I. CONTEXT UPDATE (BY REGION) The socio-political context throughout Somalia during this quarter remains very similar to the previous quarter, with ongoing tension and challenges mostly involving Somalia’s political elites on negotiations on conducting upcoming elections and the selection process sometime in 2016. An election commission has been formulated in Mogadishu and is starting to work on the preparations for the election process, without yet having presented a firm calendar or dates for the specific components of the election process.

TIS+ operates in Banadir Regional Administration (BRA) and the emerging Federal States of Jubaland State (JSS) and South West State (SWS) as well as the ‘contested’ regions of Sool and , primarily in urban locations - Las Anod and , which are administrated by the government. BRA, JSS and SWS are the three regions most directly affected by ongoing violence and civilian insecurity, primarily related to Al Shabaab (AS) terrorist and insurgency actions directed towards the FGS and their international partners including the UN, AMISOM, and at times in certain locations, various NGOs, civil societies and private sector groups. The military campaign initiated by the Federal Government of Somalia (FGS) aimed at eradicating AS in certain districts can also have security implications for TIS+ implementation, however, the anticipated ‘dry season’ offensive was not in evidence in this quarter, as earlier anticipated. Insecurity incidents can also be attributed, in some instances, to actions by members of the Somalia National Army (SNA), criminal activity, as well as inter- and intra- clan violence. There has been very limited reporting during this reporting period on the previously identified issue of increasing tension between AS and ISIL/ ISIS / Daesh competing for prominence across Somalia and no incidents which have impacted TIS+ implementation.

BRA / Mogadishu: The prevalence of extremist related violence in the capital of Mogadishu has been less than expected during this quarter, with Ramadan and Eid holidays being periods in the past of escalated AS attacks targeting government officials and security forces in public locations. During themonth of April the situation in Mogadihu and its environs remained quiet with no major incidents recorded. The most notable incident took place on April 11th, when several hand grenades were used to target the Karan police. A large complex attack against the Ambassador hotel on June 2nd resulted in at least 21 fatalities, including two Members of Parliament (MPs), and injuries to 55 others, including two UN national staff members. Regular assassinations of civilians, including journalists, and grenade attacks against local police and security offices became a rising trend just before the start of Ramadan. On the June 25th, Al Shabaab militants launched a complex attack against the Nassa Hablood hotel, located near the Kilometre 4 junction of Mogadishu. A vehicle-borne improvised explosive device (VBIED) was detonated against the main gate of the hotel. Gunmen then entered the hotel. At least three suicide bombers detonated their suicide vests during the assault with atleast 12 people having been killed and 20 others injured.

Jubaland State: This quarter was a relative quiet period across Jubbaland, with limited incidents of AS violence in and in regions. However, there have been light attacks by AS targeting AMISOM and SNA forces. The most high profile attack this period was an Al Shabaab attack against Baardheere airport in May. Ethiopian forces protecting the airport repelled the assailants, and launched a counter-attack. At least six al Shabaab militants were killed during the skirmish. There has also been attacks against the Kenya Defence Force (KDF) base located near Badhaade in Lower Jubba region. Unconfirmed reports suggest five KDF soldiers were killed during the skirmish. But overall the situation has been mostly calm the month of June especially in Lower Jubba and Gedo region with very limited reports of AS attacks.

South West State: Little positive change was evident in the region of SWS, which continued to report AS activities; confrontation with AMISOM and SNA in Marka, Qoryoley, Baraawe, Afgoye , and on the roads connecting the towns through this reporting period. AS is still very active and have successfully managed to conduct high profile targeting against AMISOM forces. Recurrent inter clan violence and intermittent AS – AMISOM confrontations in Marka throughout this quarter continues to deter any consideration for TIS+ engagement in this important location to allow for a more comprehensive ‘cluster’ approach to stabilization programming in Lower Shabelle. Dinsoor district, in Bay region, where TIS+ was able to conduct a consensus planning session in June during this quarter, was subject to increasing pressure from an AS blockade, which included AS arrests and detentions of local business people and traders. There were also reports of increasing mistrust and animosity following alleged killing of civilians by Ethiopian forces near Baidoa, which has raised the level of suspicion especially amongst the civilians and might benefit AS in the long run.

