Bradenstoke Lyneham Tockenham Chippenham Road, Lyneham 01 WELCOME INTRODUCTION Gladman Developments Ltd have successfully invested in communities throughout the UK over the past 30 years, developing high quality and sustainable residential, commercial and industrial schemes. These boards illustrate our emerging outline proposals for a new residential development on the Site located on land at Chippenham Road, Lyneham. The purpose of this consultation is to provide an opportunity for local residents, businesses and organisations to learn about our ideas for this Site. This will be your first opportunity to tell us what is important to you and what you would like to see on this development should it be built. Your feedback is important to us and will be used to help shape our proposals. Whether you are in favour of, or opposed to new housing on this site, please tell us why. The Site The Site is located on the north western edge of Lyneham, and the northern part of the Site fronts onto Chippenham Road. Lyneham is a large village situated in Wiltshire and lies approximately 3.5 miles (5.6km) south west of Royal Wootton Bassett, 6.7 miles (10.8km) north east of Chippenham and 3.7 miles (6km) north of Calne. The large military base of MOD Lyneham, several associated areas of accommodation and a disused airfield are situated to the west of the village and was formerly used as a Royal Air Force base until it ceased operation in 2011. The main part of the base is now used as the army’s Defence Technical Training Program Centre and part of the former airfield to the north west now contains a large solar farm. CH I P PE 3 102 N M R H A O A A D BRADENSTOKE SITE TOCKENHAM LYNEHAM AIRFIELD (DISUSED) Site Boundary LYNEHAM Site Location Plan The Opportunity for A Sustainable Location The Site is located in a sustainable location, being very well related to the existing settlement as it is bound by existing housing to the north, north east and south east, Growth and by MOD Lyneham to the west and south. We consider this Site provides an opportunity to create new high quality homes in Lyneham, alongside community facilities. New development could benefit from the existing facilities in Lyneham including a Co-Operative and Tesco Express, primary school, various eateries, a post office and a This scheme could include a range of housing types and sizes, including 40% small library. New residents bring with them additional spending power to support local businesses. Additional members of the community will also add to village life, for example by providing new volunteers for local organisations. Chippenham Road, Lyneham 02 HISTORIC DEVELOPMENT HISTORIC MAPS The historic maps below show the Site in the context of the growth of Lyneham over the past 130 years. In 1887 the Site lay to the south of the original historic linear settlement of Lyneham spread along Chippenham Road, Calne Road and The Green, with Lyneham House evident to the north east of the Site at Chippenham Road. The 1900 and 1925 maps shows little change with limited infill occurring to the north west of the Site. The 1960 map shows the level of development associated with and following the construction of RAF Lyneham in 1939. Lyneham had experienced significant expansion in the mid-1970s, with the development of the Royal Air Force base that abuts the Site to the south, with the extent of the airfield becoming evident as a result of more detailed mapping to the south west on the 1981-1983 map. The present day map shows how the area around the Site experienced some growth during the past 30 years, with the majority of development taking place in the form of small scale infill development to the south of the Site along Calne Road. 1887 1900 1925 1960 1981-1983 2016 Chippenham Road, Lyneham 03 THE SITE SITE DESCRIPTION The Site occupies five variably sized fields, a collection of farm buildings including some very dilapidated barns, and a two storey brick built dwelling, accessed from Chippenham Road. The north eastern edge of the Site is bound by Chippenham Road, and comprises an overgrown deciduous hedge close to the existing farm buildings, with some evergreen conifers within it to the north. Further to the south east, the boundary consists of post and wire fences, and deciduous trees associated with Lyneham House and Britannia Bungalow. The White Hart Inn bounds the Site along the centre of the eastern boundary. Further south, the Site lies adjacent to a rectangular area of open space containing several trees known as The Green which lies adjacent to Calne Road. A residential property lies adjacent to the Site’s south eastern corner. The north western edge of the Site is bound by the rear boundaries of properties on Chippenham Road with a light industrial unit located beyond. To the west, the Site is bound by a double set of 1.8m high post and wire security fences which mark the edge of the disused airfield. These security fences continue along the southern boundary, which is also marked by a wet ditch with trees occurring along the eastern part of the southern boundary alongside the fences, and whilst screened to a certain extent, the buildings of the MOD base do dominate the Site. The southernmost part of the Site is a roughly rectangular field, bound to the north by a ditch and Map showing Site boundary and photo locations to the east by trees and a residential property. To the south and west the boundary consists of a ditch, trees and the double security fence of the MOD base. The north eastern and western parts of the Site are screened in views from the properties to the north east by the trees which surround these buildings. Likewise, from Calne Road there are partial, filtered views of the south eastern and southern part of the Site through the trees within The Green. Similar views are possible from public byway LYNE60 and the entrance to public footpath LYNE4 off The Green (road). There is a similar view from public footpath LYNE7 close to the south eastern corner of the Site as it leaves Calne Road, although moving closer to the Site, the views become highly filtered by the boundary vegetation of the property on the south eastern corner of the Site. There are middle and longer distance views of some of the boundary vegetation along the Site, but not of the interior, from a limited number of higher points to the north east. Views from the North Wessex Downs AONB are limited by the hedgerows and trees in the vicinity, but 1 where views of the plateau and valley are possible, the settlement and the Site are indistinct, and are dominated by the large buildings which make up the MOD base to the west of the Site. LOCAL BUILDING STYLES There are a range of building details and materials within the village, which vary depending on their age of construction. Traditional materials include red brick with dark brick detailing or quoins, white render, red/brown tile roofs and thatch roofs, as seen on the older buildings within Lyneham. Chippenham Road, Lyneham 05 SITE ANALYSIS LOCAL FACILITIES The Site is well located with good access to the facilities and the public transport network within Lyneham. Facilities include a Co-Operative and Tesco Express, primary school, various eateries, a post office and a small library. These facilities and others are located to the south east of the Site within a 10 minute walk. The nearest bus stop to the Site is at The Green adjacent to the Site, with this service providing journeys to Swindon and Chippenham. The train station in Chippenham is approximately 15km from the Site and accessible by public bus. The project team has undertaken detailed discussions with various Council departments, the Royal Wootton Bassett and Cricklade Area Board, Lyneham and Bradenstoke Parish Council and technical stakeholders (Natural England, English Heritage, Environment Agency and Highways Agency). The consultation process has confirmed and reinforced some of the initial understanding of the likely impacts of the development proposals and has assisted in addressing the key issues in discussions with technical stakeholders and through the completion of a number of technical assessments. Consultation will continue with the submission of the planning application.     Lyneham and Bradenstoke Community Led Plan What is a Community Led Plan? A Community Led Plan helps residents to influence what happens in their community, and can be used to influence improvements in services, facilities and help to raise funds for the community. The plan identifies what people value about their community, what they want to change, the concerns, specific needs, ideas and vision for the future of their community. A steering group of volunteers was set up in September 2011 to consult with the community as to the need for a Community Led Plan. In November 2011, public consultations were held in Bradenstoke attended by 36 residents and in Lyneham attended by 39 residents, asking for comments on what issues affect life in this community. The result of these public consultations was that the majority of those who attended agreed that a Community Led Plan should be produced.
