DI CS 2009-09 Supercedes DI CS 2009-08 September 2009 PREFACE The Chiefs of State and Cabinet Members of Foreign Governments directory is intended to be used primarily as a reference aid and includes as many governments of the world as is considered practical, some of them not officially recognized by the United States. Regimes with which the United States has no diplomatic exchanges are indicated by the initials NDE. Governments are listed in alphabetical order according to the most commonly used version of each country’s name. The spelling of the personal names in this directory follows transliteration systems generally agreed upon by US Government agencies, except in the cases in which officials have stated a preference for alternate spellings of their names. NOTE: Although the head of the central bank is listed for each country, in most cases he or she is not a Cabinet member. Yves-Junior Manzanza Lumingu has a Bachelor of Law from the Université de Kinshasa where he worked as a research assistant to the Vice Dean. He was responsible for research within the faculty of law and was later nominated as an assistant at the Université de Kikwit (Bandundu / Democratic Republic of the Congo). Currently, he is pursuing his doctorate at the Julius-Maximilians- Universität Würzburg. His field of research covers the three areas "constitutional state – protection of private investment – worker protection". He is also interested in issues relating to the promotion of women’s and children’s rights. Vecteurs de guerre ou acteurs de paix (Bruxelles, Éditions Complexe, 2005), Presse et démocratie en Afrique fran- cophone (Paris, Karthala, 2000) et Médias et communications sociales au Burkina Faso (Paris, L’Harmattan, 2003). Elle a effectué de nombreuses missions en République démocratique du Congo dans le cadre de projets d’appui aux médias menés par l’Institut Panos Paris, l’APEFE (Association pour la Promotion de l’Éducation et de la Formation à l’Étranger), l’Organisation Internationale de la Francophonie, la Coopération Universitaire au Développement (Belgique). IMMAR est un institut d’études et de conseil en médias et marketing spécialiste du Maghreb et de l’Afrique francophone. A ce titre, il a réalisé, depuis 1998, de nombreuses études sur les médias dans 25 pays de ces régions, et plus particulièrement en RDC, où une étude d’audience annuelle de portée nationale est conduite depuis 2002. Pour la présente étude, IMMAR a élaboré les outils et la méthodologie de l’analyse quantitative, réalisé la collecte des informations sur le terrain, le traitement statistique des données recueillies et l’analyse des résultats obtenus.