Sool & Sanaag: The security situation in Sool and Sanaag remained relatively quiet although fragile during April and May, but inter clan violent conflict escalated during June, particularly in Sool region, where in Dharkayn and Dhumay locations, there were inter-clan fights between two Dhubhantle clans (Ba Hararsame and Qayaad) that cost the lives of about 50 people and injuring many from both sides. Conflict resolution and reconciliation processes are being planned or already underway to resolve the hostilities, by the government as well as including initiatives from TIS+.

II. TIS+ EXECUTIVE SUMMARY The Transition Initiatives for Stabilization Plus (TIS+) Program was awarded to AECOM International Development on May 20th, 2015. This report is a summary of activities for the TIS+ Program during the Quarterly period of April 1st through June 30th, 2016. It details progress made towards achievement of TIS+ program goals and objectives.

Achievements during this reporting period include a steadily increasing portfolio of PIKA Objective 1 initiatives in JSS, SWS and one in Somaliland, new Objective 3 and 4 initiatives in Sool, Sanaag, Jubbaland and South West State, as well as continued engagement on and progress towards initial Objective 2 (Bridging Plans) initiatives in two thematic sectors in Mogadishu (BRA), and in Sool and Sanaag. In Kind support to the Ministry of Interior & Federal Affairs (MOIFA) continued to be a focus, and three new Technical Coordinators, one in each of the FGS MOIFA, Ministry of Women & Human Rights Development, and Ministry of Information, Culture & Tourism were recruited and commenced working to enhance coordination across the federal government, and between the federal government, the state and district administrations.

A number of TIS+ deliverables continued to be worked on and finalized, in a collaborative and iterative process with USAID. These include the Branding Implementation and Marking Plan (BIMP), the Environmental Mitigation & Monitoring Plan (EMMP), the Monitoring and Evaluation Plan, the Process of Engagement and the Coordination Plan, linked to the FY 2016 Work Plan, the TIS+ database, and the Gender Equality & Women Empowerment Plan.

Strategic Rationals were prepared this quarter by TIS+ program staff and submitted to USAID for Baardheere and Afmadow districts in Jubbaland, Wenleweyne, Dinsoor and Barawe Districts in South West State, as well as Erigavo and Las Anod Districts in Sool and Sanaag regions.

During this quarter, TIS+ was developing, implementing and completing a total of 52 PIKA initiatives, with two having been closed, as shown in the table below:

A. KEY NARRATIVE ACHIEVEMENTS During this reporting quarter (April – June 2016), TIS+ facilitated two community consensus planning sessions; one in Baardheere district, Jubbaland State of Somalia (JSS) and a second in Dinsoor district, South West State (SWS). These inclusive processes facilitated communities and government counterparts to identify and prioritize stabilization focused activities for their communities.

A pilot ‘Objective 1.5’ (2) initiative was launched in Kismayo (JSS007) in April that was initiated at USAID’s request to engage with the Kismayo stakeholders under a DDGS following cancellation or incomplete implementation of two large TIS initiatives that focused on road improvements in Kismayo town. TIS+ brought together a wider range of stakeholders that included the Mayor / District Commissioner, the Jubbaland Chamber of Commerce, various JSS Ministries, including the Ministry of Interior, women, youth, and private sector, as well as observers from the UN and other assistance programs. The inclusive consensus process validated the cancellation of the TIS ‘section 3’ roadworks and proceeded to generate a new list of agreed ‘stabilization to development’ projects for TIS+ consideration.

TIS+ also supported a number of youth focused activities in this quarter. Those included two PIKA that brought together youth groups in Kismayo and Baidoa to celebrate the National Somali Youth Day. At risk youth were further engaged through Iftar CVE events in Barawe and Baidoa in SWS and Kismayo in JSS during the Holy Month of Ramadan. The activities focused on enhancing youth contribution towards peace and stability within their respective communities with events being led by popular Somali speakers and religious leaders.

