Executive Summary of Program Purpose This is the Final Report, covering the period of May 2001 to May 2004. Mercy Corps was awarded the Economic and Community Revitalization Activity (ECRA) under #160-A-00-00-00103-00 Cooperative Agreement ("the Agreement") on May 11, 2001, by the United States Agency for International Development (USAID), through its Regional Contracting Office (RCO). ECRA supports USAID/Croatia's Strategic Objective 3.1 "Accelerated Return and Sustainable Reintegration of War-Affected Areas." The Intermediate Results (IR) associated with this Strategic Objective include: IR 3.1.2 Community-Based Economic Programs Create Jobs, Income and Outputs IR 3.1.3 Increased Community Reintegration IR 3.1.4 Information Dissemination and Outreach Promote Return of Refugees IR 3.1.5 Market-Based Solutions Meet Housing Needs of War-Affected Communities This report summarizes our activities and overall progress during the period noted above. This report is provided in accordance with the Agreement Section 1.6.1 (a), Final Program Reporting. The goal of ECRA was to assist the people of targeted partnership municipalities in three roughly distinct geographic regions of the war-affected areas of Croatia through competitively awarded sub-grants to international and Croatian organizations, to undertake integrated community-based programs that accelerate and sustain market-led economic growth and community development, thereby accelerating sustainable return. The strategy comprised several key elements, including: Targeted and concentrated program/project efforts to ensure maximum impact and maximum potential integration with other economic, social service, and community- based initiatives in these areas. Activities were prioritized to have the greatest potential for achieving measurable results in a cost-effective manner for those with the greatest needs and/or the largest number of project participants possible, including economically active returnees, ethnic minorities, youth and women. As demonstrated by the final ECRA demographics, the program as a whole succeeded in drawing a wide range of participants. ECRA communities and organizations demonstrated strong commitment to and tolerance for ethnic diversity and equal access to economic opportunities and social services. ECRA interventions that developed human capital through capacity building ultimately strengthened local initiatives and NGOs, which further fostered participatory decision-making in the communities in which we worked. Implementing partners and municipalities which proved to have greater diversity and community-driven activities ultimately succeeded in most ECRA activities. By the end of the program, communities were demonstrably better able to address their needs by including a broader level of community involvement and taking on more self-management responsibility. Coordination, Collaboration and Leveraged Resources was achieved through program planning and maximization of impact in creating economic opportunities, improving the quality and availability of legal and other social services, and strengthening community involvement. The program was less successful in providing effective cross-border return information other then the approved projects focusing on traditional cross-border 1 activities. To the extent possible, program interventions were integrated with existing activities of other donors, such as the EU and UNDP, and were highly effective in working with other assistance providers, such as ASB, APN, and the Ministry of Reconstruction and Public Works. Mechanisms were put in place to maximize program performance, ensuring meaningful interaction between and among implementing partners.     1 Orchid observations in Croatia in 201 6 Frank Verhart, Maastricht , the Nether lands [email protected] I ntroduction and general remarks As in 2014/2015 I visited Croatia for observation of wild orchids. In 2016 I went to Croatia twice. From 14 april until 1 May I was on the Southern Dalmatian peninsula Pelješac and from 11 until 30 June I explored the area between the Plitvice National Park and the city of Karlovac in the counties Lika - Senj and Karlovac. As always I did observations o f wild orchids on locations often not registered in the Flora Croatica Database (FCD) , a project of the Department of Botany of the University of Zagreb . At Pelješac interesting observations I did include those of Cephalanthera damasonium and Orchis ustula ta , as both have not been reported before from the peninsula. I found Epipactis microphylla , Ophrys bombyliflora and Serapias ionica , all of which have been recorded very rarely from Pelješac in the past. The visit to the inland of Croatia in June also yie lded observations of Epipactis microphylla , however by far the most frequently seen orchid species was Orchis ustulata of which a great many locations were recorded, many of those new. In the next chapters I present the results of these visits. Distrib ution maps The distribution maps in this article were taken from the Flora Croatica Database (FCD, Nikolić 2016 ) . The units of distribution are based on MTB, a current standard for mapping flora in Croatia. MTB is an abbreviation of the German “ “Meßtischblätter” , which means topographic map and corresponds with 10 degrees longitude and 6 degrees latitude grid.

    CROATIA Promoting social inclusion of children in a disadvantaged rural environment Antun Ilijaš and Gordana Petrović Centre for Social Care Zagreb Dora Dodig University of Zagreb Introduction Roma have lived in the territory of the Republic of Croatia since the 14th century. According to the 2001 population census, the Roma national minority makes up 0.21% of the population of Croatia, and includes 9463 members. However, according to the data of the Office for Ethnic Minority in Croatia, there is currently around 30 000 Roma people living in Croatia. It is difficult to accurately define the number of Roma people living in Croatia because some of them declare as members of some other nationality, and not as Roma. There is a higher density of Roma in some regions of Croatia: Medjimurje county, Osječko-baranjska county, Zagreb, Rijeka, Pula, Pitomača, Kutina, ðurñevac, Sisak, Slavonski Brod, Bjelovar, Karlovac and Vukovar. 1 Roma people in Croatia are considerably marginalised in almost all public and social activities and living conditions of Roma people are far more unsatisfactory than those of average population and other ethnic minorities. The position of Roma and their living conditions have been on the very margins of social interest for years, and this has contributed to the significant deterioration of the quality of their living conditions, as compared to the average quality of living conditions of the majority population. This regards their social status, the way in which their education, health care and social welfare are organised, the possibility to preserve their national identity, resolving of their status-related issues, employment, presentation in the media, political representation and similar issues.

JICA selected and dispatched a study team headed by Mr. Naohito Murata of CTI Engineering International Co., Ltd., and consisting of members from CTI Engineering International Co., Ltd. and Nihon Suido Consultants Co., Ltd., to the Republic of Croatia three times between October 2000 to July 2001. In addition, JICA set up an advisory committee headed by Mr. Shigeharu Iinoue, Senior Researcher, Urban Development Corporation, between September 2000 and August 2001, which examined the study from specialist and technical points of view.

Digitalnu obradu karte uradio je Nenad Kurtanjek, a obradu tumača su učinile Karolina Smrečki i Suzana Vitas. Zasebno poglavlje u radu posvećeno je određivanju prostornog obuhvata regije prema različitim kriterijima regionalizacije. Tema završne cjeline su suvremena demografska, gospodarska i prometno-geografska obilježja Korduna. Dugotrajna vojna namjena prostora nepovoljno je utjecala na razvoj regije. Domovinski rat dodatno je pogoršao već postojeće loše demografske trendove.
