Re: Reported meeting of an Indian journalist with Hafiz Saeed in Pakistan.

THE MINISTER OF EXTERNAL AFFAIRS AND MINISTER OF

OVERSEAS INDIAN AFFAIRS (SHRIMATI SUSHMA SWARAJ): On the issue which was raised yesterday in the House, I, with utmost responsibility and categorically and equivocally would like to inform this House that the Government of has no connection to the visit by Shri Ved Prakash Vaidik to Pakistan or his meeting with Hafiz Saeed there. Neither before leaving for Pakistan nor at his arrival there, he informed the Government that he was to meet Hafiz Saeed there.

This was his purely private visit and meeting. It has been alleged here that he was somebody‟s emissary, somebody‟s disciple or the Government of India had facilitated the meeting. This is totally untrue as well as unfortunate. I would like to reiterate that the Government of India has no relation to it whatsoever.

adequate compensation to farmers of Kammakeri village in

Parliamentary constituency in in lieu of acquisition of their

farm land for Kudachi-Bagalkot railway project in the State.

PARLIAMENTARY AFFAIRS (SHRI M. VENKAIAH NAIDU) responding to the issue raised by several hon. Members, said: I have noted the views expressed by the hon. Members from different political parties. The House is aware that it is a highly sensitive matter and also concerning the foreign policy. As rightly said by some of the hon. Members, we have a stated policy with regard to our approach towards Palestine and also towards Israel. So, any move by the Government of

India at this stage should not have implications on our foreign policy. As far as

Government is concerned, we don‟t propose to move any Resolution. I would convey the views of the Members to the Minister of External Affairs.

THE BUDGET (RAILWAYS)-2014-15- GENERAL DISCUSSION

DEMANDS FOR EXCESS GRANTS (RAILWAYS)-2011-12…. Contd.

SHRI PRALHAD JOSHI: After a long gap, a visionary and growth oriented budget has been presented with specific agenda keeping the national perspective in mind. In the last 10 years, the condition of railways has gone from bad to worse. Hon‟ble Minister of Railways is trying to bring it on track. In UPA

Government, there were 7 Ministers in 5 years which means their tenure was less than 8 months. How could they have run the Railways? That is why they used it to meet their political ends and personal ambitions. The Congress Government went on announcing the projects without even bothering to start them. Out of 676 projects, 359 projects have not been even half completed for which nearly Rs. 2 lakh crore is needed. We all know what quality of food is supplied in the

Railways. Hon‟ble Railway Minister has stressed on hygienic food and cleanliness and has also allocated 40 per cent of the money for that. Now, I come to my constituency problems. We are consistently demanding a - train, that is 17317 and 17318, for the last 10 years. I urge you to make this train on daily basis with a convenient time for Hubli and Belgaum people. Hon‟ble Minister has announced about the train for Gadag-Pandarpur to promote rail tourism. I request

Hon‟ble Minister of Railways to extend it further upto Hubli because Hubli is just

50 kilometres away from Gadag. Hubli is very famous for a famous temple of

Sant Shri Diddaroodh. The hon‟ble Minister has not sanctioned any new project.

The work of doubling of Tumkur-Hubli route, which goes to Bangaluru, is pending. I request you to allocate more money for the work. Whenever, new line projects are taken up include Dharwad to Belgaum line via Kittur. I urge you to kindly take care of the interests of Gulbarga and make it a new division of

Railways.

SHRI SUDHEER GUPTA: In this rail budget, Indian railway has welcomed increased revenue earning and investment. Reformative steps in the interest of public sector undertakings, domestic and foreign direct investment, public and private partnership and fare revision have been taken in this budget. The following reforms and expansions are required in certain passenger trains: Kota-

Neemach passenger train No. 59833 and Udaipur - Neemach passenger train No.

59836 should be extended till Mandsaur and Neemach – Udaipur passenger train

No. 59835 and Neemach – Kota passenger train no. 59834 must be started from

Mandsaur instead of Neemach, Jaipur-Yashwantpur Special train must be made regular and a stoppage of the same must be provided at Mandsaur. This train should be named as Pashupati Nath Express train, a direct DMU train may be started from Chittorgarh to Indore (via Ujjain) to connect Neemach and Mandsaur with the holy city of Mahakal, Ujjain and the commercial capital of Indore in

Madhya Pradesh, work on construction of rail overbridge on LC no. 141, 150-X,

151, 152 situated in Chanderia – Ratlam section must be completed soon, Ratlam –

Udaipur Express (19327) must be started half an hour early and co-ordinated with

Mewar Express in Chitorgarh, the under construction flyover at Ratlam station must be completed alongwith the ongoing work of Fatehabad - Indore gauge conversion for operating a direct train from Neemach-Mandsaur to Fatehabad,

Indore via Ratlam and provision must be made for providing adequate funds for doubling and electrification of Ratlam-Neemach – Chhitorgrh - Ajmer rail block.

SHRI HARIBHAI CHAUDHARY: This budget proposes to introduce 5 new general train services, 5 new premium train services, 6 new AC train services,

27 new Express train services, 8 passenger train services, expansion of 14 railway services, and survey of 18 new lines. The headquarter of West Central Railway must be set up in . A broad-gauge railway line has been laid in

Gandhinagar but there are not adequate number of trains on that line. Gandhinagar city must be connected with other cities, a new train service must be introduced from Gandhidham to Mumbai via Radhanpur, Deesa and Ahmedabad and an over- bridge must be constructed on Level Crossing 166 in Palanpur, Mansarovar, headquarter of my constituency. Bhabhra is a major city of my Parliamentary Constituency . Dadar Bhuj Express, Bareily Bhuj Express and Jodhpur Express must be provided a stoppage at the railway station in this city. At present there is a rail service between Dadar to Bhuj via Deesa which runs only twice a week, this train must be run on daily basis. Train running between Dadar-Bikaner must be given a stoppage at Deesa, train running between Jodhpur and Bhiladi must be extended upto Palanpur, Ajmer-Jammu Tawi train service may be extended upto

Gandhidham, train running between to Jodhpur must be extended upto

Gandhidham so that this area can have a direct train to reach Howrah, a new train must be introduced from Gandhidham to Dehradun so that people of Northern

Gujarat can have a train upto Haridwar, Kedarnath and Badrinath, Gandhidham-

Jodhpur train service must be extended upto Bikaner, Bhuj-Bareily train service must be run on daily basis. Out of Bhuj-Palanpur Local passenger train and

Gandhidham Palanpur train which runs from both the sides in the morning one train must be run between Gandhidham to Palanpur, separate General ticket counter and railway ticket reservation window must be opened at Deesa railway station, one general coach must be added to the Barmer-Yashwantpur train which runs twice a week. A direct train service must be introduced from Palanpur headquarter of Banaskantha, to Mumbai, , , Lok Shakti

Express and Gujarat Express trains running between Valsad to Ahmedabad stop at

Ahmedabad for more than ten hours so all these trains must be extended upto

Palanpur, Jodhpur-Yashwantpur Express, Ahmedabad-Udhampur Express, Jaipur-

Mumbai Premium Express and – Jodhpur must be given a stoppage at Palanpur, a DMU train must be run during day time between Palanpur and

Ahmedabad, there is no shed on the Palanpur broadgague railway line so the same must be provided, since companies of BSF and RPF are stationed at Palanpur and there is only one reservation counter there, which causes a lot of difficulty to passengers therefore keeping the same in view at least three railway reservation counters must be opened at the Palanpur railway station , a new train must be introduced from Ahmedabad to Ramdeora temple, railway line between

Ahmedabad to Abu road must be electrified, level crossing 126 which falls between Jaadi and Bhati village in Dhanera district of my constituency must be opened, the overbridge on the Bhiladi railway line in Dhanera must be widened, the railway crossing on Soyla railway line remains closed most of the time because the railway engines stop there for refilling diesel therefore, this crossing must not be kept closed for long durations. A new railway line must be laid between

Palanpur to Amba, a new railway line must also be laid between Palanpur to

Jodhpur via Radhanpur Dharad, Sanchaur.

SHRI G. HARI: Lakhs of peoples travel from Arakkonam to by train but no important trains are provided stoppage at Arakkonam junction. The following demands for my Arakkonam constituency may kindly be met: Work on the Tindivananm to Nagari track work must be speeded up, Ittchiputhur railway station located in between Arakkonam to Tiruthani must be reopened and a ticket booking counter must be set up there. Train No. 12623 Chennai-

Thiruvananthapuram Express and Train No. 12624 Chennai Mail must be given a stoppage in Arakkonam for the convenience of Sabrimala devotees, Chennai –

Tirupati train service which was stopped last year must be continued, morning and evening electric trains must be operated from Chennai Beach Station to

Arakkonam vai Kanchipuram Tirumalpur, all the express and super fast express trains must be provided stoppage at Arakkonam, Solingar, Panavaram,

Anvarthikhanpet, Walaja and Muguntharai puram stations, since there is no train services between 7 am to 9.40 am. from Thiruthani, a train must be run from there at 8 am.. In morning new Express train must be operated from Triuthani to

Chennai during morning time and it should be named as Thirutani Super Fast

Express, a new express train must be introduced in the name of Thiruthani

Murugan Express from Thiruthani to Kanyakumari via Madurai, Tuticorin and

Tirunelveli, the stoppage time of Mysore Chennai Garudadri Express is 9.25 am but it should be changed to 8 am for the convenience of public.

SHRI C. MAHENDRAN: A populist Railway Budget of 2014-15 has been presented by the hon. Railway Minister. The Government has taken strenuous exercise to provide multifarious benefits to the passengers by introducing new trains to Tamil Nadu.

SHRI CHAND NATH: Railway Budget presented for 2014-15, is commendable for the overall development of the Country. An announcement has been made in the Budget, that Bullet Trains, Semi-Bullet Trains and High Speed

Trains would be introduced. It will accelerate the progress of the country towards

21st Century. Announcement made regarding establishment of simulator centre is a welcome step. 4000 women security personnel would be recruited for the protection of women passengers. Budget has been paid attention to provide better catering facilities like ready to eat meal and cleanliness in the trains. It is a welcome step with regard to health point of view. Now, the passengers can book retiring room and platform tickets online which is a very commendable step. Train no.14041/14042 Delhi-Dehradun-Delhi Massoorie Express may be extended upto

Jaipur from Delhi and its stoppage may be provided at Khairtal and Rajgarh

Railway Station of the district alongwith other stations. A direct passenger train between Delhi-Ajmer should be introduced. Passenger train no.54011/54012 should be extended upto Bandikui. Train no.15715/15716 Kishanganj-Ajmer-

Kishanganj should be provided a stoppage at Khairtal. Stoppage to train no.15013/15014 and train no.19609/19610 should be provided at Rajgarh Railway

Station immediately. Stoppage to train no. 12403/12404 from Jaipur to via Alwar, should also be provided at Rajgarh Railway Station immediately. Construction work regarding doubling of railway line approved between Bandikui and Alwar should be started.

SHRI MULLAPPALLY RAMCHANDRAN : have been acting as a powerful agent of the unity and integrity of our country. Kerala is the only state in the whole of the country which has been given a raw deal or step motherly treatment by the Government. The main demand of the State of Kerala is also for setting up of a Peninsular Railway Zone. I would emphasize the paramount need of introducing a Railway line from Tellichery to Mysore. Greenfield international airport is going to be commissioned by 2015 at Mattannur in Kannur and a 20 KM line connecting Kannur to Mattanur has been envisaged in the last two budgets. Kindly expedite the matter. Modernisation of Tellicherry and

Badagara stations need to be taken up early. Small stations like Jagnath Temple

Gate, Payyoli, Thikkodi and Chemancheri also need fast improvement. A new local train from Byndoor in Karnataka be extended to Guruvayoor so that hundreds of pilgrims can visit both Mookambika Temple, Kollur and Sree Krishna Temple,

Guruvayoor. People from Kerala travel long distances to reach cities like Delhi in

Northern India. Urgent steps must be taken to maintain cleanliness in the trains.

SHRI RAJENDRA AGGARWAL: This Rail Budget has not been prepared keeping in view the vote bank. I congratulate the Minister of Railways,

Shri Sadananda Gowda, for this budget. Meerut is a major industrial city of

Western Uttar Pradesh where sports items, band instruments, handloom products etc. are manufactured and exported at large scale. For the convenience of

Industrial sector it is urgently required to connect Meerut with a Freight Corridor and establish a container depot there. Hastinapur has been an important Centre of our historical and religious tradition. I urge upon the Minister of Railways to immediately undertake the work of laying of rail line from Meerut to Hastinapur.

It was announced to develop Meerut as 'Adarsh Station' and Hapur as 'Model

Station'. It was also proposed to open OPDs and Diagnostic Centre at Meerut

Cantt., Meerut City and Hapur Station but these proposals have not been fulfilled so far. This time, the Minister of Railways has promised to complete these long pending projects in his Rail Budget speech. I request the Minister of Railways to complete the above mentioned pending projects in my Constituency at the earliest.

I demand that following trains may be introduced: A train may be run from Meerut to Vrindavan via Hapur-Bulandshahar-Khurja. A new shuttle train may be run from Garh Mukteshwar to via Hapur-Anand Vihar. Passneger trains running from Moradabad to Hapur (54305) and Hapur to Ghaziabad (54301) may be extended upto New Delhi. A new local train may be run from Meerut to Delhi.

A new train from Meerut to Howrah via Allahabad may be introduced. Pooja

Special Train was introduced from Kathgodam to Delhi via Hapur which has been discontinued now. The same may be restarted. Mandor express may again be extended upto Meerut. A bi-weekly train was introduced between Allahabad to

Udhampur via Khurja to facilitate the passengers. This train may be restarted.

Stoppage of Nauchandi Express and Sangam Express may be provided at

Kharkhoda Sation.

SHRI M. UDHAYAKUMAR: Railway Route Extension from Dindigul to

Sabarimalai via nilakottai, Vathalakundu, Periya Kulam, Theni, Cumbam & Kumli must be done because there is no Railway Route in that area. An Inspection

Survey may be carried out of these areas to facilitate the devotees going for

Sabarimalai Darshan, work on Trichy to Dindigul Phase II is dead slow. The same may be speeded up. Stoppage of all the major trains (Vaigai Exp., Pallavan

Exp., Podigai Exp., Nellai Exp., Kanya Kumari Exp. Etc. may be given at Kodai

Road junction Kodaikanal, Express Trains from Chennai Egmore to Palani via Vilupuram, Trichy and Dindigul may be provided because Palani is one of the major pilgrimages of South India and to make a new Goods shed at Tamaraipadi to avoid traffic congestion & public inconvenience in Dindigul city.

SHRI ANIL SHIROLE: A new scheme for private participation in the field of parcel operation is soon going to be started. We should take optimum benefit from land, buildings and other properties of railways. The offices should be shifted to sub-urban areas at nominal cost and headquarters should be converted into commercial use to fetch more economic benefits.

SHRIMATI POONAM MAHAJAN: The railway minister has delivered a reformist budget with a focus on improving passenger services, security and financial viability. It is a matter of pride that the first bullet train in India will be between Mumbai and Ahmedabad. A total of 58 new trains will be introduced including a Mumbai-Gorakhpur Jansadharan Express, premium AC express train between Mumbai Central and New Delhi as well as 3 weekly express trains between Mumbai and neighbouring states. Our city will get 864 additional state-of- the-art EMUs over a period of 2 years. Furthermore, the setting up of a separate housekeeping wing in stations is a welcome move. There is an undeniable imprint of the vision and ideas of our Prime Minister Shri Narendra Modi in the railway budget. We need better railway stations with basic facilities such as toilets and drinking water. I request the Ministry to look in to this issue and ensure that

Bandra Terminus is developed. SHRI PRASANNA KUMAR PATASANI: May I request the Hon.

Minister to ply the train from Khurda Road to completed areas immediately to mitigate the problems of local passengers. My second request to complete the work ever sanctioned for the flyover from Birosurendrasai Nagar to Pokhriput of my constituency. The Government has already decided to make Bhubaneswar and

Puri platform to world class stations with international facilities. I can request to allot more funds to facilitate Bhusundupur and Kuhuri railway stations. Near to

Bhubaneswar railway there is wagon/coach workshop at Mancheswar should have been developed. This section is highly neglected and I can appeal to open a railway school for employees. It is my last request.