TIS+ also supported a significant women’s planning and dialogue event in Baidoa that brought together women representatives from every district of South West State in a three day forum to discuss challenges women face and focus on enhancing women empowerment and gender equality, including in political processes in South West State and at the national level. A robust action plan was produced as an output of the consultation that is expected to contribute to long term engagement and support to the women of SWS over the next years of TIS+ implementation, which should be spearheaded by the TC for Gender Equality (SOM003) at the national, state and district levels.

In support of the Objective 2 ‘bridging plans’, a stakeholder consultative session was held in , Sool Region, and in Erigavo District, Sanaag region, which brought together different groups of community members including the private sector to identify stabilization priorities that would move beyond ‘peace dividends’ towards longer term and more inclusive (with private sector, investors, civil society and UN partners) and government owned recovery and development plans for their respective districts. A related final consultative forum was held in Hargeisa to validate and re-prioritize the bridging plans for Erigavo and Las Anod districts with a range of development partners in attendance.

For the BRA Objective 2 bridging plan process, two taskforces were established with the BRA leadership team under the Mayor and Deputy Mayor leading the recruitment process. These two task forces were supported for six months starting at the end of this quarter, under PIKA BRA003 and 004, to take forward the immediate design and development of two specific prioritized bridging plans (1. Infrastructure / Roads social and economic development – BRA003) and (2. Sports Infrastructure – youth engagement – BRA004) that had been identified during the stakeholder forum in BRA001.

Other key TIS+ achievements in this quarter include the identification of the three Technical Coordinators (TCs) being hosted in three FGS Ministries, namely MOIFA, (SOM002) MOWHRD (SOM003) and MOICT (SOM008), who are expected to significantly enhance the coordination of stabilization activities, in TIS+ and other programs, across the federal government, and with the states and district administrations. The MOIFA Stabilization coordinator and the monthly Somalia Stabilization Coordination meeting was supported by TIS+ to enhance participation from across the member states (SOM007) while TIS+ also worked with MOIFA to take forward the wider buy in and implementation of the Wadajir Framework by producing a Consensus Planning Guide and associated video training materials (SOM006) and producing and printing up to 5,000 copies of the FGS President endorsed Wadajir Framework booklet (SOM001) for wide distribution across all the states and districts of Somalia.

B. QUANTITATIVE HIGHLIGHTS The AMEP has been a focus this quarter and will be completed and approved early in the next quarter. Ongoing engagement with USAID and their 3rd party monitoring team will commence a focus on performance monitoring being undertaken at the start of FY17, but also taking into consideration TIS+ stabilization activities commenced from the start of the TIS+ program.

C. ACTIVITY ADMINISTRATION New TIS+ programming staff were added for BRA, including two Task Forces of about 5 members each (under PIKA) and a Senior Engineer was recruited and based in Mogadishu, covering all regions for TIS+ infrastructure programming. An Information / Database Officer was added to the Nairobi team in April, enhancing TIS+ reporting and PIKA management functions. An HR specialist was also added to the TIS+ management team in Nairobi, adding competency to HR management for the teams in Nairobi, Hargeisa and Mogadishu. PDOs were in place for each region during this quarter, but with the promotion of the SWS PAS to the PDO post, recruitment continued in this quarter for that position, as well as for a new ‘roving’ PAS that would strengthen TIS+ capacity to support simultaneous PIKA implementation in different districts. The program was adversely impacted by the resignation of the DCOP this quarter, a few weeks short of her first anniversary with TIS+. Recruitment for a replacement DCOP commenced immediately. Other positions being recruited for include a replacement Senior Procurement Specialist in Mogadishu and a PDO for Kismayo (JSS).

