Education is able to influence politics, the business environment, faith, teachers and parents, as well as the media. Throughout time, power in the field of education has been attempted to be realized, demonstrated, proven and imposed by a variety of actors: politicians, public figures, the clergy, business people, warlords, teachers, parents, and the mass media among others. The power structure has changed according to the political system, market economy, tradition, and even fashion. Therefore, ISCHE 35 will focus on the following issues: how does power – usurped or self- proclaimed, appointed, democratically or naturally won – act upon the field of education? How has power affected teachers and their education? How does teacher education affect power? How has power and education affected childhood and adolescence and has it influenced the lived identity of men and women? How is power reflected in curriculum, textbooks, and teaching aids? How do the educational sciences serve power, and how do they legitimize power? How can we identify and explain the relationship between power and education? How possible in the field of education is it to support, restrict, stimulate and deny through power? Does power encourage resistance and how does this occur? An electronic version of the paper should be sent as an e-mail attachment to [email protected] The authors will be notified of acceptance before 31 December 2013. 7 KEYNOTE SPEAKERS Biographical Notes MARC DEPAEPE Marc Depaepe (1953) is Vice-rector of the KU Leuven, rector at the campus Kortrijk: Kulak and professor at the KU Leuven, Belgium, where he teaches at the Leuven and Kortrijk campuses. Over his more than 35-year-long career, he has achieved world-wide recognition in the field of the history of education. He is, among other things, co-editor- in-chief of Paedagogica Historica (since 2005) and member of several editorial boards of national history of education journals. He is the former secretary (1989-1991) and chair (1992-1994) of the International Standing Conference for the History of Education. He attended 28 of 34 ISCHE conferences and was the local organizer of the 25th meeting in Kortrijk. Moreover, he chaired the Belgian Dutch Society for the History of Education (1998-2002) and is former vice-president of the Internationale Gesellschaft für Historische und Systematische Schulbuchforschung (1997-2007). Since 2010, he is also a Fellow, and since 2012, member of the Board of Directors of the International Academy of Education. He has read lectures and presented papers in approximately 40 countries. His publication list contains more than 600 items in 17 languages. Several of them have been co-authored by colleagues and collaborators. His research interests include (1) the history of educational sciences from an international perspective; (2) the history of education in Belgium (mainly primary and preschool education); (3) the history of colonial education in the former Belgian Congo; and (4) the historiography, theory and methodology of the history of education as a discipline. been by Leuven University Press has recently published some of his work in the book Between Educationalization and Appropriation (2012). MARIS VINOVSKIS Maris A. Vinovskis was born in Riga, Latvia during World War II and immigrated to the United States in 1949. He is a Bentley Professor of History at the University of Michigan Institute for Social Research, and professor at the Gerald R. Ford School of Public Policy. He has published ten books, edited seven books, and written over 100 scholarly essays. His most recent books are History and Educational Policymaking (1999), Revitalizing Federal Education Research (2001), The Birth of Head Start (2005) and From A Nation at Risk to No Child Left Behind (2009). Vinovskis was Deputy Staff Director to the U.S. House Select Committee on Population (1978) and a frequent consultant on population and adolescent pregnancy issues in the U.S. Department of Health, Education and Welfare in the early 1980s. He worked in the U.S. 8 Department of Education in the George H.W. Bush and Bill Clinton administrations on educational research and policy. He has testified before the U.S. House of Representatives and the U.S. Senate several times on education issues in the 1990s. Vinovskis was a member of the congressionally-mandated Independent Review Panels for Goals 2000 and No Child Left Behind during both the Bill Clinton and George W. Bush administrations. He has received a Guggenheim fellowship and was elected to the National Academy of Education, the International Academy of Education, Fellow at the American Educational Research Association and President of the History of Education Society.   • Die Elementarschullehrer Am Ende Des Ancien Régimes
