George Mason University, 2017 Dissertation Director: Dr. T. Mills Kelly This study examines the efforts to use communication technology to create a public sphere in two very different circumstances. The first instance was in socialist Czechoslovakia in January of 1968, when a group of reformers were given the leadership of an authoritarian government in an economic crisis. They instituted such reforms as freedom of expression to re-engage the population and revitalize the economy. The second instance was in August of that same year when a foreign military intervention stopped the government’s reform agenda. In both situations, broadcast and consumer technology played crucial roles by engaging citizen participation in politics and the public space. Using a constructivist methodology, this study examines the technology, the users, the ideological aspirations, the political movements, and the institutional management of the broadcast media to better understand the context of the technology. This extended study demonstrates that the personalized communication devices available x in Czechoslovakia during the 1968 reform movement and the subsequent Soviet-led invasion played an important and understudied role in the creation of the successful but short-lived public sphere during the period commonly known as the “Prague Spring.” The compact and personalized nature of these new technologies allowed users to repurpose the original intended functions of their equipment to develop a range of sophisticated, interwoven dialogues between the elites, content production personnel, and the general public. The result was the Czechoslovak Communist Party leadership’s ability to use communications technology to gain popular support for their pluralistic reforms in the first eight months of 1968. Following the Soviet-led invasion devised to put an end to those reforms, the same broadcast technologies and workers became the organizing arm of the captive government and were used to coordinate the non-violent resistance against the invasion. The situation came full circle because the government and the media return to their pre-1968 configurations. Set in a brief time period that contained an established inventory of equipment, this study concludes that, through the process of democratic rationalization, the choices made were formed through social pressures and the individuals’ knowledge, aspirations, and skill.     The Russia You Never Met MATT BIVENS AND JONAS BERNSTEIN fter staggering to reelection in summer 1996, President Boris Yeltsin A announced what had long been obvious: that he had a bad heart and needed surgery. Then he disappeared from view, leaving his prime minister, Viktor Cher- nomyrdin, and his chief of staff, Anatoly Chubais, to mind the Kremlin. For the next few months, Russians would tune in the morning news to learn if the presi- dent was still alive. Evenings they would tune in Chubais and Chernomyrdin to hear about a national emergency—no one was paying their taxes. Summer turned to autumn, but as Yeltsin’s by-pass operation approached, strange things began to happen. Chubais and Chernomyrdin suddenly announced the creation of a new body, the Cheka, to help the government collect taxes. In Lenin’s day, the Cheka was the secret police force—the forerunner of the KGB— that, among other things, forcibly wrested food and money from the peasantry and drove some of them into collective farms or concentration camps. Chubais made no apologies, saying that he had chosen such a historically weighted name to communicate the seriousness of the tax emergency.1 Western governments nod- ded their collective heads in solemn agreement. The International Monetary Fund and the World Bank both confirmed that Russia was experiencing a tax collec- tion emergency and insisted that serious steps be taken.2 Never mind that the Russian government had been granting enormous tax breaks to the politically connected, including billions to Chernomyrdin’s favorite, Gazprom, the natural gas monopoly,3 and around $1 billion to Chubais’s favorite, Uneximbank,4 never mind the horrendous corruption that had been bleeding the treasury dry for years, or the nihilistic and pointless (and expensive) destruction of Chechnya.

    RESEARCH NOTE Philatelic Propaganda U.S. Postage Stamps during the Cold War ✣ Matin Modarressi After the United States joined with eleven other countries in April 1949 to establish the North Atlantic Treaty Organization (NATO), U.S. officials had to convince the public that the formation of NATO was necessary to prevent another world war. This task, they believed, was likely to be difficult. After all, for more than 150 years the U.S. government had heeded George Washing- ton’s warning in his Farewell Address to “steer clear of permanent alliances.” One of the ways policymakers sought to increase public support for NATO was through the issuance of carefully designed postage stamps. Gov- ernments around the world have long recognized the potential for stamps to serve as tiny billboards for informing, educating, influencing, and sometimes even manipulating people. In the United States, proposals for stamp designs are typically considered two to three years in advance, demonstrating how much deliberation and planning goes into each stamp’s creation. During the Cold War, the U.S. Post Office Department (which was a cabinet-level de- partment until 1971) and the U.S. Department of State used stamps to help promote U.S. foreign policy. In 1952, for example, the United States issued a special commemorative stamp on the third anniversary of the formation of NATO. During a cere- mony at the White House, President Harry S. Truman, accompanied by the postmaster general and secretary of state, autographed a sheet of stamps to be presented to the leader of each of the other NATO countries.1 The stamp was then sold at post offices around the country for six months, in place of the regular 3-cent stamp (the domestic letter rate).2 The total number of NATO stamps printed was the second highest in U.S.

She is currently a junior at Coe College and working toward a bachelor’s degree in English and gender studies. Officers Anna Dentlinger Visitor Services Associate Anna joined the NCSML Tom DeBoom, Chair in September 2016. She is currently George Drost, Vice Chair a junior at Coe College where she Lu Barta Barron, Secretary is pursuing a bachelor’s degree in Craig Van Dyke, Treasurer history with a minor in anthropology. Rich Mitvalsky, Past Chair Sonia Elossais Museum Store Board of Trustees Associate Sonia joined the NCSML Terri Christoffersen in June 2016. She is a student at Coe Denver Dvorsky College where she studies political Lee Freeman science and economics. Charles Heller Hilery Livengood Michaela Fricke Vistors Services Ernie Melichar Associate Michaela first joined the NCSML as a curatorial intern in Steve Michalicek April 2016 and was hired in August Robert Petrik to work in visitor services. She is Barbara Pivnicka originally from Omaha, Nebraska Michael Seng and received a bachelor’s Degree in Kyle Skogman history and geography from Wayne Marvin Smejkal State College.
