Nemmnu Għalhekk nagħtu dinjità akbar lil persuni b’diżabbiltà. fl-aspirazzjoni. Nemmnu li kull tifla u tifel, kull Għalhekk inkomplu ninċentivaw lill-familji. Il-ġustizzja żagħżugħa u kull żagħżugħ jistgħu jirnexxu f’ħajjithom. soċjali tfisser ukoll ġustizzja ambjentali. Tfisser arja Naħdmu biex il-ġenerazzjonijiet tal-lum u ta’ għada nadifa. Tfisser li kulħadd għandu jgħix f’pajjiżna bla jkunu aħjar minn dawk ta’ qabilhom. Dan hu dak li biża’ u jħossu sikur. Il-ġustizzja soċjali tfisser il-ħolqien jagħtina l-enerġija pożittiva niffaċċjaw l-isfidi ta’ kuljum, ta’ soċjetà li taħseb f’kulħadd. Dan huwa s-sisien ta’ biex nirbħuhom u ndawruhom f’opportunitajiet. dak li nemmnu fih. Pajjiżna llum jinsab mal-aqwa fl-Ewropa. Għandna ekonomija li toħloq il-ġid u sistema edukattiva li tagħti Nemmnu fl-ugwaljanza. Valur fundamentali li futur lil uliedna. Ħloqna x-xogħol biex kull min irid fil-mixja tagħna lejn soċjetà aktar miftuħa u aktar jaħdem illum jinsab f’impjieg. Tajna mhux il-ħuta, iżda kosmopolitana, nkomplu npoġġuh fiċ-ċentru ta’ l-qasba lil kulħadd biex jirnexxi. Din hija l-mobbiltà ħidmietna. L-ugwaljanza tfisser li kulħadd għandu soċjali. Li f’ħajtek taspira li llum tkun aħjar mill-bieraħ. drittjiet indaqs, m’hemmx kulur, m’hemmx reliġjonijiet, Nemmnu fl-ambizzjoni. Ma jaqtgħalna qalbna xejn, m’hemmx sess, m’hemmx orjentazzjoni. Għalina int anzi. Għalhekk ser inkun qegħdin inkomplu naffaċċjaw bniedem. L-umanità tiegħek m’għandu jisraqhielek sfidi bħal dawk fl-infrastruttura. Dawn huma ħadd u l-Istat għandu jserraħlek rasek minn hekk. l-ambizzjonijiet tagħna. Għalhekk ser nagħmlu aktar riformi li jwasslu biex pajjiżna jagħmel il-qabża liberali li jmiss. 4 Fuq kollox nemmnu fl-għaqda. Poplu magħqud jagħmel pajjiż b’saħħtu. Poplu magħqud wara bandiera waħda, nevitaw dak li jifridna filwaqt li nibnu soċjetà li taħseb f'kulħadd. Għalhekk inħarsu lejn it-twelid tat-Tieni Repubblika. Ambizzjoni nazzjonali li rridu nwettquha flimkien, bil-parteċipazzjon tal-ħafna u ‘l fuq mill-partiġġjaniżmu politiku. Ser infittxu l-għaqda nazzjonali dejjem, f’kull ħin. Wara kollox, aħna lkoll aħwa Maltin. 5 GVERN LI WETTAQ DAK LI WIEGĦED Matul l-erba’ snin li għaddew, Malta kellha Gvern li wettaq dak li wiegħed. Sa mill-bidu nett, konna impenjati li nwettqu l-manifest elettorali li fuqu l-poplu Malti u Għawdxi tana l-fiduċja tiegħu fl-2013. Hekk għamilna. Gvern immexxi minn Joseph Musċat wettaq u mexxa ’l quddiem fit-twettiq ta’ 88% mill-programm elettorali tiegħu f’erba’ snin. Il-proposti ewlenin wettaqniehom kollha. Din hija performance tajba bla preċedent. Huwa riżultat ta’ frott ħafna ħidma li wasslet biex pajjiżna llum huwa kredibbli u stabbli. Gvern Ġdid immexxi minn Joseph Muscat ikompli fit-twettiq tal-miżuri li għadhom iridu jitwettqu mill-Manifest Elettorali tal-2013 biex dawn isiru fl-iqsar żmien possibbli, b’diversi minn dawn l-inizjattivi diġà jinsabu quddiem il-Parlament. Għall-futur, ser inkomplu naħdmu bl-istess sistema ta’ implimentazzjoni anke billi jkollna responsabbli politiku għall-implimentazzjoni tal-Manifest Elettorali għall-ħames snin li ġejjin. Pajjiżna għandu bżonn ikompli f’din l-esperjenza pożittiva li għaddejjin minnha bħalissa. Na nistgħux nieqfu nofs triq. Bdejna din l-esperjenza fil-proġett Malta Tagħna Lkoll. Illum niġu quddiem in-nies biex inkomplu nibnu Pajjiżna b’sensiela ta’ miżuri, inizjattivi u opportunitajiet ġodda. L-Aqwa Żmien ta’ Pajjiżna għadu ġej. EKONOMIJA 01. Innaqqsu t-taxxa fuq id-dħul mill-part-time minn 15% għal 10%.