ADV. JOICE GEORGE: Kerala has been discriminated in granting new railway lines, sanctioning new Trains, allocating new funds to the on-going projects especially Sabari rail (Angamali-) line etc. This railway line was in the railway budget for the year 1997-98 and till now out of 116 kms., the work is in progress only in 8 kms. A new alignment in District reduces the length of the line from 116 kms. to 111.2 kms. During the last 20 years, no new

Railway line has been commissioned in the Kerala. The above project may be given priority by the Central Government to continue construction work of

Angamail-Sabarimala projects.

SHRI V. PANNEERSELVAN : In the Rail Budget 5 new trains have been introduced in Tamil Nadu states i.e. West Bengal-Chennai, Jaipur to Madurai premium exp. Ahmadabad-Chennai Express, Chennai- high speed train, Melmaruvathur and Veilankanni special pilgrimage trains during festivals seasons etc. are being introduced. Setting up of cold storage Godown near Chennai to preserve vegetables and fruits has also been announced. FDI and PPP have been allowed to help make ends meet and fund infrastructure projects. It is requested to start a day time new express train from Salem junction-Chennai egmore.

Implementing pending projects and introducing some more trains from Salem to

Egmore this year in a day time is also required.

SHRI J.J.T. NATTERJEE : Hon‟ble Rail Minister has recognized the real condition of the pending projects and I hope that he will take more effective measures for the early completion of early approved railway projects. I would like to request him to take initiatives to extend the purview of safety to all passengers trains especially trains which are running with overcrowding in sub-urban areas.

SHRI ADHALRAO PATIL SHIVAJIRAO : I wish to draw kind attention of Hon‟ble Minster of Railways towards two railway projects of vital importance, which have not been included in the current railway budget, neglecting the strong sentiments of the people of Maharashtra. These two projects are -Nasik and

Kalyan-Nagar projects. There is a long pending demand to grant stoppage to the

Howrah-Pune, Howrah Express and -Pune, Patna Express to the Urali

Kanchan Station. I request Hon‟ble Minister of Railways through you Hon‟ble

Madam to kindly include the above long pending demands of the commuters of my areas. SHRI K. R. P. PRABAKARAN: Hon‟ble Minister has recognized the real condition of the pending projects and I hope that he will take more effective measures for the early completion of early approved railway projects. The

Diamond Quadrilateral high speed rail network would prove a game changer in terms of providing a transport infrastructure backbone for the country. This budget had placed considerable emphasis on improving the experience of the rail traveller by improving cleanliness, security, catering, toilet and other facilities at stations and trains while safety has also been accorded the highest priority. I would like to request to take initiative to extend the purview of safety to all passengers trains especially trains which are running with overcrowding in sub- urban areas. My constituency is ultimately deprived of railway services for many years. I feel it is my utmost duty to get all those pending works finished during my tenure.

SHRIMATI K. MARAGATHAM: Hon. Railway Minister has brought before the country the real situation of Indian Railways, giving importance for early completion of already approved projects rather than announcing new railway lines. It is unfortunate that in the last 10 years, 99 new line projects worth of

Rs.60,000 crore were sanctioned but only one project has been completed. Hon.

Minister has recognized the real condition of the pending projects. The long pending demands of the people of my constituency as follows construction of subways in to railway gates in Kanchipuram Railway Station, basic amenities to be fulfilled in Kanchipuram railway station, modernization required for all the platforms, PRS counter in Head Post Office in Kanchipuram, special quota to be provided all Express trains for the passengers from Kanchipuram, passenger train between Kanchipuram-Chennai Central and Chennai Egmore via Tambaram on hourly basis. This Budget had placed considerable emphasis on improving the experience of the rail traveller by improving cleanliness, security, catering, toilet and other facilities at stations and trains while safety in operation has also been appropriately accorded the highest priority. Below mentioned genuine demands for your kind perusal as follows : Train Nos.66045/66046 Melmaruvathur -

Villupuram EMU, Train No. 56037/56038 Egmore-Villupuram, Train

No.56859/56860 Villupuram-Thambaram and Train No.56041/56042 Triupathi-

Pondicherry.

SHRIMATI RANJEET RANJAN: Following provisions should be made in the interest of Bihar: A new railway line to Bheemnagar via Madhepura

Sinheshwar-Triveniganj be included in the budget, construction of a railway line from Bihariganj to Muraliganj via Jadia Chhatapur upto Birpur be included in the budget, construction of a new railway line from Purnia to Dhamdaha via Rupauli upto Chausa be included in the budget, Provision of sufficient funds be made for the construction of new railway line from Saharsa to Kusheshwar via Mahishi, construction of Khagaria railway bridge be completed without any dealy.

Rajrani Express which originates from Saharsa should run from Murliganj, Koshi

Express which runs between Saharsa to Hatia should run from Murliganj, Janki

Express, which runs between Saharsa Jayanagar should be run on daily basis, Purabia Express, which runs between Saharsa to Adarsh Nagar, should be run on daily basis, Gharib Rath Express between Saharsa and Amritsar should be run on daily basis, Vaishali Express between New Delhi and Barauni should be extended to Saharsa, Amrapali Express between Katihar to Amritsar should be extended to

Saharsa and Madhepura railway stations should be beautified.

SHRI R. P. MARUTHARAJAA: New Train service between Ariyalur and

Namakkal via Perambalur, Thruaiyr & Musiri in Tamil Nadu be introduced.

Necessary fund to construct a Subway at Uttamarkovil be provided.

DR. SIDHANT MOHAPATRA: 14 % in passengers fares in one go will pose a big burden on the common man. I request you to look into the following pending proposals. 60 Km between Gunupur and Rayagada if constructed will serve the most backward and tribal areas of the district. Wagon factory in Ganjam should be constructed thus generate employment. Passenger amenities in

Berhampur, Chatrapur, Ganjam, Parlakhemundi, Gunupur and Palasa be provided.

ROB Jagannathpur Railway Station and Ambapua, RUB at Chatrapur Main Station and Court Station, Suria Road, Randha Village near Golonthra be constructed.

12145-12146 from Kurla (Mumbai) to Bhubaneswar should be extended upto

Palasa. Express train from Gunupur to Bhubaneswar and Gunupur to Visakhapatnam be constructed. Stoppage at Rambha station be made. Roukela-

Bhubaneswar train upto Bertampur. Khurda road bypass be constructed.

SHRI MUTHAMSETTI SRINIVASA RAO: Railway Budget-2014 disappoint newly carved Telangana State. We have only two divisions. Couple of new Division in Telangana State are needed. Bhadrachalam – Kovvur Railway line. Railway Lines, New Road Over Bridges should be constructed.

Infrastructural facilities to generate employment allocate more funds for the development to Telangana.

SHRI RAMCHANDRA HANSDAH: I cannot support as there is little provision for my home State Odisha. Some of the problems of my state are as under: Kharagpur Division is badly needed with upgraded sleepers. 18008/18007

Baripada Shalimar Similipal Intercity Express timing should be suitably changed

12891/12892 Bangriposi-Bhubaneshwar SF Express should be extended to Puri.

Badmapahar – Tata Passenger train should be extended to Rourkela. My district should be paid attention by the department.

SHRI TAMRADHWAJ SAHU: This Government has come to power by promising moon to the people, by promising containing the prices in a day, by promising to bring back the black money stashed abroad and finally by promising to bring good days but this Government kick started with increasing the unprecedented hike in rail fares. The UPA Government had left railways on a strong wicket. This is absolutely misleading that railways is not in good condition.

Since the Government wanted to increase the railway fares, it is therefore, leveling such allegations. At present, the total length of railway tracks is 1,15,833 K.M.

This has been done during the Congress Government. Earlier 10-12 bogeys trains used to ply now 24 bogeys trains ply. Likewise, 25-30 wagons goods trains used to ply now the number of wagons in a goods train has increased to 58. This time,

Chhattisgarh has got nothing in the railway budget. After examining the railway budget, I have found that in Chhattisgarh Bilaspur zone very important works have been allocated quite negligible amount. Dallirajhara-Jagdalpur rail line has been made an allocation of Rs. 21 crores only though it needs 772 crores of rupees for completing the remaining work. Likewise, only a token amount has been set aside for the ongoing or proposed railway project in Chhattisgarh. Finally I would like to make a demand for introduction of 6 new trains. Durg-Indore express via

Bilaspur-Katni-Guna, Durg-Bokaro steel city express via Rourkela- Ranchi,

Bilaspur-Trivendrum express via Durg –Nagpur-Kalyan-Madgoan, Korba-Nagpur central Shatbdi Express and Guwahati express should be introduced immediately.

SHRI T.G. VENKATESH BABU: First I thank Pyratchi Thalaivi Amma whole-heartedly for reposing her faith in me to fulfill the party‟s and her progressive policies and represent the interest of Chennai North Constituency on her behalf. The Railway Budget introduced by the Railway Minister is bold and honest. It accepts the shortfalls. There is 25% more budgetary increase on passenger amenities and 40% more on cleanliness. Regarding Chennai suburban train services, the railway has not given adequate attentions since long. The suburban service, particularly between Chennai central and Gummudipoondi is always crowded. There is long pending demand to ply more services. Hon‟ble

Finance Minister has announced that Ponneri would be developed as a smart city.

Therefore, the railways should consider at least five minutes frequency of EMU services in this station. I would like to list the long pending demand relating to

Tamil Nadu. Demand for developing a new coaching terminal at Ennore or at

Atthipattu in North Chennai has been long pending. Development of Royapuram as a new modern Third Terminus as Chennai Terminal and Egmore stations are saturated and introducing direct express trains from Ennore to Tirunelveli and

Rameswaram via Royapuram and Chengalpattu has been a popular and long standing demand. There are multiple and diverse issues, which are facing the nation and which need to be addressed on war-footing. The launching of Diamond

Quadrilateral for high speed trains is a good step. The „Own Wagon Scheme‟, which was announced earlier with much funfair, did not take off. Similarly, no private firms came forward for constructing the dedicated freight corridor scheme under the PPP mode. High speed tracks and dedicated freight lines did not materialize. In all the countries of the world, Railways is prioritized as the public transport and is heavily funded. China is allocating it Rs.1,80,000 crore every year to railway planning. Our Railways has too meager a budgetary support which is just enough to meet out the loss incurred on passenger traffic.

KUNWAR SARVESH KUMAR : In the 2014-15 Railway Budget, the hon. Minister of Railways has proposed for running bullet train from Delhi to

Agra, Delhi to Kanpur and announced for gauge conversion from Pilibhit to Shahjahanpur, Mumbai-Gorakhpur new Jan Sadharan train and extention of

Chhapra-Lucknow train via Balia, Gazipur, Varanasi, New Delhi-Varanasi and

Ram Nagar- Express trains. A proposal to provide escalators and lifts at stations and to introduce battery driven cart has been made. On line booking has been extended, ready to eat food and food court have been proposed, cleaners and on board housekeeping services have been provided in 400 trains. Potable water has been given highest importance. Improvement in Railway reservation system, overall development of stations, movement of agricultural products, co-operation with central rail side warehousing corporation, transparency, urban transport, goods traffic business and online registration of Wagons have been proposed in

Railway Budget. A new Railway line from Thakurdwara to Afjalgarh-Kalagarh be introduced. Ramnagar-Haridwar Sampark Kranti link express should be given at least 5 minute stoppage at Roshanpur Railway station.

SHRI RAVINDER KUSHAWAHA: There is a railway project for new railway line in Eastern Uttarpradesh from Barhaz Bazar to Faizabad via

Dohrighat. After completion of this 194 km long railway project which connects

Assam, West Bengal, Bihar and Delhi, the distance for Delhi will get reduced.

Varanasi New Delhi Shirganga Express 12559/12560 should be extended upto

Bhatani Jn. Via Mau. Doubling and electrification of Bhatani-Varanasi-Allahabad section would be helpful for development of Poorvanchal. Superfast overnight

Train with 24 coaches each for Bhatani-New Delhi via Mau-Varanasi and Balia-

New Delhi via Mau should be provided. SHRI AJAY NISHAD : Train No.11033/11034 Darbhanga Pune Express should be extended upto Mumbai and it should be run three days a week.

Chappra-Chennai train and train No. 15108 should be extended upto Muzaffarpur.

Frequency of train No.15227/15228 should be increased for three days a week.

Muzaffarpur-Anand Vihar should be run three days a week.

Direct superfast train from Muzaffarpur to Mumbai should be introduced.

Shatabdi and Jan Shatabdi trains should be introduced from Muzaffarpur to

Howrah. Train No.18864/18865 Marudhar Express should be extended upto

Muzaffarpur. Delhi-Guwahati Rajdhani via Lucknow, Gorakhpur, Muzaffarpur should be run three days a week. Duranto train from Muzaffar pur to New Delhi

DR. SWAMI SAKSHJI MAHARAJ: Lucknow Swarn Shatabdi should be provided a stoppage at Unnao. Kanpur Shatabdi should be extended upto

Lucknow. A railway ticket counter should be provided at the left side of Unnao station. Train No.12565 Bihar Sampark Kranti Up and Down should be provided a stoppage at Unnao. AC first class coach should be included in Farakka 13414

Express. Train No.12139/12140 via Farrukhabad and train no. 15107/15108

Mathura-Chhapra Express should be provided a stoppage at Unnao station.

Number of coaches should be increased in Unnao Raibareilly train and train passing facility should be provided at Achalganj.

SHRI TARIQ ANWAR: It seems that in this budget emphasis has only been given to selective States and cities ( and Ahmadabad), ignoring other areas of the country. I oppose the recent hike of 14.2 percent in railway passenger fare and 6.5 in freight charges as it is anti-common man. The inflation of food and other essential items is already hitting hard on common man. Railway is lifeline of the people of Bihar state. but unfortunately nothing sustentative has been mentioned for the state of Bihar. Construction of Railway Bridge on Ganga River between Manihari (Bihar) to Sahebgunj () be done. Commencement of new train service between Katihar to Ranchi be done. Commencement of new train service between Katihar to Jainagar via Darbhanga be done. Commencement of new train service between Katihar to Amritsar via Delhi be done. Commencement of new train service between Katihar to Mumbai be done. Extension of Barauni-

Lucknow train no. 15203 till Katihar. Commencement of a new Express train service from Jogwani to Allahabad via Katihar, Chapra, Balia, Varanasi.

Permission to Train No. 15228 from Muzzaffarpur – Jawantpur to operate daily.

Commencement of new Express train service from Katihar to South India. Katihar to Howrrah – Express train should be made daily with extra A/C coach. Amrapalil

SHRI MEKAPATI RAJA MOHAN REDDY: Much has to be done with regard to safety and security of the passengers and expansion of new railway lines and starting of new trains also. In the past, regarding the safety of the Railways constituted some committees. These committees have submitted their repots, but they are still pending with the Railway Ministry. In Andhra Pradesh and

Telangana, there are 29 projects pending. I request the hon. Minister to implement those projects at the earliest. Important project between Nadikudi and Srikalahasti,

Hyderabad and Chennai be implemented. This project has been pending for decades. It would also be an all-weather route. Many times train services get disturbed between Vijayawada and Chennai. So, this line would provide an all- weather alternative route. It had been sanctioned in the Railway Budget of 2010-

11, but its implementation is not moving ahead at all. I request the hon. Minister to give importance to this project. A new train should be introduced between Gudur and Shridi via Vijaywada and Secundrabad. There is also a demand to start a new train between Vijayawada and Bengaluru via and Renugunta. There is also a demand to stop at Coromandal Express, Tamil Nadu

Express and Nizamuddin Garib Rath. There is a demand of providing a half at

Kavali for Yasvantpur-Howrah Express, Sabari Express and Seshadri Express.

The railway is the cheapest mode of transport for passengers as well as freight transportation. The Railways have to find a way to implement all the pending projects and to take up new project also. During Shri Vajpayee‟s time National

Highway Projects were taken up. So, I would request the Government of India to find some ways and means to implement all these projects.

