Estambul y sus revoluciones: camino hacia la modernidad Frédéric Hitzel* i hoy me toca a mí, mañana te tocará a ti”. Esta advertencia, que es “Sfrecuente encontrar grabada en los epitafios de las estelas funerarias otomanas, recuerda al buen musulmán que todos los hombres están desti nados a morir, en un tiempo límite fijado por Dios. Este término predes tinado no puede adelantarse ni atrasarse, tal como lo dice otra fórmula funeraria común en los cementerios de Estambul: “Puesto que le llegó su fin, no podría haber piedad para él”. Este precepto se aplica a todo ser humano, incluso a los sultanes otomanos que, desde su capital de Estambul, gobier nan el más vasto imperio musulmán, que se extiende desde las riberas del Adriático hasta los confines de África del Norte (excepto Marruecos), pa sando por la península arábiga. Sin embargo, es obvio: el soberano otomán no era el primer fiel que llegaba. Era la sombra de Dios en la Tierra, lo que hacía de él una pieza esencial del sistema institucional. Su muerte plantea ba la delicada cuestión de su sucesión. Si bien la mayoría de los sultanes murieron en el trono, algunos fueron depuestos, y otros asesinados. Esto es lo que ocurrió al sultán Selim III, quien tuvo que ceder el trono a su primo Mustafá IV en 1807, antes de ser salvajemente ejecutado el año siguiente. El trágico final de su reinado, sobre el que volveremos más adelante, marcó fuertemente la historiografía turca. Politecnico di Milano, Building Environment Science Technology (BEST) [email protected] TRADITIONAL TECHNIQUES AND DISTRICT REHABILITATION Sustainable rehabilitation and preservation strategies in historic quarters Industrialisation, started with Industrial Revolution in mid 18th century by the invention of machines but advanced fast in early 19th century by establishing factories in large areas, has changed various aspects of life in terms of economy, architecture, design, and construction, rate of production, social life and politics. However one aspect, the nature, became very important in architecture field when there have been various and serious problems on four basic elements of planet: earth, air, water and fire. All these elements have been influenced badly after industrialisation period due to high demand for rapid and heavy construction regarding the all aspects above. Nowadays, in architecture it is inevitable to find a link between nature and construction, engineering and design to preserve the resources of life which can be called sustainability. This link is very essential in today's new architectural designs to sustain environment but it is more interesting and difficult to find the sustainable link for historical buildings which were constructed during economical revolutions. The structures were constructed with peculiar technology, serviceability in its own environment and definite district, as the time passes the possibility to withstand changing environment conditions would become complicated. In this paper, historical residential buildings, constructed in 19th century in Fener – Balat Istanbul, Turkey, an important example of cultural heritage district, will be analysed in terms of three different views. -

The Concept of Ministry in the Arabic Political Tradition Its origin, development, and linguistic reflection IVAN V. SIVKOV Abstract The paper presents the results of an analysis of the term “ministry” (wizāra) as one of the pivotal concepts in the Arabic/Islamic political tradition. The ministry as key political/administrative institution in the Arabic/Islamic traditional state machinery is researched from a historical/institutional perspective. The concept of ministry is treated from the point of its origin and historical development, as well as its changeable role and meaning in the variable Arabic political system. The paper is primarily dedicated to the investigation of the realization of the concept of ministry and its different types and branches in the Arabic language through the etymological and semantic examination of the terms used to denote this institution during the long period of administrative development of the Arabic world from its establishment as such and during the inception of the ʿAbbāsid caliphate to its usage in administrative apparatus of modern Arab states. The paper is based on Arabic narrative sources such as historical chronicles, collections of the official documents of modern Arabic states, and the lists of its chief magistrates (with special reference to government composition and structure). CONSTANTINOPLE COMPOSITE THE PLEIADES PATTERN The 7 Hills of the Golden Horn by Luis B. Vega [email protected] www.PostScripts.org The purpose of this illustration is to suggest that the Golden Horn of the ancient city of Constantinople is configured to the Cydonia, Mars pyramid complex. The Martian motif consists of a 7 pyramid Pleiadian City, the giant Pentagon Pyramid and the Face of Mars or that of a supposed mausoleum to the demigod, Ala-lu. What is unique about this 2nd Roman Capital founded by the Emperor Constantine in 330 AD is that the breath of the Horn or peninsula is laid out in the approximate depiction of the Pleiades star cluster corresponding to the 7 hills of the Golden Horn. During the Roman and Byzantium periods, the 7 hills corresponded to various religious monasteries or churches as were with its twin capital of Rome with its 7 hills. The most prominent being the Hagia Sophia basilica or Holy Wisdom from the Greek. One of the main reasons the move of imperial capitals was made from Rome to Constantinople was because Rome was being sacked so many times by the northern Germanic tribes. Since the fall of Constantinople to the Muslims in 1453 the various churches have been converted into mosques. The name of Constantinople was changed to Istanbul by the Ottoman Turks who are Asiatic and used the Greek word for ‘The City’. The Golden Horn is in the European site of the Straits of the Bosphorus. The other celestial association with this Golden Horn is that it is referencing to the constellation of Taurus in which the Pleaides are situated. -

