CONTEXT UPDATE (BY REGION) The socio-political context throughout Somalia during this quarter remains very similar to the previous quarter, with ongoing tension and challenges mostly involving Somalia’s political elites on negotiations on conducting upcoming elections and the selection process sometime in 2016. An election commission has been formulated in Mogadishu and is starting to work on the preparations for the election process, without yet having presented a firm calendar or dates for the specific components of the election process. TIS+ operates in Banadir Regional Administration (BRA) and the emerging Federal States of Jubaland State (JSS) and South West State (SWS) as well as the ‘contested’ regions of Sool and Sanaag, primarily in urban locations - Las Anod and Erigavo, which are administrated by the Somaliland government. BRA, JSS and SWS are the three regions most directly affected by ongoing violence and civilian insecurity, primarily related to Al Shabaab (AS) terrorist and insurgency actions directed towards the FGS and their international partners including the UN, AMISOM, and at times in certain locations, various NGOs, civil societies and private sector groups. The military campaign initiated by the Federal Government of Somalia (FGS) aimed at eradicating AS in certain districts can also have security implications for TIS+ implementation, however, the anticipated ‘dry season’ offensive was not in evidence in this quarter, as earlier anticipated. Insecurity incidents can also be attributed, in some instances, to actions by members of the Somalia National Army (SNA), criminal activity, as well as inter- and intra- clan violence. There has been very limited reporting during this reporting period on the previously identified issue of increasing tension between AS and ISIL/ ISIS / Daesh competing for prominence across
