Radf orth introduced Dean A.E. Maadonald of the Faculty of Engineering and Arohiteature of the University of Manitoba. Dean Maadonald briefly weloomed delegates to the Conferenae on behalf of the University. He expressed the hope that they would find the deliberations to be helpful and that they would return at some future date. Dr. Radforth then explained the sponsorship of the Conferenae, desoribing the history and functions of the Assoaiate Committee on Soil and Snow Meohanias and of the Muskeg Suboommittee. A telegram from Mr. R.F. Legget, Chairman of the Assoaiate Committee was read, in which he expressed his regret at not being able to be present. Delegates attending the Conf'erenoe were invited to atand giving their name and their affiliation. Dr. Radf orth then introduaed the Searetary of the Muskeg Suboommittee, Mr. 1.C MaaFarlane, who announced the lunaheon arrangements and the. availability of muakeg literature REPORTS 1. AN OUTLINE OF CURRENT iVmSKEG RESEARCH IN CANADA- Jean Eve1 McMaster University INTRODUCTION Researoh on organio terrain, begun in l9M and sponsored by the National Research Council and the Defence Research Board has brought to light many problems shared by those involved in construction, access, exploration or exploitat ion in muskeg areas. Many of these problems would not have been solved had it not been for sheer determination to overoome the muskeg factor. In oases where it has not been possible to simply abandon operations because of a seemingly invincible barrier, the problem has been faced and often oolved by the application of basio principles of science and engineering. The design of this report on current muskeg research in Canada is to reflect accrued information from representatives of organizations known to have had problems with muskeg in the pursuit of their interests in industry, transportation, construct ion and agriculture. It was hoped that information ao obtained might be integrated into a report that could serve as a souroe of referenoe for others with similar problems in the field and bring to light further problems. Also, from this, it was thought that trends for future research would become more apparent. EXPLORATION The petroleum industry makes expressive use of the term "explorationn in its survey activities preceding the establishment of produoing wells. This same term could well be used to convey the primary approach to any muskeg study that involvea major development. Control of costs, best design, and optimum opera- tional requirements can only be met if they all pertain to a complete understanding of the precise terrain in which the develop- ment is to proceed. Where there has been success in muskeg, as defined by these terms, it would be instructive to examine whether this fundamental exploration has been adequately carried out . In gathering information for this report it has been encouraging to find that some use is being made of what has become knovm as the Radforth Classification System in dealing with muskeg. While in some instances it may not be applied with all the exactness it intends, the principles of ooverage recog- nition and interpretation are being applied with success. In other words, it has been found that this system can be utilized to good advantage in field or aerial interpretation and when used, the results have been dependable and facilitate operations econo- mically. The petroleum industry has found in its exploration programs that much information basic to the establishment of wellsites can be obtained from aerial photographs. In beiq able to interpret ground conditions even generally from aerial photographs, much time and expense can be eliminated by choosing the shortest possible route that, at the same time, will avoid problems in muskeg areas. If muskeg areas cannot be avoided, the best routes can be chosen across the muskeg by the use of the classification system. Organizations such as Spartan Air Services Limited do their exploration work with the applioation of the prinoiples of the classification system for interpretation of muskeg areaa. Inter- pretation is done with the aid of aerial photographs, usually taken on scales between 1,000 and 3,000 feet to 1 inah. Muskegs and areas of undesirable topography are by-passed in the selection of the main route and alternate routes also are chosen, Field investigations of seleated looations are then made for the identifi- cation of seasonal drainage or water table levels, depth and nature of organic material to mineral soil type and the classifioation of muskeg. Additional interpretive information derived through a knmledge of cover and topography can be supplied about trafficability, bearing strength, route deviation and Improvement requirements. CONSTRUCTION Development in or on muskeg already involves many kinds of construct ion, among these being establishment of tank farms, railways, hydro pylons, roads and foundations for agricultural development, eta. At this stage in our development, the most pressing needs are associated with access, and chiefly, here, in the construction of highways. Second to access, construction measures such as housing for men and supplies as might be done by the Air Force and other services, must be mentioned. That aomtnunities are usually established on mineral soils or rock foundation does not suggest escape from difficulty, for it is often the aase in the north that muskeg inter- feres in the communications problem. Where highways are concerned, two genaral fields of in- terest were defined in the inquiries made for this report. One is the construction of highways, frequently provincial under- takings, the other is the developl~lontof access roads for pulp and paper or petroleum industries. One source of information on high- ways deals with conatr-uction as it applies in tho Yukon* The other pertains to road building in northern Ontario. Solutions to the problems involved may well be of valuo to many. Owing to the great variability of muskegs in northern Ontario and to the high standards and economic considerations of modern highways, %he Ontario Department of Highways makes unusually detailed studies of areas in order to ensure the satisfactory performance of a road surface.

