Position Paper on ROC South China Sea Policy Republic of China (Taiwan) March 21, 2016 1. Preface The Nansha (Spratly) Islands, Shisha (Paracel) Islands, Chungsha (Macclesfield Bank) Islands, and Tungsha (Pratas) Islands (together known as the South China Sea Islands) were first discovered, named, and used by the ancient Chinese, and incorporated into national territory and administered by imperial Chinese governments. Whether from the perspective of history, geography, or international law, the South China Sea Islands and their surrounding waters are an inherent part of ROC territory and waters. The ROC enjoys all rights over them in accordance with international law. This is indisputable. Any claim to sovereignty over, or occupation of, these areas by other countries is illegal, irrespective of the reasons put forward or methods used, and the ROC government recognizes no such claim or occupation. With respect to international disputes regarding the South China Sea, the ROC has consistently maintained the principles of safeguarding sovereignty, shelving disputes, pursuing peace and reciprocity, and promoting joint development, and in accordance with the United Nations Charter and international law, called for consultations with other countries, participation in related dialogue and cooperative mechanisms, and peaceful 1 resolution of disputes, to jointly ensure regional peace. 2. Grounds for the ROC position History The early Chinese have been active in the South China Sea since ancient times. Historical texts and local gazetteers contain numerous references to the geographical position, geology, natural resources of the South China Sea waters and landforms, as well as the activities of the ancient Chinese in the region. The South China Sea Islands were discovered, named, used over the long term, and incorporated into national territory by the early Chinese, so even though most of the islands and reefs are uninhabited, they are not terra nullius. -

86 Chapter 3 Chapter 3 Eloquent Stones Of the critical discourses that this book has examined, one feature is that works of art are readily compared to natural forms of beauty: bird song, a gush- ing river or reflections in water are such examples. Underlying such rhetorical devices is an ideal of art as non-art, namely that the work of art should appear so artless that it seems to have been made by nature in its spontaneous process of creation. Nature serves as the archetype (das Vorbild) of art. At the same time, the Song Dynasty also saw refined objects – such as flowers, tea or rocks – increasingly aestheticised, collected, classified, described, ranked and com- moditised. Works of connoisseurship on art or natural objects prospered alike. The hundred-some pu 譜 or lu 錄 works listed in the literature catalogue in the History of the Song (“Yiwenzhi” in Songshi 宋史 · 藝文志) are evenly divided between those on manmade and those on natural objects.1 Through such dis- cursive transformation, ‘natural beauty’ as a cultural construct curiously be- came the afterimage (das Nachbild) of art.2 In other words, when nature appears as the ideal of art, at the same time it discovers itself to be reshaped according to the image of art. As a case study of Song nature aesthetics, this chapter explores the multiple dimensions of meaning invested in Su Shi’s connoisseur discourse on rocks. Su Shi professed to be a rock lover. Throughout his life, he collected inkstones, garden rocks and simple pebbles. We are told, for instance, that a pair of rocks, called Qiuchi 仇池, accompanied him through his exiles to remote Huizhou and Hainan, even though most of his family members were left behind. -

So last time, after numerous unsuccessful attempts, Cao Cao finally managed to build a fortified camp on the Wei (4) River against Ma Chao, thanks to some freezing weather that allowed him to build a dirtandice wall. This done, he went out to taunt his enemy about it. Ma Chao did not take kindly to this and was just about to charge at Cao Cao when he noticed an imposing figure behind Cao Cao. Ma Chao suspected that this might be Xu Chu, the socalled Mad Tiger he had heard about. So he pointed with his whip and asked, “I have heard that your army has a Tiger Lord. Where is he?” “I AM Xu Chu!” the man behind Cao Cao shouted. Supernatural light seemed to shoot from his eyes, and his air was so imposing that Ma Chao dared not make a move against Cao Cao. Instead, he simply turned his horse around and returned to camp. -

In the Han Dynasty, the subject of birds and the Han Fu achieved a perfect combination, forming a unique style of the Han Fu. This unique style is manifested in profound cultural accumulation, profound ideological connotation and distinctive artistic achievements. Bird Fu can be greatly developed in the Han Dynasty. On the one hand, it is related to the prosperity of Fu style literature. On the other hand, the unified and stable social environment of the Han Dynasty, the preference of the rulers for Fu, the frequent banquet activities and the interaction between writers Influence has a very important driving effect. The bird poetry of the Han Dynasty showed rich ideological connotation through the ways of embedding Taoism into things, borrowing things to chanting virtue, and entrusting things to express their will. 1. How Poetry Became Meditation in Late-Ninth-Century China

Vol. 32.2: 113-151 thomas j. mazanec How Poetry Became Meditation in Late-Ninth-Century China abstract: In late-ninth-century China, poetry and meditation became equated — not just meta- phorically, but as two equally valid means of achieving stillness and insight. This article discusses how several strands in literary and Buddhist discourses fed into an assertion about such a unity by the poet-monk Qiji 齊己 (864–937?). One strand was the aesthetic of kuyin 苦吟 (“bitter intoning”), which involved intense devotion to poetry to the point of suffering. At stake too was the poet as “fashioner” — one who helps make and shape a microcosm that mirrors the impersonal natural forces of the macrocosm. Jia Dao 賈島 (779–843) was crucial in popularizing this sense of kuyin. Concurrently, an older layer of the literary-theoretical tradition, which saw the poet’s spirit as roaming the cosmos, was also given new life in late Tang and mixed with kuyin and Buddhist meditation.