    forschung Studien zur Stapfer-Schulenquête von 1799 Elementarschullehrer – und wenige Lehrerinnen – sind in der Schweiz um 1800 meist sozial hoch geachtete, fachkompetente Spezialisten mit lebenslanger Amtsausübung. Entgegen landläufiger Klischees weist die Schweizer Elementarschul- lehrerschaft am Ende der Frühen Neuzeit trotz ihrer sozio-ökonomi- schen und konfessionellen Heterogenität eine Vielzahl von biografi- schen Gemeinsamkeiten auf und ist weder von kollektiver Armut noch von sozialer Verachtung geprägt. Mittels einer kollektivbiografischen Analyse werden in der Studie die Lebensverläufe von über 2.300 Lehrkräften altersstratifiziert vergli- chen, ihre Rekrutierung und soziale Herkunft untersucht sowie Auswir- kungen finanzieller, organisationsstruktureller und lokaler Faktoren auf die Ausgestaltung der Berufsbiografien aufgezeigt. Familienverhältnis- se, Mobilitätsverhalten, Nebentätigkeiten und Fähigkeitsbewertungen erlauben Rückschlüsse auf den sozialen Status im Gesellschaftsgefü- ge und identifizieren die Lehrerschaft als Angehörige der sozio-ökono- mischen Mittelschicht mit hohem immateriellem Sozialkapital.     1. Introduction In the first volume of J.G.A. Pocock’s study of the historiographical context and development of Edward Gibbon’s The History of the Decline and Fall of the Roman Empire (1776-1788) Pocock makes an interesting speculative comment on the potential significance of the Decline and Fall’s reception history in early nineteenth century French Protestant thought. He suggested that 'if he [Gibbon] is a significant… figure in the history of Enlightened culture in England, there is also a place to be sought for him in that of French-speaking Switzerland and Protestant France; perhaps in that revival of liberal and post-Jacobin historiography which connects Germaine de Staël… with François Guizot, who translated the Decline and Fall into French and thought of European history in ways owing much to Gibbon even if their historical personalities were profoundly different.'1 Pocock’s conjecture that the French translation of Gibbon’s Decline and Fall forms a connection between De Staël’s Coppet circle and the doctrinaire brand of liberalism, with which Guizot came to be associated, is worthy of exploration. We know that Benjamin Constant considered translating Gibbon’s Decline and Fall in late 1780s.2 But I will argue here that the overlap between the interest of the Coppet group in Gibbon and Guizot’s own interest in the historian of Rome’s decline goes beyond the anecdotal and, in fact, shows us how De Staël, Constant and Guizot were all thinking in different but inter-connected ways about both the historical role of Christianity in the development of European civilisation after the fall of the Roman Empire and the differences and similarities between ancient and modern conceptions of liberty.

    Pestalozzi et le monde francophone, une relation difficile Daniel Tröhler Voici qui doit être pris, au fond, pour un grand paradoxe de l’histoire de l’édu- cation : Johann Heinrich Pestalozzi (1746-1827) est un pédagogue unanimement acclamé ; il a été fait citoyen d’honneur de la République française en 1792, a dirigé pendant plus de vingt ans, en Suisse romande, l’un des instituts d’éducation les plus célèbres, et son héritage dans le monde francophone, principalement en France, est pourtant marginal. Comment l’expliquer ? La présente contribution tente d’éclairer ce paradoxe et de le présenter, non pas simplement comme un problème, mais bien comme une chance pour la recherche. C’est en premier lieu à cause de la langue que l’on pourrait expliquer la relative insignifiance de Pestalozzi dans l’espace francophone. Pestalozzi est un Suisse alle- mand, il a écrit et publié son œuvre en allemand, à l’exception de quelques pièces, et sa connaissance du français était pour le moins ténue 1. À l’inverse, la culture fran- çaise, depuis le XVIIe siècle, s’est fortement appuyée sur la langue française et, pour cette raison, n’a montré que peu d’intérêt pour les autres langues modernes. Cette barrière linguistique se fit également percevoir lorsque, à l’occasion d’une souscrip- tion pour le grand projet de publication que constituaient les œuvres complètes de Pestalozzi (1815-1826), alors très célèbre, très peu d’habitants de France et de Suisse romande se manifestèrent 2. READING PESTALOZZI HISTORICALLY H Rebekka Horlacher University of Zurich E-mail: [email protected] In the years around 1800, European states saw themselves confronted by a new problem: in the wake of the Declaration of the Rights of Man and of the Citizen – a key document of the French Revolution – and its partial implementation by Napoleon, individuals were per definitionem free and equal. New notions of human freedom had not only led economic and intellectual leaders to take arms against the state (in the American colonies, against British rule; and in France, against Louis XIV). They also led populations in various states to begin defining themselves as a “society,” i.e. as collective that was distinct from the state itself. However, new definitions of society and the individual raised various questions concerning social integration. Previously, the absolutist state, which had legitimated itself through the doctrine of raison d’état, had laid claim on the allegiance of the individual through the administrative tools of policey, i.e. through complementary agendas of social assistance and control (Foucault, 1981). It is no coincidence that Policeywissenschaft (“policey science”), which had been taught since 1727 at German universities, broke down after 1800: Society wanted and needed another form of social integration than the caste system of the absolutist state. 625 ¿Los modelos educativos imponen la estandarización?