SHRI A. ANWHAR RAAJHAA: Ordinary passenger trains for common people must get a boost with increased frequency. The Railway Minister‟s efforts to attract Foreign Direct Investment, Public-private partnerships and commercialization of Railway lands may help to meet the financial requirements of the Railways. A heavy investment is needed for the already announced dedicated freight corridors and the newly announced Diamond Quadrangle high speed trains linking the four metros and the much awaited Bullet Trains. To compete with other economies of the world, our freight trains must pick up speed. In my constituency, the economic backwardness is more due to lack of transportation facilities. A massive outer-port project in Tuticorin with a considerably big budgetary allocation is to be taken up soon. Double-line rail routes and electrification of railway lines can be of great help to operate more number of trains. They would help save time, conserve energy and increase economic activity. A daily Express train between Rameswaran and is a long felt need and a demand. A direct link for Rameswaram with Mysore via Bengaluru may also be considered by the Railway Minister who hails from Karnataka.

Railway Minister in his Budget Address proposed to operate special trains to

Melmaruvathur and Velankanni. I request the Railway Minister to consider operating similar trains to Srirangam and Rameshwaram, the traditional pilgrim centers of south India.

SHRI HANSRAJ GANGARAM AHIR: Railway is a vehicle to strengthen the economic and social sector of our country. This rail budget will strengthen the country. This is the new effort of the hon. Minister. During the ten year regime of the previous government 99 projects were announced but only one out of them has been completed. This Budget will help in completion of pending projects of

Railways and the benefit of development will reach to all parts of the country.

Chandrapur is the backward district of Maharashtra. I request to complete the rail projects sanctioned for my constituency. We have demanded a train to Pune which has not been fulfilled. Amravati-Pune train should be extended upto

Balharshah. Secunderabad to Balharshah train should be extended upto Manjhi station. I demand to extend the Ramgirih train upto Balharshah-Chandlaford. Some trains do not stop at Chandrapur. Stoppage should be provided to all trains at Chandrapur. Survey has already been completed for Nanded-Warda rail line and work is going on that line on a slow pace. That should be completed early. Under passes should be constructed at the no man gates. In my constituency agitation is going on for this. I request the government to take decision in this regard.

Medical test of more than 100 candidates was conducted for recruitment in Central

Railway but they have not appointed so far. I request the Government to appoint those candidates immediately. Some provision should be made for Balharshah to

Surajagarh which is a tribal area and is also infested by naxalism.

SHRI JHINA HIKAKA: Koraput is a tribal district and most backward districts of the country. As no comprehensive and formidable action was taken to bring the people of this area into the mainstream of the society. The lack in development of infrastructure viz. road, railways, educational institutions, industries etc. has aggravated the situation emanating from poverty. There is only one train namely Hirakhand Express is connected to Delhi from this region. For acceleration of all-round development, it is necessary to introduce new trains like

DMU from Koraput to Bhubaneswar and from Gopalpur to Rayagada via Gunpur and Theriwali as well as from Koraput to Delhi via Rayagada.

SHRIMATI SAKUNTALA LAGURI: There is no mention of development of Railways and providing railway facilities to the people living in tribal areas of the country. There are so many things in this budget which were absent in the previous budgets. Steps have been taken to complete pending projects from foreign countries, private sector and other alternative sources. High quality food will be provided. There is a provision for recruitment of 17 thousand men and four thousand women in . 5 new Jan Sadharan long distance rail service is introduced. There is an announcement in this rail budget to carry out 18 new surveys to lay new railway lines at new places. There is a provision to conduct survey of doubling of railway lines, to lay third railway line and conversion of meter-gauge into broad-gauge. Efforts have been made to improve e-ticketing. Now, 7200 tickets can be booked per minute and One lakh

Twenty Thousand people can avail this facility at the same time. A new Rajdhani train may be introduced between Delhi and Bhubneshwar via. Keonjhar. This area is a tribal dominated area and it will be in the interest of the country to improve social and economic condition of these people. My constituency is a mineral rich area. Several passenger rail services can be introduced here. Computerised

Reservation Centres may be set up in important cities of Keonjhar.

SHRIMATI RITA TARAI: The development of railways in District

Jajpur, Odisha has been neglected. Haridaspur Railway Station can perform a vital role to serve the goal set by the Nation besides contribution to revenue of Indian

Railways. Railway line from Harisdaspur to Paradeep port will be a significant advancement in the coming couple of years. The Railway station can be used by tourists to visit the Buddhist Heritage triangle that included Lalitgiri, Udayagiri,

Ratnagiri. The railway stations in Jajpur District i.e. Jenapur, Baitarani Road,

Korai, Jakhapura and J.J.K.R. Road need care for their development. J.K. Road station is the most important station of the Jajpur District and 3-4 surrounding districts. Some trains like Bhubaneswar Rajdhani Express (22824) via Tata, should halt in the station. Improvement of the infrastructure will boost rural business and commerce.

SHRI NAGENDRA KUMAR PRADHAN: While Odisha continues to be one of the largest contributors to the earnings of Indian Railways, the railway route length and rail density in Odisha is much below the national average. I would request the Minister kindly ensure allocation of a sizeable part the revenues generated from Odisha within the State itself for expanding and augmenting rail density in Odisha. I request to extend the eastern dedicated freight corridor from

Dankuni to Brahmapur to ensure seamless movement of freight between the upcoming ports on the Odisha coast including the major port at Paradeep and the vast northern and Central hinterlands of India. A large part of Odisha including seven backward districts remained untouched by the railways. In this context, the construction of Bhadrachalam Road-Talchar Rail Link via Malkangiri, Jeypore,

Lanjigarh; Sambalpur-Brahmapur new Rail Link via Phulbani and Rayagada-

Gopalpur Rail Link via Bhismagiri assumes importance. Khurda-Bolangir Rail

Project needs to be taken up on top priority and Talchar-Binlagarh line needs to be accelerated and completed. I would also like to draw attention to the expeditious completion of doubling work of Sambalpur-Talchar, Khurda Road-Puri link

(phase-II), Cuttack-Barang, Raj Athgarh-Barang and Barang and Barang-Khurda

Road 3rd line and sanction Khurd Junction Bypass line. The execution of Angul- Dubri-Sukinda Road B.G Rail link and Haridaspur-Paradeep Rail link should be expedited to support the industrial units in Angul-Talcher region and the

Kalinganagar Industrial Cluster. I would request Railways to develop mega multi- modal logistic parks near the important industrial clusters. The survey for a high speed rail between Howrah-Bhubaneswar-Vishakhapatanam-Vijayawada-Chennai,

BBSR-Rourkela via SBP should be expedited. DMU/MEMU services should be introduced in Sambalpur-Jharsuguda-Rourkela, Brahmapur-Balasore corridor and

Rourkela-Keonjhar via Barbil. Cuttack and Bhubaneswar together are being developed as twin cities and it would be appropriate time to commence detailed planning for rail based city transport system in greater Bhubaneswar region. I would urge the Minister to expedite setting up of the Wagon Factory at Sitapali in

Ganjam, Wagon Maintenance Shop at Kalahandi and Skill Development Centre at

Koraput. My demands for laying of new lines, extension of trains, providing of stoppages and construction of RoBs may also be considered.

SHRIMATI DARSHANA VIKRAM JARDOSH: The announcement about the bullet train in the Budget is unique and wonderful. Decision for upgrading 10 railway stations to world class standard is commendable. Inter connecting the religious places with the rail network is a certainly a welcome step.

Head Quarter of Western railway may be set up at Ahamedabad at the earliest.

DRM office may be set up at and it may be upgraded as a division. Surat-Mahua train services may be provided daily instead of weekly.

Stoppages may be provided at Surat for Sampark Kranti trains and Trivandrum Rajdhani Express train. There should be EQ against Surat in all important trains.

The gauge conversion work of Bilimora-Vagai Narrow Gauge needs to be expedited. Bharuch-Virar Shuttle needs to be rescheduled at 3 pm. Stoppages may be provided for Lok Shakti Express, Dehradun Express in my parliamentary constituency and stoppage for Gujarat Express at Sayan railway station may also be provided. There is a need to start a train via Surat- North India to West Bengal and also run the Bandra-Patna train, and Surat Bhagalpur

Express on daily basis.

SHRI VINAYAK BHAURAO RAUT: has its own importance in the history of railways. Today, the length of Konkan railways is 850 kilometers. I demand that Konkan Railway should be under the Indian Railway instead of Konkan Railway Corporation. Konkan railway is the only railway to link north India to South India. Konkan Railway was envisaged for the benefit of the Konkan but the people of Konkan region are not getting the benefit of Konkan railway. There should be 20 coaches in Rajyarani train and 15 coaches in

Janshatabdi. There is demand from the people that there should be a terminal at

Sawantbari. There is large scale black marketing in e-ticketing booking. New methods should be adopted for booking of tickets for the trains which are running for the people of Konkan region so that the people of that region could avail the benefit thereof. In Konkan region people have to face lot of difficulty during rains because there is no shed over the platforms at railway stations at Konkan region so shed should be provided at all the platforms. I request to introduce a train upto

Goa under Konkan railway.

SHRI RAM KRIPAL YADAV: This rail budget has been presented with a good vision. Railway is an important department and works for the welfare of the people. Railway connects the people. Railway was suffering losses continuously due to lack of vision and the hon. Minister was compelled to increase rail fare before presentation of the rail budget. This is a balance budget. Efforts have been made to give something to every part of the country. There are many serious problems of Bihar. A bridge is being constructed for long to connect North Bihar and South Bihar. Its original cost was Rs.600 crores which has escalated to 2930 crores and even 30 per cent work of the project has not been completed. A bridge is being constructed over the River Ganga and it should be completed at the earliest. A road-cum-bridge has been constructed near , it should be upgraded. DRM office is located in Danapur and the quarters constructed for officers and staff are quite old. Those quarters should be constructed afresh.

There is a need of introducing or Premium trains from Patna to

New Delhi, Mumbai, Bengaluru and Pune etc. Racket in railway reservation should be done away with. There is a need to increase the number of trains between Patna and Delhi. Large number of people from Bihar work in Delhi and trains are the only means of commutation for them. The government has resolute to complete the old projects in Bihar and in the country on priority basis. I demand to provide stoppage to Rajendra Nagar, LTT Mumbai, Delhi Guwahati Brahmaputra Express and Patna Kolkata Express at Danapur. Patna Delhi Lal

Quila Express and Janata Express have been discontinued but no alternative arrangement has been made for the poor people. There is a need to increase the number of trains. There is no double line between Danapur--Mugalsarai, therefore, the line on this section should be doubled. Bihar has been left out in respect of world class stations and Bullet trains. One Bullet train should also be provided to Bihar so that maximum number of people could be benefited.

SHRI KRISHNA RAJ: In this budget the Hon‟ble Railway Minister has taken care of the needs of all sections of the society. As regards my constituency, I request to introduce train no. 24315-16 and 24321-22 from Shahjhanpur in public interest. Further, there is no train from Shahjhanpur to Mumbai and no train passes through this town. Therefore, Train No. 222533-34 Pushpak Express should be extended to Shahjhanpur instead of Lucknow. Train No. 24314-24313 Lokmanya

Tilak Barelly Express should be operated from Shahjhanpur.

A stoppage may be provided to Train No. 225651-52 Lohit Express at

Shahjhanpur to provide connectivity with North Eastern region. Basic facilities for passengers should be provided at platform No. 4 and 5 at Shahjhanpur station.

Four coaches (General and Sleeper) should be added to Delhi Passenger Train

No. 54076. Further, 24 coaches should be attached to each train as per rules and separate coaches should be attached for women and the disabled. A „Sulabh

Shauchalaya‟ may be provided at Shahjhanpur. The ticket windows should be opened round the clock for senior citizens, women and the disabled. Doctors and medical stores are not available in Railway hospital for the last 5 years. Therefore,

I request the Minister to provide the same. Surveys have been conducted for the rail line from Shahjhanpur to Farrukhbad (length 90km) many times but nothing has materalised yet. Therefore, I request the Minister to do the needful in this regard. There is a need for Farrukhabad-Mailani rail line to increase revenue and to meet public demand. The stoppages of 12237/12238 Varanasi-Jammu Tawi

Express, 12369/12370 Howrah-Haridwar Express, 15622/15621 Anand Vihar

Express, 13256/13255 -Danapur Express, 15904/15903 Chandigarh-

Ramnagar-Bandra Mumbai should also be provided at Shahjhanpur so that people of my constituency could be benefited. The Railways should build a martyrs‟ monument in Shahjhanpur. About 900 acres of railway land in Shahjhanpur is lying vacant and it is therefore requested to construct an Engineering or Medical

College there.

SHRIMATI RAKSHATAI KHADSE: Bhusawal being the main junction on the main line of Central Railway needs to be upgraded for the sake of better convenience of the passengers and tourists. I request to provide one auto escalator for the senior citizen and foreign tourists. The experimental basis RO drinking water facility may be provided at this junction as practically all trains are halting at least for 10 minutes on this station. There is long lasting demand from our constituency that one Express train should operate between Bhusawal and

Mumbai. If at this juncture if it is not possible to put the new train I request

Hon‟ble Minister to please provide the extension of the presently running train no.

22101/22102 Manmad-Mumbai Rajyarani Express to Bhusawal in this budget.

There is no Premium train operating from Delhi to Mumbai via -Bhusawal-

Manmad, so I request to further extend the train no. 12001/12002 New Delhi –

Shatabdhi Express to Bhusawal instead of proposed extension to Habibganj. I also request to envisage the possibility of providing the commercial stoppage at the already provided technical stoppage for the trains operating between point to point service, Duranto Express. By filling the vacant position in these trains can fetch more revenue to Railways and also convenient for the passengers travelling on short enroute. The train‟s departure shifted from Dadar to Lokmanya Tilak

Terminal for the train no. 11057/11058 (now LTT-Amritsar Express) is highly inconvenient to passengers traveling from our constituency for the business purpose and also for the local Political Representatives working in the States and various Local Bodies Representatives frequently visiting to State Head Quarters at

Mumbai. I request to reinstate the departure of this train from LTT to Dadar as before. I request to increase at least 5 coaches (one-2AC, one -3AC, two-sleeper and one-General) to the train no. 110039/11040 Gondiya- Kolhapur Mahashtra

Express. Also the time at which the train reaches at Pune are inconvenient specially for the ladies traveling to various Colleges/Universities from their native place. I request to reschedule the arrival time to reach at Pune at 6.00 in the morning. I request to provide the good conditioned rack in time as per the demand of the farmers specially Banana cultivators and upgrade the goods loading points which come under my constituency of Raver, Maharashtra State.

SHRI R. RADHAKRISHNAN: Hon. Railway Minister has taken a very practical approach in this Railway Budget. He has concentrated more on improving the services being provided at present by the Railways. He has put a lot of importance to improve safety, hygiene, sanitation and the food provided by the

Railways. So far as railway network in my constituency Puducherry is concerned, the British railway network had excluded Puducherry. So, this exclusion should be transformed into a more inclusive approach and Railways should work out the viability to include Puducherry in most of the train services in the near future.

There are a lot of passengers travelling from Karnataka, Chennai and Kerala to

Pondicherry. So, improving the railway network will definitely bring in a lot of passengers from the southern states. Efficiency should be the guiding factor for the Railways and the Railways should be able to provide services much more efficiently. Besides, profitability should also be there but the burden should not be passed on to the general public.

SHRI DUSHYANT CHAUTALA: In this Railway Budget, there has been an emphasis on modernization of Railway but I would like to bring to the notice of the hon. Minister that due to increase in population the whole railway system has been overfed. So, I would like the Railway Minister to consider introduction of double-decker coaches in trains. With regard to development of border railway, I want to say that on the West we have long lines from Jodhpur-Jaisalmer,

Anupgarh-Chittorgarh-Motigarh-Bikaner, Jodhpur-Agolai-Shergarh-Phalsund and on the North we have -Leh, Jammu-Akhnoor-Poonch and -

Kargil-Leh. A specific Budget need to be allowed for development of such railway lines. The Governments in the past 10 years have tried to improve the condition with regard to certain basic necessities at the railway station but situation had not improved. The quality of water available at the railway stations is not up to the mark. So, I request the Minister to introduce the RO system on stations like

Jind, Bhiwani and Hisar in . The hon. Minister had announced to conduct a survey of Hissar-Jind line so I would also like to request him to ex tend that line to Rajokri and . He has also introduced Shatabdi from Bhatinda to

Delhi. I would request him to run that Shatabdi through my constituency which will connect Sirsa, Hissar, Bhiwani, Rohtak to Delhi on bi-weekly basis.

