ABSTRACT This dissertation traces the constitutive rhetorical strategies of revolutionary Irish nationalists operating transnationally from 1858-1876. Collectively known as the Fenians, they consisted of the Irish Republican Brotherhood in the United Kingdom and the Fenian Brotherhood in North America. Conceptually grounded in the main schools of Burkean constitutive rhetoric, it examines public and private letters, speeches, Constitutions, Convention Proceedings, published propaganda, and newspaper arguments of the Fenian counterpublic. It argues two main points. In most Reconstruction literature, the question of black American freedom and citizenship was the central issue of Reconstruction, but not to the Republicans. The question of black American freedom and citizenship was the most salient issue to them, but they set that issue within a larger problem: the political regime of the antebellum slave South had deviated from the plan of the American Founders long before secession in 1860-1861. -

The directory is divided into three sections. Section I contains information on local environmental education sites and resources. These are grouped by EECO region, alphabetized by county, and further alphabetized by organization name. Resources range from arboretums to zoos. Section II lists resources available at a statewide level. These include state and federal government agencies, environmental education organizations and programs, and resource persons. Section III contains cross-referenced lists of Section I by organization name, audience, organization type, and programs and services to help educators identify local resources. -

Construction of the Massachusetts Constitution ROBERT J. TAYLOR J. HI s YEAR marks tbe 200tb anniversary of tbe Massacbu- setts Constitution, the oldest written organic law still in oper- ation anywhere in the world; and, despite its 113 amendments, its basic structure is largely intact. The constitution of the Commonwealth is, of course, more tban just long-lived. It in- fluenced the efforts at constitution-making of otber states, usu- ally on their second try, and it contributed to tbe shaping of tbe United States Constitution. Tbe Massachusetts experience was important in two major respects. It was decided tbat an organic law should have tbe approval of two-tbirds of tbe state's free male inbabitants twenty-one years old and older; and tbat it sbould be drafted by a convention specially called and chosen for tbat sole purpose. To use the words of a scholar as far back as 1914, Massachusetts gave us 'the fully developed convention.'^ Some of tbe provisions of the resulting constitu- tion were original, but tbe framers borrowed heavily as well. Altbough a number of historians have written at length about this constitution, notably Prof. Samuel Eliot Morison in sev- eral essays, none bas discussed its construction in detail.^ This paper in a slightly different form was read at the annual meeting of the American Antiquarian Society on October IS, 1980. The Founding of the NAACP National Association for the Advancement of Colored People 1 OVERVIEW "Call for the Lincoln Emancipation Conference in 1909," written by Oswald Garrison Villard, brought together the founders of what became the National Association for the Advancement of Colored People (NAACP). Sixty prominent African American and white leaders signed the manifesto, which is reproduced here. GUIDED READING As you read, consider the following questions: • Why is Abraham Lincoln mentioned in this manifesto? • Why is the North, as well as the South, at fault for the mistreatment and enslavement of African Americans? o Discuss Means for Securing Political and Civil Equality for the Negro TThe celebration of the centennial of the birth of Abraham Lincoln widespread and grateful as it may be, will fail to justify itself if it takes no note and makes no recognition of the colored men and women to whom the great emancipator labored to assure freedom. Besides a day of rejoicing, Lincoln's birthday in 1909 should be one of taking stock of the nation's progress since 1865. How far has it lived up to the obligations imposed upon it by the Emancipation Proclamation? How far has it gone in assuring to each and every citizen, irrespective of color, the equality of opportunity and equality before the law, which underlie our American institutions and are guaranteed by the Constitution? If Mr. Lincoln could revisit this country he would be disheartened by the nation's failure in this respect. He would learn that on January 1st, 1909, Georgia had rounded out a new oligarchy by disfranchising the negro after the manner of all the other Southern states.
