The author discusses two fundamental problems relating to the funding of election campaigns in the recent presidential election in Croatia. The first pro- blem derives from the incongruence of two election campaign financing acts in Croatia – the 2004 Act on Financing the Election Campaign for the Election of the President of the Republic of Croatia and the 2007 Act on the Financing of Political Parties, Independent Lists and Candidates. The latter and the more important problem in funding the latest presidential election campaign was that the competent state bodies, authorized to implement the regulations dealing with the funding of the election campaign, were deeply divided on the question which of the two acts is relevant in regulating specific issues. The differences in the way the State Electoral Commission, the Constitutional Court, the State Audit Office and the Ministry of Administration interpreted legal regulations precluded the effective sanctioning of offences in the latest presidential election campaign in Croatia. Key words: presidential elections, Croatia, funding of the election campaign According to the final report of the OSCE mission in Croatia, the latest pre- sidential elections in Croatia (first round in December 2009 and run-off in Ja- nuary 2010), generally speaking, fulfilled the international electoral standards. However, one of the strongest reservations expressed was about the regulation of the electoral campaign financing.

    CROATIAN HELSINKI COMMITTEE FOR HUMAN RIGHTS Zagreb, December 15, 2003 MEDIA AND ELECTIONS 2003 ANALYSIS OF DAILY NEWSPAPERS Alija Hodžic The Media and Elections 2003 monitoring project covered the items in daily newspapers, which directly or indirectly related to the activities of the relevant actors of political life in Croatia. The method used in the research was the analysis of the content. The analysis included items, which were published in six daily newspapers (Vjesnik, Vecernji list, Jutarnji list, Slobodna Dalmacija, Novi list and Glas Slavonije) in the period since October 12until November 22, 2003. First three newspapers belong to the category of national newspapers, while other three belong to the category of regional newspapers. Two daily newspapers are majority state-owned (Vjesnik and Slobodna Dalmacija) and two are owned by domestic (mostly small) stock owners (Novi list and Glas Slavonije), while one is half-owned by domestic and foreign owners (Jutarnji list, which is the only new established daily after 1990), and one is majority- owned by foreigners. The monitored period, in spite of the fact that it represents the continuous flow, has not been analysed as a unique entity. It was divided in two separate entities: the period, which includes time of the official pre-electoral campaign (which started on November 6) and the period prior to the beginning of the official campaign (October 12 until November 5). The reasons for such division are found in the basic differences between these two periods. Specifically in the period of the official pre-electoral campaign, the election candidates were well known (political parties, coalitions, independent candidates, as well as individuals).

Simply looked at in terms of 'raw' statistics, the Committee's work in the course of the 6th legislature has been pretty impressive by any standards: in addition to our regular committee meetings held at least twice-monthly, we have held 72 extraordinary meetings to respond to crisis situations and issues, and prepared, debated and adopted a total of 259 reports, opinions and resolutions which were then voted on in plenary. The Committee was addressed a total of 397 times by visiting speakers from outside the EU and from within, including 176 exchanges with the Commission and the Council, notably with the High Representative for CFSP, Javier Solana (10 times), Commissioners Rehn (17 times) and Ferrero-Waldner (15 times), and all 20 EU Special Representatives over the 5-year period. Regular briefings by the Council Presidency-in-office post-GAERC or on Presidency priorities (63), as well as preparatory visits by AFET's Enlarged Bureau to the Member State holding the forthcoming Presidency (8), meetings of the Conference of Foreign Affairs Committee Chairmen (COFACC) held in the Presidency country (9), and regular bilateral meetings in Brussels between AFET and representatives of the foreign affairs and defence committees of national parliaments (6), have strengthened the Committee's contacts and involvement with each Presidency and fostered its involvement in CFSP issues.

HRVATSKI SABOR Zapisnik šesnaeste sjednice Hrvatskoga sabora održane 21.,22.,23.,28.,29. i 30 rujna i 5.,6.,7.,12.,13. i 14. listopada 2005. Sjednicu Hrvatskoga sabora, 21. rujna 2005. godine, u 9,34 sati otvorio je predsjednik Vladimir Šeks. Na početku sjednice, kojom je započelo redovito zasjedanje Hrvatskoga sabora odana je počast Domovini, izvođenjem himne "Lijepa naša Domovino". Hrvatski sabor je minutom šutnje odao počast palim hrvatskim braniteljima i svim civilnim žrtvama iz Domovinskog rata. Zapisnici 14. i 15. sjednice prihvaćeni su u predloženom tekstu. Zastupnici Zlatko Tomčić, u ime Kluba zastupnika HSS-a, Damir Kajin, u ime Kluba zastupnika IDS-a i Dragutin Lesar, u ime Kluba zastupnika HNS-PGS-a, također su zatražili da zastupnici provedu raspravu o novonastaloj situaciji, kao i da predsjednik sazove prošireno Predsjedništvo. Predsjednik Vlade Republike Hrvatske, dr.sc. Ivo Sanader, podnio je izvješće i stajalište Vlade Republike Hrvatske vezano za donošenje zakona u Slovenskom parlamentu o epikonatinentalnom pojasu i ribolovno-ekološkoj zoni. All existing programs and projects, complemented with newly developed activities, were lined up according to the following strategic guidelines and programmatic areas: 1. REPRESENTATIVE DEMOCRACY - includes GONG election related activities aiming to contribute to reaching higher democratic standards of electoral system, enabling higher transparency and civic participation 2. PARTICIPATORY DEMOCRACY – includes GONG activities aiming to contribute to increased quality and scale of participatory democracy in Croatia as well as higher citizens’ engagement in political processes 3. CIVIL SOCIETY – includes GONG activities aiming to encourage systematic cooperation of CSOs in Croatia and development of support mechanisms for CSOs, and promotion of civic activism and civic participation on the local and regional levels 4. INTERNATIONAL RELATIONS – includes GONG activities aimed at promotion of standards of representative and participatory democracy in transition countries in Europe and cooperation with organizations from developed western countries. REPRESENTATIVE DEMOCRACY 1. Election Monitoring GONG regularly monitors activities of the bodies responsible for conducting and organizing elections and election campaigns, but also encourages, organizes and educates citizens to monitor elections as non- partisan observers. In the course of 2006, several re-run and repeated local election, as well as a number of elections for neighborhood councils were held. These elections were monitored by 88 observers in total.

