Title Daily Vocab Capsule st Title 1 June 2020 For a Reset in India-Nepal Relations The urgent need today is to pause the rhetoric on territorial nationalism and lay the groundwork for a quiet dialogue. Once again, relations between India and Nepal have taken a turn for the worse. The immediate provocation is the long-standing territorial issue surrounding Kalapani, a patch of land near the India-Nepal border, close to the Lipulekh Pass on the India-China border, which is one of the approved points for border trade and the route for the Kailash-Mansarovar yatra in Tibet. However, the underlying reasons are far more complex. Yet, Nepali Prime Minister K.P. Sharma Oli’s exploitation of the matter, by raising the banner of Nepali nationalism and painting India as a hegemon, is part of a frequent pattern that indicates that relations between the two countries need a fundamental reset. Kalapani and the maps India inherited the boundary with Nepal, established between Nepal and the East India Company in the Treaty of Sugauli in 1816. Kali river constituted the boundary, and the territory to its east was Nepal. The dispute relates to the origin of Kali. Near Garbyang village in Dharchula Tehsil of the Pithoragarh district of Uttarakhand, there is a confluence of different streams coming from north-east from Kalapani and north-west from Limpiyadhura. The early British survey maps identified the north-west stream, Kuti Yangti, from Limpiyadhura as the origin, but after 1857 changed the alignment to Lipu Gad, and in 1879 to Pankha Gad, the north-east streams, thus defining the origin as just below Kalapani. -

Journal of International Affairs Vol. 3, 1-41, 2020 Doi: https://doi.org/10.3126/joia.v3i1.29077 Department of International Relations and Diplomacy Tribhuvan University, Kathmandu, Nepal North-Western Boundary of Nepal Dwarika Dhungel Jagat Bhusal Narendra Khanal Abstract Following the publication of new political maps by India on 2nd and 8th November 2019, the issues related to the source of Mahakali River and Indian occupation of the Nepali territory east of the river, have, once again, come to the surface. And, the Nepali civil society has come out strongly against the newly published political maps of India, prepared a new map of Nepal, showing the whole of the territory east of Mahakali River (about 400 sq. km) as Nepalese land on the basis of Treaty of Sugauli signed in 1816 by East India Company of Great Britain and Raja of Nepal. An analysis of the maps, so far available, shows that changes have been made in the names of the river and places, and there is cartographic aggression and manipulation by India in relation to Mahakali River and its boundary with Nepal’s northwest. It has also been found that Nepal has published a map in the past showing its international boundary without any basis of the treaties and other historical documents. Analysis clearly shows that the river originating from Limpiyadhura is the Mahakali (called Kalee/Kali River) as per Article 5 of the Sugauli treaty and it forms the international boundary between the two countries. Volume 5 Issue 1 April 2017 Kathmandu School of Law Review 1 Volume 5 Issue 1 April 2017 Kathmandu School of Law Review China South Asia Connectivity: Reflections on Benefits of OBOR in Nepal from International Law Perspective Prof. (Dr.) Yubaraj Sangroula The Idiosyncratic History of Friendliness and Cultural Proximity in Sino- Nepal Relation An abundance of records from antiquity show that Nepal existed as a southern Himalayan state with a long an uninterrupted history of independence. The Pashupati area, with its numerous temples including the main temple dedicated to Lord Shiva, is one of the ancient locations identified with the ancient history of the nation of Nepal. As described by Dilli Raman Regmi, a noted historian of ancient Nepal, the present site of Pashupati was divided into two locations, the main temple and the surrounding area where a number of other temples surrounded the main temple. The latter location was called Deopatan, literally meaning as the city of Gods.1An adjacent location, known as Cha-bahil, which is currently known as Chabel, is of significant importance in understanding the antiquity of Nepal as a nation. Mr Regmi refers to a chronicle that describes Deopatan as a site where Magadha Emperor Ashoka, on his visit to Kathmandu, met with Nepal's King.2A legend from the Chronicle mentions that King Ashoka founded a monastery close to the north of Deopatan and left it in the care of his daughter Charumati, who married the king of Nepal.3King Ashoka ruled Maghada before 300 BCE. This historical description is evidence of two important facts about Nepal. -
Rethinking Gorkha Identity: Outside the Imperium of Discourse, Hegemony, and History

