Questionnaire - Revision of the Communication from the Commission on the application of State aid rules to public service broadcasting 1. GENERAL 1.1. A number of significant legal developments have taken place in the public broadcasting area since 2001, namely the adoption of the Audiovisual Media Services Directive, the adoption of the Decision and Framework on compensation payments as well as Commission decision-making practice. Do you think that the Broadcasting Communication should be up-dated in light of these developments? Alternatively, do you consider that these developments do not justify the adoption of a new text? There is no need for revision or change of the Communication at the moment. The Communication on the application of State aid rules to public service broadcasting (OJ 2001/C 320/4) lays down flexible principles which have made it possible to resolve a number of cases by taking due account of the specificity of the public service broadcasting sector. The Audiovisual Media Services Directive (OJ 2007/C 332/27) takes into account the emergence of new media and recalls the importance of the coexistence of public and private providers of audiovisual media services and the firm need for the public service broadcasting remit to continue to benefit from technological progress (Recital 9). Public service broadcasters consider that there is no particular pressing need to revise the current Communication. Any updating which may take place needs to ensure stability for public service broadcasters while maintaining the flexibility of the current system, a system which makes it possible to offer legal solutions to organizations of various sizes and operating on various markets which have a remit to offer public service output responding to the needs and choices of their respective societies.

Greece: Audio Visual Market Guide Page 1 of 4 Greece: Audio Visual Market Guide Betty Alexandropoulou December 14 Overview The audio-visual (AV) market in Greece is showing signs of recovery after 4 years of double-digit decline for home audio and cinema spending. Retail sales have demonstrated signs of recovering, along with expected GDP growth in 2015. Demand for audiovisual equipment is covered by imports, mainly from European Union countries China, Korea, and Japan. The United States is a supplier of computers and peripherals.. Out of a population of 10.8 million people and 3.7 million households, there is an average of two television sets per household. Ninety-nine percent of these households have access to free broadcast TV, 19.5 percent have access to satellite and IP Pay TV, and 3 percent have satellite internet and pay TV bundled service. Market Trends The end of 2014 is expected to mark the completion of analogue broadcasting and a transfer to digital service. The switchover requires technological upgrades for media outlets, households, and businesses. Within this context, Digea was formed as a network operator providing a digital terrestrial television transmission in Greece for seven nationwide private TV channels (Alpha TV, Alter Channel, ANT1,Macedonia TV, Mega Channel, Skai TV, and Star Channel). In addition to these free nationwide broadcast stations, the network is open to other station broadcasts. With respect to pay-TV, fierce competition between the two main providers (Nova/Forthnet & OTE) resulted in record-high satellite and IP-TV subscriptions as well as the introduction of new channels and relevant content by the two rival platforms.

  • MEDIA POLARIZATION “À LA FRANÇAISE”? Comparing the French and American Ecosystems
institut montaigne MEDIA POLARIZATION “À LA FRANÇAISE”? Comparing the French and American Ecosystems REPORT MAY 2019 MEDIA POLARIZATION “À LA FRANÇAISE” MEDIA POLARIZATION There is no desire more natural than the desire for knowledge MEDIA POLARIZATION “À LA FRANÇAISE”? Comparing the French and American Ecosystems MAY 2019 EXECUTIVE SUMMARY In France, representative democracy is experiencing a growing mistrust that also affects the media. The latter are facing major simultaneous challenges: • a disruption of their business model in the digital age; • a dependence on social networks and search engines to gain visibility; • increased competition due to the convergence of content on digital media (competition between text, video and audio on the Internet); • increased competition due to the emergence of actors exercising their influence independently from the media (politicians, bloggers, comedians, etc.). In the United States, these developments have contributed to the polarization of the public square, characterized by the radicalization of the conservative press, with significant impact on electoral processes. Institut Montaigne investigated whether a similar phenomenon was at work in France. To this end, it led an in-depth study in partnership with the Sciences Po Médialab, the Sciences Po School of Journalism as well as the MIT Center for Civic Media. It also benefited from data collected and analyzed by the Pew Research Center*, in their report “News Media Attitudes in France”. Going beyond “fake news” 1 The changes affecting the media space are often reduced to the study of their most visible symp- toms.
