Act Three: The View from Above Scene One The DMR observer in the helicopter was Hal Gregge. He describes what it was like looking down from above: “Anything on a main road is our responsibility, so with a thing like the ferries, the buck stops with us. The helicopter pilot was called Noel and the fellow we were reporting to was Bill McIntyre who was running the workshop at Granville. That was our central workshop - we had all trades and 400 people working there then. We used to support all the ferries from there - they had riggers and people like that and we’d overhaul the ferry engines there. We used to have the patterns to cast the spider wheels, even. It’s all closed down now, though. Bill was organising ground support. He’s retired now. “By the time the helicopter got up to Wisemans, we found noth- ing there. Noel is a very good pilot. He did his training all over the world and has been under fire and everything, so we were able to fly quite low at times when we needed to. We zoomed in around Webbs Creek. There was a set of piers there that they normally tie the ferry to, but of course they were empty. We went around the corner to the piles for the other two ferries, but they’d gone, too. So we just followed the river down at a reasonable height. It wasn’t a bad day on the Tuesday - the flood was well up, but the cloud and rain were gone.

It is maintained and operated by Roads and Maritime Services NSW (Roads and Maritime). Roads and Maritime proposes to upgrade the ferry ramps at Berowra Waters with precast concrete panels for the sections below the tide level and poured in situ ramp sections above the high water mark. Need for the proposal The proposal is required to maintain a safe ingress and egress for pedestrians and vehicles approaching the ferry. Maintenance inspections indicate the existing ferry ramps are showing signs of degradation that could pose a safety hazard for pedestrians and vehicles. Without a safe operating ferry at Berowra Waters motorist travelling between Berrilee and Berowra would be required to detour via Galston, a detour of about 19 kilometres.

Act One: Scene One The Build-up and the Breakaway It was late afternoon on Sunday, March 19, 1978, and Garry McCully was in his office at Colo Shire Council. It had been raining steadily and heavily for the past three days. So far it had bucketed down 350 mm, and it looked pretty certain that the river was in for another big flood. The Shire Clerk, Garry’s immediate boss, was out of town and Garry was in the decision-making hotseat. Earlier that day there had been reports of consider- able storm damage in the Macdonald Valley so Garry sent Jim Larkin, a Council Overseer, to check out the situation there. At this stage the advice from the Bureau of Meteorology was that minor flooding would develop along the Nepean River in the Cam- den district, and that the Nepean at Camden was expected to reach a height of 6.8 metres by 8pm that evening and 9 metres by 3 the next morning. At half past seven Garry rang the Weather Bureau again and spoke to John North, seeking further weather information that might help him make a decision about the ferries. He didn’t want to have the ferries taken off their cables at night if it could be avoided. It would be more difficult and more dangerous. North confirmed the earlier forecast of probable minor flooding the next day, though this could happen earlier, he said, if there were sustained heavy falls that night. Normally it takes about 150 mm of rain to cause a flood on the Hawkesbury, depending on prevailing conditions and what’s falling in the catchments of the Macdonald and Colo and Grose Rivers, and from the way it had been raining it looked like the bridge at Windsor would be under water by midnight.

WELCOME Welcome to the 15th Anniversary Edition of the Convict 100 MTB marathon for 2019! A big thank you to all the riders for your continued support of the historic event. We hope you have as much fun on the course as we did organising it. This Event Program contains all the information you need for race day. Make sure you read it carefully! EVENT CENTRE -ST. ALBANS The event will be based out of the historic village of St. Albans, located just 95km North of Sydney. The population of the township triples during the event weekend so we ask you to show utmost respect for the residents during the event. The local community have been very supportive of the Convict 100 and mountain biking in general, so please always show your appreciation by being courteous. To satisfy this commitment, this document contains a record of the roads classified under sections 46, 47, 50 or 51 of the Roads Act 1993 that have a Legal Class of Highway, Main Road, Secondary Road or Tourist Road - as legally described by Declaration Order in the Government Gazette. To manage the extensive network of roads for which council is responsible under the Roads Act 1993, RMS in partnership with local government established an administrative framework of State, Regional, and Local Road categories. State Roads are managed and financed by RMS and Regional and Local Roads are managed and financed by councils. Regional Roads perform an intermediate function between the main arterial network of State Roads and council controlled Local Roads. Due to their network significance RMS provides financial assistance to councils for the management of their Regional Roads. The Regional Road category comprises two sub- categories: those Regional Roads that are classified pursuant to the Roads Act 1993, and those Regional Roads that are unclassified. For completeness, the Schedule includes unclassified Regional Roads. Local Roads are unclassified roads and therefore are not included in the Schedule.
