As this key national priority is held back by the long-term political deadlocks, the behavior of both the Albanian electorate and political class in these elections will constitute a determinant factor towards the country’s democratic future. It is time for Albanians to take personal responsibility and think as voters not as party militants, rationalizing the faults of those who have governed them in the last three decades. However, the ball is not only in the voters’ court. The Albanian political class surely bears the major political responsibility. Konrad-Adenauer-Stiftung April 2021 3 To move forward, Albanian politicians need to acknowledge the costs of fixating on narrow party and personal interests, show strategic clarity, transparency, and political will for the adoption of consensual reforms, and above all need to take actions that will increase public confidence in the integrity of the electoral process as a necessary step for burying the ghost of the elections past. Albania is in desperate need of a break from the past and does not have the luxury to lose yet another opportunity, its 10th since the end of Communism. Three Decades of Disputed Elections Albania has been plagued with disputed elections for the past three decades. This is the result of a power struggle between the major political parties to take full control of the electoral administration process.5 The phenomenon is also linked to political calculations of elites as well as the political culture in the wider society. On the one hand, the non-acceptance of electoral results is the excuse of political leadership to stay on despite electoral setbacks; the result is a very low rate of political elite circulation, which leads to certain political personnel’s continued presence in the political life virtually for decades. On the other, the phenomenon of disputed elections is also linked to a widespread societal culture of non- acceptance of or shame over defeat. At the heart of the problem is the adoption of several electoral legal provisions, some of which noticeably unconstitutional, in order to secure the dominance of one or the other party in all processes. Possibly no other European country has experienced the kind of extreme electoral patterns seen in Albania in the past 31 years; however, this wave of changes in the country’s electoral codes is not the result of a healthy political dialogue oriented towards a stable and fair electoral system. In fact, it is the result of political bargaining and compromises between the Socialist and the Democratic Party, a process which has benefited the two parties’ interests to the detriment of genuine democracy in Albania. The domination of the process by one party leads to the contestation of the electoral results by the other. Potential controversies arising after the elections are leading to internal political instability and to dysfunctional parliaments putting at risk the adoption of necessary reforms. As a result, Albania is caught in a ‘vicious circle’ where political elites have created a system that ensures their dominance in the electoral process and facilitates their survival and perpetuation from one electoral cycle to the other, always at the expense of Albania’s democracy and the prosperity of its citizens. 5 Albanian Elections Observatory Brief No. 2 “Electoral Administration Process in Albania”, South East Europe Program, Hellenic Foundation for European and Foreign Policy (ELIAMEP), May 2013. Allegations of electoral fraud and irregularities as well as mutual recriminations between the ruling Socialist Party and the opposition forces marked the elections and fed into political polarisation that continued over the next four years. The very way of doing politics has adapted to the pandemic reality and the political narrative has shifted in scope and objectives. This briefing is an overview of how the electoral campaign is reflecting the Albanian reality on the ground and where do the main actors stand. Introduction As of March 25th the electoral campaign officially started in Albania. The contenders for the “throne” of power are displaying their agendas and their intention for the future of the country, while mobilizing their base at the maximum. Commitments, assurances, pledges, promises - Albanians have heard them all. This is the time when everything seems to be focused on the people. Once every four years, politicians become humble and listen to the citizens, for the sake of one more vote. Predominant features of the campaign As never before the electoral campaign in Albania in 2021 is particular in many ways. Due to the pandemic restriction on group gatherings and curfew after 8 p.m., there is less intensity. Yet, the logistics of it all are not the main component of this abnormal campaign.

The stream of their public discourse had one permanent direction: accusations and counter– accusations. The Socialist Party, with the executive branch under control and the majority of the representatives in the Albanian parliament (75 out of 140) is now deep into the second mandate of governing the country. While the opposition is precipitating in an ever-deepening apathy the government is executing its agenda without any obstacles or liabilities. The main political actors: narrative, achievements and public opinion The Socialist Party (PS) is the ruling political formation in Albania, with its leader Edi Rama as the pivotal figure, is trying to present itself as a new driving force for a modern, visionary and West-oriented Albania. On the other hand, in order to be closer to Albanian tradition and national sentiments, the same PS recalled in its program past values, memoirs of nation-building process and historical reference to what is known as the “Albanian National Awakening” period (Rilindja Kombëtare). This period of National Revival reminiscences along with electoral campaign promises for welfare, rule of law and fighting unemployment and poverty resonated with the population that went into the ballots with high hopes for better governing body and stability for the country.

