Air Quality Trends in Colombo AIR QUALITY TRENDS IN THE CITY OF COLOMBO R.N.R.Jayaratne Prof. O.A.Ileperuma Senior Environmental Officer Senior Lecturer Central Environmental Authority University of Peradeniya 1 National Stakeholders Forum – Sri Lanka – 12th June 2007 Two continuous Ambient Air Quality Monitoring Stations were set up in December 1996 at Colombo Municipal Council area under World Bank Funded project called CUTP. - to monitor major air pollutants (NO,NO2,NOX, SO2, O3,CO & PM10) - with meteorological parameters (WS,WD,VWS, SR,RF,ATE) One of these monitoring station is located at Colombo Fort Railway station premises and other one was located at Meteorological Department premises. Met Department one was operated from 1997 to 2000. (This report will also help to identify gaps in the available information and data requirements for long term monitoring.) 8 National Stakeholders Forum – Sri Lanka – 12th June 2007 Methodology • Converted all recorded data in binary form in the data logger into digital form by using WINCOLLECT software . • Screened the data base to select good data (Validation) based on daily calibration and instrument errors. • All valid data are presented by diagrams, graphs and tables to identify features and variation patterns easily. • Interpretations are made in scientific manner with recommendations. 9 National Stakeholders Forum – Sri Lanka – 12th June 2007 Trends on air pollutants in Colombo Trend graphs of nitrogen dioxide, sulfur dioxide, carbon monoxide, ozone for both monitoring stations are presented in graphical form and the statistical parameters represented as in the following format.     9ROXPH,,,,VVXH9-XO\,661 Battle of the “Species” to play the Role of “National bourgeoisie”: A Reading of Shyam Selvadurai’s Cinnamon Gardens and Funny Boy Niku Chetia Gauhati University India Decolonization is quite simply the replacing of a certain “species” of men by another “species” of men. (Fanon, 1963) Fanon had quite rightly pointed out in his work, The Wretched of the Earth (1961) that during the colonial and post-colonial period, the battle for dominating, suppressing and subjugating certain groups of people by a superior class never ceases to exist. He explains that there are two species- “Colonisers” and “National bourgeoisie” of the colonised- who seeks to rule the country after independence. Though he places his ideas in an African context, his arguments seems valid even for a South-East Asian country like Sri Lanka. After colonisers left the nation, there emerged a pertinent question - Who would play the role of national bourgeoisie? The struggle to play the coveted role drives Sri Lanka through ethnic conflicts and prejudices among them. The two dominant “species” battling for the position are: Tamils and Sinhalese. Considering the Marxist model of society, Althusser in work On the Reproduction of Capitalism: Ideology and Ideological State Apparatuses claims that the social structure is composed of Base and Superstructure. The productive forces (labour forces/working class) and relations of production forms the Base while religious ideology, ethics, politics, family, identity and politico-legal (law and state) forms the superstructure (237). The National bourgeoisie exists in the superstructure. Both the groups try to survive in the superstructure.The objective of this paper is to study Shyam Selvadurai’s Cinnamon Gardens and Funny Boy and excavate the diverse ways in which these two mammoth ethnic groups struggle to oust one another and form the “national bourgeoisie”.

    Railway Efficiency Improvement Project (RRP SRI 49111-005) ECONOMIC AND FINANCIAL ANALYSIS A. Introduction 1. Economic rationale. Sri Lanka experienced a strong post-war recovery period with an average annual gross domestic product (GDP) growth rate of 8.5% during 2009–2012. Growth moderated to 4.1% during 2013–2018, and GDP per capita reached $4,065 in 2017, putting Sri Lanka on the path to upper-middle income status. However, inadequate transport infrastructure and services delivery hinder the development of industry and services, which account for 91.8% of GDP, and prevent Sri Lanka from leveraging its geographical position to increase its competitiveness and promote inclusive economic growth. At its peak, the railway network carried more than 35% of passenger and 80% of freight traffic. Continuous underinvestment, weak operating and financial performance, and increasing motorization rates reduced the market share to 6% of passenger traffic in suburban Colombo and 1% of freight traffic in 2017. By 2020, the government aims to increase the passenger market share to 10% and freight to 5% of demand.1 2. Railway network. In 2017, Sri Lanka’s railway network consisted of 1,568 kilometers (km) of broad-gauge tracks, 91% of which is single track, connecting 343 stations across the country.2 Sri Lanka Railways (SLR) faces several challenges, including (i) operational inefficiencies, with low average speeds, frequent delays, insufficient frequencies, and trains running over capacity in peak hours; (ii) insufficient maintenance capacity and a large maintenance backlog; (iii) a poor safety record, including high encroachment and frequent accidents at level crossings; and (iv) an inadequately trained workforce with low productivity and limited knowledge of new technologies.3 3.