DR. SUBHASH RAMRAO BHAMRE: I support this Railway Budget and congratulate the Hon‟ble Railway Minister who inspite of limited resources has tried to provide basic amenities to passengers and Bullet train. However, my constituency Dhule is not on main railway line which is depriving my constituency from industrial growth. There has been demand since last 40 years for the new railway line project starting from Manmad, via Dhule, Shirpur(Maharashtra),

Mhow, Indore (). This new railway line is a life line for my region. The hon. Minister may kindly give justice to backward region of Dhule by sanctioning this new railway line project. SHRI NEIPHIU RIO: I congratulate the Railway Minister for giving a

Budget highlighting the vision, the innovations and the progressive ideas that are aimed at modernizing the Indian Railways. But at the same time I want to say that in the 50 years of statehood of Nagaland we have only 8 km of tracks touching

Nagaland which was built during British time. This eight km of track is not sufficient. So we had come out with proposal to connect inside Nagaland from

Dimapur to Tizit which is crossing six districts covering about 300 km. Besides, a project was sanctioned in 1997. It was to go from Diphu to Karong but in 2004, this was diverted to Jiribam-Tupul by avoiding the Nagaland state. I want the

Ministry to re-visit this project. The project from Dimapur to Kohima is taking a lot of time. I hope with 54 per cent funding in the north-east, sufficient funds would be given to complete this project. The Dimapur railway station needs upgradation and modernization which should be done on priority basis.

SHRI P. NAGARAJAN: I appreciate this railway budget for 2014-15. I feel that some more new projects and new trains should have been introduced for

Coimbatore. Four daily trains from Coimbatore to , Palakkad,

Mettupalayam and Pollachi may be introduced for the convenience of the public.

Electric trains from Palakkad to Tiruppur via Coimbatore and return and

Mettupalayam to Pollachi via Coimbatore and return may be introduced.

Peelamedu Railway Station Platform‟s length may be extended. Necessary steps may be taken to introduce more express trains to Chennai from Coimbatore. A third electrified track may be laid between Coimbatore and Erode. A new line may be laid between Tiruppur and Karur to improve rail services. All Express trains running through Tiruppur to Palghat must terminate at Coimbatore Junction.

Podanur, Singanallur and Peelamedu Railway Station may be expanded and basic facilities may be provided to facilitate passengers. Stoppage should be provided to

Mettupalayam and Coimbatore trains at Pudhu Pudur and Tudiyalur Railway stations and platform should be erected at these stations.

DR. PRABHAS KUMAR SINGH: A railway over-bridge at Jagannath

Nagar railway crossing at Barpali, Bargarh, Odisha may be constructed to solve traffic problem. The unmanned railway crossings should be manned. Barpali,

Bargarh and Jharsugura railway stations should be modernized. The express Train

Nos.12994-12993, 18405-8406, 18107-18108, 12835-12836, 18473-18474, 18442-

18441 and 18309-18310 should be halted at Barpali railway station. Samaleswari

Express and Bolangir-Bhubaneswar inter-city should be given stoppage at Attabira station. Jammu-Tawi-Rourkela Express should be extended upto Titlagarh. A new

Bhubaneswar-New Delhi Rajdhani Express via Sambal should be introduced on daily basis. Puri-Sambalpur inter-city may be extended upto Bolangir.

Construction of double lines and electrification of Titlagarh-Sambalpur-Angul route should be done to avoid heavy traffic. Railway over-bridge may be constructed at Chowkipara, Jharsugura to avoid traffic jam.

SHRI RAMESH BIDHURI: For the first time, a good Railway Budget has been presented in the country. Earlier, the previous governments led by Congress

Party had never made efforts to provide better railway amenities to the people of the country. But in this Budget, steps like introducing 58 new trains and developing world class railway stations have been taken. E-governance and making railways a paperless department have been proposed as a mission in this

Budget. Now, Delhi is proposed to be connected to Agra, Chandigarh and Kanpur with high speed trains. There is a railway station at Tuglakabad which is the biggest yard in India. The condition of the station is very bad and the condition of railway colony located nearby is even far worse as railway employees are not getting proper facilities. This matter needs to be looked into on priority basis.

Besides, I would like to request the hon. Minister to make a penal provision to prosecute those who litter at the railway stations. The hon. Minister has proposed to set up a railway university for technical and non-technical subjects. I request him that this university should be set up in Delhi only. In order to check accidents, there should be wire fencing on Brijwasan-Shahabad line. There is also need to construct a foot over bridge each in Okhla Phase-I and Phase-II industrial area.

SHRI P.V. MIDHUN REDDY: Great injustice has been done to our state

Andhra Pradesh over the past few years. Whatever had been promised in the

Reorganization Act none of these have been mentioned in the recent Rail Budget speech. There are 29 ongoing projects in Andhra Pradesh and Telangana and a

Committee has been constituted to oversee these projects, but there is no sanctity of this Committee without a proper time frame and budget allocations in the

Railway Budget. Besides, sufficient funds have not been allowed for important ongoing projects like Cuddapah-Bangalore line, Nandyal-Yerraguntla line, Venkatachalam-Obulavarpalli line, Nadikudi-Kalahasthi line, Kakinada-Pitapuram line. We had made a demand of setting up a loco shed in Nandalur of Rajampet constituency but it has not been considered in the budget. There is nothing specific mentioned in the Railway Budget about the temple town of which is visited by a lot of pilgrims every day.

DR. ANBUMANI RAMADOSS: In this Railway Budget, the Railway

Minister has focused on bullet trains including many other things. But we have to be cautious in the case of bullet trains as in China some lines are incurring huge losses. The Minister has forgotten to protect the interests of Tamil Nadu as no new project has been announced in this Railway Budget. There have been a couple of long pending projects in Tamil Nadu. One of the main projects is the doubling of

Chennia-Kanyakumari line. We should expedite this project and give more funds for that. Then there is Dindivanam-Nagri project on which work needs to be expedited. The Chennai-Pondicherry line and the Chennai-Egmore line have also been ignored. There is need to look into the Morapur-Dharmapuri linkage, for which there was a train connectivity during the British period but later on removed.

The hon. Minister must look into the fact that district headquarters town of

Krishnagiri has no railway linkage or connectivity.

SHRI RAJAN VICHARE: The hon. Minister has given importance to several matters in his Railway Budget besides the passenger safety and sanitation.

The provision in the Railway Budget for the local people of Mumbai-Thane is below our expectations. occupies a very important place in the history of Indian Railways. The first train in India plied between Mumbai CST to Thane. About 7 lakh passengers use Thane station daily. Therefore, the

Ministry of Railways should provide special fund for this station. All 76 local railway stations of Mumbai should be provided more funds. The local trains should have 12 coaches instead of 9 coaches to accommodate more passengers.

The proposal constructing a new railway station between Thane and Muland has been pending for last ten years. Escalators and lifts should be provided at all the stations for the convenience of passengers. There is resentment among the train passengers on the issue of sanitation. There are two rail lines from Thane to

Mumbai presently. Two more rail lines are needed there. The railway provides funds for passenger amenities and development of local stations in Mumbai. A large number of passengers travel in local trains in Mumbai and it provides maximum revenue to the railways. Therefore, they should be provided more amenities.

SHRI SUSHIL KUMAR SINGH: A sum of Rs.10 crore has been provided for the rail project from to Aurangabad via A.N. Road. This fund is not sufficient as it would be used for paying the compensation for acquiring land only.

Therefore, this amount should be increased. In future this line should be merged from Aurangabad to Hazaribagh via Dev, Dungaria, Imamganj, then the people of both states Bihar and Jharkhand would be benefited thereby. There are four RoBs in my Parliamentary Constituency. The A. N. Road is major station of my district.

There is no rake point due to which commercial activities do not take place. Gaya is a place of international importance so Gaya station should be beautified. There is no exclusive train from Gaya to Mumbai whereas thousands of people commute from Gaya to Mumbai. Therefore, an exclusive train should be introduced for

Mumbai. Railway earns maximum revenue from loading of coal and other items from in ECR. There is no exclusive train to Delhi from there. If there is a separate train from Dhanbad to Delhi, the people of Gaya, Aurangabad, Sasarm and Bhabhua would be benefitted. Dehri-On-Sone is a major station. A railway line should be extended to Robatsganj, Uttar Pradesh via Tilothu, Rohtas, Nauhtta from there. I would like to give a suggestion to increase the revenue of Railways by utilizing the railway land lying vacant in major cities of the country for commercial purposes. The railway would earn revenue of lakhs of rupees and the projects lying pending would be completed thereby. There is a intercity express from Bhabhua to Patna passing through 5-6 districts. This train should be run at such time so that it could reach at Patna at 10 O‟clock via Bhabhua, Sasaram,

Dehri, Aurangabad and Gaya and it should depart from there at 4 O‟clock to reach

Bhabhua at 9 O‟clock.

*SHRI B. SRIRAMULU: Railway Budget is equally important as General

Budget for the country. Hon. Railway Minister has made very good efforts to give right direction to the Indian Railways by introducing various new projects. For the first time in the history of Indian railways the Government of the India proposes to establish a Railway university. It would certainly help to improve skills of Indian

* Original in Kannada Railways. I would like to request the hon. Minister for Railways to set up Railway university at Bellary district in Karnataka as it is a very backward area. It would help the district to trigger all-round development. I welcome the steps taken up by the hon. Railway Minister to check the atrocities committed against women commuters during their journey. I also welcome the announcement of a Bullet train to run between Mumbai and Ahmadabad and new trains to connect pilgrim centres like Pandarapura and Rameshwaram. Diamond Quadrilateral railway project is announced in this railway budget. The announcement of a railway line between Gadag-Bijapura-Bagalakota would help to connect with the states of

Karnataka and Maharashtra. The announcement of trains to run between

Bangalore and Ramanagara, Bangalore and Tumkur, Bangalore and Mysore would certainly ease the huge traffic in these cities. Announcement of Suburban rail to

Asia‟s rapidly developing Bangalore city would help daily commuters and decongest roads and highway. Announcement of new railway projects would not be enough. Arrangement of funding is also very important. I welcome the announcement for survey of the new railway lines and new express trains for

Karnataka.

SHRI N.K. PREMACHANDRAN: The crux of the speech of the hon.

Railway Minister Indian Railways is going to be privatized by Indian Railways.

First one is through FDI, second one is through Private Public Participation (PPP) and third one is through outsourcing. In the global scenario, railway connectivity wise, Indian Railways are having the 4th place in the world. Privatizing such a big and prestigious organization of our nation cannot be even thought of. It is the bounden duty of the Indian Railways to dedicate this social service organization to fulfill the social obligations. If FDI, PPP or it is being outsourced, what would be the fate of the poor passengers? 23 million people who are using Indian Railways,

90 per cent of the people are the common man. So my point is, please review the policy of the Indian Railways in respect of FDI and PPP. Do not privatize this big organization. My next point is regarding the priority to be fixed. We are not against the bullet train and high speed rail corridor. The first suggestion is to rehabilitate and strengthen the existing Railways infrastructure and then go in for new projects. The second suggestion is to augment the existing capacity by means of doubling the lines. The third to enhance the market share of the Indian

Railways in respect of freight traffic. In this Budget, there is a total neglect of my state Kerala. The Kollam Railway station is the first railway station in the

Travancore. So far it is not modernized. I request to declare Kollam Railway station as the model railway station with a new terminal. Shri Dharmasthala

Temple at Sabarimala is just 50 km away. Thousands and thousands of devotees are coming to that place. Punalur Railway station be declared as a destination to the Sabarimala pilgrims centre and other amenities may also be provided to them and three temples Achankovil Sri Dharmasastha Temple, Aryankavu Sri

Dharmasastha Temple and Kulathupuzha Sri Dharmasastha Temple are connected with Sabarimala. These all are very near to the Punalur Railway Station. SHRI ABHISHEK SINGH: The formation of Chhatisgarh state took place on 1st November, 2000. This small state supplies 20 per cent steel, 30 per cent

Aluminum, 60 per cent coal and 17 per cent iron ore to the entire country. The

South- houses its headquarters at Bilaspur. This railway zone is the highest profitable zone in the country. Despite this, there are 11 districts out of 27 where is no railway facility exists. Only 19 km of railway line has been constructed in the state since its inception. Chhattisgarh could be divided in three parts from the railway point of view- South, Central and North. South part is affected by naxalism. A railway project was sanctioned for survey in 1995-1996 from Dallirajhra to Raoghat and from Raoghat to Jagdalpur in two phases. I request to expedite the work on the second phase from Raoghat to Jagdalpur. In the Central part, the survey work on a 230 km long rail line from Dongargarh to

Khairagarh, Khairagarh to Kavardha, Kavardha to Pandariya, Pandariya to

Mungeli and to Bilaspur has been completed. With the completion of this rail line, the burden of on rail line from Dongargarh to Bilaspur via Bhilai would reduce and thus railway facility would get extended to two new districts. I demand a high speed train for working daily passengers of Rajnandgaon district for Raipur from 7:15 A.M to 10:15 A.M. Besides, Dongargarh should develop as a terminal so that it could serve as a mega tourist destination in future. In the Northern part, the survey work on 312 km long rail line from Korba to Lohardaga has been completed. Raigarh is a very important industrial centre of the state. Therefore, it should be developed as a terminal. In the Central part, the Inter City Express which used to ply from Korba to Raipur should be reintroduced. There are several trains which passes through Rajnandgaon and people of this area has been requesting for stoppage of these trains. The trains are Hatiya Lokmanya Tilak

Terminal, Gyaneshwari Express from Mumbai to Howrah, train No. 22893/22894 from Howrah to Shirdi, train No. 17005/17006 from Darbhanga to Hyderabad and to Raxul, express train from Puri to Surat and express train from Puri to

Gandhidham. Chhattisgarh is a naxal infested state. Naxalism is spreading its tenterhooks not only in Chhattisgarh but also in the entire country. I request to connect the each naxal affected district with the rail network.

SHRI ANTO ANTONY: Railway Budget 2014-15 does not mention about the follow up works regarding the Sabari Rail. Therefore, the Government should allocate sufficient fund for survey regarding the Sabari Rail. There is a need to upgrade Tiruvalla Railway Station into a world class Station in the public- private-partnership (PPP) mode. So, I request the Government to take a favourable action for carving Peninsular Railway Zone for Kerala. Railway network across the State of Kerala has been over-utilized and congested. The Government may kindly allocate sufficient fund for land acquisition for railway development projects such as laying new lines and doubling of existing routes. I request the

Government to kindly consider the proposal of Kerala regarding suburban corridor rail project for Thiruvananthapuram--Harippad route. There has been no mentioning about Palakkad Coach Factory in the Rail Budget. The Government should expedite processes in setting up Coach Factory at Palakkad and Wagon

Factory at Cherthala.

SHRI KESINENI SRINIVAS: I welcome the various steps taken by the

Railway Minister to improve the passenger amenities at railway stations and on trains such as providing good sanitation, setting up of escalators, elevators and

FOBs, creating of WiFi zones, work stations in long distance trains, hygienic food, etc. I am also happy to note that the Indian Railways carry more than a billion tonnes of freight every year and would soon be the largest freight carrier in the world. Boarding a bullet train had been a dream for many in our country and we are happy that it would soon be fulfilled with the introduction of a bullet train between Mumbai and Ahmedabad. Under the leadership of the Prime Minister,

“The Diamond Quadrilateral” connecting all the metro cities will enhance the connectivity across the country. I thank him for announcing a new daily train, AP

Express connecting my constituency, Vijayawada, with the National Capital, New

Delhi and also for Vizak-Chennai weekly Express Train and other weekly trains.

