The very way of doing politics has adapted to the pandemic reality and the political narrative has shifted in scope and objectives. This briefing is an overview of how the electoral campaign is reflecting the Albanian reality on the ground and where do the main actors stand. Introduction As of March 25th the electoral campaign officially started in Albania. The contenders for the “throne” of power are displaying their agendas and their intention for the future of the country, while mobilizing their base at the maximum. Commitments, assurances, pledges, promises - Albanians have heard them all. This is the time when everything seems to be focused on the people. Once every four years, politicians become humble and listen to the citizens, for the sake of one more vote. This became clear during a press conference at which the head of state reported on what had been done over the past four years. “Our candidacy at this time is an honest move for citizens and political figures,” he said in an hour-long speech, hailing his own presidency as a voice of reason during the last few years. President Rumen Radev took the office after winning a second round of voting in 2016 – against GERB candidate Tsetska Tsacheva. Radev and Iliana Yotova took the oath as president and vice president in the parliament on January 19, 2017.Three days later, on January 22, they officially took the office. Under the constitution, the presidential couple's term expires in January 2022. Elections for a new head of state will be in the fall but it is not yet clear whether they will be in October or November.

    Tumi Makgetla Innovations for Successful Societies A NEW FACE FOR A TIRED CITY: EDI RAMA AND TIRANA, ALBANIA, 2000-2010 SYNOPSIS When Edi Rama became mayor of Tirana in 2000, he confronted a population that was disillusioned with the way democracy had played out in the capital city. Albania had sunk into a political morass after a brief period of cheer that followed the eastern European country’s emergence in the early 1990s from decades of isolation under a Marxist- Leninist dictatorship. But change was in the air at the start of the millennium, as national reforms began with the support of a forward-thinking prime minister. Seizing the moment, Rama aimed to restore public confidence in government by building an administration based on professionalism rather than political connections, sprucing up the drab city, improving services, encouraging citizen complaints and leading open discussions on Tirana’s future. He repaired city hall, cleared out public spaces, painted colorless communist-era apartment buildings in bright hues and planted thousands of trees. Although his reforms lost momentum after Albania’s leadership changed and he became more deeply involved in national affairs, Rama’s accomplishments as mayor demonstrated the value of responsive, participatory government in regaining citizen support and attacking entrenched municipal problems. He muttered something I cannot repeat here and walked off, apparently irritated even by the mention of the country’s name. You can understand why. On May 8th the country voted in municipal elections. Over a month later we still don’t know who the mayor of Tirana is. If Albanians can’t even hold a local vote without the risk of violent disruption, think Eurocrats, they should not expect any love from Brussels. Edith Harxhi, Albania's deputy foreign minister, concurs. “For me it is extremely depressing,” she says. “The election was the best we have had so far, and there were only minor problems.” (The opposition Socialists would not agree with this rosy assessment.) The net result, says Ms Harxhi, is that “EU integration has stopped for now.” Here is a simplified summary of what happened in Tirana.     PRESIDENTIAL ELECTION IN SLOVAKIA 30th March 2019 European Zuzana Caputova becomes the first Elections monitor woman to be president of the Republic Corinne Deloy of Slovakia Results As expected, Zuzana Caputova (Progressive Slovakia, PS) was elected President of Slovakia 2nd round on 30th March. The accession of a woman to this post is a first in the country’s history. The candidate won 58.4% of the vote and therefore won easily against her rival, Vice- President of the Commission, responsible for Energy, Maros Sefcovic, who was supported by the party in office Direction-Social Democracy (SMER-SD), who won 41.6% of the vote. During the first round of the election organised on 16th March last Zuzana Caputova had already taken an comfortable lead over her adversary winning 40.57% of the vote (Maros Sefcovic won 18.66%). Turnout rose to 41.79% and was well below that registered in the second round of the previous election on 29th March 2014 (- 8.69 points). But partnerships are truly sustainable if they are a two-way street. Moldova can, of course, continue being a major beneficiary of US support, but it is important for it to bring more to this bilateral partnership as well. An upgraded US-Moldova partnership could rely on even stronger US support for the rule of law and anti-corruption efforts: the fight against money laundering, investigations of financial crimes, recovery of stolen assets, increase the efficiency and reform of the justice sector. The US and Moldova should deepen their cooperation in the field of security by seeking ways to intensify institutional partnerships between their respective security sectors on several policy fronts such as cyber security, defense cooperation and intelligence matters. Continued support for civil society and independent media, not least through medium and long-term institutional funding, will play a key role in defining the extent of success of reforms in the following years. Should Moldovan authorities be able to pursue several years of sustained anti-corruption reforms it is important for both parties to look into ways to open the possibility for Moldova to benefit from a second Millennium Challenge Corporation program.

Overview Multiple parties compete in Bulgaria’s democratic electoral system, and there have been several transfers of power between rival parties in recent decades. The country continues to struggle with political corruption and organized crime, and the political discourse is marred by hate speech against minority groups and foreigners, especially from smaller right-wing parties. While the media sector remains pluralistic, ownership concentration is a growing problem, and news outlets often tailor coverage to suit the interests of their owners. Journalists sometimes encounter threats or violence in the course of their work. Ethnic minorities, particularly Roma, face discrimination. Despite funding shortages and other obstacles, civil society groups have been active and influential. Key Developments in 2016 • Rumen Radev, a candidate endorsed by the center-left opposition, defeated a government-backed rival in the November presidential election.