    Tumi Makgetla Innovations for Successful Societies A NEW FACE FOR A TIRED CITY: EDI RAMA AND TIRANA, ALBANIA, 2000-2010 SYNOPSIS When Edi Rama became mayor of Tirana in 2000, he confronted a population that was disillusioned with the way democracy had played out in the capital city. Albania had sunk into a political morass after a brief period of cheer that followed the eastern European country’s emergence in the early 1990s from decades of isolation under a Marxist- Leninist dictatorship. But change was in the air at the start of the millennium, as national reforms began with the support of a forward-thinking prime minister. Seizing the moment, Rama aimed to restore public confidence in government by building an administration based on professionalism rather than political connections, sprucing up the drab city, improving services, encouraging citizen complaints and leading open discussions on Tirana’s future. He repaired city hall, cleared out public spaces, painted colorless communist-era apartment buildings in bright hues and planted thousands of trees. Although his reforms lost momentum after Albania’s leadership changed and he became more deeply involved in national affairs, Rama’s accomplishments as mayor demonstrated the value of responsive, participatory government in regaining citizen support and attacking entrenched municipal problems. If Albanians can’t even hold a local vote without the risk of violent disruption, think Eurocrats, they should not expect any love from Brussels. Edith Harxhi, Albania's deputy foreign minister, concurs. “For me it is extremely depressing,” she says. “The election was the best we have had so far, and there were only minor problems.” (The opposition Socialists would not agree with this rosy assessment.) The net result, says Ms Harxhi, is that “EU integration has stopped for now.” Here is a simplified summary of what happened in Tirana.     PERCEPTIONS JOURNAL OF INTERNATIONAL AFFAIRS March - May 1998 Volume III - Number 1 ALBANIA’S COLLAPSE AND RECONSTRUCTION PAUL KUBICEK Paul Kubicek is Assistant Professor in Department of International Relations at Koç University, Istanbul. In the first months of 1997, just as the world celebrated one year of peace in Bosnia, another Balkan state, Albania, plunged into crisis. The mayhem in Albania was triggered by a collapse in shady pyramid investment schemes, but its root causes were decades of economic mismanagement and political corruption. These continued to plague the country even after the collapse of communism in 1991-1992. Many Albanians targeted their wrath on President Sali Berisha, who was held by many to be responsible for the country’s slide into the abyss. Despite his efforts to restore order, government authority collapsed, and the state fell into anarchy as marauding gangs took control of several cities. International forces were eventually called in to help provide humanitarian assistance, control lawlessness, and prepare for new elections. The elections were held in June, and a new government was formed and quickly garnered much-needed international support. However, questions remain over what it and the international community can further do to foster reconciliation and stability in the country. In this paper I will focus on the role of international actors—the UN, OSCE, EU, IMF, non-governmental organisations and interested states—in putting Albania back together. All parties recognise that their effort will be crucial simply because Albania itself lacks the wherewithal to recover on its own. In order to assess whether and how international actors will succeed in their efforts I will extend the analysis beyond the immediate crisis in Albania and look for lessons and parallels with other international efforts to reconstruct or preserve troubled states.

He earned a Master’s degree in International Accounting and Financial Management (MAcc) from the University of Glasgow, Scotland, in 1997, with his thesis on the “Role of banks and privatisation of banks in economies in transition”. Mr Sejko started his banking career in 1992 as Head of Credit Division of the National Commercial Bank. Then he worked as an Inspector at the Supervision Department of the Bank of Albania, until 1998, while pursuing his post-university studies. During 1998-2000, Mr Sejko worked for Deloitte & Touche as senior auditor and consultant, responsible for the management of audit procedures. In the years 2001-2002, he worked for the American Bank of Albania as Head of Internal Audit and Compliance Division, and engaged in extending the branches network of the bank. During 2002-2004, Mr Sejko returned to the Bank of Albania’s Supervision Department as Head of Division for on-site examinations. In the period 2004-2010, he held a number of managing positions at Raiffeisen Bank such as Head of Division for the Internal Audit, Compliance and Relations with the Government, Director General of Raiffeisen Leasing, and Head of Corporate Banking.
