Its scent is ISN’T A DOOR. sublime and earthy, hot and sour. The fragrant plume comes with a peppery kick. The sensation is vivid, somehow poignant, and utterly transporting. IT’S A BOWL The memory brings a smile as I stand in a line of passengers at Luang Prabang airport, in the Lao People’s Democratic Republic. I’ve traveled OF SOUP. 9,000 miles to Southeast Asia inspired by Van Nolintha, a charismatic 32-year- old Laotian-American restaurateur in Raleigh, North Carolina, whose inventive renditions of his child- hood dishes from his native land have earned the acclaim of diners and food critics alike. Now I’ve come for a taste of the real thing. Upon leaving the airport, my first views of Laos are the Phou Thao and Phou Nang mountain ranges, which surround the ancient royal city of Luang Prabang like an embrace. The slopes are lush with trees that comb and catch the low-lying clouds. As I enter the city, a cluster of motorbikes overtakes my taxi, trailing fumes and impatience. A teenage girl, sitting sidesaddle in a Laotian silk tube skirt called a sinh, flashes past. -

Country profile Laos GEOGRAPHY Laos is located in southeast Asia and is approximately the same size as Victoria. It is one of the few landlocked countries in Asia with a landscape dominated by rivers and mountains. The Mekong River runs the entire length of the country and forms the national border with Thailand. The climate is tropical, with high temperature and humidity levels. The rainy season is from May to November. The tropical forests which cover much of the country are rapidly being logged. PEOPLE The official language is Lao, but French, English and other languages are also spoken. Theravada Buddhism is the dominant religion, although animist beliefs are also common, especially in the mountainous areas. The population of Laos consists of approximately 130 different ethnic groups and 80 percent of the population live in rural areas. HISTORY Laos has its origins in the ancient Lao kingdom of Lan Xang, established in the 14th century. A New Method of Classification for Tai Textiles
A New Method of Classification for Tai Textiles Patricia Cheesman Textiles, as part of Southeast Asian traditional clothing and material culture, feature as ethnic identification markers in anthropological studies. Textile scholars struggle with the extremely complex variety of textiles of the Tai peoples and presume that each Tai ethnic group has its own unique dress and textile style. This method of classification assumes what Leach calls “an academic fiction … that in a normal ethnographic situation one ordinarily finds distinct tribes distributed about the map in an orderly fashion with clear-cut boundaries between them” (Leach 1964: 290). Instead, we find different ethnic Tai groups living in the same region wearing the same clothing and the same ethnic group in different regions wearing different clothing. For example: the textiles of the Tai Phuan peoples in Vientiane are different to those of the Tai Phuan in Xiang Khoang or Nam Nguem or Sukhothai. At the same time, the Lao and Tai Lue living in the same region in northern Vietnam weave and wear the same textiles. Some may try to explain the phenomena by calling it “stylistic influence”, but the reality is much more profound. The complete repertoire of a people’s style of dress can be exchanged for another and the common element is geography, not ethnicity. The subject of this paper is to bring to light forty years of in-depth research on Tai textiles and clothing in the Lao People’s Democratic Republic (Laos), Thailand and Vietnam to demonstrate that clothing and the historical transformation of practices of social production of textiles are best classified not by ethnicity, but by geographical provenance. -

Part III _____________________________________________________________________________________________________________________________________________ Oliver Raendchen * TAI ANCIENT PHILOSOPHY: tau tae tching or lao-tse (The Right Path) Abstract In this essay, ancient Tai philosophy (way of life; perception of the world) is approached in a specific way. Following more than 20 years of his comparative and interdisciplinary study in the ancient philosophy expressed in the tau tae tching text on the one hand and the world view, way of life and practical behavior of the Tai peoples on the other hand, the author has been developing the firm belief that the ancient philosophical text tau tae tching - which is found in old written exemplars in the Chinese language and attributed to Laotse - is most probably rooted in the ancient traditions and philosophy of the Tai peoples whose forefathers settled in historical times in what is today South China. In the opinion of the author, the written philosophical text tau tae tching was created as a mirror, as a secondary image, of an existing culture, namely, the world view, way of life, and practical rules of behavior of the Tai peoples. Compared to the concrete behavioural rules, traditional laws, etc., of the Tai peoples, the tau tae tching is a philosophical condensation and abstraction. It is something like a bible of behavioural norms and was used not only for worshipping the holy “right path” of behaviour, but in fact represents a complete value system which reinforced the social order. As such, it was also the source for intellectuals to compete with other value systems (e.g., that of Confucius) which was followed by other ethnic groups, namely the Han-Chinese. -