D. SUBSEQUENT REPORTING PERIOD’S WORK PLAN In the upcoming quarter (Q4 FY16) TIS+ expects to see a number of ‘firsts’ for TIS+, including: 1. The launch of the first TIS+ community contracting initiatives in Afmadow, Kismayo and Baardheere in JSS; 2. The initial presentation and wider agreement by stakeholders on two BRA Bridging Plans and associated implementation of the first PIKA initiatives supporting progress of the Bridging plans and development of investor’s catalogues, capacity building for partners and implementation of pilot and other Bridging plan initiatives; 3. Launch of the first Objective 2 (1.5) initiatives in Kismayo, in collaboration with the JSS Chamber of Commerce, private sector and government counterparts – including the improvement of the Freedom Square, Solar street light maintenance and road improvement inclusive stakeholder planning and assessment processes; 4. Capacity building and strengthening of SWS Ministries of Interior / Local Government and Planning & International Cooperation; 5. Further development of the nascent Bridging Plans in Sool and Sanaag, through women and youth engagement, conflict assessment and mitigation, roads assessments and resource mapping; 6. A successful Mogadishu International Book Fair, and associated engagement with civil society; 7. Initial programming engagement in recently recovered districts of Barawe, Dinsoor, Wenleweyne in SWS; 8. Initial fact finding and TIS+ expansion stakeholder discussions in Puntland including Galkayo North and Galkayo South in Galmadug; 9. Possible re-design and planning for alternatives for TIS+ programming for Sool and Sanaag districts, including linkages to Sool and Sanaag from Puntland perspectives.

III. KEY NARRATIVE ACHIEVEMENTS In this quarter, TIS+ largely focused on the implementation of PIKA initiatives, processes that were designed and cleared during the previous quarter.

COMMUNITY CONSENSUS PROCESSES: During this quarter, TIS+ was able to conduct community consensus planning processes in three districts, Kismayo (JSS007), Baardheere (JSS008) in JSS and Diinsoor (SWS007) in SWS.

The consensus process in the districts of Baardhere and Diinsoor further enforced the commitment and capacities of the state administrations of JSS and SWS, as they move forward with the process of community level stabilization activities prioritization within each district. The districts of Baardhere and Diinsoor were recently liberated from Al-Shabaab with very limited national or international actors working in the area. Through TIS+, the government was able to work towards engaging with an inclusive community group in the process of prioritization and decision making, while at the same time creating an opportunity for the government to further build positive relationships and confidence with the residents of these districts that in the past, had experienced very limited government presence.

The communities in both districts have prioritized activities mainly focusing on improving roads, bridges, and airport infrastructure focusing on improving access for trade, public movement, transportation, livelihood/economic activities and strengthening community connections. In addition, some of the communities’ top priorities also included the construction of community/orientation centers, women

centers and football stadiums focusing on enhancing youth engagement within the districts and empowering women.

The consensus processes in these districts were the first of their kind in which an inclusive grouping of stakeholders were brought together within the district for a community based planning process. The process also included training and capacity building of the main TIS+ counterparts in the states, the Ministry of Interior (Local Government) and the District Commissioners on the consensus process. Other stabilization programs, primarily Somalia Stability Fund (SSF) were also active in Baardheere but relied on a much quicker assessment process to determine stabilization priorities.

The Kismayo stakeholder meeting (JSS007) validated the cancellation of one USAID funded TIS project and generated a list of new priority ‘Objective 2 type’ stabilization projects, that would be implemented in a different paradigm, with a stronger focus on partnerships, investment, sustainable operations and maintenance and local ownership with a range of Kismayo stakeholders. The JSS Chamber of Commerce along with the President of Jubbaland and the Minister of Interior reiterated a commitment to provide 15% of the program costs to each of the prioritized initiatives.

GENDER EQUALITY AND WOMEN’S EMPOWERMENT This quarter, TIS+ was also able to conduct an activity focused on women (SWS003) designed to determine the priorities of the women groups in South West State. The Ministry of Women, Family Affairs and Human Rights collaborated with district and state based women groups to bring 54 women from Lower Shabelle, Bay and Regions of SWS to Baidoa for the workshop. The activity commenced with a capacity building training empowering women on advocacy and leadership skills. The activity concluded with a one day session that gave the women groups and Ministry of Women, Family and Human Rights from the state and federal level opportunity to exchange ideas and to generate priorities from the women and then to develop an action plan that will provide guidance to activities focusing on women empowerment and leadership interventions in South West State, as well as linking to the federal and to the district levels.