We also welcome the proposal to set up a new co-ordination committee to monitor various ongoing projects in my State. We were demanding that a new railway zone needs to be set up with Divisions of Vijayawada, Visakhapatnam, Guntur and

Guntakal. But we are a bit disappointed that it did not happen so. Andhra Pradesh, has the second largest coastline in the country with a lot of new ports under development. We request the hon. Minister to enhance rail connectivity to these ports. The State of Andhra Pradesh today requires a lot of new infrastructure to be created in the form of new railway lines, doubling of existing lines, upgradation of facilities at railway stations, developing new satellite stations in cities like

Vijayawada, Visakhapatnam, Guntur and Tirupati. The people of Vijayawada have been demanding development of satellite railway stations at places like Gunadala,

Ramavarappadu, Rayanapadu and Singhnagar. Vijayawada needs better connectivity with major cities across the country and new trains to Mumbai,

Ahmedabad, Bhubaneshwar, Kolkata, Bangalore, Mysore, Coimbatore, Cochin and Thiruvananthapuram etc. Connectivity of Rayalseema region with other parts of the State is also very essential.

SHRI DEVENDRA SINGH BHOLE : The Railway budget will boost development in Railways and contribute in progress of the country and economy.

Several proposals have been given to facilitate passengers which are welcome.

Rura is an important railway station on Delhi-Kanpur rail line under district

Kanpur Dehat headquarter. Modern amenities should be provided here to facilitate locals and common public. Kanpur-Anwarganj-Kalyanpur railway line should be extended upto Meghna-Bithur to promote tourism and development as Bithur is an important place from historical, mythological, cultural and religious view point.

Kalyanpur railway station is situated on G.T. Road. Hence, there is an urgent need of constructing a railway over bridge to avoid traffic jam and ensure smooth transportation. Kanpur-Etawah rail line announced in the Railway budget should be extended upto Bindki Fatehpur to facilitate millions of people. SHRI SANJAY HARIBHAU JADHAV: Railway administration must expand Purna to its maximum capacity with regard to crew booking lobby. The ticket checking staff working under commerce department, Purna have been transferred to other places. They should be reverted to Purna. The GRP police station has been transferred temporarily to Nanded, it should be made operational in Purna. The school, collage and hospital in Purna should be upgraded with modern facilities. Our demand is that a proposal regarding setting up a home diesel shed at Purna should be sent to Railway Board through Nanded railway administration. Medical relief vehicle for railway accidents should be made available in Purna. A fast train from Nanded to Mumbai should be started. Double track should be laid between Manmad and Madkhed.

SHRI SUNIL KUMAR SINGH: In this Railway Budget reflects the hon.

Prime Minister‟s dream of ‘Ek Bharat, Shreshtra Bharat’. This dream would be realised through a balanced and practical budget which is free from any prejudice, with an all India outlook and takes on the global challenges. The Opposition has criticised the Railway Budget. My suggestion to them is to glance through the newspapers to see the reaction of the country, what the youth and the society thinks. It gives a clear indication that we have embarked on a long journey to make India an advanced country and to accept the global challenges before us.

This time by announcing more than Rs.20,000 crore for low-cost services, the railway has discharged its social responsibilities. Budget emphasises improvement on safety and security and has for the first time shown determination to complete the ongoing projects. Is FDI not necessary for creation of infrastructure needed for the growth of the country? In my constituency, Barbati railway junction lies at the end of the railway line. This project was conceived before Independence and is still pending.

SHRI MOHANBHAI KALYANJIBHAI KUNDARIYA: While congratulating the Hon. Minister of Railways, I would like to bring to the kind notice the long pending demand of the people of Saurashtra region for doubling of railway track from Rajkot to Surendranagar. Rajkot is a central place to connect the tourism circuit. It is always observed that the residents as well as the religious passengers feel uncomfortable to get the proper connectivity for their further journey due to non availability of additional trains because of single railway track.

Execution work of RUB at Rail Nagar near Rajkot Railway Yard is still pending and presently need to be started immediately. The pending execution work of laying of underground drainage pipeline of 400 mm in diameter across the NH 8B that is Porbander-Rajkot-Bamanbore which is about 181 KM near Manasorver area also need to be started. It is also requested to complete the pending execution works of sewerage project phase 2, part 2 for the remaining area of Rajkot

Municipal Corporation under JNNURM, laying of 350 MM diameter gravity drainage pipeline at 1/9-2/0 between Rajkot-Bhaktinagar and laying of 1000 MM diameter drainage pipeline in D Zone across the Railway line. Rajkot is the hub of

Saurashtra region. The demand of the local people is to introduce a new train from

Porbander to Rajkot via Vansjaliya-Jetalsar route due to heavy traffic in the morning. I also request to introduce a new train between Porbander-Jamjetpur-

Upleta on daily basis to enable the passengers to travel on Vansjiliya and Jetalsar route. Only 3 trains are running on route - Porbander, Rajkot via Vansjaliya for approximate 18 lacs passengers per day. I request introduction of long distance new trains on this route. I would suggest to connect the 91 Km track of Jetalsar

Vansjaliya route to Rajkot division instead of Bhavnagar. Timings of train nos.

19572 and 59298 may be changed so that the passengers will be able to get the connectivity. Execution of all pending works related to the Railways may kindly be expedited at the earliest.

SHRI NANDI YELLAIAH: It is my duty to raise the problems of the people of my constituency. Jadchalla-Nandiala is a new railway line for which

Rs.560 crores were sanctioned. Later, the Railway authorities said that it was not commercially viable. However, there are 42 major industries. This is situated in

Mehboobnagar district, Telangana. Most of the Districts are backward.

Secunderabad and Mehboobnagar are very important single railway line. A large number of students go to Mehboobnagar from Secunderabad for their studies along with business men and other people. I request that this line be doubled. Gadwal to

Marcherala is a backward area. The estimated cost is Rs.920 crore. This is my constituency. I request Vanvarthi-Nagar-Karnool-Kallokurti and other assembly segments be covered. Fire accidents take place. Several people lost their lives due to short circuit in Warangal and Madras. Trains should leave station only after they are checked by the Railway experts and engineers. I want to ask the hon. Railway Minister whether the Bullet train has been announced to make the hon.

PM happy. You are aware that Rs.60,000 crore would be needed for this. Is it justified? You should complete the pending projects. It would be an achievement if the present trains are run with safety.

SHRI LADU KISHORE SWAIN: There is no railway network in my constituency Aska, Odisha. The only existing line crosses through the constituency along the lake Chilika of East Coast railways. It has a stoppage at Keshpur. My request to the Hon‟ble Minister is that the old railway station at Keshpur to be renovated and the Express trains approaching Surat and Mumbai to be stopped at the station Keshpur.

SHRI NANA PATOLE : While supporting this Railway Budget, I request the Minister to provide goods shed in my constituency, Gondia as it is a fast growing industrial centre which also produces substantial quantity of rice. There is a need to upgrade Gondia and Bhandara Railway Stations as Adarsh stations as

Gondia Parliamentary Constituency is one of the few constituencies which covers two district headquarters i.e. Gondia and Bhandara. Besides, the Railways may increase the length and height of platforms of all the stations enroute, Gondia and

Chandrapur railway line to facilitate smoother movement of rail passengers. I demand the stoppage of some of the important trains at Gondia, Bhandara and

Tiroria which are major stations in the main railway line between Howrah to

Mumbai, Bhubaneswar to many areas in Maharashtra and Gujarat and also at the stations falling in my constituency for the benefit of the people of my constituency. I request that a daily intercity train from Gondia to Akola be announced in the

Railway Budget 2014. The demand for a new railway line between Gondia-

Jabalpur is long pending aspirations of the people of this area. After a long series of demand, the above project was sanctioned by the Government and the work has commenced. But there is a delay in completion, of this project. I request personal intervention of the Railway Minister for early completion of the projects.

SHRI C.R. CHAUDHARY: I would like to thank the hon. Prime Minister and express my gratitude for such a good railway budget prepared under his leadership and guidance. It is a very good budget for the passengers, pilgrims, businessmen and employees. Full attention has been paid to the passenger facilities. The hon. Prime Minister is a visionary person. He has proposed Bullet train and high speed corridors. I thank the hon. Minister of Railways for paying attention to safety, security, cleanliness and hygiene. The missing links of 30-50 km lines should be connected to shorten the distance. Tejaji is revered as folk deity in two-three states. The name of his mount was Lilan. It would be better to name an intercity train after the mount. Jodhpur-Delhi mail is the backbone of entire western Rajasthan. This train and the Samprak Kranti should be run daily.

SHRI GODAM NAGESH: At present Telangana State has 1669 km rail network and work is on for five new lines, for which Rs.3468 crores is needed. In

2013-14 out of Rs.3400 crores only Rs.680 crore were spent. In this Budget only

Rs.88 crore have been provided. I request the hon. Minister that for expeditious completion of the ongoing projects in our state we need more funds. Hyderabad and Secunderabad city are fast expanding. Rs. 1213 crore MMTS proposal was sanctioned in 2012-13 for there. However, only Rs.20 crore have been provided for this in the Budget. I request the hon. Minister that in view of the high population density in our capital, kindly complete the said project as early as possible. Pedapalli-Karimnagar-Nizamabad line was started in 1993 which remains incomplete even now. Aarmur-Adilabad rail line was surveyed in 2012-

13. However, in this Budget this has not been mentioned. Aarmur, Nirmal and

Adilabad are tribal regions in my constituency. Survey should also be completed for these places and e necessary sanction accorded. There is the Basar region we all know that there is a temple of Goddess Saraswati in South. People from all over the country go there. A station should be provided there also and survey should be conducted for a new rail line from Basar to Manchriyal and Jabalpur. A

RoB is needed in my constituency, Adilabad. Efforts should be made to strengthen the Adilabad-Nagpur line.

DR. KIRIT P. SOLANKI: So far as the question of my parliamentary constituency Ahmedabad West and Gujarat is concerned, I am thankful to the

Minister of Railways and Government of India to take the nation towards the

„bullet train‟. I also welcome the government for introducing high speed trains at seven places in the country. The decision of linking all the ports on sea shores with railway will give a new direction to the development of the country. My specific demand is that all the fast and super fast trains passing through Mani

Nagar and Sabarmati stations should be provided stoppages at these stations. SADHVI SAVITRI BAI PHULE: This rail budget will take the railway towards the bright future which at present is facing the resource crunch. I support this rail budget. My parliamentary constituency Behraich, Uttar Pradesh is bordering Nepal from where a large number of people travel to every nook and corner of the country for seeking employment, trade and education. Even after 67 years of Independence, this area has not been connected to the national and state capital with a broad gauge line and people of the region are entirely dependent on road route. I, therefore, request you for gauge conversion of Gonda to Bareilly rail line via Mailani Junction. I request the hon. Minister of Railways to please pay attention on these points and provide funds for the proposed railway projects of the region and ensure early completion of pending work.

SHRI BHARAT SINGH: For the first time the budget covers the entire country. Till now the former Ministers of Railways used to look after only their constituencies. The eastern region of the country has always remained neglected in all matters. For the first time the entire eastern region has great expectations from the hon. Prime Minister. In this regard, I would like to request the hon. Minister of

Railways that the train announced by him from Ballia to Lucknow via Chhapra,

Ballia-Ghazipur-Banaras does not fulfill the expectations of the people. Our desire was that a train be run from Chhapra to Ballia via Banaras upto Delhi. At present it takes 20 hours to reach Ballia. Can you extend the Shivganga Express which goes to Banaras upto Ballia? There is Suremanpur Railay Station in Ballia and where an over bridge has been pending for years. A senior railway officer gave in writing that the over bridge has been constructed. However, it remains only on paper. Stern action should be taken against the person responsible. There should be a direct train linking Ballia to major cities such as Mumbai, Kolkata,

Hyderabad, Ahmedabad, and Chennai. Pawan Express and Sarnath Express should have stoppages at Bakulaha, Karimuddinpur, Tajpur and Rewati stations.

SHRI JITENDRA CHAUDHURY: I would have been happy if I could have supported the Budget. Some glittering announcements have been made in the

Budget. A few days back one project in Kashmir was dedicated to the nation.

Why is it after 65 or 66 years of Independence? Why was it not done before? Rail should be treated as one of the strongest tools for integration. Unless the nook and corner of our country is connected with the rail how can we integrate this country?

Out of the eight states of the North-Eastern region till today only two state capitals have been connected. It has been declared that another two state capitals would be connected. Why not the other state capitals like Aizawl, Imphal, Itanagar,

Kohima? Unless this is done how the people of the North-Eastern region can be connected with the rest of the country? Despite the glittering announcements that were made, unless the safety standards of the Railways are improved, how can we claim that Indian Railways is world class? Unless more than three lakh vacancies are filled up, how can the safety standards be improved? There is no declaration on this in the Budget.

SHRI LALLU SINGH: Perhaps, this is the first Railway Budget of this country in which overall welfare of the country has been given top priority by rising above political partisanship. I would like to thank the hon. Railway Minister for starting a train from Rameshwaram to Haridwar and Ayodhya. Along with it, I would like a train be started between Faizabad and Chittrakoot because both

Chittrakoot and Faizabad have their own importance from the point of view of history and religion. The train running twice a week between Faizbad and Mumbai be run five days a week covering Sultanpur, Pratapgarh and Allahabad. The pending work of panel at the Faizabad railway be completed. The condition of

Ayodhya and Faizabad railway stations is very pathetic from the sanitation point of view. It needs to be improved. A new washing line be developed at Faizabad. A station should be constructed at Ramghat halt line.

SHRI BALBHADRA MAJHI: I hail from Nabarangpur Constituency which is the poorest constituency in India. There is no railway line in my constituency. There is a need to build a railway line to provide a rail link to this area. New rail lines from Jaipur to Malkangiri and Jaipur to Nabarangpur need to be sanctioned. Kirandul, Kottavala railway line constructed in 1961 and passing through my parliamentary constituency by just touching the third district Koraput is almost 50 years old which gives a revenue of Rs.5 crore to the railways every day. However, the sorry part is this that there is no facility on any station on this line. The Samleshwari Express and Durg Express should be given stoppage at

Kotpar.

SHRIMATI SANDHYA ROY: Hon‟ble Speaker Madam, Train No. UP-

68007 Down-68002 is a big problem. More than 2000 people travel everyday by this train. People have signed this letter and have sent it to me. They have written about their problems which they face every day. If they don‟t get the service properly, they might be compelled to go on indefinite strike. I represent these people and I wish to draw the kind attention of Hon. Minister of Railways and other senior members of their plight and request them to focus on this issue. It would be better if in the extension train, a coach is reserved for the passengers of

Belda at least.

SHRI SUDIP BANDYOPADHYAY: The maiden Railway Budget placed in the House by Shri Sadananda Gauda, Ministry of Railways on behalf of BJP

Government is totally anti-poor and anti-people. On the one hand, he has stated that Railways has to serve like a welfare organization on the other hand, the fare structure has been increased manifold and has become a burden to a common man and in some cases it is unaffordable for the poor people. The Railways budget does not focus on generation of revenue and it does not spell out how the share of

Railways will be increased in bringing the lost traffic from roadways which is coming down consistently. Therefore going through the Budget Documents it is felt that no new initiatives have been taken by the new ministry. Further, we find that the state West Bengal has been deprived not only from getting High speed corridors but also allocation of funds for all the ongoing projects. The new metro alignment from Salt Lake to Howrah , carried out by KMRCL finds no mention in the Budget document. Further no adequate funds for wagon factory at

Buniadpur, Axle Factory at New Jalpaiguri and Coach Factory at Kancharapara has been allocated to take these projects further thereby meeting out step motherly attitude, which is far from the popular slogan that all states will be treated at par.

SHRI KAMAL BHAN SINGH MARABI: I hail from the Sarguja parliamentary constituency in Chhattisgarh state. Barvadih railway line connecting

Jharkhand and Bihar should be extended so that our tribal region could be developed. A new Memu train between Ambikapur and Anuppur should be started and there is a need for doubling the said railway line for achieving this purpose.

The said train runs twice a week at present. It should be run every day. The train running between Ambikapur and Jabalpur should be given a stoppage at Surajpur city.