McIntosh 2004 The hand-woven textiles of the Phuthai ethnic group continue to represent Phuthai identity but also reflect exposure to foreign elements such as through trade and changes in the regional political power. If one asks a Phuthai woman what is Phuthai dress, she will answer, sin mii lae suea lap lai, or a skirt decorated with weft ikat technique and a fitted blouse of indigo dyed cotton, decorated with hand-woven, patterned red silk. Despite the use of synthetic dyes readily available in the local markets, many women still grow indigo and cotton, and indigo-stained hands and the repetitious sounds of weaving are still found in Phuthai villages. This paper focuses on the Phuthai living in Savannakhet Province, Laos, but they are also found in Khammuan, Bolikhamsay, and Salavan provinces of Laos as well as in Thailand and Vietnam.1 Contemporary refers to textile production in the last thirty years but particularly in the last ten years after the liberalization of the Lao government policies and the return of private business and tourism after the 1980s. -

It is an electronic journal, distributed freely by Pacific Linguistics (www.pacling.com) and the JSEALS website (jseals.org). JSEALS was formally established by decision of the SEALS 17 meeting, held at the University of Maryland in September 2007. It supersedes the Conference Proceedings, previously published by Arizona State University and later by Pacific Linguistics. JSEALS welcomes articles that are topical, focused on linguistic (as opposed to cultural or anthropological) issues, and which further the lively debate that characterizes the annual SEALS conferences. Although we expect in practice that most JSEALS articles will have been presented and discussed at the SEALS conference, submission is open to all regardless of their participation in SEALS meetings. Papers are expected to be written in English. Each paper is reviewed by at least two scholars, usually a member of the Advisory Board and one or more independent readers. Reviewers are volunteers, and we are grateful for their assistance in ensuring the quality of this publication. As an additional service we also admit data papers, reports and notes, subject to an internal review process. -

It is a teaching and research program of interdisciplinary studies in the humanities, social sciences, and some natural sciences. It deals with Southeast Asia as a region, and with the individual countries of the area: Brunei, Burma, Indonesia, Kampuchea, Laos, Malaysia, the Philippines, Singapore, Thailand, and Vietnam. The activities of the Program are carried on both at Cornell and in Southeast Asia. They include an undergraduate and graduate curriculum at Cornell which provides instruction by specialists in Southeast Asian cultural history and present-day affairs and offers intensive training in each of the major languages of the area. The Program sponsors group research projects on Thailand, on Indonesia, on the Philippines, and on linguistic studies of the languages of the area. At the same time, individual staff and students of the Program have done field research in every Southeast Asian country. A list of publications relating to Southeast Asia which may be obtained on prepaid order directly from the Program is given at the end of this volume. A local Southeast Asian autonym is borrowed into Chinese, undergoes sound changes affecting the Chinese language, and then returns to the original populations, or to other populations. The result is a coexistence of ethnonyms of highly different phonetic outlook but originating in the same etymon. We will examine four families of ethnonyms, mostly Austroasiatic and Tai-Kadai. Some of these ethnonyms are still in use today, others are known through Chinese texts where they are transcribed by phonograms. -

Politics and practices of conservation governance and livelihood change in two ethnic Hmong villages and a protected area in Yên Bái province, Vietnam. Bernhard Huber Department of Geography McGill University, Montreal A thesis submitted to McGill University in partial fulfillment of the requirements of the degree of Doctor of Philosophy © Bernhard Huber 2019 i Abstract What happens in a remote village of traditional shifting cultivators and hunters when, in the course of twenty years, traditional livelihood practices are banned, alternative income opportunities emerge, a protected area is established, and selected villagers are paid to patrol fellow villagers’ forest use? In this thesis, I aim to investigate how ethnic Hmong villagers in Mù Cang Chải district, Yên Bái Province, Vietnam, and their livelihood practices have intersected with outside interventions for rural development and forest conservation since 1954. Addressing five research questions, I examine historical livelihood changes, contemporary patterns of wealth and poverty, the institutionalisation of forest conservation, the village politics of forest patrolling and hunting, as well as the local outcomes of Vietnam’s nascent Payments for Ecosystem Services (PES) program. I find that these aspects vary significantly within and between two Hmong villages, in which I collected most of my data. The forced transition in the 1990s from shifting cultivation to paddy cultivation increased food security, but has also resulted in new patterns of socio-economic differentiation, as some households had limited access to paddy land. More recently, socio-economic differentiation has further increased, as households have differently benefited from PES, government career opportunities and bank loans. These sources of financial capital are increasingly relevant to peasant livelihoods elsewhere in Vietnam, but remain largely under-studied. -