Predsjedavajući Doma, potpredsjednik Luka Bebić izvjestio je zastupnike da će četvero zastupnika koji nisu imali mogućnost postaviti svoja pitanja zbog prekida sjednice, to moći ostvariti na početku slijedećeg aktualnog sata. Tijekom sjednice 26. siječnja 2006. godine, zastupnik Željko Pecek, u ime Kluba zastupnika HSS-a zatražio je da predsjednik Vlade Republike Hrvatske izvjesti zastupnike i hrvatsku javnost što je do sada učinjeno za obranu hrvatskih generala, te ima li Vlada plan kako će to odraditi do završetka procesa, a u svezi raznih komentara i natpisa objavljenih u tisku nekoliko zadnjih dana.     CROATIAN PARLIAMENT National Council for Monitoring Anti-Corruption Strategy Implementation REPORT ON THE WORK OF THE NATIONAL COUNCIL FOR MONITORING ANTI-CORRUPTION STRATEGY IMPLEMENTATION in the period from 21 May 2008 to 30 May 2009 1. INTRODUCTION In compliance with its obligation under the Decision of the Croatian Parliament Establishing the National Council for Monitoring the Implementation of the National Anti-Corruption Programme, the National Council submits the present Report on its work for the period from 21 May 2008 to 30 May 2009. In June 2008, the Croatian Parliament and Government adopted a new Anti-Corruption Strategy and Acton Plan with the clear objective of reinforcing an appropriate and efficient institutional framework as a factor of crucial importance to successful efforts to combat corruption. This implies appropriate coordination and cooperation among institutions implementing the anti- corruption policy and their efficient supervision. The experience gained in the implementation of the previous National Programme (2006-2008) has highlighted the need to strengthen the institutional framework with a view to increasing efficiency in the implementation of the Strategy and Action Plan. The National Council for Monitoring the Implementation of the National Anti-Corruption Programme (hereinafter, the “National Council”) was established in June 2006 and its task was to supervise the implementation of the National Programme 2006-2008. The National Council is composed of parliamentarians, employers and union representatives, representatives of non- governmental organizations dealing with corruption issues, representatives of the academic community, professionals and media representatives. The National Council is chaired by a representative of the opposition in the Croatian Parliament. The experience gained in the implementation of the National Programme 2006-2008 has pointed out the need to reinforce the role of the National Council, which was formally achieved by preparing the new Strategy and Action Plan.

    Hırvatistan’ın Siyasi Yapısı ve Seçimler Atacan Şahin (Siyasal İletişim Enstitüsü) Hırvatistan, 1990 yılında kabul edilen anayasayla birlikte; Demokratik Cumhuriyet sıfatını kazanmıştır. Bu dönemde Hırvatistan 2000 yılına kadar yarı başkanlık sistemiyle yönetilmiştir. Fakat 2000 yılının kasım ayında anayasasının değiştirilmesiyle birlikte devlet parlamenter sisteme geçiş yapmıştır. Cumhurbaşkanı Hırvatistan anayasasına göre Cumhurbaşkanı devletin başıdır. Cumhurbaşkanı 5 yıllık görev süresi için seçilir. Fakat anayasaya göre cumhurbaşkanının 2 dönemden fazla seçilme hakkı yoktur. Buna ek olarak cumhurbaşkanı ordunun da başkomutanıdır. Ve Hırvatistan devletini temsil eder. Fakat bunlara rağmen cumhurbaşkanı başbakana göre daha az yetkilerle donatılmıştır. Daha simgesel bir yapısı vardır başbakanın yetkileriyle kıyaslandığında. Cumhurbaşkanının resmi ikametgahı “Başkanlık Konağı”( Predsjednički dvori ). Başkanlık Konağı Zagrep’te bulunmakta ve ilk defa 1992 yılında kullanılmaya başlandı. (Konak 1962’de Tito döneminde yapılmıştır.) Devletin Cumhurbaşkanı Stephan Mesiç’dir. (18 Şubat 2000’den beri) Başbakanlık Hırvatistan hükümeti; başbakan , 2 başbakan yardımcısı ve 14 bakanlığın bulunduğu bakanlar kurulu tarafından yönetilir. Hükümet yasama , bütçe, iç ve dış tüm ilişkilerin sorumluluğunu da yüklenmektedir. Başbakan Ivo Sanader’dir.
