LOGISTICS CLUSTER PAKISTAN – IDP OPERATION Monthly Bulletin N. 01 February 2009 Additional Information on the Pakistan IDP Highlights operation is available o Seven Logistics Hubs have been established for this operation. Participants, in addition to WFP who is chairing these meetings, include Map Centre Diakonie, FAO, Hayat Foundation, IMC, Muslim-Aid, Relief International, Save the Children, Contacts UN-HABITAT, UNDP, UNHCR, UNICEF, UNORC and USAID. o High-level WFP-UNHCR Joint Mission to Pakistan: Ramiro Lopes da Silva, WFP’s Director of Operations, and Judy Cheng-Hopkins, UNHCR’s AHC Operations, visited Pakistan 20-28 February 2009. The purpose of the mission was to review the ongoing IDP operation, which included travels to the main logistics hub in Peshawar. Background Fighting between the Government and militant groups in several districts in the Federally Administered Tribal Areas (FATA) and in Swat District in North Western Frontier Province (NWFP) has prompted the displacement of many families already in summer 2008. The conflict continues to cause significant internal displacement and the number of displaced people is now 310,000. Cook, 17 Feb09 conflict and a large number of individuals displaced within the district. Approximately 20% of the total population (est. 850,000) of Bajaur District in FATA has been displaced to safer districts in NWFP. Only a little over 41,000 people have registered in camps; the big majority stays with host-families (more than 270,000). Logistics Cluster activation With the humanitarian operation in NWFP and FATA, there is an increased need for a coordinated and efficient logistics response from the international community to avoid bottlenecks and possible overlaps and as a consequence, the Humanitarian Coordinator on behalf of the IASC Country Team has requested the activation of the Logistics Cluster (30th Log hub in Mardan December 2008). Security The declaration of peace (temporary ceasefire) was agreed on Monday, 16th Feb 2009 o and negotiations between the GoP and militant groups remain ongoing. o The Swat District Coordination Officer (DOC) was kidnapped on Sunday 22nd Feb 2009 and later released when also several militants held by the government forces were released. o On Tuesday 24th Feb 2009 an indefinite ceasefire was announced for the Swat valley. Cook, 17 Feb09 staff are authorized to travel up to Malakand. o NWFP and FATA provinces, as well as Islamabad remain in UN Security Phase III. Funding The SO document (10826.0) has been revised and the amount decreased from USD 1,5 million to USD 900,000. So far, USAID has communicated their assistance (USD 250,000). Operational Overview a) Logistics hubs and warehouse space o WFP has initially established five logistics hubs: in Peshawar, Charsadda, Mardan, Nowshera and Swabi. The need for additional hubs was soon evident and later his month hubs were established also in Kohat and Bat Khela/Malakand. o Free storage space is offered to the humanitarian community. o The “Standard Operating Procedures” (SOPs), as well as the “Storage Request form”, were distributed on 17th Feb 2009; the “Pipeline reporting template” two days later. o A first snapshot covering four of the Logistics hubs, in Charsadda, Nowshera, Mardan and Swabi, was produced and shared on 20th Feb 2009. Cook, 17 Feb09 b) Convoy movements o Second week of Feb09, the first inter-agency convoy moved from Peshawar to Mingora, the capital of the Swat district. This convoy consisted out of 12 trucks (4 WFP, 5 UNHCR, 3 UNICEF) carrying relief items for approx. 500 displaced families. o On 21st Feb09 the second inter-agency convoy moved from Peshawar to Malakand, consisting out of 23 trucks (14 WFP, 6 UNHCR, 2 Save the Children, 1 UNICEF) to provide Swat district with items for approx. 2000 families. On 24th February a third convoy moved from Peshawar to Malakand, consisting out of 22 o trucks (14 WFP, 4 UNHCR, 4 Save the Children) carrying items for again 2000 families. o On 20th February, a first WFP convoy of 11 trucks carrying 152 mt of food for approx. 1,600 families reached Kohat safely. o Cluster participants are welcome to join convoys.
