SNH Assessment of Potential Seascape, Landscape and Visual Impacts and Provision of Design Guidance This document sets out SNH’s Landscape and Visual Impact appraisal of each of the Draft Plan Option (DPO) areas presented in the above consultation and the opportunities for mitigating these, through windfarm siting and design. Due to its size, we are submitting it separately from our main response to the draft Plan. We had hoped to be able to submit this earlier within the consultation period and apologise that this was delayed slightly. Our advice is in three parts: Part 1. In late spring 2018 SNH were invited to participate as part of a Project Steering group to input to the next Sectoral Plan for Offshore Wind Energy by Marine Scotland. SNH landscape advisors with Marine Energy team colleagues recognised this as a real opportunity to manage on-going, planned change from offshore wind at the strategic and regional level, to safeguard nationally important protected landscapes and distinctive coastal landscape character. It also reflected our ethos of encouraging well designed sustainable development of the right scale in the right place and as very much part of early engagement. -

We will be close to delivering the targets we have set for 2032 for energy efficiency, low carbon heat and transport. Our electricity and gas networks will be fundamental to this progress across Scotland and there will be new ways of designing, operating and regulating them to ensure that they are used efficiently. The policy context The energy transition must also be inclusive – all parts of society should be able to benefit. The Scotland’s Energy Strategy sets out a vision options we identify must make sense no matter for the energy system in Scotland until 2050 – what pathways to decarbonisation might targeting a sustainable and low carbon energy emerge as the best. Introduction This report has been prepared by EKOS Ltd on behalf of Solway Firth Partnership (SFP) and provides a socio-economic analysis of the English Solway, hereby referred to as the SEAES project. The research findings will be used to: • update, synthesise and amalgamate the available regional data and intelligence into a central and easy to access location; • inform and raise awareness amongst the key stakeholders (including local authorities, industry organisations and the general public) on the scale, scope and range of ‘productive activity’ that takes place, and the contribution and value of the Solway Firth ecosystem to the UK maritime economy; and • help support, strengthen and promote partnership working across the region. The SEAES project forms part of the Solway Marine Information Learning and Environment (SMILE) project1. -
Outer Hebrides Energy Strategy
SUSTAINABLE DEVELOPMENT COMMITTEE 18 JUNE 2014 OUTER HEBRIDES ENERGY STRATEGY Report by the Director of Development PURPOSE OF REPORT To present a finalised draft of the Outer Hebrides Energy Strategy. COMPETENCE 1.1 There are no legal or other constraints to the recommendations being implemented. The costs associated with commissioning the audit of energy supply and demand in the Outer Hebrides will be funded from Departmental Budgets. SUMMARY 2.1 The development of an Outer Hebrides Energy Strategy is included as an action within the ‘Outer Hebrides Economic Regeneration Strategy 2012-2020’. A consultative version of the Outer Hebrides Energy Strategy was developed in January 2014 and, following a consultation exercise, a final draft is appended to the Report. 2.2 The strategy provides a framework within which to draw together a range of diverse but inter-related strands of activity, allowing us to clarify and monitor progress on the energy- related aspirations of the Comhairle and its Community Planning partners. Its overarching objectives are to maximise the economic benefits of renewable generation to the Outer Hebrides, increase our self-sufficiency in meeting our energy needs, and address levels of fuel poverty in the islands. 2.3 Following comments on the consultative draft by the Comhairle’s Energy Member Officer Working Group, the document was circulated to the following organisations: HIE (Core and Outer Hebrides) Scottish Natural Heritage Skills Development Scotland Stornoway Port Authority Lews Castle College Comhairle Development Services Community Energy Scotland Comhairle Economic Development Hebridean Housing Partnership Tighean Innse Gall 2.4 There was a good level of engagement with the consultation and some high quality feedback was received and incorporated into the final draft.