Advocacy Planning in Urban Renewal: Sulukule Platform As the First Advocacy Planning Experience of Turkey A thesis submitted to the Graduate School of the University of Cincinnati in partial fulfillment of the requirements for the degree of Master of Community Planning of the College of Design, Architecture, Art, and Planning by Albeniz Tugce Ezme Bachelor of City and Regional Planning Mimar Sinan Fine Arts University, Istanbul, Turkey January 2009 Committee Chair: Dr. David Varady Submitted February 19, 2014 Abstract Sulukule was one of the most famous neighborhoods in Istanbul because of the Romani culture and historic identity. In 2006, the Fatih Municipality knocked on the residents’ doors with an urban renovation project. The community really did not know how they could retain their residence in the neighborhood; unfortunately everybody knew that they would not prosper in another place without their community connections. They were poor and had many issues impeding their livelihoods, but there should have been another solution that did not involve eviction. People, associations, different volunteer groups, universities in Istanbul, and also some trade associations were supporting the people of Sulukule. The Sulukule Platform was founded as this predicament began and fought against government eviction for years. In 2009, the area was totally destroyed, although the community did everything possible to save their neighborhood through the support of the Sulukule Platform. I cannot say that they lost everything in this process, but I also cannot say that anything was won. I can only say that the Fatih Municipality soiled its hands. No one will forget Sulukule, but everybody will remember the Fatih Municipality with this unsuccessful project. -

But collecting differs from conspicuous consump- tion, which involves purchasing goods or services not because they are needed, but because there is status and prestige in being seen to have them, and even in wasting them. Collecting, in contrast, implies conservation and augmentation, the preser- vation of history, aesthetic or scholarly interest, love of beauty, a form of play, differ- ent varieties of fetishism, the excitement of the hunt, investment, and even support of a particular industry or artist. None of these motives, however, readily explains the activities of Ottoman collector-princesses in the eighteenth century—which are all the more mysterious because these women remain relatively anonymous as individuals. It is not easy for us to elucidate the reasons (other than conspicuous consumption) for their amass- ing of porcelain, and of European porcelain in particular. Could the collection and display of ceramics have been a way of actively creating meanings for themselves and others? Do the collecting habits of these princesses shed some light on their personalities and aspirations? By focusing on two among them I will argue that collecting European rather than Chinese porcelain did signify a notable change of attitude -

Box 80200, Jeddah, 21589 Kingdom of Saudi Arabia FOREWORD There are numerous works on the history of Islamic economic thought. But almost all researches come to an end in 9th AH/15th CE century. We hardly find a reference to the economic ideas of Muslim scholars who lived in the 16th or 17th century, in works dealing with the history of Islamic economic thought. The period after the 9th/15th century remained largely unexplored. Dr. Islahi has ventured to investigate the periods after the 9th/15th century. He has already completed a study on Muslim economic thinking and institutions in the 10th/16th century (2009). In the mean time, he carried out the study on Muslim economic thinking during the 11th/17th century, which is now in your hand. As the author would like to note, it is only a sketch of the economic ideas in the period under study and a research initiative. It covers the sources available in Arabic, with a focus on the heartland of Islam. There is a need to explore Muslim economic ideas in works written in Persian, Turkish and other languages, as the importance of these languages increased in later periods. -

The Light Shed by Ruznames on an Ottoman Spectacle of 1740-1750 Tülay Artan I have always felt uncomfortable, and if anything recently grown even more uncomfortable, with loose talk of “eighteenth-century Istanbul”. This is a rath- er big block of time in the history of the Ottoman capital that old and new generations of historians have addressed by trying to latch on to themes of administrative change, lifestyles, or the evolution of art and architecture. They have ended up by attributing to it a unified, uniform character which stands in contrast to, and therefore separates it from, the preceding or the following cen- turies. On the one hand there is the triumphant stability of the “classical” age, so-called, and on the other, the Tanzimat’s modernization reforms from the top down. In between, the Ottoman eighteenth century is taken as represent- ing “change”, which, moreover, is said to be especially evident and embodied in the imperial capital. Entertainment, whether in the form of courtly parades or wedding festivals, or the waterfront parties of the royal and sub-royal elite, or popular gatherings revolving around poets or storytellers in public places, plays a particularly strong role in this classification.1 From here the phrase “eighteenth-century Istanbul” takes off into a life of its own. It has, indeed, come to be vested with such authority that, as with any cliché, in many cases it is being used and overused as a substitute for real, em- pirical evidence. -