RETHINKING GORKHA IDENTITY: OUTSIDE THE IMPERIUM OF DISCOURSE, HEGEMONY, AND HISTORY BIDHAN GOLAY ABSTRACT The primary focus of the paper is the study of the colonial construction of the Gorkha identity and its later day crisis. Taking the colonial encounter as the historic moment of its evolution, the paper makes an attempt to map the formation of the Gorkha identity over the last two hundred years or so by locating the process of formation within the colonial public sphere that emerged in Darjeeling in the early part of the twentieth century. The paper tries to cast new light on the nature of contestation and conflation between the colonial identity or the martial identity inscribed on the body of the Gorkha by the colonial discourse of “martial race” and the cultural identity that was emerging in course of time. It also tries to establish the fact that the colonial forms of representation of the “Gurkhas” as the “martial race” is still the dominant form of representation foreclosing all other forms of representation that had become possible as a new self-identity emerged with the cultural renaissance in Darjeeling and elsewhere. It also looks into the problem of double consciousness of the deterritorialised Gorkha subjectivity that is torn between two seemingly conflictual impulses of a primordially constructed notion of the Gorkha jati (community) and the demands of a modern nation-state. The paper also argues that the Gorkha identity has somewhat failed in securing a political space for its cultural identity leading to deep fissures in its multi layered identity. -

NRNA Nepal Promotion Committee Overview Nepal is a landlocked country in South Asia. It is located mainly in the Himalayas but also includes parts of the Indo-Gangetic Plain. With an estimated population of 29.4 million, it is 48th largest country by population and 93rd largest country by area.[2][14] It borders China in the north and India in the south, east, and west. Nepal has a diverse geography, including fertile plains, subalpine forested hills, and eight of the world's ten tallest mountains, including Mount Everest, the highest point on Earth. Kathmandu is the nation's capital and largest city. The name "Nepal" is first recorded in texts from the Vedic Age, the era in which Hinduism was founded, the predominant religion of the country. In the middle of the first millennium BCE, Gautama Buddha, the founder of Buddhism, was born in southern Nepal. Parts of northern Nepal were intertwined with the culture of Tibet. The centrally located Kathmandu Valley was the seat of the prosperous Newar confederacy known as Nepal Mandala. The Himalayan branch of the ancient Silk Road was dominated by the valley's traders. The cosmopolitan region developed distinct traditional art and architecture. By the 18th century, the Gorkha Kingdom achieved the unification of Nepal. The Shah dynasty established the Kingdom of Nepal and later formed an alliance with the British Empire, under its Rana dynasty of premiers. The country was never colonised but served as a buffer state between Imperial China and colonial India. Parliamentary democracy was introduced in 1951, but was twice suspended by Nepalese monarchs, in 1960 and 2005. -

First, the reinstated parliament declared the country secular in June 2006, which undermined the religious-political significance attributed to Hindu kings. Second , the Maoists successively signed the Comprehensive Peace Accord with the government (November, 2006), and joined the parliament (January, 2007) and the coalition government (March, 2007). Third, the first historic constituent assembly elections took place (April, 2008). Then the constituent assembly declared the country a republic and formally abolished the monarchy (May, 2008). In other words, a collective upsurge of April 2006, which had started to fight monarchy, ended up abolishing in two years. Thereafter the country headed towards a new phase of history with a collective political thrust for restructuration into a federal republic. The project of restructuring the country through the abolition of Shah Dynasty brought into question the historical recognition of the eighteenth-century unification. As a result, the long- established national veneration given to Prithvi Narayan Shah (hereafter P.N. Shah) as the leader of the unification, which Birendra Pandey (2007) frankly calls “the corpse of the grand narrative of the history of Nepal” (p.4), faced immediate public ire. As the Shah Dynasty went through public ire following the Revolution, all its historical roots were threatened and its symbols destroyed. -