Next quarter, TIS+ will also be carrying out two women empowerment focused activities in Erigavo and Las Anod (SNG002/SOL002) that will build the capacity of women in the districts Erigavo and Las Anod to be better equipped in taking an active role in the bridging plan activities within their respective districts.

BRIDGING PLANS A) Banadir Regional Administration In close coordination with the Mayor’s office – BRA, the two taskforces leading the two priority bridging plans identified in the consultation workshop (BRA001 - conducted in the last quarter) were established. The TIS+ supported Task Forces for BRA District Roads Infrastructure / Social Economic) and District Sports facilities and youth programming are expected to support selected districts (through local level consensus groups) in designing local social infrastructure and youth programming consensus stability, development plans will contribute to a wider BRA Bridging Plan programming.

B) Las Anod District With the leadership of the Mayor’s office in Las Anod, the initial consultation session for the bridging plan activities was conducted in Las Anod town. The session provided an opportunity to review previous TIS investments in Las Anod and determine geographic and thematic areas for further engagement and intervention as part of the development of sustainable locally owned bridging plans for the district.

A broad range of stakeholders from the community and local administration generated priorities for the possible bridging plan that included: ∙ Construction and improvement of physical infrastructure including roads and airstrips; ∙ Additional solar streetlights and maintenance equipment; ∙ Youth and women capacity building and vocational skills; ∙ Support towards the rehabilitation of the district stadium; ∙ District urban planning design and planning processes.

BRIDGING PLAN VALIDATION FORUM The participants from the first two consultative sessions in Erigavo and Las Anod, reconvened in Hargeisa to further prioritize and validate the bridging plan needs of each district. The session was attended by international development partners and other local agencies working in these districts. The forum provided the opportunity to introduce the concept of Bridging Plans including the initial consultation meetings in Erigavo and Las Anod in which activity priorities were determined. Outcomes of the forum included: a reprioritized bridging plans for each district and financial contribution support from the local government in each district and private sector towards the bridging plans.

During the next quarter, TIS+ will be support the implementation of a feasibility study and assessment works focusing on the road infrastructure and two district resource mapping surveys that will be used to construct a resource catalogue to assist with the finalization of the bridging plan for both Erigavo and Las Anod.

WADAJIR FRAMEWORK WITH MOIFA: Under SOM001, TIS+ supported two follow on workshops ( Kismayo and Addado) that resulted in and supported / strengthened an inter- ministerial process of inclusive dialogue and planning on the acceptance and implementation of the Wadajir Framework (WF) for local governance, across the regional states and emerging states. This PIKA also supported the finalization of the Wadajir Framework booklet, with up to 5,000 copies expected to be produced in the next quarter, to ensure MOIFA can provide widespread access to all aspects and deepened understanding and commitment to the principles and approach and specific five pillars of the WF. Under SOM006, technical expertise was provided to MOIFA to produce a WF Consensus planning guide, as well as a video training resource.

The table below indicates chronologically, the PIKA that were cleared in this reporting period:

VI. LESSONS LEARNED As previously stated, TIS+ did not undertake any specific assessments or evaluations during this reporting period. However, the rollout of Objective 1.5 / 2 bridging plan processes in Las Anod, Erigavo, Kismayo and BRA have supported TIS+ institutional learning on best approaches for implementation of Objective 2 activities moving forward; including the establishment of two task forces inside BRA, to enhance ownership of the process by the key stakeholders.

There have not been any USAID third party monitoring visits this quarter, nor throughout the TIS+ programming implementation to date. Thus, there were no action or learning points identified that require AECOM’s attention during this reporting period’s monitoring.