    July 2018 State of the Wetlands in the Lake Simcoe Watershed Ontario Streams Technical Report No. 2018-01 Alexander Kissel, Habitat Technician & Alice Choi, GIS Technician, Ontario Streams ontariostreams.ca Summary Wetlands in the Lake Simcoe Watershed are critical to the health of the Lake and its surrounding ecosystem. They cover 18.4% of the surface area around the Lake or 52 847 hectares (ha). About 62.4% of these wetlands have been evaluated using the Ontario Wetland Evaluation System (OWES) Southern Manual. The distribution of wetlands vary with fewer and smaller wetlands on the Oak Ridges Moraine (7.1% of surface area), the Schomberg Clay Plains (5.5%) and the uplands west of the the Lake (10.9 to 12.7%), contrasting with the larger valley and shoreline wetlands in the lowlands around the Lake (25.7%). Small wetlands play an important role particularly in the landscapes where they make up a large portion of the wetlands. A high resolution (15 centimetre pixel) analysis of aerial imagery from 1999/2002 to 2013/2016 for the Lake Simcoe Watershed has shown that many small wetland losses, and the occasional larger ones, add up over this time period to a loss of almost eight square kilometres or 773 ha (1.5% of the total wetland area). This loss is higher than previous estimates using lower resolution (30-metre pixel) satellite imagery which cannot pick out the smaller losses that have a large cumulative impact. The highest losses have been from agriculture (46.4% of all losses), following in descending order by residential (10.5%), peat extraction (10.4%), canals (9.6%), highways/roads (6.6%), industrial/commercial (5.7%), fill (4.6%), dug-out ponds (4.3%), recreation (1.6%) and aggregates (0.3%).

In response, major agencies have set goals to halt this loss and work to restore wetlands to varying degrees of function and area. To aid those agencies, this study was guided by four research questions: (i) Which physical and ecological landscape criteria represent high suitability for wetland reconstruction? (ii) Of common wetland suitability metrics, which are most important? (iii) Can a multi-criteria wetland suitability index (WSI) effectively locate high and low wetland suitability across the Ontario Mixedwood Plains Ecozone? (iv) How do best sites from the WSI compare and contrast to both inventories of presettlement wetlands and current existing wetlands? The WSI was created based on seven criteria, normalized from 0 (low suitability) to 10 (high suitability), and illustrated through a weighted composite raster.

I understand that my thesis may be made electronically available to the public. ii Abstract Ontario’s Greenbelt is key to the region’s sustainability and plays an important role in stopping urban sprawl, preserving agricultural land and maintaining ecological goods and services. However, there have been concerns expressed in the literature and by non-government organizations that the Greenbelt legislation, on its own, will not ensure the viability of the farming economy in this region, or ensure adequate ecological stewardship. These concerns point to the need for other programs and policies to complement the Greenbelt legislation, and to help ensure that the goals of the Greenbelt are met. This research study assesses the potential of the Alternative Land Use Services Program (ALUS) as a tool for promoting agricultural viability and associated land stewardship in Ontario’s Greenbelt. An Alternative Land Use Services program would pay farmers for the provision of environmental services in the public interest. Using a qualitative methodological approach based on a literature review, a review of government and non-government organization documents and interviews with key stakeholders, this study compares the potential contribution of the ALUS program with that of other reasonable alternatives currently available to promote farmland protection and farm stewardship.

