CHAPTER I SAFETY RECORD OF INDIAN RAILWAYS 1.1 Indian Railways is the largest railway network under a single management in the world. It has a route kilometrage of nearly 63,273 kms, an operating fleet of 4, 69,553 wagons (in terms of 4-wheelers), 50,724 coaching vehicles and 8,330 locomotives. 1.2 During 2007-2008, on an average, 17,754 trains, including 10,385 passenger carrying trains were run daily. Nearly 18 million passengers were booked daily and 804.11 million tonnes of freight traffic was loaded during the year. With such a massive utilisation of assets, safety is of paramount importance for operational efficiency. A very high priority is accorded to safety to enable Railways to achieve still greater heights of performance. Consequential Train Accidents 1.3 The term ‘accident’ envelopes a wide spectrum of occurrences with or without significant impact on the system. Consequential train accidents include mishaps with serious repercussion in terms of loss of human life or injury, damage to railway property or interruption to rail traffic of laid down threshold levels and values. These consequential train accidents include collisions, derailments, fire in trains, road vehicles colliding with trains at level crossings, and certain specified types of ‘miscellaneous’ train mishaps. Incidence of Train Accidents 1.4 The number of consequential train accidents decreased from 194 (excluding one train accident on Konkan Railway) during 2006-2007 to 193 (excluding one train accident on Konkan Railway) during 2007-2008. The number of train accidents per million train kilometres, which is the universally accepted safety index, also dropped from 0.23 in 2006-07 to 0.22 in 2007-2008. -

Subsequently, SAARC Regional Multimodal Transport Study (SRMTS) has been conducted with a view to enhance transport connectivity among the Member States of SAARC to promote intra-regional trade and travel. SRMTS is a comprehensive Study covering all modes of transport - road, rail, maritime, aviation and inland waterways. The Report of the SRMTS has been appreciated by the higher SAARC bodies and its recommendations have now been prioritized. The SAARC Leaders have called for early implementation of the recommendations contained in the Study. I am also pleased to mention that action is being taken to extend SRMTS to include Afghanistan. I commend the national and regional consultants for conducting the Study successfully. I also wish to express my appreciation to the Asian Development Bank (ADB) for providing technical and financial assistance (under ADB RETA 6187: Promoting South Asian Regional Economic Cooperation) in conducting the SRMTS. -

THE MINISTER OF EXTERNAL AFFAIRS AND MINISTER OF OVERSEAS INDIAN AFFAIRS (SHRIMATI SUSHMA SWARAJ): On the issue which was raised yesterday in the House, I, with utmost responsibility and categorically and equivocally would like to inform this House that the Government of India has no connection to the visit by Shri Ved Prakash Vaidik to Pakistan or his meeting with Hafiz Saeed there. Neither before leaving for Pakistan nor at his arrival there, he informed the Government that he was to meet Hafiz Saeed there. This was his purely private visit and meeting. It has been alleged here that he was somebody‟s emissary, somebody‟s disciple or the Government of India had facilitated the meeting. This is totally untrue as well as unfortunate. Jaffer Sharief Introducing the Railway Budget, for 1995-96, on 14th March 1995 Mr. Speaker, Sir, I rise to present the Revised Estimates for 1994-95 and Budget Estimates for 1995-96 for the Indian Railways. Introduction 2.1 Before I start the customary review of the performance during the current year to set the background for the projections of the next year, I wish to place before this august House an overview of the performance of the Railways from the time this Government assumed charge in 1991. Such a review has to be in the context of the ongoing economic reforms since, demand for rail transport being a derived one, changes in the economic situation have considerable impact on the performance of the Railways. Further, as a crucial infrastructure, Railways have to play a very important role in the economic development of the country. 2.2 Under the inspired leadership of the Hon'ble Prime Minister, Shri P.V. Narasimha Rao, the economic reforms and the liberalisation process set in motion by the Government have given a tremendous fillip to economic growth. It is being universally acclaimed that our country is among the most successful in the world in implementing economic and structural reforms without falling into any pitfalls associated with such transformation from a regulated to a market-friendly economy. As a result of these reforms, the economy is now poised for a breakthrough. Foreign Exchange reserves are at an all-time high, agricultural production is expected to scale new heights and industrial growth is expected to be close to eight per cent in the current year. -

One of the passengers in an e-ticket should carry proof of identification during the train journey. 3. Voter ID card/ Passport/PAN Card/Driving License/Photo Identity Card Issued by Central/State Government are the valid proof of identity cards to be shown in original during train journey. 4. The input for the proof of identity in case of cancellation/partial cancellation is also not required now. 5. The passenger should also carry the Electronic Reservation Slip (ERS) during the train journey failing which a penalty of Rs. 50/- will be charged by the TTE/Conductor Guard. 6. Time table of several trains are being updated from July 2008, Please check exact train starting time from boarding station before embarking on your journey. 7. For normal I-Ticket, booking is permitted at least two clear calendar days in advance of date of journey. 8. NAMES OF TRAINS Agniveena Express 2341/ 2342 Howrah – Asansol (ER Howrah division) In Bangla it means “The Fiery Lute”. This is the name given to the collection of poems by the celebrated Bengali poet, musician, revolutionary and philosopher, Kazi Nazrul Islam. He was born in Burdwan district in 1899 and died in Dhaka in 1976. He is the national poet of Bangladesh, and also honoured in India. Ahilyanagari Express 6325/ 6326 Indore – Thiruvananthapuram Central (SR Thiruvananthapuram division) Rajmata Ahilyadevi Holkar (1725-1795, ruled 1767-1795) also known as the Philosopher Queen was a Holkar dynasty Queen of the Malwa kingdom. She took over reigns of the kingdom after the death of her husband and father-in-law. She moved the capital to Maheshwar south of Indore on the Narmada River. She also built temples and Dharamshalas (free lodging)at sacred sites outside her kingdom, at prominent religious places like Dwarka, Kashi Vishwanath in Varanasi, Ujjain, Nasik, Parli Vaijnath and Somnath. The city of Indore is sometimes called Ahilyanagari in her memory. Ahimsa is a Sanskrit term meaning “to do no harm” (literally, the avoidance of violence or himsa). Ahimsa was one of the main principles which Gandhiji followed in his life. Pune was the place where Gandhiji was imprisoned and where his wife passed away, and Ahmadabad was where he set up his Ashram.
