At the end of almost every council meeting members retreat into the back room to discuss what is listed on the agenda as a personnel or a property matter, with- out providing any details, which should be compulsory. Almost every issue involves people or property to some extent, so there is always a question as to the need for a private or “in camera” session. The basic reason for supporting open meetings at the local level was to foster and promote values con- sidered essential to the democratic process. If electors are to select their leaders intelligently, evaluate decisions and judge the decision-makers, they must have correct information and see and hear how they respond to policy initiatives shaping the com- munity and this can't be done when decisions are made behind closed doors. To become knowledgeable and involved, citizens need access to the same information as the decision- makers have before the decisions are made. The public should be aware of the considerations upon which council members make their decisions and this can only be done in open council. There are benefits that accrue where information is available and meetings are open, including more accu- rate information and reporting and hopefully a higher level of public debate. In such an environment, citizens are more likely to understand the significance of the issues and accept decisions that have been made, resulting in local gov- ernment becoming more responsive and accountable. If significant changes are to be made, it will require a fundamental change in local attitude more than leg- islative reforms. But deciding whether meetings should be open or closed can't be left to individual councils. The province has legislation that provides uniformi- Here is a remarkable photo comparison.