This program is under the direction of the LSEMS Steering Committee, comprised of representatives of the following agencies: • Ministry of Agriculture, Food and Rural Affairs; • Ministry of the Environment and Energy; • Ministry of Natural Resources; and • Lake Simcoe Region Conservation Authority. The Lake Simcoe Environmental Management Strategy (LSEMS) studies were initiated in 1981 in response to concern over the loss of a coldwater fishery in Lake Simcoe. The studies concluded that increased urban growth and poor agricultural practices within the drainage basin were filling the lake with excess nutrients. These nutrients promote increased weed growth in the lake with the end result being a decrease in the water's oxygen supply. The "Final Report and Recommendations of the Steering Committee" was released in 1985. The report recommended that a phosphorus control strategy be designed to reduce phosphorus inputs from rural and urban sources. In 1990 the Lake Simcoe Region Conservation Authority was named lead agency to coordinate the LSEMS Implementation Program, a five year plan to improve the water quality of Lake Simcoe.

As wetland macrophytes are influenced by water quality, any impairment in wetland quality should be reflected by taxonomic composition, biomass and dynamics of the macrophyte community. This study investigates the potential use of macrophytes as a tool for monitoring water quality by examining the dynamics (species richness, density, diversity, and above-ground biomass) in emergent macrophyte communities in fringe wetlands around Lake Simcoe exposed to contrasting degrees of disturbance. Macrophytes and limnologic data were collected from six wetlands over four seasons from 2013 – 2014. The macrophytes were identified to species and limnologic data was quantified to reflect the water quality, which was measured as a proxy for site disturbance. Wetlands in this study correspond to a wide range of environmental conditions, ranging from very clear and nutrient poor oligotrophic conditions (e.g., TP =11.25 µg/L, TN = 345.25 µg/L, CHL a =1.37 mg·m-3) to turbid and eutrophic wetlands (e.g., TP = 47.25 µg/L, TN = 2285 µg/L, CHL a = 3.26 mg·m-3.

This includes avoiding tragic events like the recent death of an 11-year-old boy who died after falling through the ice on a stormwater pond in Milton. “Our intent is not to disappoint people, however we do have an obligation to reduce the risk to people’s lives from either breaking through the ice on a stormwater pond or congregating in numbers not permitted under current Provincial guidelines on public gatherings,” said Jim Wall, Chief of King Township Fire and Emergency Services. There are several reasons why skating on stormwater ponds is dangerous. • Stormwater ponds are designed to continuously collect stormwater from surrounding roads and neighbourhoods. • No matter how deep into the winter or how thick the ice may appear, temperature changes and water flowing in/out can cause major variations in ice thickness. • Air pockets are also easily formed under the surface and contaminants like salt weaken the ice. The Township will be monitoring both stormwater ponds and other ponds located on land owned by King Township with the goal of educating people to get compliance. “We know people have used the ponds on public land for many years,” said Chris Fasciano, Director of Community Services for King Township. “But this year is not like any year we have seen before. Th e marsh was fi lled over the next 150 years for reasons of public health and indus- trial development. Toronto is situated in the Don River catchment that once fl owed through Ashbridge’s Bay Marsh into Lake Ontario. It is also located close to the Holland River catchment that fl ows through Holland Marsh into Lake Simcoe. Th is marsh was drained so that its fertile soils could grow and supply much of Toronto’s fresh produce (see Giblett, 2014: chapter 6). In a typical gesture for the modern city, one marsh close to the center of the city was fi lled to create solid ground for urban development while another on the margins of the city was drained so that its fertile soils could grow and supply fresh produce to sustain the city. Th e city of Toronto had a marshy and swampy beginning that has largely been forgotten by the majority of its residents.