ADV. NARENDRA KESHAV SAWAIKAR: At the outset, I would like to congratulate Hon‟ble Minister for Railways for presenting the budget that takes holistic view and approach towards the rail department and in true sense lays down a road map for the development of the rails industry in India, which is always termed as a common man‟s vehicle. The areas of focused and prime concern that have been identified in the budget namely viz. cleanness, security, safety and skill development of the staff required special mention. The proposal to start the Bullet

Train is a step towards fulfilling the dream of every India citizen and more particularly the younger generation who aspires to compete with the world. India is known for its rich cultural heritage and as such lakh of tourist visit India to experience and understand the Indian culture and heritage. The Indian tourist also travel the length and breadth of our country to experience the varied culture. It is in this light the rail tourism should be promoted in India. I also congratulate and thank the Hon‟ble Railway Minister for the proposal to introduce the Special

Pilgrim Circuits in India. From August 20th till third week of September, 2014, thousands of devotees visit Vailankanni from . It is therefore, requested that the special train may kindly be introduced in this period. I would like to draw the kind attention of the Hon‟ble Minister that Goa being a tourist destination, a railway linkage to the other parts of the country would also go a long way in the efforts in the development of tourism. With these words I support the Railway

Budget.

SHRI BHAGWANT MANN: If 20 km long track between Rajpura nd

Saneta is laid down then the entire Malwa region will connect to Chandigarh directly which will result in a lot of convenience to the passengers besides saving on their cost of travel. There are three thermal plants on Rajpura-Bhatinda track on which several trains carry coal. It being a single track, passenger trains have to be halted. Therefore, this track should be converted into a double track. Sachkhand

Express running from Nander Takhat in Amritsar to Shri Huzur Sahib has a waiting list of 2-3 months. It would be worthwhile if an additional train is run between these destinations.

SHRIMTI JAYSHREEBEN PATEL: This is for the first time that a

Railway Budget focuses on the all round development of India. Similarly, it has happened for the first time in any Railway Budget that an announcement of making

Indian Railways passengers-friendly has been made. The railways should install solar panels on railway stations to augment power supply and develop water harvesting systems on them in order to improve pathetic financial condition and ensure supply of water. Secondly, the Ministry of Railways should mobilize funds by selling its scraps. Thirdly, the proposal of mixing 5 per cent bio-fuel with the diesel is also a commendable step. I would demand that an initial capital of at least

Rs.50 crore should be provided for undertaking the gauge conversion work of

Mehsana-Taranga railway line. Ahemdabad-Ranuj railwaly line should also be converted into a broad gauge line. Gujarati Ashram Express should be given a stoppage at the Unjha, the biggest spice market of Asia, and Mehsana railway stations.

SHRI BRIJBHUSHAN SHARAN SINGH: Indian Railway is the backbone of Indian economy. Passenger fares contribute 25 percent while freight charges contribute 75 percent to the revenue earned by railways. Had U.P.A.

Government maintained even one fourth of progress momentum of that of regime of Atalji, today bullet train would have been running around Indian cities. Poor people find no room to sit in the general compartments. It is a very shameful situation to us. I would like to request Hon. Minister of Railways that the number of general compartments should be increased in ratios of number of passengers and new trains should be run on overcrowded routes. A little increase in rail fares is in the interest of railways but people expect better facilities for this increase. I request the Minister of Railways to take notice of it. Facilities should be increased and special provision should be made for women security. I would like to attract the attention of the Government towards the problems in railways. The quality and quantum of food served in railways in consonance with prices paid for that. There is need to take action immediately to improve it. Gonda Railway Junction is situated on Lucknow-Gorakhpur rail route where passenger facility is totally absent. A waiting room for passengers is urgently needed there. Every year tourists from around the world and various parts of the country visit Shrawasti sacred land of Lord Budha and Chhapia of Lord Swami Narayan, Shaktipeeth, temple of Maa Pateshwari. Gonda Railway Junction should be expanded and beautified on the pattern of Gorakhpur and Lucknow. No action has been taken till date for making it a model station due to lack of fund. The works of doubling and electrification of railway lines between Lucknow and Gorakhpur have been completed last year. But no electric trains have been introduced between these stations. The people of Devipatan Mandal expect that Government should run electric MEMU trains between Gonda-Kanplur and Gonda-Gorakhpur. The stoppage of Bihar Sampark Kranti and Sapt Kranti trains is very necessary in public interest. E very year lacs of people go to Allahabad by buses as Allahabad is a sacred religious place. An announcement should be made for immediate introduction of a train between Gonda and Allahabad. Keeping in view the demand of the people of my constituency stoppage of should be provided at Karnal ganj station and Vaishali or Gorakhdham Express at Jarwal

Station. SHRIMATI APARUPA PODDAR: In the year 2000, Indian railways has sanctioned a new rail link from Tarakeshwar to Bishnupur, enrooting

Arambagh, Jairambati, Kamarpukur and several other locations to interlink Eastern with South Eastern Railway. The entire link khas been divided into three parts.

The first phase from Tarakeshwar to Arambagh (26 km) is Kodalbari to Bishnupur

(44 km) are still waiting for demands of budget grants. I request to sanction sufficient grants to complete this Rail Link on urgent basis. I also urge to immediately take the proposal of construction of „-BURDWAN new

Link Line in this budget.

SHRI C.L. RUALA: The hon. Railway Minister has not mentioned the names of eleven Central projects in the North-East, yet I hope that the only railways project in my constituency Mizoram, that is from Bairabi to Sairang will be included in those projects. I would like to request the hon. Railway Minister that more funds are allocated to this project so that this section could soon be commissioned. It is suggested that gauge conversion work of branch line be completed before taking up mega block with gauge conversion work of Lumdin-

Badarpur-Silchar section.

SHRI KODIKUNNIL SURESH: While presenting the Railway Budget

2014-15 Hon. Minister announced scores of new schemes, but he has not mentioned a single scheme for Kerala. I want to appreciate Hon. Railway

Minister for the good suggestions he has made in the budget like initiative for

Bullet Train, more thrust towards safety, women security and all. UPA government in its interim budget 2014-15 by Shri Mallikarjun Khargeji mooted the idea of PPP and FDI in railways sector. Though the BJP and other opposition parties criticized the move at that time as but selling in India to foreigners, now they have accepted the idea and it is a welcome gesture and help Indian Railways to move forward. Sabarimala is one of the famous Hindu Shrine in Kerala where millions of people visit every year. I have submitted a memorandum to Hon.

Minister to convert this railways station as a world class station to provide good facility to the devotees. But the demand of the people has been thoroughly neglected. I once again request the Govt. to declare Chengannur as a world class railway station and provide all facilities to the devotees like lift, elevators, resting places, dormitories, toilets and health clinic, etc. I also request that railways may introduce travel facilities to the devotees‟ upto Pampa from Chengannur so that after alighting at railways station they need not run for bus or taxi. Gauge conversion of Kollam-Shenkottaih is in snail pace for want of Rs. 200 crore. I request the Government to allot sufficient money to finish the gauge conversion work at this track and Kayamkulam-Ernakulam (via) Kottayam route. If the Govt. start one train from Mumbai and passes though Konkan and reach

Thiruvananthapuram means a train for three states. The Govt. should introduce new trains to Kerala in premium, superfast, express, passenger DEMU and MEMU categories or extend the already announced trains to destinations in Kerala.

Millions of employees are working in Railways. Did the Railway Minister announce anything for them? There is total disenchantment among the workers. An estimated 1500 people dies every year during duty and in service. What is the future of their families? I appreciate the effort of the Hon. Minister to administer the Ministry vibrantly. But he has to be inclusive in decision. The resources are generated from all, so it should be distributed to all. Give the people of Kerala their due share and do justice. To start DEMU Service from Punalur to Kollam.

To introduce new Rajdhani Express from New Delhi to Trivandrum via ,

Nagpur, Palghat, Kottayam. Extension of Madusagar Express from Ernakulam to

Trivandrum. Extension of Tea Garden Express from Ernakulam to Punalur.

Extensiokn of Ernakulam to Kottayam Passenger Train up to Kayamkulam. To start Punalur-Kanya Kumari Passenger train, announced in the interim Railway

Budget before Onam in the month of September.

SHRI SUBHASH CHANDRA BAHERIA: Hon‟ble Minister of

Railways has taken the Railways to the new heights with his visionary leadership quality. Train No. 12413-14 (Puja-Express, Jammu-Ajmer - Jammu-Tawi) is the sole means to travel upto Vaishno-Devi-Shrine. It should be extended via

Chittorgarh upto Udaipur Junction. Ajmer-Bandra and Udaipur-Bandra which ply for three days in a week, should be run on daily basis. Jaipur – Madhurai train announced in the Budget for the year 2014 should be run via Chittorgarh.

SHRI A.T. NANA PATIL: The Rail Budget for the year 2014-15 will give a new direction to the country. I demand that Rajya Rani Train No. 22102 which runs from Manmad to Mumbai should be extended upto Bhusawal and additional 7 coaches should be added from Bhusawal. Trains should have stoppage at Jalgaon, Chalisgaon and Pachora in Central Railways. New trains passing through Western Railways should have stoppage at Jalgaon, Dharangaon and Amalner. LTT-Lucknow A.C. Weekly, Nagpur-Pune A.C. Express, Weekly,

Hazarat Nizamuddin-Pune A.C. Weekly, Hazarat Nanded-Bikaner Express and

Mumbai-Gorakhpur Jansadharan Express should be given stoppage at Chalisgaon,

Pachora and Jalgaon. Ahmedabad-Patna via Surat Weekly and Hapa-Vilaspur weekly should be given stoppage at Amalner, Dhrangaon and Jalgaon. Over bridges should be sanctioned at Asauda Railgate of Jalgaon town, Shivaji Nagar

Railgate and Kasgaon Railgate. The Rail track at Jalgaon station is very low which should be raised. The godown located in Jalgaon town and station should be shifted from the town to Paldhe or Bhadli.

SHRIMATI POONAMBEN MAADAM: I welcome the initiatives taken by hon. Railway Minister for the induction of new trains and extension of 11 existing trains. The induction of between Ahmedabad and

Dwarka is a longstanding demand of people of my constituency. This issue assumes prime significance to boost religious tourism to this sacred town. All three wings of the Armed Forces i.e. Indian Army, Indian Air Force and Indian

Navy have units/establishments in Jamnagar. The absence of any direct Air

Connectivity between Jamnagar and any North Indian City poses serious hardships to our Officers/soldier‟s during movements on Official Duty and Leave. A high speed train link with Ahmedabad would provide a major respite to the men in uniform. The survey of Coastal Railway Project from Jamnagar to Zund (about 122 kms) was completed by Indian railways in 1957-58. However, after the completion of Zund Kandla project and the extension of broad gauge line to Maliya Miyana, a 100 km stretch of railway line remained to be laid to complete. The Railway Minister in 1996 had directed the rail authorities that all trains bound for Jamnagar to run up to Jamnagar instead of Hapa. I request you to reinstate the decision taken in 1996.

SHRI VIRENDER KASHYAP: While on one hand an effort has been made in this Budget to consolidate the existing railway projects to complete them in an efficient manner, on the other hand stress has been laid on the passenger amenities. Only 44 km of railway line has been added in Himachal Pradesh after independence which is almost negligible. The Ministry of Railways should pay attention towards this. A comprehensive scheme for the development of railway network needs to be formulated in respect of this hilly state so that its development could be ensured and tourism could be promoted in it. The Government has tried to introduce PPP and FDI modes for resource mobilization which is a commendable step. Budgetary provision should be made for Dhanauti-Dehradun via Nalagarh-Baddi line. A railway line between Chandigarh and Baddi should be laid.

DR. RAMESH POKHRIYAL NISHANK: I request that work pertaining to long pending proposed Rishikesh-Karnprayag rail-line should be expedited. All the trains reaching Haridwar should be extended upto Chardhaam and Rishikesh main door of Garhwal. Dehradun Laksar Railway line should be converted into broad-guage. The construction works related to underpass at Laksar railway line should be completed immediately and the works of important Devband to Roorki via Jhabreda Railway line should be completed. Railwala cantonment area and

Railway junction should be modernized and overbridge should be constructed on this railway-crossing. Doiwala station should be modernized. I demand for the doubling of rail line from Laksar-Roorki-Haridwar to Dehradun, construction of

Haridwar, Kotdwar-Ramnagar direct rail route, constriction of new rail route from

Dehradun to Kaalsi and Tanakpur to Jauljur and introduction of direct express service from Mumbai to Dehradun and Kathgodam and extension of trains reaching at Haridwar upto Rishikesh or Raiwala. The rail routes should be extended up to the borders of .

SHRI KAMLESH PASWAN: Eastern Uttar Pradesh is a backward region, where infrastructure development is essentially required. The survey work for the construction of important rail-line Sahjanvan-Doharighat in Basgaon region has already been completed in the year 1992, but financial approval has not been accorded till now for the construction of the same. I demand that this rail project should be completed. The other very important rail project as is Barhaj Bazar to

Faizabad via Dohrighat new rail line in Eastern Uttar Pradesh, the survey work of which has been completed in the year 2005, but it is still waiting for the financial approval. I request that the financial approval should be accorded to the above rail projects and railway station of Shaheed Nagari Chaurichoura should be developed as model railway station. Express trains should be introduced from Barhaj Bazar Railway station to Howrah and Mumbai and it should be upgraded from F category to D category. Train no. 445 and 464 should be extended upto varanasi from

Barhaj Bazar and train no. 422 upto Chhapra and train no. 424 upto Gorakhpur and again all these trains on these routes should be run to Barhaj Bazar.

Simultaneously, Parcel van facility should be introduced on this rail. Section

Railway inquiry wireless system should be restarted at Barhaj Bazar station.

Barhaj Bazar godown should be reconstructed and rake point should be constructed. Dilapidated platforms, tin shed, broken chairs, electric/solar lamp arrangement, broken toilets and urinals and passenger rest rooms should be repaired and drinking water facilities should be arranged at Sisai Gulabrai, Satrao,

Devrahia Baba Halt and Barhaj Bazar Railway stations. I request for stoppage of

Godaan express and Durg Express at Salempur Junction, Garib Rath Express and

Saptkranti Express at Deoria station and Kashi Express, Godaan Express and

Poorvanchal Express at Chauri Chaura station.

SHRI C. GOPALAKRISHNAN: I appreciate the Hon‟ble Minister for his new initiatives. The following projects/trains may be introduced for the convenience of the public in my Nilgiris constituency and my nearby constituency/City Coimbatore in Tamilnadu. Expansion of platform at

Mettupalayam Railway station PIT Line for maintenance of Engine and Coaches.

Train No. 12672 (Nilgiris Express) Mettupalayam-Chennai at presently start with

13 coaches in Mettupalayam without general and unreserved coaches and 11 more coaches attached at Coimbatore Railway Station which caused lot of inconvenience to the passengers boarding from Mettupalayam. So the said train may be starts from Mettupalayam with full capacity of 24 coaches. Train No.

12674 Cheran Express from Coimbatore-Chennai-Coimbatore to be extended up to

Mettupalayam. Train No. 22610 Coimbatore-Mangalore-Coimbatore to be extended upto Mettupalayam. Train No. 56323 Coimbatore-Mangalore-

Coimbatore Fast Passenger to be extended upto Mettupalayam. Train No. 15344

Amrita Express, Coimbatore Palakkad and Trivandrum to be extended upto

Mettupalayam. A new train to be introduced between Mettupalayam and

Bangalore. There is no train in the evening from Mettupalayam to Coimbatore.

An additional run of passenger train running from Mettupalayam and Coimbatore between 2000 hrs and 2030 hrs. may be introduced. Stoppage of Passenger train running between Mettupalayam and Coimbatore to be made at Veerapandi, Puthu

Pudur and Tudiyalur. Stoppage Nilgiri express at Rani Medu. A ticket counter facility may be made at Rani Medu Railway Station. A non-A/c First class coach may be re-introduced in Train No. 12672 Nilgiri Express.

DR. THOKCHOM MEINYA: I would like to say that people of the country would have been delighted if bullet trains are proposed between Kolkata and Mumbai, Mumbai and Chennai, and Chennai and Kolkata. I come from the

State of Manipur. Manipur is one such State where no train has ever run. In 2004, for the first time, the UPA Government sanctioned the Jiribam-Tupul, Imphal, rail project. This project was initially targeted to be completed by 2010. It is known to all of us that this is now being delayed and targeted to be completed by 2022. The reason for this delay as well as the delay in the work of Lamding-Silchar gauge conversion are attributed to the adverse law and order situation in these areas. I very respectfully urge upon the Union Government, particularly the Home

Ministry, that funds to maintain a dedicated security to each of all the National

Projects sanctioned in the region may kindly be considered and implemented in the best interest of all concerned.