BORG CARDONA, B.A. HE history of the Officiu ·m Comrnissariorutn Do-rnoru·m, bet­ T t.er known as the Officio delle C.fhi;e, a tribunal whose main purpose was the fixing of a. fair rent for both houses and shops, reflects, especially in the earlier part of this period which covers the reign of the first seven Grand Masters, the changes which were taking place in the districts around the Grand Harbour, where the four cities of Malta were to rise and eventually to drain the ancient inland city of Mdina (N otabile) both of its inhabitants and its importance. The first law relating to housing -and incidentally one of the very first laws to be enacted locally as previously to the coming of the Order (1530) 1-Ialta was a political appendage of Sicily and the laws enacted by the Sicilian rulers applied ipso facto also to J\ilalta-was enacted by Grand l\iaster Fra Filippo Villiers de l'Isle Adam late in the year 1531, and wa~ necessitated bv~ the fact that. the demand for houses far exceeded the supply, even though the first concern of the Order on its arrival in the Island was the building of new houses and the repair of the old ones in Birgu, for which purpose many work­ men were brought over fron1 Sicily by the very first galleys of the Order to come to J\ilalta. This state of affairs was brought about by the coming in the previous year of the Knights with their numerous retainers.

Valletta in the 17th and 18th centuries To the original group of public buildings in Valletta the Order added in the 17th and 18th centuries, a theatre, a library, a custom house and a municipal palace for the Università of Valletta and the Three Cities. In 1732 the Manoel Theatre was built (the oldest standing theatre in Europe today), a library and warehouses along the Valletta Grand Harbour waterfront. Grand Master Pinto’s warehouses (known as Pinto Wharf) were built in the second half of the 18th century – today these have become the Valletta Waterfront sea- passenger terminal. The Grandmaster’s Palace and most of the auberges had their façade decorated on the th baroque style. Some of the richest houses (eg.Casa Rocca Piccola) were built in the 18 century. Strada San Giorgio and Strada Mercanti were the best streets of Valletta having most of the finest buildings with shops, stores or workrooms in the ground floor. Strada Forni and Strada San Paolo were mainly residential having fewer shops and fewer public buildings. In the 17th century more and more people went to live within the walls of the city.

From the places of worship built in this area, one may conclude that Christians, both of the Byzantine and Roman rites, Hebrews and, even Muslims, although no tangible proof of any mosque exists, all practiced their beliefs in this area. The shores beneath the Castle are the cradle of the technology and craftsmanship of the Island. As early as 1374, in the vicinity of Fort St.Angelo, there was already a well-established dockyard where galleys were built or repaired. In 1501, a bigger dockyard was built. Later, the Order built another one which was considered as the best in the Mediterranean.