VII. ENVIRONMENTAL MONITORING The TIS+ EMMP was approved by the MEO in this reporting period, as of April 14, 2016. The COR for TIS+ indicated that going forward, AECOM does not need to carry out the ERF / ERRs for activities that fall within this EMMP, but rather reference the EMMP and report on the EMMP using Section 4: EMMP REPORTING FORM through the TIS+ quarterly reports. The table below presents the EMMP Reporting Form, which will be part of all TIS+ quarterly reports on the results of applying the mitigation measures described in the Mitigation Plan, as well as identifies outstanding issues with respect to required conditions. Each PIKA infrastructure activity will be reported on separately. In some cases, digital photos will be the best way to document mitigation and may be included in the quarterly report.

VIII. PROGRESS ON LINKS TO OTHER ACTIVITIES TIS+ continues to engage with other USAID IPs through irregular IP meetings organized by USAID. These include bi-lateral meetings with SSI / IOM and occasional discussions with DAI, who are in program close- out of TIS. These meetings provide a good avenue to discuss linkages and programming priorities together, as well as opportunities for lessons learned on TIS CDEs. TIS+ is currently supporting the reconstruction of the Gabiley Governors offices in Somaliland and re-programming of the Kismayo roads rehabilitation project started by TIS-DAI. TIS+ also has occasional communications at the COP level with SSG and GEEL, with respect to collaborative opportunities with FGS and state counterparts, including MOIFA, Ministry of Public Works and Ministry of Planning. TIS+ has also discussed practical opportunities for Objective 2 initiatives, in Kismayo, for example; engaging with critical stabilization and development constraints, such as electrical power issues.

For the next quarter, as the OTI supported Somali Stabilization Initiative (SSI) program continues to engage in JSS and SWS, TIS+ intends to ensure more collaboration on consensus planning processes and scoping missions to determine programming priorities that fit more cohesively with TIS+ and SSI objectives. In this quarter, at the COP and COR level, the two programs have continued to communicate regularly which is expected to continue to enhance collaboration and contribute to having more effective programming interventions in both SSI and TIS+ with minimal duplication of efforts.

TIS+ also collaborates with other partners such as SSF and one of their implementing partners NISF, amongst others, as part of the cluster approach. This process is building on learning, resource allocation and overall partnerships to maximize on stabilization related investments, especially in SWS and JSS. One specific idea where collaboration has been discussed on different occasions is expected to lead to an issue specific TIS+ PIKA on solar street light maintenance and provision of spare parts across different states of Somalia. Organizing a workshop for key stakeholders, including state and federal

government Ministries of Public Works, is underway as an activity under the approved PIKA during the coming quarter.

IX. PROGRESS ON LINKS TO HOST GOVERNMENT The main TIS+ counterpart at the FGS level continues to be MOIFA, while at the state-level it is the Ministries of Interior in JSS and SWS and with the Banadir Regional Administration / Mayor of Mogadishu office BRA/MOM. MOIFA’s focus has been to support the finalization of the “Wadajir Framework, a pathway to local governance, as well as support to the Consensus Planning Guide and a community contracting process which MOIFA wants all stabilization programs to follow across Somalia. Providing capacity building support to the stabilization units of JSS and SWS Ministry of Interior, including provision of IT equipment, technical advisors, and technical coordinators, continues to be a significant contributor to their capacity and engagement with the FGS MOIFA and across their respective states.

While TIS+ remains very committed to strong partnerships and active support for gender focused PIKA initiatives under Objective 4, with both state and federal Ministries of Women, there has been limited interaction in this reporting period. However, the recruitment of a Technical Coordinator for Gender Equality under SOM003 based in the FGS Ministry is expected to provide significant energy and focus to take forward improved coordination, planning and implementation of Objective 4 initiatives in the coming reporting period and beyond. TIS+ support to the JSS Ministry of Women for the International Women’s Day celebration, implemented on short notice, proved to be a very effective outreach in support of women’s empowerment in Kismayo.