SHRI BODH SINGH BHAGAT: Hundred crore of rupees should be provided each for Katangi-Tirodi new rail line and Chhinawada-Siwan-Nainpur

Mandala gauge conversion (Broad Gauge) works. Action should be taken to raise budget allocation for Jabalpur, Balaghat, Gondiya borad gauge line and granting forest and environment clearance for this purpose. Arrangement should be made for tatkal reservation at Wara Siwani railway station as soon as possible. New rail facility may be provided from Katangi Balaghat to Gondie Nagpur and Raipur

Bilaspur areas. New rail line should be provided for Lauta Baihar to Mataj section after completing the survey works. New rail line may be sanctioned from Hatta

Kiranapur to Langi. Rajdhani express from Bilaspur to New Delhi should be run daily. Fund should be provided for construction of washing has at Balaghat for draining of trains.

SHRI C.R. PATIL: My parliamentary constituency is Navsari. We need a

DRM office there. Quota of Navsari and Surat should be increased and Quota should be utilized for the same stations. Number of coaches should be increased in the trains running between Surat and Wapi and I also request to increase the number of trains. Works pertaining to double decker from Surat to Jalgaon shouldbe completed as soon as possible. Trains should be introduced from Surat to

Patna via Varanasi and Surat to Varanasi. There is need to raise the platforms. It is necessary to connect Koranba to Unapada narrow gauge rail line into broad gauge and extend it up to Nandarbar. There should be a train from Surat to Mahua.

Gujarat Queen train of Surat should be extended to Palanpur.

SHRIMATI SANTOSH AHLAWAT: I belong to Shekhawati in

Rajasthan. There was only one train running from Loharu to Sikar via Jhunjhunu and it is closed for last two year. Since large number of solders in Indian Army are from my Parliamentary constituency Jhunjhunu, I submit that a train should be introduced from Delhi to our capital Jaipur via Loharu, Sikar and Jhunjhunu.

Jhunjhunu should be better connected with rail facilities.

SHRI DEEPENDER SINGH HOODA: I would like to say that a direct rail line should be laid from Loharu-Palasa-Dadri-Jhajhar areas. Investment should be welcomed because we have to build infrastructure in our country. If direct line is laid between Jhunjhunu to Delhi section there is no commercial viability as there is no freight traffic from there but people need it. So attention should be given towards this. Rail fare of Delhi and NCR areas should be reduced as it has been reduced for Mumbai and adjoining areas extending upto 30 km. Announcement had been made in last rail budget to run an intercity express from Jaipur to

Chandigarh. That train should run between Jaipur and Chandigarh via Rewari, Rohtak and Jind. I hope that works would be started regarding rail factory at

Sonipat by allocating fund for this purpose.

DR. KULMANI SAMAL: In spite of abundance of natural resources,

Odisha is one of the most backward states of the country. Similarly, in spite of generating a sizeable amount i.e. Rs. 14,000 crore of revenue, the allocation of the funds to the State for infrastructure development is not up to the level of expectations. The Government of Odisha requested for Rs. 3160 crore whereas only less than half of the amount that is Rs. 1420 crore was allotted to the State.

Hon‟ble Minister of Railways to consider for laying of the said line keeping in view importance of Paradip Port as a major port as well as various industrial set- ups therein. Hon‟ble Railway Minister to consider linking Paradip with Konark by rail route since both the places are equally important on account of tourism potential of the State.

DR. A. SAMPATH: Railways are the veins of the nation which leads to more integration of our polity and society. But the parochial attitude of various

Ministers and callous attitude of bureaucrats have led to an ever widening gap between the people and the institution. The recent hike in the passenger fare as well as freight charges will definitely add more fuel to the fire of agony of the common people. For the first time, Kerala has been utterly neglected. 58 New trains were declared. But my state did not get even a single piece of the pie. We got no new projects. Most modern power laundries for Thiruvananthapuram and

Eranakulam and the Railway hotel at Thiruvanathapuram have all gone in to oblivion in the recent Budget? The coach factory allotted for Palakkad is yet to take shape. Nothing is done about the wagon factory at Cherthalai for which the previous LDF Government in Kerala has done quite a lot of home work. Railway needs funds for development and modernization. It should get more budgetary support as well as plan funds from the Planning Commission. In rail tourism

Guruvayoor and Varkala should also be included. Frequency of Train Nos.

12431/42 H. Nizamuddin to Trivandrum Central Rajdhani Express. 12217/18

Kerala and 22641/42 Shalimar Express should be increased. Kanyakumari-Goa Janasadaran Express, Kozhikode-Bangalore

Janshatabdi/Intercity Express (via Salem), Ernakulam-Kollam passenger train,

Bangalore Nagerkovil Express, Trivandrum Express via Pune should be introduced. Also some of the existing train services have to be extended such as

12977/ 78 Maru Sagar Express to Trivandrum, 16187/88 Tea Garden Express to

Trivandrum, 56385 Ernakulam Kottayam Passenger to Kayamkulam, 56653

Calicut Kannur Passenger to Mangalore. More funds should be allotted for immediate completion of the project on the doubling of Ernakulam-Kayamkulam via Kottayam. Doubling of the route Ernakulam-Alleppy-Kayamkulam is essential. More funds should be allocated for early completion of Shornur

Mangalore electrification. The work of the Kozhikode Eranakulam and

Trivandrum stations for upgradation as world class stations should augment either through allocation of more funds or through PPP mode. Varkala, Kadakkavur,

Chirayinkeezhu, Murukkumpuzha and Kaniyapuram may be declared as Model Railway Station Kadakkavur Railway Station building should be declared as a heritage railway station. From Guwahati to Thiruvananthapuram/Kochuveli a new train may be introduced on daily basis to facilitate more travel of migrant workers from North-East. The Capital City of the State of Karala may be connected with

Jammu-Tawi by daily train. Holiday special trains should also be provided to

Kerala. It is absolutely necessary to allow stops to all Express and Superfast trains at Varkala Sivagiri Railway Stations. The catering needs in some of the Railway

Stations may please be handed over to Kudumba Shree Units, run by Women‟s

Self Help Groups. Foot Over-Bridges are to be provided at Nemom,

Murukkumpuzha, Kappil and Kaniyapuram Railway Stations. Providing stoppage of Train Nos. 16349 and 16350 at Chirayinkeezhu will be highly beneficial to the ladies and senior citizens. Night trains to Thiruvananthapuram Central/Nagarcoil

Junction side should be provided with at least two stoppages south of Kollam,

Preferably Chirayinkeezhu/Nemom respectively.

SHRI LAKHAN LAL SAHU : Railway line from Bilaspur to Mugeli

Mandla should be started, the survey of Charauda to Bilaspr via Bematra

Navagarh Mugeli should be completed and the railway line be constructed,

Dongargarh to Bilaspur Dogargarh Khairagarh Kavartha Padariya Mungeli

Takhatpur Bilaspur line should be constructed doubling of Bilaspur to Katni railway line should be done, railway reservation centre is required in the newly formed district Mugeli of Chhattisgarh, Bilaspur to Raipur Metro Rail Project should be sanctioned, new train from Bilaspur to Katra should be introduced, stoppage to passenger trains during day time at Belgehana Railway Station should be given, new train at Bilaspur Nagpur Bhopal Indore route should be started, new

Express train from Bilaspur to Mumbai should be started, Express train from

Bilaspur to Calcutta, local train from Bilaspur to Durg, Intercity Express from

Bilaspur to Shahdol should be introduced, Sarnath Express should be extended from Durg to Chhapra, vacant posts by Railway Recruitment Board be filled,

Express train be introduced at Bilaspur-Varanasi line, general coaches in the trains running from the State (Chhattisgarh) should be increased, special relaxation be given to the SC and ST students appearing in the Railway Board Examination, amount of Rs. 100/- crore be sanctioned to facilitate the proper development of

Bilaspur Railway Zone.

SHRI HUKUM SINGH: Shyamli Janpad and Baghpat Janpad have not been linked to Lucknow even after 67 years of independence. Anti social elements are active in Uttar Pradesh police employees are involved in the cases of robbery and theft at stations. Provision should be made to facilitate the reservation facility to all the citizens without any corrupt practices in Shatabdi which is not up to the mark, should be improved.

SHRI JUGAL KISHORE: Some very good steps have been taken in railways. Jammu-Poonch rail line work which has not yet been started should be started at the earliest. Passenger coaches in Himkund should be increased.

Himkund and Malwa trains should be given stoppage at Sambha which is district headquarter. Besides DRM office rail coach factory or rail sleeper factory should be set up in Jammu so that unemployed youth gets employment. Road overbridge should be constructed at Bajalta, Manwal, Majeeh, Ponthal and Sambha. Local train or Metro train should be started in Jammu. Keeping in view security of the country Jammu-Poonch line should be started at the earliest because it is very necessary.

PROF. RAVINDRA VISHWANATH GAIKWAD: It is not a common man Budget because of rise in fare and freight. However, there are good proposal in this Budget like introduction of New 58 Trains, Provision of quality food, sanitation and hygienic coaches. There is a good step in Right Direction that the four Metro Railway stations are developed on world class station. For the security of the Passengers there are large number of Recruitment of women RPF. There are some Railway Route which I suggest for the development of my constituency,

Solapur--Ousmanabad-Beed-Jalana-Jalgaon, -Tuljapur-

Hyderabad, Kurdwadi- -Vairag-Tuljpur-Hydrabad, Gulbarga – Latur.

SHRI DADDAN MISHRA: In my district Shravasti there is not a single rail line. Shravasti should be linked with rail line. Our nearest junction is Bahraich.

Bahraich is yet to be converted into broad gauge. In order to connect Shravasti with rail line it should be connected to Tulsipur via-Binga-Sirsia so that people of

Shravasti should also get rail connectivity. In the Budget of 2010-11 Budwal-

Bahraich rail line was set up but the work is yet to be started. There is a need to connect Bahraich with Chhalilabad via Shravasti-Balrampur and Utraula. SHRI PANKAJ CHAUDHARY: This has been a long standing demand to introduce some trains in district Maharajganj and Nepal route. Maharajganj district should be connected with rail line. Provision should be made in Budget for

Dhudhati via Maharajganj Farenda rail route .Intercity running between Gorakhpur and Lucknow should be started from Nautnawa. Farenda Nautnawa Siswa should be declared a model station. Halt of various trains should be made at Siswa.

Unmanned railway crossing should be manned.

SHRI VIKRAM USENDI: In this rail budget announcement of passenger facilities, cleanliness and starting of new trains have been made. For training and enhancing efficiency of railway staff, establishing railway university, starting bullet train on Mumbai-Ahmedabad section are steps which will take railways in new direction. In this fours, safety, service, security, speed have been used.

Converting Raipur to Dhamtri railway line from narrow gauge to broad gauge should be undertaken and this line should be extended to Kanker district.

Extension work of Jagdalpur (Bastar) railwayline should be taken on priority basis.

SHRI BHAIRON PRASAD MISHRA: Increasing general coaches in trains especially in mail and express trains is very necessary. I request trains should be started from Chitrakoot Dham making it as centre. Intercity express which runs from Chitrakoot Dham to Kanpur should be extended to Lucknow. Doubling work of Jhansi Manikpur line should be started early. Tulsi Express, Durg Express,

Garib Rath Express Chambal which is called Betwa Express and UP Sampark

Kranti express which passes through Bata and Chitrakoot Dham should run daily. Revanchal express which runs thrice a week should pass through Chitrkoot Dham.

Stoppage to some trains should be given at Khurhar, Bharatpur, Shiverampur and

Markundi.

SHRI INNOCENT: Adequate amount should be allocated for the project

Ankamali – Sabari railway line. Land acquisition should be completed in a time bound procedure. Another important issue in my constituency is airport connectivity, New Railway line to Nedumbassery Airport is an important requirement. Railway Station developments is another concern in my constituency. Major Trains should give one minute stoppage at Chalakudy

Railway Station and this Station should be included in the adarsh station.

SHRI VINOD KUMAR SONKAR: On the one hand Railways is the root and spirit of economy, on the other Indian Railways is the symbol of Indian unity and nationalism. The Minister of Railways has taken commendable and encouraging steps to increase the fare and freight charges irrespective of political gains and losses. He has not taken credit by announcing projects but paid heed on pending projects which Railways have spent a lot of money. Stations of international levels are being developed and there is a talk of bullet train also. All the District headquarters should be connected with rail links.

SHRI PASHUPATI NATH SINGH: I would like to submit following demands for consideration so that the Rail related problems of Dhanbad and

Bokaro regions are solved. Introduction of a superfast, Garib Rath train between

Dhanbad and New Delhi, introduction of a train from Dhanbad to Yasvantpur, Ahmadab, Extension of Ganga-Damodar Express upto Buxar which runs between

Ahmadabad and Patna. Introduction of a train from Dhanbad to North Bihar, to start a train from Bokaro to Palamu and also to start a train from Bokaro to Palamu and also to start a DEMU train between Adra and Bokaro, to place Bokaro station under Dhanbad and Ranchi Division, to give stoppage of all express trains at kumar Dubi Station, to connect Dhanbad and Giridih with railway giving stoppage of the Express train at Kalubathan and Pradhan Khunta stations.

SHRIMATI JYOTI DHURVE: I would like to demand stoppage of certain trains and also running of some trains in Betul. I would like to demand that an intercity Express train may be started from Nagpur and Bhopal division.

Maximum revenue is division. Maximum revenue is collected from Verdha. So I would like to demand that stoppage of , and Patna

Express should be given over there. Harsud, Chaner and Khirkia are Pilgrim places. So in view of the convenience of Pilgrims a daily or weekly train should be introduced from there. I would also like to demand stoppage of Patalkot Express at

Bordehi Railway Station. Nagpur-Jabalpur Express and Chennai Express should be given stoppage at Ghoradongi railway station. Similarly, Nagpur, Jabalpur

Express, Jaipur-Chennai Express and Swarn Jayanti Express should be provided stoppage at Maltai station which is a religious place. The stoppage of Swarn

Jayanti Express at Betul should not be discontinued.

SHRI RAM CHARITRA NISHAD: I would like to draw the attention of the Hon. Minister to the fact that there is no Railway Reservation Centre at Varanasi Airport. So, I would like to demand setting up a Railway Reservation

Centre over there. Similarly, a Railway Reservation Centre should also be created under Kerakat Assembly. All those trains going from Lucknow to Varanasi should be given stoppage at Kerakat. The Veruna Express should be given one minute stoppage at Babarpur Railway station. Moreover, in view of increasing passengers, one more train, like Varuna Express, should be introduced between

Varanasi and Lucknow. Double line should be constructed between Varanasi and

Gorakhpur.

SHRI ANURAG SINGH THAKUR: I would like to congratulate

Honourable Railway Minister for presenting a farsighted and progressive rail budget. It is important to complete the existing process first. I want to thank

Railway Minister for giving my constituency two out of 18 new surveys announced in the budget. Railway Minister mentioned that 4 projects are as old as

30 years. One of these projects is Una-Nangal-Talwara rail line in my constituency. I would request to allocate a large sum for this project so that this project could be completed in one go. Bhanupalli- Barmana – Mandi – Kullu –

Manali – Kelong – Leh railway line is of strategic importance and should be completed as soon as possible. This line should also be extended up to Leh. The train nos. 64514, 64516, 64512, 54512, 64518, 54512 and 64512 be started from

Una/ Amb-Andora instead of Nangal Dam. Train No.12326 Nangal- Kolkata be run at least thrice a week. Train No.22450 Una- Nanded Sahib should also run thrice a week. New Delhi – Chandigarh Shatabdi Express should start at 0900 hrs. from Una. Train No.12450, 22686, 22688, 12218, 19308, 13256, 12232 and

14218 should start from Una instead of Chandigarh. I request Honourable Railway

Minister to kindly consider these genuine demands of Himachal Pradesh.

DR. MAHENDRANATH PANDEY: Pt. Deendayal Upadhyay who had given the vision of democratic socialism, communism and unified humanity had died at Mugalsarai under mysterious circumstances. I would like that the

Mugalsarai railway station be named Pt. Deendayalnagar in his sacred memory.

