CROATIA Promoting social inclusion of children in a disadvantaged rural environment Antun Ilijaš and Gordana Petrović Centre for Social Care Zagreb Dora Dodig University of Zagreb Introduction Roma have lived in the territory of the Republic of Croatia since the 14th century. According to the 2001 population census, the Roma national minority makes up 0.21% of the population of Croatia, and includes 9463 members. However, according to the data of the Office for Ethnic Minority in Croatia, there is currently around 30 000 Roma people living in Croatia. It is difficult to accurately define the number of Roma people living in Croatia because some of them declare as members of some other nationality, and not as Roma. There is a higher density of Roma in some regions of Croatia: Medjimurje county, Osječko-baranjska county, Zagreb, Rijeka, Pula, Pitomača, Kutina, ðurñevac, Sisak, Slavonski Brod, Bjelovar, Karlovac and Vukovar. 1 Roma people in Croatia are considerably marginalised in almost all public and social activities and living conditions of Roma people are far more unsatisfactory than those of average population and other ethnic minorities. The position of Roma and their living conditions have been on the very margins of social interest for years, and this has contributed to the significant deterioration of the quality of their living conditions, as compared to the average quality of living conditions of the majority population. This regards their social status, the way in which their education, health care and social welfare are organised, the possibility to preserve their national identity, resolving of their status-related issues, employment, presentation in the media, political representation and similar issues. -

JICA selected and dispatched a study team headed by Mr. Naohito Murata of CTI Engineering International Co., Ltd., and consisting of members from CTI Engineering International Co., Ltd. and Nihon Suido Consultants Co., Ltd., to the Republic of Croatia three times between October 2000 to July 2001. In addition, JICA set up an advisory committee headed by Mr. Shigeharu Iinoue, Senior Researcher, Urban Development Corporation, between September 2000 and August 2001, which examined the study from specialist and technical points of view. -

Foundation for the Development of the Education System (FRSE) operates as the Polish National Agency of the Erasmus+ Programme implemented in the years 2014-2020. FRSE is also responsible for other European educational and information initiatives in Poland: eTwinning, Eurodesk, Eurydice, Europass, ECVET and EPALE. The Foundation also supports cooperation with countries in the East via the Polish-Lithuanian Youth Exchange Fund, the Polish Ukrainian Council of Youth Exchange and SALTO-EECA Eastern Europe and Caucasus Youth Policy in Eastern Partnership Countries Youth Resource Centre. Since 2014, FRSE has been involved in the implementation of the Operational Programme Knowledge Education Development. The Foundation organizes many educational events including competitions promoting projects’ results. It coordinates the European Youth Week and co-organizes events in the framework of European Day of Languages. It also conducts research and has a publishing house which issues, among others, such quarterly magazines as „Języki Obce w Szkole” (”Foreign Languages at School”) and „Europa dla Aktywnych” (”Europe for the Active”). D.* UDK: 342.849.2(497.5) 324.511(497.5) Izvorni znanstveni rad Primljeno: kolovoz 2010. The author discusses two fundamental problems relating to the funding of election campaigns in the recent presidential election in Croatia. The first pro- blem derives from the incongruence of two election campaign financing acts in Croatia – the 2004 Act on Financing the Election Campaign for the Election of the President of the Republic of Croatia and the 2007 Act on the Financing of Political Parties, Independent Lists and Candidates. The latter and the more important problem in funding the latest presidential election campaign was that the competent state bodies, authorized to implement the regulations dealing with the funding of the election campaign, were deeply divided on the question which of the two acts is relevant in regulating specific issues. The differences in the way the State Electoral Commission, the Constitutional Court, the State Audit Office and the Ministry of Administration interpreted legal regulations precluded the effective sanctioning of offences in the latest presidential election campaign in Croatia. Key words: presidential elections, Croatia, funding of the election campaign According to the final report of the OSCE mission in Croatia, the latest pre- sidential elections in Croatia (first round in December 2009 and run-off in Ja- nuary 2010), generally speaking, fulfilled the international electoral standards. However, one of the strongest reservations expressed was about the regulation of the electoral campaign financing. -
