Recommendations for Council action, pursuant to Motion (Weiss - Rosendahl): 1. AUTHORIZE the sale of one surplus 1982 Seagrave fire engine (equipment no. 60376) to the Los Angeles City Stentorians for $1.00, to be used in the training of prospective firefighter candidates, and FIND that this sale and transfer of surplus equipment fulfills a humanitarian purpose. 2. REQUESTthe City Attorney to expedite preparation of the appropriate documents to effectuate the sale and transfer of the above identified surplus equipment at below market value to the Los Angeles City Stentorians. 3. INSTRUCT the City Clerk to inform the Los Angeles City Stentorians (Armando Hogan, President, 1409 West Vernon Avenue, Los Angeles, California 90062 (323-294-4143)) that the surplus fire engine must be claimed within 60 days from the date of Council approval of the request, at which time it will revert to the City's surplus equipment pool for disposal by the Department of General Services. Fiscal Impact Statement: The Chief Legislative Analyst reports that the sale of one 1982 Seagrave fire engine at a below market value price is consistent with the City's Financial Policies as the Stentorians is a non-profi created specifically to further the work of a City department (Los Angeles Fire Department) and is headquartered in the City of Los Angeles. This below market sale will increase the General Fund by $1.00. SUMMARY At its meeting of June 11, 2007, the Budget and Finance Committee considered Motion (Weiss - Rosendahl) and Chief Legislative Analyst (CLA) report relative to the sale of one surplus 1982 Seagrave fire engine (equipment no. 60376) to the Los Angeles City Stentorians for $1.00, to be used in the training of prospective firefighter candidates. The Stentorians is a non-profi organization founded in 1954 by African-American firefighters from the Los Angeles City and County Fire Departments "...to combat the racism and blatant bigûtîý that prevented African-Americans from joining and advancing in the fire service." The Stentorians participate in efforts to recruit and train qualified candidates for the Los Angeles Fire Department; provides assistance to firefighters seeking supplemental training; fosters upward mobility among its members; presents career enhancement seminars; mentors community youth by serving as "Big Brothers" and "Big Sisters" for the Gwen Bolden Youth Foundation, and maintains close ties with the community. i The CLA reports that based on criteria established in the Los Angeles Administrative Code, Section 22.547, the Stentorians is eligible to receive this donation and there are no other unfilled requests waiting ahead of this organization for this type of equipment. The Budget and Finance Committee recommended approval of the Motion (Weiss - Rosendahl) relative to the sale to the Los Angeles City Stentorians of one surplus 1982 Seagrave fire engine (equipment no. 60376) for $1.00, to be used in the training of prospective firefighter candidates. This matter is now forwarded to the Council for its consideration.     STENTORIANS OF LOS ANGELES COUNTY June 19, 2020 Today is the oldest nationally celebrated commemoration of the ending of slavery in the United States. It was on this day in 1865 that the Union soldiers, landed in Galveston, Texas with the news that the war had ended and that the enslaved were now free. However, that was two and a half years after the Emancipation Proclamation which stated, “…the Executive Government of the United States…will recognize and maintain the freedom…and will do no act or acts to repress such persons…in any efforts they may make for their actual freedom.” Today, the world takes notice at the continued injustices that are being broadcasted live and in living color, it is important that we continue to unite as a global community and demand change that is long overdue. That call to change may include signing petitions, protesting, or having tough conversations within our circles. Whichever you may choose, we are in it together. In honor of the generations before us, it is crucial that we continue the fight for equity. It is our duty for us to stand up today, for the generations of tomorrow, and those not yet abused by time that have an unjaded view of this world. The reality is that African-Americans are being killed at a higher rate than any other race in America, in view of the world. The reality is that systemic racism has had a cumulative and compounding effect of an array of societal factors including the history, culture, ideology, and interactions of institutions and policies.