An express train in the name of Pt. Deendayalji be introduced direct from there to

New Delhi. The Banaras railway station be upgraded to international standard.

The Mugalsarai station be upgraded to world-class model station. The common express trains be given stoppages at the Chandauli district headquarters. The

Dhanbad-Firojpur, Ludhiana – Jharkhand Sampark Kranti, Mughalsarai – Patna via

Gaya Passenger, Mumbai Mail and the Sealdeh Express – these five trains be given stoppages for one-two minutes over here. For the efficient running of the railways

Mugalsarai be linked with the North – Central Railway, Allahabad. Despite fair income generation through computerized railway reservation at the Chaudauli headquarters, reservation facility is available only upto 2.00 PM over here. It should be extended for the whole day.

SHRI VARAPRASAD RAO VELAGAPALLI: needs special consideration as almost 30000 to 40000 passengers visit Tirupati every day. At present, it has only four platforms. It has adequate space for another two platforms. Providing two more platforms will decongest the station. Secondly, Tirupati also has another railway station called „Tirupati West‟. If some passenger trains could be stopped there, tremendous pressure of traffic on the main

Tirupati railway station would be reduced. Thirdly, the people of Tirupati have been requesting for the last 20 years for a direct train from Tirupati to Shirdi via

Gudur. This would fulfil the demand of the people, which is long pending. A special Nadikudi railway track has been pending with the Railway Ministry. This track will be passing through the places where there is no other transportation available and covers mostly the backward areas. A survey in this regard has also been conducted. I request the hon. Minister that Nadikudi railway track could also be considered as a special case.

SHRI ASHOK MAHADEORAO NETE: There is an urgent requirement of a railway line construction project in my constituency of Garhchiroli – Chimur

(Maharashtra). Sanction should be given to the proposal for a 49.5 km. railway line from Vadasa to Garhchiroli. If sanction to this proposal is given by the

Railway Board, survey and work thereon would get started immediately. The second demand for my constituency is that the Nagbhid – Nagpur metre – gauge railway line be converted into broad-gauge.

SHRI MD. BADARUDDOZA KHAN: It is true India needs high speed trains but preference should be given first to connect poor working people habitats with low cost rails. A relief has been announced by Railway to the MST

Passengers prevailing their journey upto 80 Kms with 15 days single fare but with enhancement rate of 14.2% increase in fare. I request that the relief already announced for the journey may please be extended upto 150 KMs. Please take initiative to set a new Railway line from to Krishnagar via Domkul &

Karimpur under Sealdah Division because a huge number of people (i.e. at least 60

Lakh) are dependent on private vehicles by road. One Railway Bridge over river

Bhagirathi at Nashipur in my constituency is under construction. The construction work is already completed but only a small part of approach rail track in not yet completed due to some land dispute. Please take some lawful action to complete the work.

SHRIMATI KAMLA PAATLE: The condition of the railway stations in my Lok Sabha Constituency of Janjgir – Champa of Chattisgarh is pathetic though it is the biggest and the power hub district of the State. The length of the platforms at Aklatara, Champa, Baradwar, Sakti and that of the district headquarters of Janjgir - Naina Railway Stations should be extended, shed should be constructed over there, chairs should be installed to let the passengers sit, drinking water and toilets should be ensured, coach indicator and technical and information technology should be expanded, the station premises should be modernized, the roads within the railway area should be constructed, railway police station should be set up at Janjgir Naila and adequate security personnel be deployed at the Champa railway police station. I demand basic passenger amenities at Aklatara, Janjgir Naila, Champa, Baradwar and Sakti stations of my constituency and also the provision of these amenities at passenger halt stations of

Kotmisunar, Kapan, Saragaon, Jetha and Balpur stations by upgrading their category because the rake points of all these stations are used by the railways for transporting coal, iron ore and other minerals and the income generated through these are accounted for separately from that which is generated through the passengers. I demand the stoppages of at least South Bihar, Gondwana and Mail

Express Trains at the district headquarters of Janjgir Naila and also that of

Geetanjali, Gyaneshwari at Champa and the Gondwana Express at Baradwar,

Sakti. There is a famous Hanuman Temple named Naharia Baba adjoining the railway line near Kenal at a distance of 500 meters from the east cabin of Janjgir –

Naila Station where a possibility of an accident always remains due to the crowd of the visitors. Sanction be given for the construction of an over bridge at this place and similarly construction of an over bridge be approved near Sakti at the Sakti –

Adbhar railway crossing. I demand that the train no. 18233 – 18234 Bilaspur –

Indore Narmada Express which halts at Bilaspur for almost 17 hours be extended to Corba or Raigarh. I demand that sanction be urgently given for the construction of a new railway line from Raipur to Jharsuguda via Balauda Bazar, Shivari Narain

Bhatgaon, Saragaon (310 kms) which had been sanctioned in the year 2013-14 with special remark and the sanction of the railway board therefore is awaited.

SHRI RAHUL RAMESH SHEWALE: It is my maiden speech in the

House. I welcome the Rail Budget presented by the Honorable Railway Minister for one year 2014-2015. This budget will help in the progress of the country and the Indian Railways. You have already sorted out many problems of local trains of

Mumbai. Height of platforms of Sub Urban Railway‟s Stations need to be increased. There should be CCTV cameras in all the local trains for the safety of women and women constables be deployed in women‟s coaches. I appreciated the proposal of giving 864 ultra Modern EMU trains. I thank the minister for high speed ultra modern trains for Mumbai – Ahmedabad and Mumbai – Goa Section.

It is essential to convert Patel station into Terminal. The repair of its foot over bridge is extremely urgent. Wadala Junction is also required to be converted into

Terminal. Construction of more foot over bridges and escalators at Mumbai local stations under Public Private Partnership using TDR has been proposed more effectively. Consider sympathetically the proposal to start trains from Dadar to

Mankhurd. needs to be converted into a high-tech station.

Dharavi should be made a new station. The facility of Pantry car is extremely important in all the trains. The RITES report on Harbour line needs to be implemented. Big commercial complexes be made on the Railway land at Mumbai by Public Private partnership co-operation, so that railway gets handsome revenue.

New coaches be added in AC trains. There should be audit of Railway property.

Valuation of various materials lying near railway lines should be done. Periodic review of railway assets is required. The series of hiking passenger and freight fare can be stopped if a budget provision of Rs.500 crore for every year is proposed. There should be provision of establishing food courts by reputed companies for supply of clean and hygienic food. Bio toilets is a good idea. A team of honest officers be constituted to curb ticket mafia. I welcome the announcement of starting train from Bagalkot to which connects the pilgrimage centres of Maharashtra and Karnataka. Working hours of loco engine pilots need to be reduced, which will increase their efficiency. Vacant posts of engine pilots should be filled.

SHRI VINOD KHANNA: There is an urgent need for the construction of new railway line between Qadian and Beas to provide direct rail connectivity to

Batala town. Batala is an industrial town with annual consumption of pig iron, the basic raw material, of about 2 lac tones. Apart from this, seasonal produce of food grains is shifted to different parts of the country from Batala by the railways.

Moreover, due to lack of direct connectivity from Batala to major cities, around 10 lakh people of the area have no option but to travel via Amritsar, which results in spending more time and money. The project is already under consideration of the railways. The railway station of Batala is in bad condition. Both side platforms need to be urgently upgraded with overhead foot bridge facility and basic facilities like toilets, drinking water, lighting of platforms etc. A railway over bridge was constructed on Batala-Dera Baba Nanak road railway crossing a few years back.

This results in non-connectivity for more than 25 thousand residents of the Aliwal road, Batala residents and they are forced to travel nearly 4 to 5 kms more to reach

Bus Stand, Civil Hospital, Schools/Colleges and main markets etc. Therefore, the under bridge railway crossing should be made operational to obviate the hardships being faced by the common people on this account. The industrial units of Batala are in crisis because of withdrawal of Freight Equalization of raw materials policy by Union Government. It resulted in increased cost of raw material. This issue need to be addressed. Narrow-gauge problem in Pathankot city needs immediate redressal and it should be shifted from main Pathankot city to outside the city.

There is a genuine demand for halt of a Delhi bound train at Dinanagar. I demand that the train no. 14037/14308 and train no. 18216/18215 should be given a halt at

Dinanagar in the larger interest of the people.

SHRI ASHWINI KUMAR CHAUBEY: I demand that provisions must be made to give impetus to all pending projects related to Bihar and my parliamentary constituency (Buxar ) and my home town (Bhagalpur) in this rail budget . Lal Qila and Janta Express are the earliest trains of this route, they must be operated with all basic and modern facilities. Ganga – Damodar Express, Tata-

Patna Express and Durg Express should be extended upto Buxar. Buxar station must be upgraded to a Model station as it is in dilapidated condition at present.

Construction of foot over bridge should be given priority. Arrangement of “ Pit

Point” at the station must be ensured. A large number of population travel from

Buxar station and it is developing rapidly as a commercial hub. I demand for the stoppage of all Rajdhani Express, , Akal Takht,

Sampoornakranti, Jogmani Express and all other trains at Buxar station in public interest. Actikon to set up Railway Zonal Office in Bhagalpur must be taken without any delay. Guwahati Rajdhani Express should be operated via commercial capital of Bihar and silk city Bhagalpur. Two-three AC and two sleeper coaches must be added to Surat Express and Farakka – New Delhi Express. Patna-Indore

(via Nepal) should run daily and extended upto Bhagalpur, construction of Sultanpur-Deoghar line must be accelerated and operated immediately, construction work of rail line between Mandar hill (Banka) to Rampur Hat and remaining doubling work of Quel – Sahebganj should be completed urgently.

Weekly trains between Bhagalpur and Delhi need to be run daily. Stoppage of

Sanghamitra Express, Rajendra Nagar-Lokmanya Tilak Kurla Express and Patna-

Mathura-Kota Express at Dumrao station must be provided and Dumrao station be modernised. Construction of Rail over bridge at Buxar as well as Raghunathpur

Railway crossing must be completed urgently.

SHRI RAVINDRA KUMAR RAY: Labourers, unemployed youths and students from Jharkhand go to all important cities of the country, therefore,

Jharkhand should be connected by daily trains through Mumbai, Surat,

Ahemadabad, Delhi and Bangalore. There are 3 important pilgrim centres of national and inter-national level in Jharkhand. Shaktipeeth, Rajappa has no railway facilities. Madhuban, Parasnath should be connected by rail line.

Stoppage of Patna-Ranchi Janshatabdi, Rajdhani Express at Hazaribagh Road

Station and Jammu Tawi-Siyaldah Express and Ranchi-Patna Superfast train at

Chichanki and Parsabad stations should be provided. Kodarma-Ranchi EMU and

Gridih-Ranchi EMU should introduced for the benefit of people. Works of laying of railway line from Giridih to Hazaribagh via Sariya, Gagodhar-Vishnugarh,

Bharkatta-Koyaridih-Sariya, Jhaati-Jhariya-Darav-Jhumra-Bhesh-Hazaribagh should be started. SHRI KIRTI VARDHAN SINGH: I draw your kind attention to the long standing demand of the people of not only my constituency but also those of the adjoining districts for the establishment of rail link from Khalilabad to Balrampur via Uttraula. The Railways have carried out two surveys for a track alignment between Khalilabad to Balrampur via Uttraula. The Railway will be in profit in operating this proposed rail link. I urge the Government to kindly take up this pending important project of laying a rail link between Khalilabad to balrampur via

Uttraula at the earliest.

SHRI S.S. AHLUWALIA: I welcome the Railway Budget 2014-15, but simultaneously would like to register my sentiments on the non-inclusion of any packages or even any mention about the World Heritage Darjeeling Himalayan

Railway (DHR). The Darjeeling hill railway is very important from the tourism perspective not only for Indian Railways but also for the country as a whole. The

DHR has been declared a “World Heritage Site” by UNESCO in 1999 because of its uniqueness. The tourism potential and heritage values of this hill railway makes it more special than other railways in the world. DHR should, therefore, have an appropriate management monitoring mechanism comprising all stakeholders & authorities head functioning under the supervision/ guidance of PMO office with

Director DHR Railway as a Nodal Officer. Tindharia workshop still maintains century old steam locomotives & old heritage coaches of DHR. Any decision to be taken to convert TDH into museum or workshop should be considered bearing in mind the holistic approach to conserve DHR. The DHR must continue functioning. The significance of this property lies in its continuing use as a working railway. I congratulate the Railway Minister for presenting a well- balanced Budget & I sincerely hope that proposals mentioned would be accepted and the announcement for the requisite Budgetary support & decisions would find mention in your reply to the Budget Speech.

DR. RAMSHANKAR KATHERIA: I would like to put forward some of the demands related to my constituency Agra. A superfast train may be started from Agra to New Delhi in the morning for easy commuting of traders, working people and students. There is a long pending demand of tourists and businessmen for halting Bangalore Rajdhani at Agra. Passenger train plying between

Tundla may be extended up to Agra so that tourists can visit Patna Bird Sanctuary from Agra. The construction work for Rail Under Bridge at level crossing Prakash

Nagar on Raja Mandi – Tundla railway line may be started at the earliest.

THE MINISTR OF RAILWAYS (SHRI D.V. SADANANDA GOWDA) replying said: I have attentively sat through the discussion that was held for the last three days. Hon. Members have given some valuable suggestions and have also made some criticism which I treat positive for betterment of railways. My predecessor had decided something about the fare hike and I accepted it wholeheartedly and went ahead with its implementation. They are now raising voices against the fare hike. There have been a large number of requests for higher allocation of funds for the ongoing projects, for introduction of new trains, for improvement of passenger amenities and for projects. We should think on pan- India basis and we should think that the entire country is one unit. As far as

Railways is concerned, we should go ahead on that concept. That is the need of the hour. A large number of requests for new lines; new projects; and new trains have come, but there are no suggestions from the other side on how to improve revenue generation. I have got a shelf of ongoing projects which require approximately Rs.5,00,000 crore for completion. Aspirations from the hon.

Members are more than what we can meet. I have very clearly stated that I need to focus on completing the ongoing projects. It is only our endeavour to complete the critical projects in time with available resources and by mobilizing the resources from all possible means. I have stated in my Budget Speech, the fare hike was long overdue. I would like to make one point very clear that the fare hike was implemented by my Government because it was the need of the hour and because of the ‟TINA‟ factor. There was no fare hike in the last ten years. Input cost, salaries, pension outflow, and fuel cost, etc. went up substantially. The Indian

Railways has been cross-subsidizing. I would like to clarify to the House that so far we have received a good response from the private sector in terms of investment. Therefore, I have vested hope in PPP route. Apprehensions have been expressed regarding permitting FDI in the railway sector. Permitting FDI in rail sector will encourage rail infrastructure creation and growth of manufacturing industries in the country. FDI will be allowed only in the area of infrastructure development. A lot of concern has been expressed about the security of passengers, especially lady passengers. I have addressed this concern in detail in the Budget. Hon. Members of West Bengal raised a strong voice of discrimination against West Bengal without realizing the allocations for the new lines, doubling and gauge conversion projects, etc. No discrimination has been made between the states in allotments and there is no discrimination against anybody as well. I would like to form a Joint Study Group to address the concerns of Kerala by opting for the State officials also to solve all the problems with regard to land acquisition and other things also. For the State of Bihar, apart from the introduction of various train services, I have also allotted a sum of Rs.1,534 crore for all the projects including the critical projects of bridge across the Ganga near Patna. Adequate funds are provided for two major projects of Odisha as per this year‟s requirement.

About North-Eastern States, this time we have allotted 54 per cent higher allocation. For Tamil Nadu, we have allotted Rs. 1,233 crore which I hope will adequately take care of the requirements of the State. The needs of the newly formed States of Telangana and Andhra Pradesh should be taken care of.

Karnataka was allotted Rs.1,543 crore in this Budget. A total of 157 new trains have been announced including 138 introductions, 105 extensions, and four increases in frequencies. The high-speed train project will be funded through bilateral funding mechanism as well as by FDI route without burdening the travelling passengers and the common man. My Budget is a budget with a difference. I have cautiously steered away from the populism. I have attempted to cover majority of the concerns. All the cut motions were put and negatived.