In Banadir region, the BRA / Mogadishu Mayor’s office is the key counterpart for TIS+ bridging plan initiatives. As new PIKA initiatives move forward with bridging plans for social and economic linkages to new road works, as well as sports facilities across various districts, capacity building components at the BRA and district level administrations are expected to be a crucial part of TIS+ relations with and support of the BRA.

X. INCLUSIVITY AND ACCESS TIS+ activities have further built on the core principles of ensuring inclusivity and representation of all main stakeholder groups from the community are represented and fully participating in each activity. The TIS+ procecss of enagagement clearly outlines the inclusivity aspect in the activities to ensure the representation and participation of marginalised and vulnerable groups in the activities starting with the consensus planning process (which is at grassroot level) to the implementation stages of the identified and prioritized activities.

In terms of gender inclusivity, TIS+ ensures from the activity design phase to close out, that women groups are represented and actively participating in the PIKA implementation . Following the agreed gender empowerment plan of the program, TIS+ has strived to ensure that at least 40 percent women representation is achieved throughout its activities. Women participants have always been encouraged to actively participate through sessions designed to empower women within meetings to provide input towards community priority settings. This process was evident through the community planning session, in which a separate meeting was conducted for women to voice their priorties (JSS008/SWS007) and to be included in the list of agreed stabilization priorities.

XI. SUSTAINABILITY

Each TIS+ activity includes an operations / maintenance plan if the PIKA is infrastructure related, and a sustainability plan for all relevant PIKA. TIS+ uses mutually agreed upon and signed Letters of Commitment (LOCs) that clearly define the specific and general responsibilities of both the awardee and of TIS+. The purpose of the LOC is to also define a more long-term vision and articulate clearly the commitment required from the awardee of ensuring that implementation of activities are of highest possible quality and remain a successful and relevant contributor to stability in the target districts. During this reporting period, LOCs have been designed and agreed with federal government counterparts under SOM002, SOM003 and SOM008, with Banadir Regional Administration under BRA003 and BRA004, and SWS government under SWS005 and SWS011. Each PIKA agreement also clearly articulates the responsibility of the awardee during activity implementation and throughout the completion and close-out phases.

B. ACTIVITY ADMINISTRATION 1. Constraints and Critical Issues TIS+ staff, with regular support from AECOM Home office and Global Resilience Group (GRG) based in London, UK, were able to move effectively and safely to a number of locations in this quarter, in part due to the AECOM TIS+ specific security risk management procedures and policies discussed in the previous quarter report. CCN staff moved to Las Anod, Baardheere and Dinsoor, as new locations for TIS+ engagement in this quarter, with the COP and colleagues also being able to visit Kismayo and Baidoa, as well as regular movements around Mogadishu to engage with TIS+ government counterparts.

The Senior Security Advisor consultant for TIS+ provided his expertise services to review the findings from the Security Audit conducted by GRG. The initial Security Audit provided feedback and recommendations on security and operations practice that needed to be strengthened in order to comply with AECOM GRG security standards. Through the consultancy, TIS+ received 98.5% compliance marks from GRG, drastically improving our security compliance marks from the first review. Additionally, the security consultant finalized the TIS+ Operational Security Plan, another requirement of GRG.

2. Personnel

The current total CCN staffing complement for TIS+ is 26 full-time permanent (LTTA) employees in Nairobi, Somalia & Somaliland as at 30 June’16.

3. Changes in the Project Discussions have been ongoing in this quarter with the COR with respect to expansion to Puntland in the first quarter of FY17, as well as a revised approach to TIS+ implementation in Sool and Sanaag; all of

these discussions are still a work in progress, with TIS+ COP and national staff colleagues planning the first assessment mission to Galkayo and or Garowe in July 2016 (which was accomplished).

4. Contract, Award or Cooperative Agreement Modifications and Amendments AECOM has submitted a request for a modification to the TIS+ prime contract to the CO. The modification seeks to clarify how the language presented in The Brooks Act relates to and effects the potential construction procedures and activities that TIS+ will potentially implement. The CO has reviewed the initial request, and provided additional feedback and questions for AECOM to respond to.
